her seat Tuesday morning as Surrey Provincial Court Judge Peder Gulbransen declared her guilty as charged in the May 2008 death of four-year-old Alexa Middelaer in Delta. Judge Gulbransen convicted Berner on two counts of dangerous driving causing death and bodily harm, and two counts of impaired driving causing death and bodily harm. Gulbransen said the evidence presented during the trial shows that Berner was driving well over the speed limit and while her blood alcohol level may not have been over the legal limit, she was nonetheless impaired. There is no other rational conclusion, Gulbransen said.

He said tests prove Berner was doing 91 km/h in a 50 km/h zone in a Ladner residential area when she hit some speed bumps, lost control and crashed into Alexa and her aunt Daphne Johanson, who were standing on the side of the road to feed a horse. Alexa did not survive. Her aunt required 13 hours of surgery for multiple fractures and a closed head injury. Alexas grandparents vehicle was also hit, but they escaped serious injury. I err on the side of caution, and when it comes to safety, a sprinkler just doesnt cut it, Jackson said. If its made out of wood, it burns. Staff will examine whether Delta has the authority to limit the height of wooden buildings. This weeks fire proved to be extremely difficult to extinguish. One resident said her neighbour tried to plug in the coffee machine early Tuesday morning and heard a pop, pop, pop shortly before fire ripped through the North Delta apartment building. Moments later, residents were alerted by the shouts of Jackson children yelling that there was a fire and instructing people to get out, according to witnesses. Delta Police helped set up the area at the seniors centre for displaced tenants. Sgt. Sharlene Brooks said there was little disruption to traffic at the busy intersections, except for a few motorists who may have slowed to see what was going on. North Delta resident Beth Bartholomew was using a rare day off from work Tuesday morning to go shopping at a bulk buy warehouse when her neighbour rang her cell phone. He told her a big truck had pulled into their neighbourhood, then he heard a big loud bang coming from Bartholomews house. For one anxious moment, Bartholomew thought perhaps her house had exploded. Then, the neighbour described how the truck dumped a load of trash on her driveway all at once before driving away in a hurry. No one had managed to get a licence plate number. Assured that her house was undamaged, the

single mother of two opted to finish her shopping before she returned to her neighbourhood in the area of 112 Street and Nordel Way to have a look. It was worse than she expected. A huge mound of junk, eight feet tall at its highest and about 30 feet long was strewn across the driveway in her front yard. There were stuffed-to-overflowing garbage bags, pieces of trees, construction waste, worn-out carpets, car parts and other trash. And some papers with an address, which is how Surrey RCMP were able to locate the person responsible in less than 24 hours. As it turned out, the dumper was trying to get some revenge on a person who used to live at the home where Bartholomew is raising her children. That person hasnt lived there for awhile,

but the man with the trash truck apparently wasnt aware of that. Police have contacted the irate dumper to explain the mistake and have suggested the man remove the garbage to avoid criminal charges. Bartholomew happens to know the intended target of the dumping, and all she will say is that she understands why someone might be that angry with them. Its funny, Bartholomew says of the misdirected dumping. Once its gone, itll be even funnier. Tests on the vehicle and skid marks at the scene show there was no failure of steering, Gulbransen said. It allows us to create long-term planning for charitable fundraising, for implementing programs and services that support everything, from business, cultural, social, health care, education, housing , recreational needs everything. Without that demographic data, we just cant plan properly. After conducting a survey of our membership, the Surrey Board of Trade disagrees with the federal governments decision to replace the mandatory long form census with a shorter voluntary survey. Like the Canadian Association for Business Economics (CABE) and the Canadian Association of University Teachers, we are particularly concerned about the loss of the compulsory census long form as it will undermine and impact the economy, research and innovation initiatives. The quality of data collected in the census would drop considerably if it was only through voluntary participation. Businesses and governments all depend on data for analysis, making investment and operating decisions. Funding decisions by government are based on census data. Small errors in the data with a voluntary

