Welcome to the Parks and Recreation Fun Guide for September, October, November, and December 2015.

Our mission is to enhance community well being by providing responsive recreation opportu-nities, quality open space and preservation of natural habitats, and innovation in all aspects of our service operation.

In coordination with the city’s Planning Department, the Parks and Recreation Department developed a long-range plan for 2000-2020 to define and prioritize the recreation needs of our community. The Plan outlines a clear vision toward meeting the community’s needs and serves as a framework to plan for the future.

We want to provide quality programs to all participants. If you are not satisfied with any program you have participated in, let us know. Contact staff at any recreation center or the department’s administration office. We want to provide the community with diverse recreation programs to meet the needs and interests of everyone. Because of the public’s diverse needs, creative input is important in developing new programs or improving existing ones. We would enjoy hearing about any ideas that you might have for us.

In this guide, you’ll find a diverse selection of programs and special events designed to provide something for everyone. Classes are combined by categories rather than locations or age groups. So no matter your age, you can find the perfect program to meet your needs.

It is our belief that parks, recreational opportunities and open spaces provide a foundation for the physical, social, economic, and environmental viability and well-being of our community. Join the Fun!

Refunds

Refunds will not be given on rentals and reservations. When inclement weather requires the cancellation of Johnson City schools, all scheduled classes and

programs, with the exception of athletic league games, for that day will be cancelled and a full refund will be given. If the class, event or athletic program is cancelled by staff, a full refund will be given. If a class or program is partially cancelled by staff, a pro-rated refund will be given. Medical refunds may be considered upon request accompanied by a valid doctor’s note. No refunds will be given for a class, program or athletic program once it begins.

Refunds will be given for a class, program or athletic program before it starts. If the class, program or athletic program is less than $10 a full refund will be given. Class, program or athletic program greater than $10 will be charged an administrative fee of $10.

Transfers on department operated classes, programs or athletic programs can be transferred within the same division for the same fee, however the transfer must be made before the start date.

The department reserves the right to grant any and all refunds in their sole discretion. An appeal can be requested in writing to the Parks and Recreation Director, whose decision is administratively final.

Photo Policy

On occasion, our staff may use photography or videotape participants in department programs and classes, or at special events, festivals, or facilities. These photos are for our department use only and may be used in publications, brochures, pamphlets, flyers, social media, or video productions.

Fees

Resident/Non Resident Fees Johnson City residents make significant contributions to the operation of this department through the payment of property taxes. These contributions are above the fees that they also pay for programs and services as offered by the Parks and Recreation Department. In recognition of this contribution, Johnson City residents qualify for the “Resident” rate. Those who live outside the boundaries of the City of Johnson City and who participate within programs qualify for the “Non-Resident” rate.

Parks and Recreation provides summer seasonal job opportunities such as lifeguards, summer program staff, tennis instructors, athletic scorekeepers, and turf and maintenance staff.

Changes/Cancellations/Disclaimers

Programs are sometimes cancelled or altered due to low registration, changes in staff or facility availability. Due to the large amount of information found in the Johnson City Parks and Recreation Fun Guide, errors before or after publication may occur. We apologize for any errors in this brochure and we will advise you of any changes as quickly as possible. Thank you for your patience and understanding when these situations occur.

Facilities

All facility participants are expected to follow the rules of the facilities. Specialty areas of the facilities, such as, pools and fitness areas have posted signs stating special rules specific to that area. Disregard or abuse of facility rules may result in removal by staff or police from the facility for a designated length of time or permanently.

Warning of Risk

Recreational activities/programs are intended to challenge and engage the physical, mental and emotional resources of each participant. Despite careful and proper preparation, instruction, medical advice, conditioning and equipment, there is still a risk of serious injury when participating in any recreational activity/program. Understandably, not all hazards and dangers can be foreseen. Depending on the particular activity, participants must understand that certain risks, dangers and injuries due to inclement weather, slipping, falling, poor skill level or conditioning, carelessness, horseplay, unsportsmanlike conduct, premises defects, inadequate or defective equipment, inadequate supervision, instruction or officiating and all other circumstances inherent to indoor and outdoor recreational activities/programs exist. In this regard, it must be recognized that it is impossible for the City of Johnson City to guarantee absolute safety.

