Rashtriya Krishi Vikas Yojana (RKVY) was launched in 2007 with an objective of

ensuring holistic development of Agriculture and its allied sectors. The scheme provides

autonomy and flexibility t0 states for planning and execution of projects as per the local

specific needs and to fill up the gaps in agriculture and allied sector development.

RKVY is an umbrella scheme, covering several sectors such as agriculture,

horticulture, animal husbandry, dairy, fisheries, soils and nutrient management, Marketing

and post harvest management etc. Till date about 13329 projects were sanctioned during XI

and XII five year plans, of which pertains to creation of infrastructure and assets spread

across all over the country.

The RKVY division of DAC&FW has held series of discussions with NRSC/ISRO

scientists towards development of web page on ISRO’s Bhuvan Geo-portal for Geo-tagging

of RKVY assets created across country. NRSC in turn has developed a smart phone based

app. for geo-tagging of RKVY assets and visualization of such assets on ISRO Bhuvan-RKVY

web portal .

Satellite Remote sensing in conjunction with geo-spatial information systems has

potential in bringing the quantifiable accessibility of the assets generated in the project and

ISRO-Bhuvan portal could play significant role in this regard. The Approach involves direct

geo-tagging of the assets created under each project funded by RKVY for each state.

I hope that this technical manual of mobile app helps the RKVY officials/field staff to ge-teg

the assets across all the states in a user friendly manner

FOREWORD

Rashtriya Krishi Vikas Yojana (RKVY) has been the flagship scheme

of Department of Agriculture, Co-operation & Farmers Welfare (DAC&FW)

for achieving and sustaining the desired growth rate of agriculture and allied

sectors in the country.

Geo-tagging of the assets created under the RKVY project, helps

DAC & FW of Ministry of Agriculture & Farmers Welfare (MOA&FW) to

develop a geospatial database at national and state level. Bhuvan portal

would facilitate in hosting the data and analytics to support Ministry and

farming community in assessing the assets in place and identifying the gaps

if any. Based on the gap analysis, future planning of newer assets can also

be realized more scientifically using wide variety of datasets and tools

available with Bhuvan.

This manual describes the Bhuvan RKVY app methodology to geo-

tag the RKVY assets on Bhuvan-RKVY web portal. Web portal contains

administrator and data provider modules that helps to visualize and

generate reports of assets at different administrative units.

I am confident that this manual will be of immense use to the officials

of RKVY Project at Central and State level for better governance.

1 Introduction

Rashtriya Krishi Vikas Yojana (RKVY) is essentially a State Plan Scheme that seeks

to provide the States and Territories of India with the autonomy to draw up plans for

increased public investment in Agriculture by incorporating information on local

requirements, geographical/climatic conditions, available natural resources/

technology and cropping patterns so as to significantly increase the productivity of

Agriculture and its allied sectors. Apart from providing autonomy and flexibility to the

states, the scheme also aims at maximising returns to farmers in agriculture and

allied sectors. The scheme covers various sectors of agriculture, horticulture, animal

husbandry, dairy, fisheries, soils and nutrient management etc., The schemes allow

flexibility to states to take up projects in three streams - production oriented,

infrastructure building and flexi activities. .

The Department of Agriculture, Co-operation and Farmer’s Welfare in consultation

with the erstwhile Planning Commission, has accorded the approval of the RKVY

scheme, to be known as NADP (RKVY) under which amongst others, various assets

created with the assistance from DAC&FW.

With the advent of satellite data products on 1:10,000 scale (LISS-IV+Cartosat

merged products), the role of remote sensing technology in NRM projects is greatly

enhanced coupled with Android based mobile app. for ground truth collection, which

in turn used for interpretation of large volumes of satellite data. Department of Space

had demonstrated the application of geospatial technologies viz., Remote sensing,

GPS and GIS in NRM through projects like IWMP watershed project, National

Agricultural Technology Project (NATP), Integrated Mission for Sustainable

Development (IMSD) etc..

