You are hereby invited to submit your bid for the store as detailed in the Schedule

presumed that offer is strictly in accordance with the requirement of the bid noted.

3. In case of offers for supply of stores both imported and indigenous form within the

country price quoted shall be inclusive of all taxes, duties and charges for packing,

marking handling etc. where sales-tax is livable and is included in the price quoted, it

shall be indicated separately.

4. The store is required for delivery/shipment as stated in the Schedule. If however, it is not

possible to give delivery/shipment by the specified date. The bidder shall give guaranteed

date by which he can deliver/ship the store.

5. Failure to submit the bid in the manner prescribed in the invitation, is liable to be ignored.

6. The purchaser does not pledge himself to accept the lowest bid and reserves to himself

the right of accepting the full or part quantity offered and the bidder shall supply the same

enquiry.1. According to PPRA rules, 2014 38(2), a single stage two envelops bidding procedure will

be adopted. The procedure for single stage two envelops will be:-(i) The bid shall be a single package consisting of two separate envelopes, containing

separately the financial and the technical proposals;(ii) The outer cover should indicate the name of the addressee, bid number and date

of opening but not the name of firm which must be appeared in the inner envelop

clearly mentioning the bid number and name of the firm. The envelop must beproperly sealed.

(iii) The inner envelops shall be marked as “Financial Proposal” & TechnicalProposals.

(iv) In the first instance, the “Technical Proposals” will be opened and the envelopemarked as “Financial Proposal” will be retained unopened in the custody of theprocuring agency.

(v) The technical proposal will be evaluated in the manner prescribed in the tenderdocuments in advance, without reference to the price and the technical proposalswhich do not confirm to the specified requirement will be rejected.

(vi) During the technical evaluation no amendments in the technical proposal shall bePermitted.

(vii) After the evaluation and approval of the technical proposals, financial proposalsof the technically accepted bids will be opened publically at a time, date andvenue announced and communicated to bidders in advance, with in the bidvalidity period.

(viii) The financial bids of technically non-responsive firms will be returned un-openedto the respective bidders

2. The bidder can quoted rates for full or part of the store.3. The purchaser reserves the right to purchase full or part of the store or

ignore/scrap/cancel the bid.4. (a) If the acceptance of bid issued during the validity period and the offer is not

accepted by the bidder the Earnest Money shall be forfeited and the storepurchased at his risk and expense.

(b) In case the offer is withdrawn, amended or revised during the validity period ofthe offer, the Earnest Money is liable to be forfeited.

(c) In case, the contractor fails to execute the contract strictly in accordance withterms and conditions laid down in the contract the security deposited by him shall beforfeited and the store purchased at his risk and expense.

5. The buyer reserves the right to claim compensation for the loss caused by thedelay in the delivery of store.

SPECIAL INSTRUCTIONS

1: The store is required by the consignee by 31-05-2017. However, the bidder are required to

indicate their own guaranteed earliest date by which the store will be supplied.

2: Cash Receipt (in original) in token of having purchased the bid, must accompany the offer.

3: Bid should be addressed to Superintendent LES, Bahadurnagar, Okara. Bidder should quote

their firm and final rates both in words as well as in figures.

4: Bidder shall submit a Deposit at Call @ 2% of estimated amount (approximately Rs. 1.5

Million) quoted for bid in favor of the Superintendent LES, Bahadurnagar, Okara.

5: The successful bidder may be required to furnish security deposit 10% of the each bid in the

form of deposit at call in the favor of Superintendent LES Bahadurnagar District Okara (by

designation only) within the period specified in Advance Acceptance of bid, as performance

guarantee, failing which repurchase shall be made at their risk and expense.

6: Any conditional, ambiguous or incomplete offer in any respect shall be ignored. No

supplementary or revised offer after the opening of tenders shall be entertained.

7: The bidders should indicate in their bid the complete address of the place/places where stores

will be offered for inspection.