Swim Lessons Location: Memorial Park Community Center (Teaching Pool) Dates: vary with each session (Please call 423-434-5755 for availability) Times: vary with each session Age: Beginner – Advanced 4-13 years Cost: $40 per session per child for Beginner – Advanced Description: Water you wading for? Learn to swim! Beginner through Advanced consists of eight 30 minute lessons for $40. Beginner: This level is for beginners who have had little to no experience in the water, outside of the bathtub. The swimmers will work on gaining confidence and competence in the pool environment including submersion and breath control. To move into the intermediate level, the swimmer should be able to demonstrate going under water for 5 or more seconds, floating on front and back with little to no assistance, kicks on front and back with little to no assistance, doggie paddling with little to no assistance, and entering and exiting the water safely.

Intermediate: This level will begin training swimmers to complete all skills in the water with no assistance. Swimmers will start developing freestyle, backstroke, and breast-stroke. To move on to the Advanced level, the swimmer must demonstrate floating on front and back and then regaining to their feet, streamline gliding on front and back with leg action, freestyle arm action with support, backstroke arm action with support, rolling to front and back, sculling, and water safety knowledge.

Advance: This session will develop competency in freestyle, backstroke, and breast-stroke. Swimmers will also begin learning butterfly and flip turns. When the skills are completely learned in this level, the swimmer should be ready to join a swim team.

Cardio Waves Location: Memorial Park Community Center (Lap Pool) Date: Monday, Wednesday, Friday Time: 6 - 7 pm Cost: $3 per class, $25 per month Description: High intensity water aero-bics program geared towards individuals who are looking to push their limits. All equipment is provided. Instructor: Kim McLeod

Silver Sneakers® Splash Location: Memorial Park Community Center (Therapy Pool) Date: Tuesday, Thursday, and Saturday 11:45 am - 12:45 pm Cost: Silver Sneakers® members only. Description: Silver Sneakers® Splash is a fun, energizing program that helps older adults take greater control of their health by encouraging physical activity and offering social events.

Arthritis Location: Memorial Park Community Center (Therapy Pool) Date: Tuesday, Thursday, and Saturday 11– 11:40 am Cost: $3 per class or $25 per month Description: Have a form of arthritis? This is an activity that can help manage the symptoms of arthritis. This class helps get you moving with a low impact exercise. It is held in our therapy pool which is equipped with a handicap lift.

Deep Water Aerobics Location: Memorial Park Community Center (Lap Pool) Date: Tuesday, Thursday and Saturday Time: 9 – 10 a.m. Cost: $3 per class or $25 per month Description: Looking for a challenging workout? Get in over your head with us for some intense water aerobics. This class uses floatation belts to keep you afloat while doing exercises in deep water. The focus is on toning, cardiovascular, endurance and core work. No swimming skills needed. Instructor: Debbie Mason

Morning Water Aerobics Location: Memorial Park Community Center (Lap Pool) Date: Monday, Wednesday, and Friday Time: 9 – 10 am Cost: $3 per class or $25 per month Description: Get in shape, enjoy a shallow water class which combines cardiovascular work, muscle toning, balance and core work in a fun environ-ment. Mommy and Me Swim Time Location: Memorial Park Community Center (Teaching Pool) Date: Monday-Friday Time: Noon - 2 pm (August – May) Monday-Friday 1 - 2 pm (June – July) Ages: 4 and under Cost: $1 per visit Description: Parents are you looking for a time when it is less crowded to bring your little ones to the pool? The shallow end of the pool has been set aside for you and your little one to enjoy the water. All that are not potty trained must wear a swim diaper.

