General Orders October 21, 2018 Office of the Right Eminent Grand Commander

To the Sir Knights, officers and members of all Constituent Commanderies and to all present and past Grand Commandery Officers of the Grand Commandery of Knights Templar of Ohio. Greetings:

It is my order that these General Orders be read in their entirety and be made a part of the minutes of each Constituent Commandery at the first stated conclave following the 2018 Annual Conclave of the Grand Commandery of Knights Templar of Ohio. General Order No. 1 (Divisions)

It is hereby ordered that the Grand Commandery Knights Templar of the State of Ohio shall consist of ten Divisions. Pursuant to section 1038a, each division will have an assigned Division Commander and a Deputy Division Commander appointed by the Grand Commander (see list in Roster). General Order No. 2 (Inspections)

It is hereby ordered that all Constituent Commanderies (except No. 76) of the Grand Commandery of Knights Templar of Ohio be inspected in the Full Form Opening (FFO) and the Order of the Temple (unless inspection in the Order of Red Cross or Order of Malta is approved by the Grand Commander) during the current Templar year and I hereby appoint and commission the Sir Knights listed in the inspection Schedule and Roster as my representatives, with the authority and prerogatives of the Grand Commander at such inspections. As part of the Inspection Day Agenda, the Commandery SHALL provide a ladies’ program and host a traditional, formal banquet for the Sir Knights and ladies. General Order No. 3 (Conferral of Orders)

It is hereby ordered that all Constituent Commanderies (except No. 76) shall confer all three Commandery Orders before June 1, 2019. Division leadership will observe these Orders (with the exception of the Commandery’s Inspection Order) and submit a review to the Chairman of the Ritual and Tactics Committee. No Orders shall be conferred during Holy Week (Apr. 14 – 21, 2019). General Order No. 4 (Photos)

In order to preserve the solemnity of the Orders, photography is strictly prohibited in a Council of the Illustrious Order of Red Cross, a Priory of the Order of Malta, or a Conclave of Knights Templar when open.

General Order No. 5 (Appearances)

A dispensation is hereby granted to all Constituent Commanderies to appear in public in “Full Templar Uniform” at Masonic functions and funeral visitation/services for the purpose of forming escorts and/or honor guards and/or presenting the United States Flag. Dispensation is also granted for participation in parades and religious services (except swords shall be omitted for religious services).

The appendant order first issued September 26, 2016 authorizing cap and mantle as the official Templar uniform for Raper Commandery No. 19 is hereby renewed for the 2018/2019 Templar year unless otherwise superseded by legislation. General Order No. 6 (By-Laws and Dispensations)

All requests for By-Law changes, dispensations and other special requests must be made in writing (e-mail preferred) through the chain of command and must allow for at least 3 weeks processing time. General Order No. 7 (Returns and Reports)

Each Constituent Commandery shall submit COMPLETE Annual Returns, UARs, Reports of Election and other requested reports and documentation to the designated officer, in the required format, and by the deadline specified in the notification to submit. Failure to do so may subject the Commandery to being placed on probation. General Order No. 8 (First Line Signers Records)

Each Recorder shall maintain on file an updated list of first line signers to facilitate timely presentation of Grand Encampmenmt of the USA Membership Jewels and Grand Commandery of Ohio membership citation cords, patches, caps and jackets. General Order No. 9 (Masonic Membership Solutions (MMS))

Accurate and timely membership records shall be maintained in the Grand Encampment’s Masonic Membership Solutions (MMS) system. The Commandery’s Recorder or an assigned assistant shall enter updates in the system. Failure to enter updates in a timely manner may result in removal of the Recorer and/or Commander from office and/or a financial penalty of $250.00 per occurrence. General Order No. 10 (Records)

If a Commandery maintains any electronic records outside of MMS, backup copies of such records must be maintained via separate media (printed or electronic), stored in a separate location from the source computer or peripheral equipment and accessible by another member of the Commandery. General Order No. 11 (Maximizing the Impact of the Order of the Temple)

The Order of the Temple is one of, if not the most, impactful and meaningful Masonic experiences available. We should strive to make the Order of the Temple a very special personal experience for each Knight of Malta. It is therefore ordered that the

