PM Narendra Modi launches Saur Sujala Yojana in Chhattisgarh
Prime Minister Narendra Modi launched the Saur Sujala
Yojana that would provide solar powered irrigation pumps
to farmers at a subsidized price. It was launched in
Chhattisgarh as part of the state’s 16th foundation day
celebrations. With this Chhattisgarh becomes the first state
to implement the scheme. Under the scheme, solar powered
irrigation pumps of 3HP and 5HP capacity will be distributed to the farmers. The beneficiaries
would get the pumps at the subsidised price. It is mainly aimed to give priority to those areas
where electricity has not reached, so that farmers can utilize them in irrigation and agriculture.
Around 51,000 farmers would be benefitted in the state with the launch of the scheme by 2018.
RCEP members worry over market access to China
The 15 Asia-Pacific nations including India of the
Regional Comprehensive Economic Partnership (RCEP)
are concern to give greater market access to Chinese
goods without gaining in return. All these countries in
the RCEP grouping are also worried about agreeing to
eliminate tariffs altogether, a move that will mainly help China. These 15 Asia-Pacific nations
including India fear that China may dump its excess capacity in several items including steel, as
well as highly subsidised items which may harm local industry of importing countries and
distort trade.

Russia invites India to join fast-neutron reactor project
Russia has invited India to join in developing next-
generation nuclear reactors and to participate in its
fast-reactor research project. The multipurpose fast
research reactor project known by Russian acronym
MBIR is coming up as the International Research
Centre (IRC) in Dimitrovgrad located in the Ulyanovsk region. Creation of a new technological
platform for nuclear energy, which will be based on the closed fuel cycle with fast neutron
reactors It will be used to conduct a large number of reactor studies of Generation 4 nuclear
systems, including the fast neutron reactor with closed fuel cycle, as well as small and medium
power thermal neutron reactors.
Benami Transactions (Prohibition) Amendment Act, 2016 comes into force
The Benami Transactions (Prohibition)
Amendment Act, 2016, designed to curb black
money and passed by parliament in August 2016,
came into effect. The new law amended the Benami
Transactions Act, 1988 and renamed as the
Prohibition of Benami Property Transactions
(PBPT) Act, 1988. The amendment act also to strengthen the parent Act in terms of legal and
administrative procedure. The benami (without a name) transaction refers to property
purchased by a person in the name of some other person. The person on whose name the
property has been purchased is called the benamdar and the property so purchased is called the
benami property. The person who finances the deal is the real owner.

International Forum on adopting ICT Perspective to Education and Learning
begins in New Delhi
The International Forum on adopting ICT Perspective to Education and Learning has
begun in New Delhi. It will be held from 31th October to 4th
November 2016. It has been organised by the International
Bureau of Education (IBE), UNESCO in partnership with
Google and the Union Ministry of Human Resource
Development. The forum targets mainly countries which are
implementing the UNESCO developed General Education Quality Analysis Framework
(GEQAF). Participating countries include Egypt, Azerbaijan, Botswana, Gabon, India,
Lithuania, Oman, Seychelles, South Africa, Saudi Arabia, Brazil, Mauritius, US and
Swaziland.
SEBI tightens norms for credit rating agencies
Markets regulator Sebi came out with stricter disclosure
requirements for credit rating agencies to ensure more
transparency in their policies amid instances of drastic
downgrades impacting investors. With the tightened norms,
the credit rating agencies will have to share more details about
the criteria followed in rating instruments, provide information in a user-friendly manner on
their websites and also specifically mention in case a particular issuer did not cooperate at the
time of rating. Issuing a detailed circular, the Securities and Exchange Board of India (Sebi) said
credit rating agencies (CRAs) have to implement the guidelines in 60 days.

China unveils J-20 stealth jet fighters
China has showcased its new J-20 stealth fighter in
southern Guangdong Province’s city of Zhuhai in a
spectacular fly over at Air Show China, the country’s
biggest meeting of aircraft makers and buyers. Two J-20s,
China’s fifth-generation jets, swept over hundreds of
spectators at the show’s opening ceremony. The J-20 is a long-range radar-evading fighter jet
equipped with air-to-air missiles. China has reportedly already produced six prototypes of the
new stealth fighter, which is expected to add greatly to China’s offensive and defensive
capabilities.
3 Malayalam films in IFFI Panorama
Three feature films from Malayalam have been
selected for the Indian Panorama at the 47th
International Film Festival of India (IFFI) to be
held in Goa. Roopantharam directed by M.B.
Padmakumar, Kaadu Pookkunna Neram
directed by Dr Biju, and Veeram by Jayaraj are
the Malayalam films in the list. Veeram , an adaptation of William Shakespeare’s Macbeth , has
Kunal Kapoor in the lead. Kaadu Pookkunna Neram stars Indrajith Sukumaran as a policeman,
who is sent into deep jungles to capture the chief of a radical organisation, played by Rima
Kallingal, but instead finds himself trapped in it. Roopantharam is the second work of M.B.
Padmakumar after his award-winning debut film ‘My Life Partner’.

Fourth Women’s Asian Champions Trophy Hockey
An inspired second half performance saw Indian eves
outgun Korea 2-1 in an exciting encounter at the 4th
Women Asian Champions Trophy hockey. The win
puts India on top of the pool standings. A composed
first quarter saw both sides challenge each other in a
midfield battle. India were the ones who were pushed
to the back foot early on, conceding a penalty corner, but Rajani's smart save ensured both
teams went into the first break locked in a stalemate. Early in the second quarter, Korea's Eeseul
Baek scored in the 28th minute to give her team a 1-0 lead. Though Korea kept up the pressure,
Indian defence ensured they went into halftime down by a single goal.