8: The bidders shall enclosed catalogue/leaflet/literature and other technical data, if any, in

respect of store offered by them.

9: Original literature must be provided with quotations. Original sole distribution certificate or

authority letter from the manufacturer/ distributer must be attached with the quotation.

10: The bidders should specifically indicate their Income-Tax number and GST number.

11: Any erasing/cutting/crossing, etc. appearing in the offer must be properly signed by the

person signing the bid. Moreover, all pages to the bid must also be properly signed. Offers with

any overwriting shall in no circumstance be accepted.

12: The quotation should be submitted on the basis of accounting unit specified in the invitation

to bid.

13: A certificate should be given by the bidders that they will be responsible for use free

replacement of store if the same is found to be substandard and or at variance with the

specification given in the bid enquiry. In case a similar store offered is at variance with the

specifications given in the bid enquiry, the bid must clearly identify variations in their offers.

Store offered of a specification superior to the one specified in the tender enquiry shall, however,

be acceptable.

14: Store should be brand new and in original manufactures packing.

15: One year Warranty of the store supplied must be guaranteed.

16: The proof of the professional Tax for the year 2016-17 should be attached with the bill of

cost.

17: Payment will be made to the contractor after the successful inspection by the end user and

delivery of the store.

18: The quantity of the store can be increased or decreased before issuing the contract.

19: All bids shall be opened and evaluated in the manner prescribed in this document.

SPECIAL INSTRUCTIONS

1: The store is required by the consignee by 31-05-2017. However, the bidder are required to

indicate their own guaranteed earliest date by which the store will be supplied.

2: Cash Receipt (in original) in token of having purchased the bid, must a company the offer.

3: Bid should be addressed to Superintendent LES, Bahadurnagar, Okara. Bidder should quote

their firm and final rates both in words as well as in figures.

4: Bidder shall submit a Deposit at Call @ 2% of estimated amount (approximately Rs. 0.06

Dear Sir/Sirs,

You are hereby invited to submit your bid for the store as detailed in the Schedule

to this invitation to bid, subject to the conditions laid down hereunder and given in the Schedule.

The contract resulting from this invitation to bid shall be governed by the general Conditions of

Contract and the special Conditions contained whatever applicable. The bidder quoting against

this invitation to bid shall be deemed to have read and understood the conditions thereof and

particulars of this store required and their specifications etc.

2. The bidder shall quote on the prescribed schedule to this invitation to bid on the basis

indicated therein and shall sign the certificate given therein to the effect that the stores

shall be supplied exactly in accordance with the requirement specified in the schedule. In

case there is any deviation it should be clearly stated by bidder, otherwise it will be

presumed that offer is strictly in accordance with the requirement of the bid noted.

3. In case of offers for supply of stores both imported and indigenous from within the

country price quoted shall be inclusive of all taxes, duties and charges for packing,

marking handling etc. where sales-tax is livable and is included in the price quoted, it

shall be indicated separately.

4. The store is required for delivery/shipment as stated in the Schedule. If however, it is not

possible to give delivery/shipment by the specified date. The bidder shall give guaranteed

date by which he can deliver/ship the store.

5. Failure to submit the bid in the manner prescribed in the invitation, is liable to be ignored.

6. The purchaser does not pledge himself to accept the lowest bid and reserves to himself

the right of accepting the full or part quantity offered and the bidder shall supply the same

at the rate quoted. The bidder is at liberty to quote for the full or part quantity.

enquiry.5. According to PPRA rules, 2014 38(2), a single stage two envelops bidding procedure will

be adopted. The procedure for single stage two envelops will be:-(i) The bid shall be a single package consisting of two separate envelopes, containing

separately the financial and the technical proposals;(ii) The outer cover should indicate the name of the addressee, bid number and date

of opening but not the name of firm which must be appeared in the inner envelopclearly mentioning the bid number and name of the firm. The envelop must beproperly sealed.