Order of the Temple SHALL NOT be conferred on the same day that the candidate Knight of Malta receives his Order of the Red Cross and/or Order of Malta. Furthermore, although not strictly prohibited, conferral of the Order of the Temple on multiple Knights of Malta on the same occasion is discouraged. Commanders should make every effort to confer the Order of the Temple on each Knight of Malta individually; however, if number of candidates, resource constraints and scheduling make individual conferrals impossible, the Order of the Temple may be conferred on a “class” with the following restrictions:

a. Each Knight of Malta shall participate in the Chamber of Reflection. If this is accomplished as a group, it must be accomplished in a setting that as closely resembles an individual Chamber of Reflection as possible.

b. Each Knight of Malta should participate in the 5th Libation. If this is accomplished as a group, each Knight of Malta should partake in a manner as closely similar to the Knight kneeling at the base of the triangle as possible.

c. Each Knight of Malta shall be individually knighted and all proceed through an Arch of Steel.

General Order No. 12 (Supplemental Instructions)

Supplemental instructions are issued concurrent with the General Orders to provide additional details and clarification on implementation of the General Orders and shall be strictly followed. The supplemental instructions are not required to be read at a stated conclave, but the Commander is responsible for ensuring that the other Commandery officers are familiar with these instructions. General Order No. 13 (Realignment of Clinton and Marion Commanderies)

In accordance with the established Division Realignment Implementation Plan, effective October 21, 2018, Clinton Commandery No. 5 is realigned from the 5th Division to the 8th Division and Marion Commandery No. 36 is realigned from the 5th Division to the 6th Division. General Order No. 14 (Grand Master of Masons of Ohio)

The Most Worshipful Grand Master of Free and Accepted Masons of Ohio is hereby appointed my personal representative and as such shall be received under an Arch of Steel at all occasions where he is present and the Sir Knights of Ohio form lines for the reception of dignitaries. Supplemental Instructions to the General Orders October 2018

[Note: These Supplemental Instructions ARE NOT required to be read at a conclave.]

1) DIVISIONS:

In accordance with the Realignment Implementation Plan, each of the ten (10) Divisions will have a Deputy Division Commander (DDC); however, only seven (7) Division Commanders are appointed as follows:

1 DC for both the 1st and 6th Divisions. 1 DC for the 2nd Division. 1 DC for the 3rd Division. 1 DC for the 4th Division. 1 DC for both the 5th and 10th Divisions. 1 DC for both the 7th and 8th Divisions. 1 DC for the 9th Division.

The Division Commander (DC) is responsible to the Grand Commander for activities and the performance of the Constituent Commanderies of his assigned Division(s). The DDC is responsible to the DC. Duties of the DC and DDC are outlined in the Grand Officers Handbook. DCs and DDCs are eligible to attend Grand Officer Meetings when invited. They shall wear Past Commander insignia (the Passion Cross) on their uniform unless they are entitled to wear Current or Past Grand Officer insignia by virtue of another office held. 2) INSPECTIONS:

a. All Commanderies (except St. George No. 76) will be inspected on a Saturday between January 5, 2019 and April 27, 2019. A Commandery may be inspected in either the Illustrious Order of the Red Cross or the Order of Malta, if approved by the Grand Commander and the following criteria are met:

(1) The Eminent Commander of the Commandery making the request must have been successfully inspected and presided in the Order of the Temple (NO EXCEPTIONS!) First-time Eminent Commanders and those not having previously been successfully inspected in the Order of the Temple must be inspected in the Order of the Temple.

