Dear GEPF Member

Phase one of the election (nomination phase),which was the process of collecting names of pensioners willing to stand for election as a Pensioner Member Trustee to the Government Employees Pension Fund (GEPF) Board of Trustees, has been completed.

Phase two of the election, which is the voting phase, is currently underway. The Voting Pack includes all the information that you require to cast your vote. You are invited to carefully go through the Voting Rules and Procedures and make sure that you fully understand them before casting your vote.

Please remember that voting is not only your right, it is also your responsibility. It is an opportunity that is created to allow you to choose the person you think is suitable to represent you, as a Pensioner Member Trustee, on the GEPF Board of Trustees and to undertake the important responsibilities of a Trustee.

The voting will commence on 8 July 2013 and end on 16 August 2013 at 16:30. Only GEPF Pensioner Members who are pensioners as defined and not disqualified by the Government Employees Pension Law and Rules of 1996 are eligible to vote.Only an original ballot issued by the Electoral Institute for Sustainable Democracy in Africa (EISA) may be used for voting. A Pensioner Member is entitled to vote for only ONE (1) candidate of his or her choice from the list of candidates appearing on the ballot paper. Voting for two (2) or more candidates will cause the vote to be nullified (spoilt) and disregarded in the determination of the election outcome.A ballot paper must be clearly marked either with a cross (X) or a tick (√) in the box opposite the name of the candidate of your choice.The self-addressed Business Reply Envelope (BRE) must be returned to EISA Chief Electoral Officer by 16:30 on 16 August 2013. Any ballot papers received after the closing date and time will be nullified and disregarded in the determination of the election outcome.Ballot papers (enclosed in the Ballot Paper Envelope) may also be hand delivered to EISA’s Offices, 14 Park Road, Richmond, Johannesburg for the attention of the Chief Electoral Officer: Mr Ntokozo Ngidi or placed in a ballot box that will be provided at 34 Hamilton Street, Arcadia, Pretoria.The ballot paper must be folded and inserted into the envelope marked “Ballot Paper Envelope”.To authenticate a ballot paper, the member is required to fill in his/her GEPF pension number or identity number in the space provided on the outside of the Ballot Paper Evelope which will be checked against the voter’s roll.Failure to fill in the GEPF pension number or identity number on the Ballot Paper Envelope will cause the vote to be nullified and disregarded in the determination of the election outcome.To guarantee confidentiality during the counting process, the ballot paper will be taken out of the Ballot Paper Envelope as soon as the GEPF pension number or identity number has been verified against the voter’s roll. Pensioner Members residing outside the Republic of South Africa will be required to attach a postage stamp onto the Business Reply Envelope. Alternatively such Pensioner Member may submit their ballot papers via e-mail to [email protected]. They are requested to clearly indicate their pension number or identity number in the e-mail when submitting their ballot paper via e-mail. If a Pensioner Member has not received, has lost or spoilt his/her ballot paper, or has any other enquiry relating to the election process; he/she must contact the EISA Chief Electoral Officer by calling Toll Free number: 0800 114 373 during office hours (08:30 – 16:30) or via e-mail: [email protected] or fax number 0865 295 254.

Cast your vote for only ONE (1) candidate of your choice by clearly marking either with a cross (X) or a tick (√) in the box opposite the name of the candidate of your choice.Fold the ballot paper and insert it into the envelope marked “Ballot Paper Envelope”.Write your pension number or identity number in the space provided on the Ballot Paper Envelope.Place the Ballot Paper Envelope in the Business Reply Envelope and return it to EISA by either posting it, hand delivering it or placing it in a Ballot Box that will be provided for that purposes at the GEPF Offices in 34 Hamilton Street, Arcadia, Pretoria.

Summary Election Timetable

Counting will resume soon after the voting phase has ended.All ballot papers will be counted at the EISA Offices.All candidates will be invited to observe the counting process.The candidate who receives the most number of votes will be declared the elected Pensioner Member Trustee and a candidate who receives the second most number of votes will be deemed the elected Substitute Trustee.In the event of a vacancy arising for a Pensioner Member Trustee, the next candidate in line with the most number of votes will automatically fill such a vacancy. The Principal Executive Officer of the GEPF will notify all candidates in writing of the election outcome.The election results will be published on the GEPF website and in the media.

In the 18 years that I have been a pensioner, I have met a lot of pensioners that do not know their rights and as a result, they are suffering and not treated appropriately by those that should offer them service.