Home School Swim Location: Memorial Park Community Center (Teaching Pool) Date: Tuesday and Thursday Time: 2 - 4 pm Ages: Open to all ages Cost: $3 for 13 and older $2 for 12 and under Description: A time to swim during Memorial Park Community Center’s Home School P. E. program.

Recreation swim time is perfect for bringing the kids to play. Children 12 and under must be accompanied by someone at least 16 years of age or older. Any child 6 or younger must be within arm’s length of an adult at all times. Patrons must exit the pool 15 minutes after the close of open swim.

Masters Swimming Location: Freedom Hall Pool Instructor: Chris Coraggio Call: (423) 833-5595 Date: Monday, Wednesday and Friday 6 – 7 a.m. Age: 18 and older Cost: $50 per month Location: Freedom Hall Pool Description: Join this group of adult swimming en-thusiasts for organized workouts super-vised by a professional coach. Partici-pants range in ability from novice to former high school and college athletes. This motivational group will get you into shape, help train you for triathlons, and improve your techniques!

Kayak Roll Class Location: Freedom Hall Pool Date: Tuesday 7:30 – 8:45 p.m. Age: 5 and older Cost: $2 per class Location: Freedom Hall Pool Description: Need a place to practice with your Kayak? Come join us in the pool to perfect your Kayak skills. Kayaks are not provided. Note: This is not an open swim must be in a kayak for the majority of the time. Requirements: Must be able to swim 25 meters freestyle without stopping to participate.

Scout Water Badges Location: Freedom Hall Pool Registration: Call to reserve a date one week in advance Time: Thursdays 7:30 – 8:45 p.m. Cost: $10 for groups of 10 Location: Freedom Hall Pool Description: Reservations required. This time is set aside for Boy and Girl Scout troops to work on their water skills that are necessary to obtain badges. If you would like for our team members to assist with instruction, please bring skill requirements prior to your scheduled date. Reservations must be made one week prior to scheduled date. *Troop leaders, please come prepared!

Pumpkin Swim Location: Memorial Park Community Center Date: Friday, October 30 Time: 4 - 5:45 pm Cost: $5 per person Description: We will float several pumpkins in our teaching pool and allow participants to swim around and choose their favorite one! After pumpkins have been chosen, we will have everyone dry off and move to the activities room where they will paint/decorate their new pumpkin! *PUMPKINS ARE LIMITED*

Description: Parties are scheduled in 2-hour time segments. The time includes 2 hours with 2 lifeguards and up to 50 guests, which include swimmers and non-swimmers. Additional fees are required for additional guests. Guests will be asked to exit the water 15 minutes prior to the end of their party and exit the building by the end of their 2 hour slot.

Freedom Hall Pool (Closed May 31– July 1) Call: 423-461-4872 Saturday Party Times: 1 – 2 pm 2:10 – 3:10 pm 3:20 – 4:20 pm Description: Note: Saturday party room rentals are held during open swim time (1 – 4:45 p.m.). Participants can swim anytime from 1 - 4:45. The party room can be rented for 1 hour so that guests can eat and open their gifts. The cost of the party room is $25. Swimmers and non-swimmers will pay a rate of $1 per person for their party guests. Sunday Party Time: (Private Pool Party) 1 – 3 pm 3:30 – 5:30 pm Cost: $90 / 2 hours (2 hour minimum includes 2 lifeguards) 51-100 swimmers, add 1 guard $35 / 2 hours 101-150 swimmers, add 2 guards $65 / 2 hours 151-200 swimmers, add 3 guards $95 / 2 hours Description: Sunday parties are private parties that run in 2-hour time slots. The time includes 2 hours with 2 lifeguards and up to 50 guests, which includes swimmers and non-swimmers. Additional fees are required for more guests. Drawing Class Level 1 Location: Princeton Arts Center Phone: (423) 283-5800 Registration Deadline: open enrollment Date: Tuesdays Time: 5:30-6:30pm Ages: 12 and Up Cost: $30.00 Description: This class will teach students the basic skills of drawing. How Artists use their vision subjectively and creatively to create works of art. Taking basic shape and form to see how they interact into the envi-ronment. Students will use different materials to form shapes, building eye-hand coordina-tion, and building on drawing skills. Instructor: Michael Hammonds