(2) The Red Cross or Malta Orders MUST be conferred in Full Form; however, the short form opening may be used. Note: The Commandery must be inspected in the traditional Commandery FFO even if the inspection order is Red Cross or Malta.

b. For inspection, the Commandery will open no earlier than 1:00 P.M. (except Columbus Commandery No. 69, which has the Grand Commander’s dispensation to open at 10:30 A.M.).

c. The inspected Commandery will confer the Order upon only one candidate. d. If conferring the Order of the Temple, the Knight of Malta shall be clothed in

an authorized Templar uniform when knighted, unless the Knight’s size or other unavoidable circumstances make it impracticable to be uniformed, in which case, the Knight of Malta shall be clothed as similar to the uniform as

possible (i.e. black suit without sleeve crosses in lieu of a Class A uniform).

e. At the conclusion of the inspection only the inspecting officer will be called upon to speak. All announcements and remarks must be stated prior to calling on the inspecting officer.

f. The Pre-Chamber Lecture is not part of the ritual and is purely optional. It SHALL NOT BE GIVEN UNLESS quiet can be assured and the Sir Knight delivering the lecture can do so proficiently from memory and in the most solemn and serious manner. If the Commander is not confident that these 2 requirements can be met, the Pre-Chamber Lecture should not be given.

g. A banquet is a required part of inspection day. The Grand Commander encourages Commanderies to have a noon banquet to free up the evening for the Sir Knights and ladies and minimize night driving; however, the timing of the banquet is at the Commander’s discretion. It may be held at noon, between the Order of the Temple and the Full Form Opening (FFO) or at the end of the inspection day. Regardless of the timing, banquets on inspection day must be a traditional Inspection Banquet (no soup and sandwiches!).

h. The extent of introductions at the banquet may be dictated by Commandery or Division tradition, but must follow protocol in regard to the order of introduction set forth in the tactics (page 87) and as a minimum include the following:

(1) Recognize the ranking officer from each visiting Commandery and give him an opportunity to introduce his lady and recognize those with whom he is traveling.

(2) Introduce the DDC and his lady. (3) Introduce the DC and his lady. (4) Introduce any Grand Commandery Officers, Past Grand Commanders,

Emeriti Grand Officers, and visiting DDCs or DCs from other Divisions who are not seated at the head table and their ladies.

(5) Introduce all seated at the head table. i. Areas To Be Inspected - The inspection of each Constituent Commandery

shall be divided into five areas: Administrative, Financial, Membership, Order Conferral and FFO.

(1) The Deputy Division Commander is responsible for inspecting the Administrative, Financial, and Membership areas of each Commandery in his assigned Division and providing his report on these areas to the Inspecting Officer at least 3 weeks prior to Inspection Day. His report will include the inspection form with the applicable areas completed and a copy of the UAR for the Templar year ending the previous May 31st. If there are unavoidable schedule conflicts or other circumstances preventing the DDC from accomplishing the inspection, the Division Commander may relieve the DDC of this responsibility and accomplish the Administrative, Financial, and Membership inspection himself. In no case will a Sir Knight inspect the books of his own Commandery.

(2) The inspection of the FFO may take place on the Inspection Day or on a separate date prior to Inspection Day at the Commander’s discretion.

In the event that the Commander chooses to be inspected in FFO on a date prior to Inspection Day, a legal quorum must be present and such inspection will be accomplished by the DC, who will provide his report to the Inspecting Officer at least 3 weeks prior to Inspection Day unless the Inspecting Officer approves an alternate deadline. The report will include the inspection form with the applicable FFO area completed. If there are unavoidable schedule conflicts or other circumstances preventing the DC from accomplishing the FFO inspection, he may delegate this responsibility to the DDC or arrange for a Grand Line Officer or a Past Grand Commander to accomplish the FFO inspection. In no case will a Sir Knight inspect the FFO of his own Commandery. Whether accomplished prior to or on the day of Inspection Day, only the traditional FFO will be acceptable for inspection and the elected Commander must preside during the FFO and do the work from memory. Forming the lines for reception, receiving and introducing the Inspecting Officer and other dignitaries following usual protocol, and forming an Arch of Steel for the Inspecting Officer (and Grand Commander if present) are required on Inspection Day even if the FFO was inspected on a prior date (in this case begin with #243 on page 54 of the Tactics after the Commandery has been opened in Short Form). The “army” for lines, escorts, triangle, etc. may be comprised of Sir Knights from other Commanderies, but all Commanderies are otherwise expected to perform the FFO independently. In no event will FFO inspections be held on a Sunday (Commanderies may practice FFO on a Sunday no earlier than 2:00 P.M.).