UPON READING Frank Bucholtzs column in the July 23 Surrey/ North Delta Leader, I can only agree that Robert Dziekanskis death was a tragedy, a tragedy waiting to happen. I fully realize that the RCMP are overworked and that their job can be very high stress, but it in no way excuses their bad behavior and fast reaction to a situation. Yes, here in Surrey we have many multicultural communities, but that should not come into play when an officer is attending a call. I agree that some communities do not speak fluent English and an officer needs to take that into account and call upon another officer to assist. But a victim is a victim when en route to a call, regardless of background and/or colour of skin. I have had to deal with the flip side of these officers at their best, as I suffered the loss of my sister Irene Thorpe to a street racing death in November 2000. At that time I was one of those angry people thinking the RCMP are there to be bullies as the media and newspaper only report their tragic screw ups and rarely what an officer does and/or what they go through while investigating in order to help get justice. Should we renew RCMP contract? Things need to change, but most importantly when an inquest is done and recommendations are made they need to be apply, not reviewed by others to consider. As far as police investigating themselves, I fully support a civilian agency to investigate, and there should be at least two members on that board like myself who have seen the good side of the officers job. SURREY COUN. Linda Hepner is quoted in the July 21 Surrey/North Delta Leader as saying I discount the argument that we need to look after our own garbage. This is a remarkable statement from a politician. This is the kind of leadership that should inspire the children of Surrey and all of Canada. We could usher in a bold new era completely bereft of personal or community responsibility. Got garbage? Someone elses problem. Got poverty? Someone else will care. Got pollution? Got housing problems? Got Crime? Someone elses fault. At least she followed up with some clarification: Were looking at a commodity. Again, very succinct. This is the very point that opponents to garbage incinerators have been trying to make. Once our unsustainable garbage-producing activities become an important commodity, there will be no incentive to reduce or stop them. Sustainability, working towards Zero Waste, and enhanced recycling programs are not compatible with burning garbage for profit. Finally, calling something a commodity does not solve any problems. Ivory from endangered species is a commodity. The oil currently soaking the beaches of the Gulf of Mexico is a commodity. Heroin is a commodity. But that doesnt mean we should be encouraging its increased production just to get a quick fix of money by burning it.Patrick Johnstone

The message was delivered by Marjorie Homer-Dixon, one of five people to be recently honoured for putting in 20 or more years as volunteers with the local police. You may get calls from those of us (about issues) that you think are minor, she told them. But it is important to us. Please dont dismiss our problems. The 15 new recruits were winding up two weeks of classroom studies before beginning their first regular patrol duties. The officer in charge of the Surrey detachment, Chief Supt. Fraser MacRae, assured Homer-Dixon and her colleagues the new officers would give their concerns respectful attention.

Then it was out of the classroom and off to the main atrium of Surrey RCMP headquarters to present the five veteran volunteers with certificates of appreciation. At 80, Jack Waters was the most senior of the volunteers. The former member of Britains Royal Sussex regiment said when he began volunteering, he worked out of temporary trailers set up in Cloverdale, helping to transfer prisoners. May Taylor became a volunteer because of concerns about petty crime in her neighbourhood. So did Ursula Clark. Diane Goodale joined Block Watch because her then-husband was a Vancouver police officer. The marriage ended, but her commitment to community policing continued.

Vancouver Island wants to burn Metro Vancouvers garbage. And at an estimated host fee of $1 billion over 30 years, its expected many more cities will be lining up to be the host city for an incinerator, according to Surrey Coun. Marvin Hunt, former chair of the regional waste committee. Gold River has taken the unusual move of creating promotional YouTube video welcoming the waste to energy facility to the town. Theyre banking on the notion that the Metro Vancouver Board will vote to support the draft Integrated Solid Waste and Resource Management Plan

(ISWRMP), which aims to divert 70 per cent of garbage from landfills by 2015. A key part of that plan is waste-to-energy, which includes incineration of garbage. One of the problems with putting the facility in Gold River is it will only be able to take advantage of two revenue streams: The tipping fee and power generation. Another stream is the creation of heat, which when used in a high-density area such as a downtown, could provide thermal energy to many people. The preference of regional staff and the Metro Waste Committee is to keep the incinerator close. Hunt said Tuesday global examples show the facilities should go in dense areas.