Drawing Class Level 2 Location: Princeton Arts Center Phone: (423) 283-5800 Registration Deadline: open enrollment Date: Thursdays Time: 2 - 3 pm Ages: Adults Cost: $40 Description: This class will teach students the skills of drawing that will help form complex shapes. How Artists look at

overlapping shape, light, texture, line and shadow to draw out objects. Instructor: Michael Hammonds

Sketch Book Out and About Location: Princeton Arts Center Phone: (423) 283-5800 Registration Deadline: open enrollment Date: Thursdays Time: 5 - 6 pm Ages: 12 and Up Cost: $40 Description: Students will discover the beauty and art all-around Johnson City with our sketch books. This class will explore drawing outside of the class room. Students will look and study subject matter indoor and outdoor spaces, building, streets, parks and environment. We will discuss and critique what each student has sketched. Instructor: Michael Hammonds

Buffalo Mountain Park 570 High Ridge Road Call: 423-283-5815 Buffalo Mountain Park is a 725-acre natural resource area obtained in a land swap with the U. S. Forest Service in 1994. The park is location on the North Slope of Buffalo Mountain and consists of steep topography and densely forested land. The park functions as a nature preserve primarily for hiking, picnicking, and nature programs. Carnegie Park 601 N. The park consists of two girls’ lighted softball fields, a restroom shelter, basketball court, and playground. Cardinal Park 129 Legion Street Call: 423-283-5822 Established in 1950, Cardinal Park is a 5-acre sports field (Howard Johnson Field) primarily used for the St. Louis Cardinals’ Appalachian League farm club, Amenities include a concession area, clubhouse, lighted baseball field, press box and restrooms. Carver Park & Recreation Center 322 W. Watauga Avenue Call: 423-461-8830 Established in 1958, Carver Park is a 6-acre neighborhood park. Amenities include two basketball courts, fitness trail, multi-use court, two pavilions, playground, and recreation center. A recreation center is equipped with a gymnasium, weight room, library, meeting space, teen room, community room, arts and crafts area, and kitchen. A new recreation facility was dedicated in 2005. This 33-acre community park has under-gone a total renovation for primary use as a

