1 Health, Climate Change, and Society Prof. Nino Künzli Prof. Charlotte Braun-Fahrländer Beyond why, how and where global warming is happening, there is still only moderate understanding among non-

specialists of the implications that climate change has on population health. The objective of this course is to im-prove knowledge on the regional and global health effects of climate change and related economical and societal implications, in order to foster better implications of all sectors in the implementation of mitigation and adaptation strategies to tackle the climate change challenges ahead of us.

2A Health Technology Assessment (HTA) as a Tool for Priority Setting Prof. Finn Børlum Kristensen The fi rst part of the course is designed as a comprehensive introduction to the concepts, methods, and applica-

tion of health technology assessment, identifying the link between policy and HTA. The following approaches will be reviewed: evidence-based medicine, clinical and general epidemiology, critical appraisal of clinical literature, systematic reviews, benefi t / risk considerations, assessing organisational, patient and social aspects of technol-ogy, economic evaluation as part of HTA, cross-border collaboration in HTA, stakeholder involvement, and suc-cessful HTA interaction with healthcare policy and decision making.

2B Methodology and Practical Application of Economic Evaluation in Health Care Prof. Mike Drummond, Prof. Marco Barbieri The second part will be focused on the concepts, methods and application of economic evaluation. Topics to be

covered include: an overview of economic evaluation methods, cost and benefi t estimation, use of patient-level data from clinical studies, decision-analytic modelling and using economic evaluation in healthcare decision-making. Many examples will be discussed through group work and exercises. The course will be of interest to those who need to present, or evaluate, cases for program funding.

3 Public Mental Health; Evaluation of Programmes and Policies Prof. Kristian Wahlbeck, Prof. Martin Knapp The fi rst part of the course will use interactive methods to cover the core topics in public mental health. Areas

to be covered include the impact of stigma and discrimination, inclusion and empowerment of users in mental health service design, implementation and evaluation, as well as equity in access and strategies to reduce the mental health treatment gap.

The second part of the course will identify the main policy issues in the mental health fi eld, and discuss their implications for evaluation. The course will then set out the aims of and broad approaches to evaluation, focusing specifi cally on economic approaches to evaluation and mental health policy and practice. The course will offer opportunities for participants to discuss their own research interests.

4A Leadership in Healthcare Organizations Prof. Kenneth, R. White The purpose of the course is to explore and analyze the leadership role of the health care managers and ex-

ecutives. Emphasis is placed on understanding the knowledge, skills, and values essential to success. Students are exposed to various leadership theories and skills required to manage change, transform organizations, and maximize interpersonal relationships that inspire, motivate, build a shared vision, empower others, and reward and celebrate. Various organizational settings and health care delivery systems will be discussed in the context of appropriate leadership strategies.

4B Population-accountable Health Networks, Promises for 21st Century Health Systems Prof. Denis Roy, Prof. Eric Litvak With numerous strong trends threatening the viability of health systems implemented in the 20th century, we

need to fi nd new methods of operation. The problem is not lack of knowledge, technologies or resources. What we are lacking is the collective ability to apply that knowledge for the greater benefi t of the population.

The concept of “population-accountable health networks” offers an answer. This general, integrated approach proposes key elements that we believe should form the basis of contemporary health systems, defi ned here as complex systems with the ability to adapt and reinvent themselves provided they are given the tools to do so. This means new requirements for managing healthcare organizations as well as for governing the larger systems of which they are a part.

Building from lectures, examples, discussions and up to date readings, the seminar will enable participants to acquire a comprehensive view of the concepts pertinent to the modernization of the management and govern-ance in health.

5 Strategic Management Prof. Bernhard Güntert Over the last three decades, the healthcare sector has undergone signifi cant changes. Not only developments in

health and information technology, new evidence based concepts in cure and care, new providers and structures have infl uenced healthcare, but also new concepts in governing, fi nancing, controlling and managing are affect-ing the health care system, its markets and its institutions. The actual situation in developed countries, (aging pop-ulation, increase of age-related and chronic disease, ineffi cient structures, lack of public funding and of human resources) but also the one in threshold countries (young population with their specifi c healthcare needs, social gaps within the population, lack of fi nancial resources and of management structures) are challenging healthcare managers on all levels. The objective of this course is to learn about concepts for strategic management, applied to healthcare organizations, focusing on meeting the health needs of the population.

6 Chronic Diseases: Population-based Approaches and Public Health Management Prof. Pascal Bovet, Prof. Jürgen Maurer, Prof. Fred Paccaud The course addresses public health interventions to curb non-communicable diseases (NCD), particularly those

most effective, affordable and scalable (“best buys”). The focus is on health information systems, multi-sectoral interventions targeting the entire population, and cost-effective health care for individuals with or at risk of NCDs.

Moreover, an appraisal of the socioeconomic determinants and economic consequences of chronic diseases will be presented.

Cavalli, PD JL Bulliard, Kerri-Clough Gorr The course will introduce recent trends in cancer epidemiology in Europe and worldwide and give an introduction

into (cancer) prevention strategies. During the course, these aspects will be discussed in further detail for selected cancer sites. For these cancer sites, participants will draw bridges between epidemiological facts and correspond-ing prevention strategies. An important aspect will be the discussion of the implementation of cancer control mechanisms in the political, economical, and social context of developing and developed countries.

8 Ageing and Health: Public Health, Economic and Legal Perspectives Prof. Michel Grignon, Prof. Brigitte Santos-Eggimann, Prof. Olivier Guillod Population aging is often seen as a threat for the fi nancial sustainability of public health care systems. The course

will review the evidence on the relationship between population aging and spending on health care and what can be forecast between now and 2050. Careful attention will be paid to the role of life expectancy in good health, as well as to the cost of dying. We will then review the evidence on the impact of an aging population on the or-ganization of health care delivery: what does it mean to transition away from an acute episode led system toward a chronic care management one? Last, we will study the impact of the health care system on population aging: How much time can we buy through health care and is it worth it? This will allow us to estimate the rational share of GDP that should go to health care in an aging population.

ORGANISERSThe courses are organised by the Foundation Swiss School of Public Healthplus (SSPH+), the Institute of Microeconomics and Economics of the Public Sector (MecoP) of the University of Lugano, and the Swiss Tropical and Public Health institute.

VENUEThe courses take place at the University of Lugano, Switzerland.

PARTICIPANTSCourses are intended for professionals and managers of health administrations, hospitals and other services and facilities within the health sector, policy-makers and any student registered with one of the continuous education programs coordinated and supported by the SSPH+.

ECTS AND CERTIFICATESEach course is assigned a credit value of 2 ECTS. Those who participate actively and pass the fi nal assessment are awarded a certifi cate of success.