People want better transit, they argue, not more roads. A group opposing the route says it will bring one scoop of preload sand to Transportation Minister Shirley Bond for every signature collected. So far there are about 200 people signed up. An online petition states: We have more than enough preload sand so I am sending some back to you.

union is considering legal action after the school announced it would no longer accept credit card payment for domestic students. Kwantlen Polytechnic University has given notice it will no longer accept credit cards for tuition payment as of Aug. 3. Its similar to policies of other universities, such as SFU and UBC.

For Kwantlen, it means substantial savings in annual credit card fees go back into student services, the schools website says. It also notes that $250,000 of the savings will go to bursaries and scholarships. Some students say the payment restriction leaves them in a bind and in some cases, unable to continue attending. Kwantlen Student Unions director of academic affairs, Brad-

Head has taken the issue to a lawyer, who told him it is a violation of the Charter of Rights and Freedoms and B.C. Human Rights Code because international students will still be allowed

Victim services welcomes a new furry friendDelta Police training canine to help crime and trauma victimsreassurance to those impacted by crime and trauma. Brooks said the weeks that follow will serve as an assessment and training period to confirm the dog and its handlers work well together and that he can fulfill his role. After the assessment period, the lab will report for duty at DPD headquarters daily with his primary handler, victim services coordinator Kim Gramlich, said Brooks. The dogs role includes helping calm those who are excessively upset and acting as a bridge to with people who have difficulty communicating such as children and people with disabilities. PADS, established in 1987, is a non-profit organization that breeds, raises, trains and places service, hearing and therapy dogs with people who have a disability other than blindness. Brooks said the Delta Police welcome this opportunity to partner with PADS and incorporate this unique approach to serving the community.

THE DELTA Police Departments victim services section has welcomed a furry friend into its fold. The department has launched an Animal Assisted Intervention K-9 program in partnership with Pacific Assistance Dog Society (PADS), the first of its kind in Canada, said Sgt. differ with the report from Central 1 Credit Union that projects more than 11,000 jobs will be lost by the time the pine beetle infestation runs its course in B.C. Bell says the credit union economists used data from 2005-06 for their calculations, which led to the conclusion that B.C. will have lost 68 per cent of its mature pine forests by the time the beetle kill subsides in 2024. Bell says there have been a couple of updates that have changed estimates of how much timber supply is going to drop off due to the worst infestation ever recorded in B.C. One is that the shelf life of beetle-killed trees has been longer than initially calculated, allowing for increasing salvage of the dead wood. The other is that the level of destruction isnt as high in some areas as it was in the central Interior. The total kill appears to be dropping, particularly in the Kootenay region, Bell said. Were not seeing the level of expansion that we thought may take place. That could be as a result of the mix of species in the area. The beetle kill peaked in 2005 in the Prince George, Quesnel and Vanderhoof areas, and in 2006 in the Cariboo and Kamloops regions.

It has spread to the east and south and is expected to peak this year in the Robson Valley, southeast of Prince George. Infestation is expected to peak in 2011 in the Dawson Creek and Merritt timber management areas, followed by the Arrow, Bulkley and Fort St. John areas in 2012. The peak reaches Boundary, Invermere, Kootenay Lake, Okanagan and Cassiar areas in 2013, and the Cranbrook and Golden region in 2014. One unpleasant surprise has been the westward movement into the Smithers area, running against the prevailing winds that have mainly carried the infestation eastward into Alberta. Faced with projections of a steep drop in harvestable wood, the forests ministry is also changing the way it calculates timber supply. In the Prince George region, it has been assumed that logs can be economically trucked to a mill with a cycle time of seven and a half hours, including loading, unloading and return trip. By extending that maximum cycle time by an hour, and also taking in areas with 10 per cent less merchantable timber per hectare than the historic minimum, the Prince George region can make up all the allowable cut lost to beetle infestation, Bell [email protected]