The Asset Building activity consists of creation of various assets like nurseries,

tissue culture labs, cold storage facilities, infrastructure for sorting, grading, vermin

compost units, soil conservation activities, irrigation facilities, labs for production of

bio control agents, soil testing labs, pesticide testing labs, fertiliser quality control

labs, bio-fertiliser setting units, centres for machinery etc., that would help farmers in

enhancing the production. Similarly under animal husbandry stream, farmers are

supported in scientific management of animal husbandry including cattle,

sheep/goats and fisheries through creation of several assets such as vaccine

production units and diagnosis labs , dispensaries, milk collection centres and

infrastructure, fish production units, cold storage etc. The scheme also takes care of

post harvesting and marketing necessities of farmers through support to asset

building activities such as electronic trading including spot and future markets,

godowns, e-auctioning etc., The scheme also supports research activities that have

practical applicability and helps the farmers in enhancing production and thereby

income of the farmers. Now, as per the circular issued by RKVY division, states

could be taking up infrastructure building projects on large scale.

1.1 Background of the project

Department of Agriculture and Cooperation and Farmers Welfare (DAC&FW),

Ministry of Agriculture, GOI has implemented Rashtriya Krishi Vikas Yojana

(RKVY), as a special Additional Central Assistance (ACA) Scheme .

Project started from FY 2007-2008 covering 5768 projects in categories of

agriculture and allied sectors, viz., Horticulture, Natural resources

management, Agriculture mechanization, Marketing and Post-harvest

management , Animal husbandry, Dairy development, Fisheries and

Extension activities etc.,

RKVY has been the flagship scheme of DAC&FW for achieving and

sustaining the desired growth rate of agriculture and allied sectors in the

country during 11th and 12th Five Year plan periods.

Till date over 12000 projects have been sanctioned by the states under RKVY

scheme, of which large number pertains to creation of infrastructure and

assets.

Geo-tagging is the process of adding geographical identification like latitude

and longitude to a photo or video. Geo-tagging can help users find a wide

variety of location-specific information from a device. It provides the users the

location of the content of a given picture. Accordingly, RKVY is interested in

geo-tagging of various assets created from the funds given to agriculture and

allied sectors in different states.

1.2 OBJECTIVES

The goal of the project is to develop a ISRO-Bhuvan web application system for

hosting geo-tagged assets/resources of RKVY projects in the country. These

assets are classified as Movable and Non-movable assets from its sanctioned

location. The specific objectives of the project are as follows:

1. Development of Web based geo-portal on Bhuvan for RKVY assets

2. Android based mobile app. for capturing RKVY assets at

block/Tehsil/Mandal/District levels

3. Capacity building and Training of Trainers (TOTs) of RKVY at centre

and state levels towards geo-tagging of assets.

4. Enable online visualization of RKVY assets.

5. Analysis and generating reports of the uploaded RKVY assets

1.5 APPROACH

The assets generated under RKVY program has been grouped into Movable and

Non-movable assets. The geo-graphic location of Non-movable assets like

infrastructure should be taken up on priority basis to access the first cut information

of such assets created during the past several years using funds from RKVY

program.

Following are the brief steps to be adopted in the study:

Development of RKVY web portal on ISRO-Bhuvan Geo-portal and uploading

of assets using android based app

Development of smart phone based mobile app. based on the inputs provided

by RKVY.

Approach involves direct geo-tagging of the assets created under each project

funded by RKVY for each state

Testing of developed mobile app. in pilot states

Capacity building and training of RKVY officials at state/central level

Development of protocols in ISRO-Bhuvan RKVY web portal for visualization,

Moderation and analysis.

End Benefit to RKVY User

The geo-tagging helps in transparency in RKVY program, location of Non-

movable assets and helpful for planning of new RKVY assets in future. The

potential users of this Bhuvan geo-portal are RKVY officials of DAC&FW,

Ministry of Agriculture and state Agriculture and allied sectors.

