Volunteer Opportunities for Students: In early July, I will send a special e-Newsletter highlighting some local opportunities for students to gain work experience in the community that can be used as part of their required Community Involvement Hours.

Since September 1, 1999, one of the requirements for all students in Ontario is to complete 40 hours of community involvement in order to receive an Ontario Secondary School Diploma (OSSD). The purpose of this requirement is to encourage students to develop an understanding of the various roles they can play in serving their community and to help them develop a greater sense of belonging within the community.

Hot Weather = Hot Schools

Severe Weather

It is difficult to focus, hard to learn/teach and exhausting when you're stuck in a hot, stuffy room with little air circulation. Ideally, every school should have air conditioning but the reality is that many schools at the TDSB do not have air conditioning - only about 130 of our schools are outfitted with full air conditioning - but I can't speak for the condition of the air conditioners. Because the weather can has an impact on

system-wide school board operations or individual schools, staff and students, the Toronto District School Board has a number of practices and policies in place to manage the impact of this weather on the students, teachers and staff.

Letter sent to parents May 30th: Heat in Schools

As the trustee, I am concerned about equitable access to appropriate, safe and comfortable work environments. The provincial government views air conditioning more as a luxury than the necessity it has become, making it difficult for the TDSB to fund the major work needed to upgrade all of our schools.

How the new provincial government will handle this growing concern with many of our older schools is a big question mark. I will continue to raise the issue with our MPP Stan Cho and the new Minister of Education (wait & see?) - along with overcrowding in Willowdale schools.

Long Term Program & Accomodation Strategy

This is an important document that we use at the TDSB to help us plan for the next ten years. Each year it is updated and trustees have a chance to flag priorities issues for the entire system, for each trustee ward and for specific schools for any ten-year period. The Board recently approved the new LTPAS from 2018-2027 - click here

It provides an approach to program and accommodation planning that allows for responsiveness and flexibility in a changing environment. In Willowdale, overcrowding has a huge impact on schools, students, families and communities. The LTPAS also has enrolment projections/utilization rates for all schools up to 2037 as well as general information about each school including site size, age of school, barrier-free access and number of portables on site.

2018-19 Boundary Change Study: Explore a review of the junior and middle school boundaries of Pleasant PS, RJ Lang E & MS and Fisherville Sr. PS, specifically the divided junior attendance area of Pleasant PS. 2018-19 Grade Change Study: Explore a review to examine converting Rockford PS and Pleasant PS into JK-5 schools with Grade 6 students from both sites moving into Fisherville Sr. PS to establish a Grade 6-8 school. The pathways for the existing French Immersion program at Rockford PS and existing Extended French program at Pleasant PS would be examined as part of this study. 2018-19 Emerging Capital Priority: Explore the construction of a permanent 3-classroom addition to address overcrowding at McKee PS. 2018-19 New Program Study: Explore the introduction of a Grade 6-8 pathway for the Early French Immersion program at Rockford PS to Fisherville Sr. PS. This review can coincide with the Rockford PS, Fisherville Sr. PS and Pleasant PS study involving grade and boundary changes. 2018-19 NonOperating School Site Study: Explore a review of the non-operating school site, Burnett, to determine if it is a candidate for potential surplus declaration and sale. 2021-22 Boundary Change Study: Explore a boundary change review involving Crestview PS, Elkhorn PS and Bayview PS to determine the most appropriate home school for students residing within the Canadian Tire lands, which is currently holding at Crestview PS. This review will also coincide with a study of the grade configurations at Bayview MS. 2021-22 Grade Change Study: Explore a grade conversion at Bayview MS into a JK-8 program. This review will coincide with the study of the Canadian Tire Lands area, Elkhorn PS and their current holding school Crestview PS. TBD Boundary Change Study: Explore a review of the junior and middle school boundaries of McKee PS, Finch PS, Bayview MS and Cummer Valley MS to eliminate the divided junior attendance areas of McKee PS and Finch PS. TBD Boundary Change Study: Explore a boundary change to address the split junior attendance areas of Cresthaven PS and Cliffwood PS. Currently these schools are assigned to both Highland MS and Zion Heights MS. TBD Boundary Change Study: Explore a boundary change whereby the existing redirection of addresses from the McKee PS area to Lillian PS can be returned to their local community school. This is subject to space availability and/or additional capacity at McKee PS. TBD Emerging Capital Priority: Explore the construction of either a permanent addition at Elkhorn PS and/or Bayview MS, or a new elementary school in the Canadian Tire Lands area to allow for redirected students residing within the nearby developments to return to their local neighbourhood. This project is subject to a review of gradeconfigurations across the two sites, as well as an examination of the feasibility of constructing a new school within the Canadian Tire Lands community. A school site has been reserved for the Board within the Canadian Tire Lands to support a future elementary school. The Ministry of Education has approved funds to purchase the site; the Toronto Lands Corporation is negotiating the purchase and sale agreement. If a new school is determined to be the best long-term accommodation option for the area, provincial funding support will be required to proceed with the purchase of these lands, and will form part of the business case to be submitted to the Ministry. TBD Emerging Capital Priority: Explore the construction of a new 1,000 - 1,500 pupil place secondary school to address existing and projected accommodation pressure at the secondary panel in the area, specifically at Earl Haig SS. TBD Boundary Change Study: Explore a boundary change to address the split attendance areas of Fisherville Sr. PS and RJ Lang E&MS. Currently these schools are assigned to both Northview Heights SS and Newtonbrook SS.

