DC First Response Geo-Spatial Data Network (DCFRGSDN)

A geospatial data service that can integrate strategic DC city information with remotely sensed data, National/Local government agency generated data as well as local user generated data, with the capability to rapidly export and display for the purpose of adding the response of DC First Response Units for any situation.

DCFRGSDN

Strategic Level• Provide all necessary Data for:

– DC Threat Level monitoring– Natural Hazards Support System– Multi-Agency Coordination– Strategic Resource Management

Tactical Level• Provide all necessary Data for:

– Incident reporting and monitoring– Rapidly assessing availability and capability of First Response Units /Resources– Assist in the ability to assigning individual units /resources– Coordinate response with various agencies / individual units

3

Page 4: GGS 685 Capstone Part IV: Data Delivery System

End User / Data Needs

Strategic• Threat Level

– Agency Reports– Current/Historic Terrorist (Threat) Activity

• Natural Hazards– Identification– Response Planning; Routing– DEMs for Flood Predictions; Current Weather; Weather Predictions– Infrastructure analysis; Road network availability; Damage Assessment

• Strategic Resources– Manage resources across all levels– Facility and Unit Resources– Strategic Medical Resources, CDC…

• Multi-Agency Coordination– Ability to see resources across all levels for planning and assigning response unites

4

End User / Data NeedsTactical• Network Analysis

– Where am I; Where is the incident; How do I get there.• Nearest Facility Analysis

– What facilities are nearby, what is their current status, how do I get to them– Ex: Where is nearest hospital and do they have the appropriate staff available. Is there an alternative hospital?

• Resources/Units– What recourse have been assigned, their status, their condition, their location, their expected time-on-station– Which Police officer has been assigned; Which ambulance is in route; Which Fire Truck has the ability to handle

chemical fires and were are they, and how long will it take them to get here…– Resource Conditions. (i.e. Fire hydrants or Vehicles)

• Time/Status– Current reports, progress analysis, expected time-line analysis

• Reporting Up vs. Assigning Down– Police reporting a traffic violation vs. 911 Dispatcher Assigning Local Fire Truck

• Incident Reporting and ID'ing– Agency Dispatch Centers, 911 Call Centers, Field Unites, Facilities, Local Users (YouTube, Twitter, Smart phone apps)

• Current Conditions– Weather, Road closers, Bridge repair, Power outage, Utility capabilities

• Land Information– Land parcels and ownership, conditions, vegetation, geological makeup, permitting and zoning

• Other– Flexibility to add data per situational demands

Page 6: GGS 685 Capstone Part IV: Data Delivery System

End User / Data Display Requirements

• Flexibility– User can choose what data is displayed per individual user requirements (Fire

Station Vs Police Unit vs. FBI Anti-Terrorism Unit)

• Rapidly Displayed• Rapidly Updated• Ability to Quickly Search the Database• Necessary Data vs. Too Much Data

– Display only data necessary unless the user requests more information – I want to see all current fire incidents and their status in DC and what fire

trucks have been assigned to them, but I don’t care--at this time--what hospitals have beds available, or what terrorist threats are current in DC…

Data Integration: Geospatial Metadata Metadata generally captures

Who What When Where Why How

Benefits:• Helps to identify what the data is

about before opening the data. • Helps to search the data faster.• Ensures data are understood

and properly used by users• Interoperability• Manage the data efficiently.

ISO 19115

Example:NITF (National Imagery Transformation Format) is a DoD and FIC suite of standards for the exchange, storage, and transmission of digital-imagery products and image-related products.

Data Publishing: OGC Compliant Services• Publish the following services to support first responders and their

agencies.

• Metadata Catalog Service:• To discover, browse, and query metadata about data, services, and

other potential resources.

• OpenGIS Location Service (OpenLS):• To support mobile devices through the mobile network and utilizing

the ability to make use of the geographical position of the mobile device.

• Keyhole Markup Language (KML): Google Map and Google Earth

• Web Map Service (WMS) & Web Feature Service (WFS)• To support any client application (ArcMap, Web Based Application,

and etc.) that can consume WMS & WFS.

• Other bigger GIS system can consume OGC compliant services.

Recommendations• ESRI ArcGIS Server

• SPADAC –EarthWhere

• Google Earth Enterprise Server

• NASA - WorldWind

• Apply multilevel security (MLS) application to restrict accessing data based on needs-to-know.

Conclusion• Standardizing sources from many providers.

• Front analysis and pre-process of the data.

• Massive amount of data massive amount of users through multiple types of platform.

• Need to consider bandwidth issues Dedicated carrier service

• Dedicated GIS team to support extra help upon request.