(3) The Order Conferral shall be inspected by the assigned Inspecting Officer on the designated Inspection Day. Within 2 weeks of the Inspection Day, the Inspecting Officer shall write a post inspection letter to the Commander highlighting his remarks and make appropriate remarks concerning all inspected areas and the day's events. A copy of the completed and signed inspection report form and the Grand Warder’s report shall be attached to the letter. Within 2 weeks following the Inspection Day, a hardcopy of the letter and attachments shall be mailed to the Commander with courtesy copies (in either electronic or hard-copy format) of the post-inspection letter and attachments to be forwarded to the Recorder, DDC, DC, Reviewing Officer, and Right Eminent Grand Commander. The Reviewing Officer for Commanderies 1 through 39 is the Deputy Grand Commander and for Commanderies 40 through 84 is the Grand Generalissimo. The Reviewing Officer is responsible for uploading an electronic copy of the letter and attachments to the designated electronic archiving site. There is no requirement for the Reviewing Officers to retain hardcopies or provide hardcopies to the Grand Recorder. Any private remarks that the Inspecting Officer deems pertinent to the welfare of the Grand Commandery of Ohio, shall be sent directly to the Reviewing Officer and Grand Commander. The Reviewing Officer may also provide any private remarks he deems appropriate directly to the Grand Commander.

(4) If there is a discrepancy, the Inspecting Officer shall notify the Right

Eminent Grand Commander as soon as possible via phone call, text, or e-mail with a brief description of the discrepancy and the plan for correcting the discrepancy. A Discrepancy Report shall be completed on the designated form and included as an attachment to the post inspection letter to the Commander referenced above.

(5)There will be two certificates associated with inspection: A Commandery Proficiency Certificate and the traditional Eminent Commander’s Certificate. If there are no discrepancies, both certificates shall be presented on Inspection Day. If there are 1 or more discrepancies, the Eminent Commander’s Certificate shall not be presented on Inspection Day and shall be held until all discrepancies are corrected. If discrepancies are limited to the Commander only, but the Commandery displayed proficient work, the Commandery Proficiency Certificate shall be presented. In no event shall an Inspecting Officer, in his verbal or written comments, characterize an inspection as “failed.” If there are discrepancies, the inspection is “incomplete,” not failed.

(6) At an appropriate time, the Inspecting Officer will hold a critique with the officers of the inspected Commandery to compliment them when appropriate, and share with them ideas for improvement. The Inspecting Officer is expected to motivate, encourage and inspire the Sir Knights to do the best job they can possibly do.

(7)There must be a quorum present from the inspected Commandery. Lack of a quorum shall be considered a discrepancy. The planned activities of the day may continue at the discretion of the Inspecting Officer utilizing a pro tem candidate only. The conclave shall be declared abandoned in the minutes and any opening ceremonies or ritual work shall be considered a practice.

j. Inspection participation minimum requirements:

(1) FFO and Order of the Temple • All speaking parts shall be given from memory (no reading)

except for the Prelate’s lessons (Bible readings and Sepulcher scene) and the Hermits’ lessons.

• Commander must proficiently preside in FFO (including rehearsal of duties).

• Commander must proficiently preside in the Order of the Temple.

• All speaking parts must be performed by voting members of the inspected Commandery except as follows:

• Of the Generalissimo, Captain General, and Prelate, 1 of these offices may be fulfilled by a pro tem from outside the inspected Commandery’s voting members.

• Of the Senior Warden, Junior Warden, and Warder, 1 of these offices may be fulfilled by a pro tem from outside the inspected Commandery’s voting members.

• The Hermits, Guards for years of warfare, chapeau lecture,

sword lecture, remaining attributes, banner lecture, U.S. flag lecture, and historical lecture (if given) may be performed by visiting Sir Knights outside the inspected Commandery’s voting members.

(2) Order of Red Cross • All speaking parts shall be given from memory (no reading)

except for the scroll read during the Jewish Council scene and the proclamation of Darius.

• Commander must proficiently preside in the opening and reception of the Inspecting Officer and will perform 1 of the speaking parts in the Order.