2 Bhuvan RKVY App and Data connectivity

Bhuvan RKVY App is a user-friendly mobile application which enables to collect and

report geo-tagged information on various parameters such as sector, sub-sector,

location details of RKVY projects, date of sanction and completion date with the

financial amount etc . , This mobile app will provide a platform for controlled crowd

sourcing to build spatial database on Bhuvan Geo-platform.

The mobile data connectivity is required to download the mobile application (Bhuvan

RKVY app) and also essential to send collected data to Bhuvan RKVY server. The

following are the step to enable mobile data collection and sending

Step-1: Tap the Home screen from top and swipe down. The user gets pop-down

screen, which has provision to switch-on the mobile data connectivity.

3 Download and Installation of Mobile app

There are very simple steps to download and install the Bhuvan RKVYmobile app. The user can download the mobile app from Bhuvan Geo-platform using web browser in mobile and key-in the URL as mentioned below and click on enter key. The installation requires to allow installation of apps from unknown sources and after installation, it can be disabled. http://bhuvan3.nrsc.gov.in/bhuvanapp/bhuvanrkvyapp

The Bhuvan rkvy_V2.apk file starts download into download folder in the internal

storage. On double click over the file (apk file), the app gets installed. The following

are the steps to download and install the application.

Step-1: Open web browser in the mobile. Step-2: Key-in the URL (given above) Step-3: Tap on the top of the screen and scroll down to get drop down screen and user can visualize download status. Step-4: On completion of download, user can tap on the download complete icon to initiate action for installation of the app. Step-5: A confirmation box appears to start installation. Step-6: Click on Install to start installation Step-7: Click on Done to complete installation process.

4 Mobile GPS

The automatically acquire location information in the form of longitude and latitude,

the GPS receiver in the mobile must be switched-on. The following are the step

involved to enable GPS receiver to receive the data.

Step-1: Tap the Home screen from top and swipe down. The user gets pop-down

screen, which has provision to switch-on the mobile GPS receiver.

Step-2: Tap on the GPS button to switch-on.

5 Open Bhuvan RKVY mobile app

The Bhuvan RKVY mobile application can be seen in the list of apps and can be

brought to home screen by tap on the icon for 2 seconds. The user needs to tap on

the icon to open the app in the mobile device.

6 User Profile

The profile page consists of basic observers’ parameter details such as User ID,

Name, Mobile number and Organisation. The profile filling is One Time Activity by

the observer. These parameters are tagged with each observation. The User ID can

be individual identification ID among sector-wise team. The ID can be used for query

/ search of individual points from the geo-spatial database. This can be used to

monitor day-to-day activities of an observer on Bhuvan geo-platform.

Note:

Any field officer is transferred, advised to change profile and take

photos for the new jurisdictional District/ Tehsil/Block/Mandal

office.

Editing the profile parameters, user can follow the following steps.

Step-1: Click on Profile icon in the main page of the app.

Step-2: Key-in the changes in the profile parameters and Click on Save button.

7 Data Collection Overview

The Internet connectivity is not required during data collection process. The

internet connection or Wi-Fi with internet is useful and necessary only to upload the

data from mobile to the BHUVAN RKVY server. In case of unavailability of internet

in field, the collected information can be saved in the mobile and it can be uploaded

to Bhuvan RKVY server using send later option.

For operational convenience the enumerators/users can collect data, save and

view/edit for any correction in attributes using Send Later option available in

Manage option. The uploaded data will be systematically stored in the Bhuvan

RKVY server of NRSC.

The enumerator/user is advised to ensure GPS is switched-on with high accuracy

before opening the app. (less than 10 meters)

The step by step procedure for using the app is given below. There are four main

tasks in this app are 1) Capture Longitude-latitude and view Bhuvan map, 2) Taking

photograph of the RKVY asset (two photographs), 3) Adding attribute information

about the RKVY asset and 4) Sending the collected information to Bhuvan RKVY

server, either immediately or later.