Addressing City Growth & Intensification

In November 2017, I moved a motion directing the TDSB led by the Chair and Director to pursue a strategy to tackle the immense pressures exerted on our schools due to overcrowding. The most recent report to the Planning and

Priorities Committee describes a Strategy to Address City Growth and Intensification (report) based on four primary components to strengthen the role of the TDSB in the land-use planning process.

The purpose of this report is to describe how the TDSB will move forward with a multipronged approach to strengthen and enhance the TDSB’s role in the municipal planning process to better serve students and school communities, and to meet the TDSB’s infrastructure needs. This report also provides an update on a series of topics described in the previous staff report regarding Strategy to Address City Growth and Intensification, presented to the Board in April 2017.

The 4 components of the Strategy outlined in the June 2018 report are: I. Affecting Change within the Municipal Policy Making Process TDSB staff will pursue a consistent position that approval of development by the City of Toronto must consider the ability of the local schools to accommodate enrolment growth on a timely basis and recognize the role of schools in contributing to a complete community. II. Representation at the Local Planning Appeals Tribunal (LPAT) The Ontario Municipal Board (OMB) has now been replaced by the Local Planning Appeal Tribunal (LPAT). TDSB staff will modify how and when they participate in the land-use planning process on both City-wide policy initiatives and development applications. The new process will require stakeholders, such as the TDSB, to participate in the consultation sessions as well as provide comments in the form of written submissions supported by expert opinions in limited time frames. III. Greater Participation in the City’s Development Application and Approval Process TDSB staff will request greater involvement in the development application process to include early meetings with the City and developers to highlight the TDSB’s concerns as they relate to student accommodation and/or land-use planning. In the case of developments near school sites, a set of standard terms and conditions for construction management will be provided to the City and developers. IV. Affecting Change within the Provincial Policy, Funding and Regulatory Context TDSB staff will advocate for changes to Provincial policy and funding practices to ensure that the TDSB is able to provide adequate accommodation for students in intensifying urban areas. This includes changes to the Provincial funding model to recognize the unique challenges of school construction in dense urban areas, as well as ongoing advocacy for equitable funding stipulating that growth should pay for growth

Cannabis Legislation

In advance of the legalization of recreational cannabis anticipated later this year, the TDSB is working to prepare staff, students and parents/caregivers for the impact on our school community. In the fall, you can expect:

New lesson plans and curriculum support materials which will have an emphasis on decision making, health promotion, safety, and harm reduction.

Information-based materials from the Ministry of Education will be available for staff, students and parents/caregivers. It will include facts on cannabis, potential harm from use, recognizing signs of cannabis misuse, how to talk to and support children and additional resources developed in partnership with CAMH.

Professional learning opportunities for staff.

