This is a wonderful program for all our Soldiers and families especially with the cost of food prices these days. These meal pack-ages can be purchased by anyone no matter what your family income. It can be paid for with either cash or food stamps. This Food Sense flyer is from Gouveneur, NY. However check out this website http://www.foodbankcny.org/get-help/community-services/food-sense/foodsense_locations/?county=. To choose which pickup location would be closer for you, pick the county which you live in. These meal packages are all the same throughout New York state and include two produce that are given out every month. Those produce are only known by the organization a week prior to the pickup designated dates. For example Septembers pickup will be grape tomatoes and baby carrots. Check it out!!!

FEE INCREASES and PROGRAM CHANGES
Dear Valued Customer,
As we have kept you apprised over the past two years, we are moving towards De-
partment of Defense standardized rate fees. This October is the final incremental phase
for Fort Drum to reach Army standard. Department of Defense will then implement equi-
table rates throughout the Armed Forces.
In addition to Department of the Army forecasted rate fee increases, the following De-
ployment Support Service Programs are eliminated 1 October 2012:
X 20% fee reduction for all Child Development Services programs
X Youth Sports fee credit up to $100 per deployment cycle per child/youth.
X SKIES Unlimited Instructional Class fee credit up to $300 per deployment cycle per
child/youth.
X $2.00 Hourly Care fee beyond the 16 free respite child care hours.
Those currently deployed as of 1 October 2012 are grandfathered and will continue to
receive deployment support services they are currently receiving.
Should you have any questions on the program impact as it effects your Family, please
inquire at the front desk or by calling Parent Central Services at 772-8675.
Thanking you for your cooperation and understanding
Army Child & Youth Fee Policy
Fort Drum
School Year 2012-2013
Findings:
Significant variances across Army – no predictability
Many “high cost” fee locations not justified
“Artificially” low fees creating great disparities when Families PCS
Inequities among installations in same geographic areas / similar missions
Plan :
DoD is transitioning to single standard to provide consistency.
Transition will continue through SY2014-2015
Army realized 100% compliance with DoD full transition fees would financially burden some Army
families:
Asked DoD for an Exception to Policy to phase in compliance over a 2 - 3 year period, which was
approved.
Implementing final phase to one standard Army fee 1 Oct 12

School Bus Safety
Overtaking and passing school bus:
Did you know that when a car meets a school bus that has stopped and is flashing red lights, you MUST stop
and remain stopped until bus starts moving or the driver signals you to proceed?
What does this regulation mean when using the term "public highway"?
public highway, street or private road for the purpose of receiving or discharging any passengers
Any area used for the parking of motor vehicles or used as a driveway located on the grounds of a school or of
a board of cooperative education services facility or any area used as a means of access to and egress from
such school or facility.
What are the fines for passing a school bus displaying flashing red light?
Every person convicted of a violation is punished by a fine of not less than two hundred fifty dollars and up to
four hundred dollars
May also receive imprisonment for not more than thirty days... or/both
What if this is your second offense and committed within a 3 year period?
Every person shall be punished by a fine of not less than six hundred dollars and up to seven hundred fifty dol-
lars.... or/both
May also receive imprisonment for not more than one hundred eighty days.
What if this is your third offense and committed within a 3 year period?
Every person shall be punished by a fine of not less than seven hundred fifty dollars and up to one thousand
dollars ... or/both
Imprisonment for not more than one hundred eighty days or by both such fine and imprisonment.
How many points are added to my drivers’ license for passing a stopped bus?
Passing a stopped school bus is a serious offense in all states. Four points is the norm in most states. States
are, however, free to determine how many points they wish to assess for it, so it may vary between states and
is usually a six point ticket. In New York it is a six point ticket. There will also be a huge increase in your auto
insurance rates as well.
Attention! There have been confirmed reports of a company called Success Express Sales, Inc. and/or Pacific Coast Clearing Services Inc. scamming personnel in the Fort Drum area and targeting Soldiers. The company hires young adults to solicit patrons door to door, at super markets and other establishments to buy magazine subscriptions. They will not take no for an answer. The salespeople try to earn points towards trips overseas, scholarships and/or cash prizes through the amount of sales they make. Magazine terms and costs are allegedly dictated by the publishers of the magazines. There is a process & handling fee for each customer regardless of how many magazines are purchased. Bonus points are given for cash purchases. This appears to be a legitimate business but it is NOT. Those that purchase these subscriptions never receive their magazines and are unable to reach customer service for refunds or other resolution. As of this date, there have been 87 Better Business Bureau complaints within the past 3 years, 37 of which have been within the last 12 months. This business preys on military members and often frequent establishments on and around
military installations. https://www.facebook.com/pages/Fort-Drum-Financial-Readiness-ACS/195662120473?ref=ts

Lyme Disease Prevention and Awareness
Background
• Lyme Disease is an infection caused by bacteria that is commonly transmitted by
deer ticks and mice (not all ticks carry the disease).
• The tick must be imbedded in the body for several hours to transmit the disease.
• Lyme disease can affect animals, humans and can be transmitted to fetus if mother
is infected.
• If left untreated, can cause serious long-term issues.
• Currently no vaccination available for humans; however, Lyme Disease can be treated by antibiotics.
Early Detection is the KEY!!

ter ticks and use of permethrin for Soldiers and DA civilians.
• Frequent self checks for individuals partaking in outdoor activities and working in tick-invested environ-
ments. Special attention should be given to moist dark areas were ticks typically migrate too.
• Clothing should be placed in dryer for 20-30 minutes to kill unseen ticks.
• Frequent checks of children and animals.