8 Data Collection and Upload

Step 1: The app has provision to capture location information (geo-tag). First select

the sector and get GPS captured at doorstep of RKVY asset/infrastructure and

Step 2: The app has provision to capture and upload two photographs of the RKVY

Asset. Tap the "Photo" icon to activate your mobile camera for taking photographs.

Accept the first photo and tap the "Photo" icon again to take the second photograph.

Then accept the second photograph. While photo capture, the longitude and latitude

of the location is captured with direction in which the camera is held. The First photo

should represent the doorstep facing the RKVY asset clearly showing any name

plate. The second photo should represent RKVY Asset from road side capture

depicting the full RKVY Asset.

The user can preview the photographs taken by tapping the "Preview" icon that

appears below the "Photo" icon.

Step 3. The user is expected to upload additional information about the Asset under

observation by tapping "Attribute" icon. The information such as state, district and

Block/Tehsil/Mandal from drop down menu and village name to be entered by

enumerator. The details on RKVY asset such as date of sanction, year of beginning

the work and year of completion of the work along with project cost ( specific for the

asset) or any other related description about the asset needs to be entered.

Open Preview/Close Preview

The enumerator has any doubt about attribute details in the field, first he/she can

collect the photos and save the asset under observation using send later option.

After reaching back to his/her office, verify with the records available and by tapping

the send later option and edit the attribute option, to complete the asset information.

The enumerator is advised to save all the information collected in the field/location

and use send later to option to save it . Later after reaching office, he can send all

RKVY details captured to be send from his office, which will ensure speed of the

uploading process

Step 4. Once the user is satisfied with the information collected and ready for

uploading the information to Bhuvan RKVY server, user may tap the "Send" icon.

This will upload all the information collected by the user. User is advised to ensure

that mobile data is switched-on before tapping the "Send" icon. The User has to wait

for confirmation message "Data sent successfully" appears once the upload is

successful.

9 Save data for Sending Later

In case of unavailability of Internet connectivity in the field/collection site, the user is

advised to tap "Save" icon. This will store the information collected data in the mobile

itself. After reaching back to office, Once the Internet connectivity is available, user

may follow to upload the data to Bhuvan RKVY server using Send Later option. The

WiFi facility of Internet modem (like broadband at home or office) can also be used

to connect for internet facility in the mobile.

10 Managing your data

In order to upload the saved data to Bhuvan RKVY server, user can also edit

(before sending) the attributes in send later or sent failed, delete the observations

from the mobile in Send later or send failed and visualize the sent observations by

clicking on Manage icon.

10.1 Send Data from Send later

Tap "Send Later" icon. This will give the list of Asset data collected in the field and

stored in the mobile. Select the each asset data that needs to be uploaded and then

tap "Send" icon to upload the data to Bhuvan RKVY server. Wait for confirmation

message. The "Data sent successfully" message appears once the data is upload

successfully.

The app provides facility for the user to edit the data in Send Later option. The

Editing is possible only for attribute values. The user can not editing GPS value,

change photographs and change the time stamp of the observation captured.

The app provides facility for the user to delete the data in Send Later option. The

data once deleted cannot be retrieved back. The following are the steps to delete the

14.3 Citizen View:

On landing of the page, users can see Geo-tagged locations which are moderated

and approved by the department can be visualized.

On click of the icons, icons will be highlighted and floating popup appear with photos

and various services offered by that particular post office. Currently the above

snapshot shows zero points since no points are moderated and accepted by the

moderator.

Citizens/Netizens can use the state filter and see the state specific datasets and over

it a district filter can be applied.

Along with view, there is an option ‘Enable Moderation’ button, which is useful for

moderation purpose and ensures the quality of photos, attribute data etc.,

On click of the button, based on the state log in, state boundary will be selected and

points will be visible for moderation – “Accept, Reject and Edit”. This Moderation

ensures the correctness of data sent to Bhuvan.

Accept – Points will be accepted directly.

