1. IntroductionConnecting rural habitations through good quality all weather roads, which provide access to
services and also opportunities for the rural population to increase their income, is an
important part of the socio-economic development process. Connectivity enhances the value
of every other rural investment, since it empowers people through improved mobility and
access. People can more easily buy agricultural inputs and sell their produce. Children can go
more easily to schools, cattle can more easily get veterinary help, and the sick can get to health
centres. Roads can incubate a thousand small businesses, and can convert villages into towns.
Rural productivity cannot be high without roads, but can be very high with them.
For any road project to take place, the availability of a base map showing all the existing
connectivity is very much essential, based upon which the assessment of unconnected areas in
the region could be developed. The lack of proper road connectivity maps in local self
institutions like Gramapanchayths has resulted in improper and non utilization of budget
allocations.
2. MethodologyBase map: A base map isvery much essential for the preparation of road map. Available maps
like land use map/Panchayath Resource Map/Any other map may be studied for acting as a
base map for the project. If no such maps are found, the cadastral maps from Survey
department may be obtained. The cadastral maps of the villages coming in the Panchayath are
to be collected and scanned and reproduced in various sizes as per requirement.
List of Roads: It is desirable that all the roads in the panchayath area irrespective of its category
NH/SH/MDR/ODR/VR are marked in the map. For this it is desirable to know all the roads in
the area with their unique name and a unique id may be given to each of these roads.
Mapping: The roads listed will be surveyed using hand held GPS and inventory details like cross
sectional features, CD works, major land marks etc will be noted down. The GPS data will be
used for obtaining the alignment map of roads in AutoCAD and GIS format. The roads will be
numbered as in the road list. The final map will be handed over to the LSGI in AutoCAD as well

as GIS format. Figure 1 presents the step-by-step procedure which will be followed in carrying
out the study.