(iii) The inner envelops shall be marked as “Financial Proposal” & TechnicalProposals.

(iv) In the first instance, the “Technical Proposals” will be opened and the envelopemarked as “Financial Proposal” will be retained unopened in the custody of theprocuring agency.

(v) The technical proposal will be evaluated in the manner prescribed in the tenderdocuments in advance, without reference to the price and the technical proposalswhich do not confirm to the specified requirement will be rejected.

(vi) During the technical evaluation no amendments in the technical proposal shall bePermitted.

(vii) After the evaluation and approval of the technical proposals, financial proposalsof the technically accepted bids will be opened publically at a time, date andvenue announced and communicated to bidders in advance, with in the bidvalidity period.

(viii) The financial bids of technically non-responsive firms will be returned un-openedto the respective bidders

4. (a) If the acceptance of bid issued during the validity period and the offer is notaccepted by the bidder the Earnest Money shall be forfeited and the storepurchased at his risk and expense.

(b) In case the offer is withdrawn, amended or revised during the validity period ofthe offer, the Earnest Money is liable to be forfeited.

(c) In case, the contractor fails to execute the contract strictly in accordance withterms and conditions laid down in the contract the security deposited by him shall beforfeited and the store purchased at his risk and expense.

5. The buyer reserves the right to claim compensation for the loss caused by thedelay in the delivery of store.

SPECIAL INSTRUCTIONS

1: The store is required by the consignee by 31-05-2017. However, the bidder are required to

indicate their own guaranteed earliest date by which the store will be supplied.

2: Cash Receipt (in original) in token of having purchased the bid, must a company the offer.

3: Bid should be addressed Superintendent LES, Bahadurnagar, Okara. Bidder should quote their

firm and final rates both in words as well as in figures.

4: Bidder shall submit a Deposit at Call @ 2% of estimated amount(approximately Rs. 0.4

Million) quoted for bid in favor of the Superintendent LES, Bahadurnagar, Okara.

5: The successful bidder may be required to furnish security deposit 5% of the each bid in the

form of deposit at call in the favor of Superintendent LES Bahadurnagar District Okara (by

designation only) within the period specified in Advance Acceptance of bid, as performance

guarantee, failing which repurchase shall be made at their risk and expense.

6: Any conditional, ambiguous or incomplete offer in any respect shall be ignored. No

supplementary or revised offer after the opening of tenders shall be entertained.

7: The bidders should indicate in their bid the complete address of the place/places where stores

will be offered for inspection.

8: The bidders shall enclosed catalogue/leaflet/literature and other technical data, if any, in

respect of store offered by them.

9: Original literature must be provided with quotations. Original sole distribution certificate or

authority letter from the manufacturer/ distributer must be attached with the quotation.

10: The bidders should specifically indicate their Income-Tax number and GST number.

11: Any erasing/cutting/crossing, etc. appearing in the offer must be properly signed by the

person signing the bid. Moreover, all pages to the bid must also be properly signed. Offers with

any overwriting shall in no circumstance be accepted.

12: The quotation should be submitted on the basis of accounting unit specified in the invitation

to bid.

13: A certificate should be given by the bidders that they will be responsible for use free

replacement of store if the same is found to be substandard and or at variance with the

specification given in the bid enquiry. In case a similar store offered is at variance with the

specifications given in the bid enquiry, the bid must clearly identify variations in their offers.

Store offered of a specification superior to the one specified in the tender enquiry shall, however,

be acceptable.

14: Store should be brand new and in original manufactures packing.

15: One year Warranty of the store supplied must be guaranteed.

16: The proof of the professional Tax for the year 2016-17 should be attached with the bill of

cost.

17: Payment will be made to the contractor after the successful inspection by the end user and

delivery of the store.

18: The quantity of the store can be increased or decreased before issuing the contract.

19: All bids shall be opened and evaluated in the manner prescribed in this document.