Reject – Reason to be provided for rejection for reference and correction

Edit – Spell mistake or fine tuning of attribute info can be done and accepted .

This moderation is planned to be done at 2 levels i.e., District ( Sector wise) and

state sector-wise offices and only moderated photos shall be visible to Central RKVY

and state Nodal officer. However, at each step right from Asset capturing, uploading

and moderation the central RKVY and state Nodal officers are monitoring the

progress.

‘Accepted, Rejected and yet to be moderated’ can be viewed by selecting the

respective options. Accepted points will be visible to citizens while the details of

acceptance will be visible only to the moderators.

Moderators can also see the statistics of all states - total points geo-tagged,

moderated, accepted and rejected status, by clicking on the respective statistics

button.

Alert Mechanism: An email shall be sent on every Monday showing status at field

office, district, state level sector wise details to all those registered in the Bhuavn

web page.

Do I have to buy the Mobile App?

No. Bhuvan RKVY Mobile App is completely free to download and install. The app is placed in website after giving login credentials meaning only accessible to authorized officers of RKVY program.

I have multiple accounts. Can I see them all in the same Mobile App

No. Once you've logged in, you'll be asked to select the profile you wish to work and capture the assets under RKVY. If you transfer to other Jurisdiction, you need to change the profile after opening the app.

How current is the account information I see in the Mobile App?

The information you see in the Mobile App is shown in real-time, so it's always accurate. However, if you keep the Mobile App for an extended period of time, you should refresh the page by selecting a new option in order to ensure the information is still current.

How do I find your offices and payment locations?

Our office address is National Remote Sensing Centre, Indian Space Research

Organization, Balanagar, Hyderabad – 500 037. There is no payment for the

software. Any authorized person can use the software installed in a suitable mobile

phone and use it. The photographs so taken will land in server(s) of NRSC/ISRO, for

which there is no price to be paid.

How do we ensure that photos are genuine?

The photographs captured with the mobile app are stored digitally in NRSC’s Bhuvan server. They are to be moderated by authorized personnel at district sector and state officers to remove spurious photographs. Photos taken for training/practice could also be marked as test and hence will be removed during moderation.

Can I download the photographs?

Photographs taken from the Mobile App are stored internally in your mobile device till

they are sent to Bhuvan server of NRSC. Once the ‘Send’ button is pressed and the

transmission becomes a success, then all uploaded details will be erased from the

mobile so that space is kept for next photographs. In effect, there is no way you can

download the photographs, once uploaded.

Can I download the lat-longs of the photographic locations?

No. The latitude longitude of the location are internally stored along with the photo(s)

and thus cannot be revealed.

How UUID is helpful

UUID number is allotted once you create a profile for the Jurisdiction of your posting.

Once, transferred, you need to change the profile and accordingly New UUID will be

generated. This UUID is helpful for detecting mischiefs.

Second option is better as scope exists for editing attributes only

While downloading the Bhuvan RKVY app., process was stopped by my

Mobile phone.

Check for any Google interfaces are obstructing, hence remove these Google based

apps temporarily and after Downloading and installation of Bhuvan RKVY app, you

can re-instal/ down load the earlier app.’s

After Downloading RKVY app. an error message is appearing that the app’s

from Unknown sites are not allowed for installation

Go to settings- then accept all downloads and installation from unknown

website/sources and install the RKVY app. Once installation completed, reset the

earlier settings to block the unknown websites.

What is the size of required camera aperture

The camera aperture size is to be adjusted to get a reasonably good picture of the

asset under observation, say reduce to 1/3 of its original mega pixel say 8 MP to 2

MP or less.

Is there any option to download points of RKVY assets after moderation

Yes, Any option is provided for registered and approved users after login.

Any access by citizen/netizen to see the RKVY assets and comment

ISRO Bhuvan protocol provides an option for any citizen to view the approved RKVY

asset by simply clicking on CITIZEN and also write a comment on the asset, which

will be helpful for RKVY team.