soccer facility in a park setting. The development includes five lighted soccer fields, concession area with restrooms, volleyball, playground and a walking trail connecting Lions, Civitan and Rotary Parks. Earth Day Park 208 E. The park’s primary function is a pedestrian route between Main Street and the Downtown Square parking lot. It represents the area’s first intergenerational facility, housing Aquatics, Recreation Services, and Senior Services under one roof. The center offers a variety of programming including aquatics, health and fitness, socialization, outdoors, charter trips, Homeschool, technology, arts, and much more. The center is equipped with a 75-foot lap pool, therapy pool, and teaching pool, enabling aquatics to facilitate a diverse aquatics program to a wide-range of age groups. lighted softball fields and five tennis courts. Friendship Gardens located within the park, is a 3-acre special use area whose primary purpose is self-directed activities. The gardens are home for “Junaluska” a 30-foot carving in honor of the American Indians. The sculpture was created in 1986 by sculptor Peter Wolf Toth. Paul Christman Park 1000 N. Boone Street Call: 423-283-5815 Developed in 1983, Paul Christman Park is a ½-acre neighborhood park, which includes a small shelter with picnic table, playground area and a multi-use basketball court. Powell Square Park 201 W. Popular Street Call: 283-5815 Established in 1889, this 1.4 acre neighborhood park is the department’s oldest park. Amenities include multi-use playing field, picnic tables, shelter with restrooms, and playground area. Princeton Arts Center 2516 E. Oakland Avenue Call: 423-283-5800 Established 1986, the center serves as the artistic and cultural resources for the department offering a variety of performing and visual art programs. The center is equipped with a conference room, gallery space, art studio, program space, and an outdoor toddler play area. Rotary Park 1001 N. Broadway Call: 423-283-5815 The Carnegie Realty Company donated Rotary Park to the city in 1908. The park consists of 10.4 acres and is one of the most popular parks in the city with an annual attendance of over 40,000. The park is open April through October and is primarily used as a picnic facility in a natural setting. Amenities include six covered picnic shelters, restrooms, multi-use picnic tables, multi-use playing field, and playground area. A Boundless Playground is planned for 2016. Spring Street Park 106 Spring Street Call: 423-283-5815 Spring Street Park, located in the central business district, is a ½-acre green space facility surrounded by commercial buildings. The park consists of a brick patio area with benches and landscaping. Veterans Park 1005 Southwest Avenue Call: 423-283-5815 Established in 1973, Veterans Park is a ¼-acre special use park, which has been incorporated into the new South Side Elementary School campus. The park is equipped with multi-use picnic tables and benches. Willow Springs Park 1201 Huffine Road Call: 423-283-5815 Established in 1998, Willow Springs Park encompasses 36 acres in southwest Johnson City between Huffine and Antioch Roads. It was named after a dairy that operated near the site around the turn of the century. Architectural designs for shelters and light fixtures are reminiscent of styles prevalent during Johnson City’s earliest days. Our heritage is also the inspiration for the name of the playground: Johnson’s Depot. In the mid-1850’s, Henry Johnson (Johnson’s City first mayor) built a general store and post office. In 1857 when rail service was established to this area, Mr. Johnson built a depot. The growing community was first known as “Johnson’s Tank” and then “Johnson’s Depot” until its incorporation as Johnson City in 1869. Accordingly, the playground design features train and village theme play elements. Johnson City Dog Park @ Willow Springs 1201 Huffine Road Contact: Website: www.jcdogpark.org The Willow Springs Dog Park Project is a cooperative effort between the Friends of Johnson City Dog Park Association and the City of Johnson City Parks and Recreation Department. The 1.6 acre site is located within the park boundaries of Willow Springs Park. For information contact the Dog Park Association at www.jcdogpark.org. Winged Deer Park 4137 Bristol Highway Call: 423-283-5815 Established in 1991, Winged Deer Park is a 200-acre district park. The J. Norton Arney family previously owned and operated the farm from the 1940’s through

the early 70’s. Mr. Arney was a noted car dealer and raised and trained show horses in the area. The farm was used primarily to grow hay and had several large stables on the lakefront property. The city purchased the property in 1985. The original farmhouse was converted into what is now the Parks and Recreation administration office, which includes a meeting room, working offices and a landscaped patio area with small gazebo. Ameni-ties include five-lighted softball fields, athletic office scorer’s towers, and restroom, three-lighted soccer fields, Batter’s Up batting cages, a 18-hole disc golf course, playground area, soccer concession building with restroom, half-mile walk track and paved fitness trails which winds through the forested section of the park. The lakefront area features two sand volleyball courts, picnic shelter with restroom, public boating access, green space, lighted handicap accessible boardwalk, amphitheater, and a Festival Plaza multi-use area with restroom. The park’s historical area features the Robert Young Cabin one of Johnson City’s oldest dwellings, the Massengil Monument, and the James H. Quillen Historical Tree Arboretum. The Liberty Bell Track features a 375-meter jogging and walking sur-face. Tweetsie Trail Alabama Street Call: 423-283-5815 The Tweetsie Trail is a rails-to-trails project traversing form ET&WNC (Tweetsie) railroad right-of-way between Johnson City and Elizabethton. The trail provides oppor-tunities for walking, hiking, running, and biking on a rela-tively flat grade in a beautiful, natural setting. When com-plete, the 10-mile trail will be the longest rails-to-trails pro-ject in Tennessee. The trail was built without any federal or state funding. Rather, it’s the result of generous dona-tions from individuals, businesses, and local govern-ments.