• All speaking parts must be performed by voting members of the inspected Commandery.

(3) Order of Malta • All speaking parts shall be given from memory (no reading)

except for the Prelate’s lessons. • Commander must proficiently preside in the opening and

reception of the Inspecting Officer and will perform 1 of the speaking parts in the Order.

• All speaking parts must be performed by voting members of the inspected Commandery.

k. No Sir Knight is authorized to cancel or reschedule an inspection without the

consent of the Division Commander, Inspecting Officer and the Grand Commander. If there is a Level 3 snow emergency declared in the county where the inspection is being held, the Commander should immediately notify the Division Commander, who will in turn confer with the Inspecting Officer and Grand Commander on whether or not to proceed with the inspection as planned. Sir Knights are expected to comply with Level 3 snow emergency travel restrictions and not endanger themselves and traveling companions.

l. There will be no Inspections on March 9, 2019, so that all interested Sir Knights and ladies have the opportunity to attend the East Central Department conference.

3) CONFERRAL OF ORDERS:

The required review of the Orders may be accomplished by either the DC, DDC, or a past DC or DDC of the Division, but in no case will a Sir Knight review his own Commandery. For purposes of these non-inspection reviews, the Orders of Red Cross and Malta may be conferred jointly by multiple Commanderies, but each Commandery given credit must have actively participated in the work to a reasonable extent. Sideline attendance is not considered active participation. 4) PHOTOS:

Sir Knights and ladies are cautioned to use good judgement when photographing anything related to Commandery and posting images to social media. Our costumes and robing are intended for the conferral of our Orders and are not appropriate material

for social media. Scrutinize every image and be sure that it portrays our wonderful Christian Order in a positive way! 5) APPEARANCES:

Appearing in uniform in public for any purpose other than specified in the General Orders requires a written dispensation from the Grand Commander. 6) BY-LAWS AND DISPENSATIONS:

For purposes of General Order No. 6, chain of command shall be Commander to DDC to DC to Grand Commander. Non-concurrence by anyone in this chain of command stops the process and renders the request disapproved. The Commander may appeal in writing to the Grand Commander and his decision is final. 7) RETURNS AND REPORTS:

Timely and complete submissions of returns and reports are critical to the efficient management and operation of the Grand Commandery of Ohio. The Commander is ultimately responsible for these submissions and should proactively work with the Recorder and Treasurer to ensure that submissions are timely and complete.

a. The Report of Election shall be sent (preferably in electronic format) to the Grand Recorder no later than 14 calendar days after election with courtesy copies provided to the DC and DDC.

b. An original signed copy of the completed Uniform Audit Report (UAR) shall be submitted to the DDC and in his hands no later than July 1, 2019 with a courtesy copy to the DC. The DDC and DC will concurrently review the UAR and work any required corrections with the Commandery. Once the DDC and DC are satisfied, they will sign and submit the original, signed form to the Eminent Grand Captain General with a courtesy copy to the Commandery’s Recorder. The final UAR is to be in the hands of the Eminent Grand Captain General no later than August 1, 2019 unless he is notified of the circumstances warranting a delay and grants an extension. The Eminent Grand Captain General is responsible for reviewing the UARs, uploading archive copies to the designated electronic storage site, and reporting to the Right Eminent Grand Commander and Very Eminent Deputy Grand Commander on any Commanderies that have assets less than $1,000 OR had total assets decrease during the year by more than 5%.

c. The Annual Return of each Commandery shall be submitted to the Grand Recorder and in his hands no later than July 1, 2019, with a courtesy copy (preferably in electronic format) to the DC and DDC. Payment of fees and dues owed to the Grand Commandery for such year, pursuant to section 1117 of the Statutes of the Grand Commandery of Ohio, shall be made to the Grand Commandery of Ohio concurrent with submission of the Annual Return.

d. TheReportofCivicandPatrioticActivitiesshallbesenttotheDDCandinhishandsnolaterthanJuly15,2019,sothathecancollectthedatafromtheCommanderiesintheDivisionandsubmitaconsolidatedDivisionreporttotheEminentGrandSeniorWardennolaterthanAugust1,2019.