Continued support from Caring and Safe Schools team, Professional Support Services and Teaching and Learning to respond to any questions or concerns you have about the impact of cannabis on your school community.

Senior Team Restructuring at the TDSB

I want to share with you the new senior team structure at the TDSB. After reading the letter below from the Director or Education and the accompanying documents, you may have questions or concerns that I can help answer or direct to John Malloy for follow up. This reorganization is driven by the need to do things differently if we expect different outcomes. The Board of Trustees is hopeful that the new organization will have the expected outcomes. Among the highlights of this new structure, the Associate Director Leadership, Learning and School Improvement will bring together our Teaching and Learning and Special Education/Section 23 departments so that we are meeting the needs of all learners in a seamless and more collaborative manner. The goal is to remove the "silos" that have developed over the years. In uniting these departments, our commitment to inclusion will continue along with congregated schools and programs (ISP) as options for those students who would be best served by this model. It is my pleasure to share with you the attached “new” Senior Team Leadership Organizational Structure and the accompanying document that highlights the rationale for the changes and how the changes will reinvigorate our focus on higher achievement, school improvement, student well-being, equity and service excellence in TDSB. Among the many improvements is our transition from the current structure of two Associate Directors to having four Associate Directors with no additional costs to the Senior Team budget allocation. The Senior Team complement will increase by one position, which is funded by the Ministry of Education as part of a province-wide strategy to promote school board leadership in human rights. We have posted three Associate Director opportunities – School Operations and Service Excellence; Leadership, Learning and School Improvement; and Equity, Well-being and School Improvement here. Organizational Responsibilities and Reporting Structure chart, I encourage you to read the highlights document to see the many facets of improvement that the new structure will support. Our aim is to foster shared leadership and accountability among the senior management team and within and between Board departments for implementing the Board’s strategic directions and meeting service excellence performance standards. The attached structure represents the Senior levels only. A full organizational chart reflecting these changes and showing all departments will be available soon. In closing, the most important point I would like to share is that our commitment is to student achievement and well-being. We improve student achievement and well-being because of our commitment to creating equitable and inclusive learning environments for all students. TDSB Partners With City Of Toronto For Filming Pilot

The City of Toronto, in collaboration with the Toronto District School Board and the local screen industry, is launching a new pilot program called XOTO Schools. It will enable enhanced access for location filming at 11 pre-approved TDSB properties and provide opportunities for students to work alongside film and television professionals. Mayor John Tory made the announcement with Councillor Paula Fletcher, Chair of the Toronto Film, Television and Digital Media Board, alongside TDSB Director of Education John Malloy, TDSB Chair of the Board Robin Pilkey, TDSB Trustee Jennifer Story and Victoria Harding, Associate Executive Director of the Directors Guild of Canada – Ontario. The XOTO Schools pilot project will run until June 2019. For a list of particiapting schools see below. Quick Facts: Filming at these locations will take place primarily during summer months and on evenings and weekends during the school year; At the pre-approved locations, the scouting and permit application processes will be streamlined with designated permit personnel servicing applications. It will also feature a special daily rate card and a 72-hour permit turnaround timeline; Co-op placements will be created through the academic year in categories such as makeup, hair, sound, special effects, props, set decoration, costume design, continuity, lighting, grip, construction, paint and transportation. Schools were initially selected based on criteria such as sufficient capacity to allow filming with the least disruption, distribution across the city and equity considerations. In addition, there were industry requests for schools with specific features such as auditoriums, and exterior and interior aesthetics to support a wide range of productions.

The Toronto Love Project is a collaborative community installation to provide hope and positivity as the North York community heals from the tragic event of April 23, 2018.

Please join us for the opening of the Toronto Love Project June 25 from 12:00pm to 1:30pm North York Centre, 5140 Yonge St.

The project, initiated by Berene Campbell of Toronto, invited quilters across Canada, the USA and worldwide to participate by making 4″ x 22ft long colourful banners stitched with messages of hope, peace & love. The goal of the project is to bring an uplifting experience to the community, to counter the hate and sadness of the attack. The installation will be in place from June 25 – September 8. 2018
