Case for Port Centric DevelopmentCase for Port Centric Development

7

•Proportion of goods consumed imported in Russia has grown

•Optimum location to minimise transport costs for (some) distribution centres may therefore shift towards the coast

•Current use of inland national distribution consolidation centres can add to the distance goods moved between supplier to receiver

•Ports already provide excellent multimodal hubs (road/rail/coastal shipping)

•Port centric strategies can therefore offer lower cost and environmentally sustainable solutions

So what evidence can be brought to bear to make a planning and investment case?

7

• Trade growth means the optimum location for some national distribution centres worth reconsideration

• Current pattern of warehouse location has been developed to minimise secondary distribution costs

– Important to factor in savings in primary transport costs in making investment decisions

• Planning regime needs to be informed of the public interest advantages

Page 4: Freight 2011

The idea is simple:

7

•Leave the container at the port. It is a maritime container, and that is where it belongs. Take it out of the equation and it is ready to go out on the next ship – giving better use and faster repositioning of containers.

•Unpack the container within the port limits; that way, you can pack it to capacity for the shipping leg, without worrying about road weight limits.

•Store, repack and deliver the goods in a far more space and weight-efficient way, in the combination you really want, via curtainsiders direct from port to regional distribution centre (RDC), or final location.

WOULD you pay the fuel and driving costs for pointlessly hauling three or four tonnes of metal hundreds of miles inland – only to have to arrange for its return at a similar cost?

Advantages

7

•Lower supply chain cost

•Improved inventory visibility and velocity, lower end to end unit logistics costs

•Lover road mileage

•Faster repositioning of ‘empties’

•No need to worry about landside weight restrictions on imported containers allowing containers to be filled to capacity

•Value added services such as bonded warehouses eliminates bonded trucking

•Reduced carbon footprint

•Asda-Walmart and Tesco distribution centres at Teesport in the UK-Sainsbury

•BAP Group at Felixstowe-NYK Logistics at Thamesport

•HKG, Singapore and Busan developing facilities for value adding activities to stem competition from ports such as Shanghai and Shenzhen

•Goodwin Logistics terminal close to DCT
