Developing Options for the Franklin Regional School District
Numerous options and associated costs were developed and evaluated in the worksessions with Study participants.
As the Study progressed, and with the input of the Study participants, a review at a town hall meeting, and the District’s demographic analysis, the considered options were narrowed.
The options are presented in this section to reflect the consideration process that arrived at the recommended option.
• Option Matrix (32 options) • Six Most Viable Options (6 options) • Selected Options for detailed Analysis (4 options) • Final Recommended Option
The Study’s 34 different building configuration options (shown in Options Matrix) have advantages and disadvantages that were identified to narrowed to six most viable Master Plan options.
The recommendation to prioritize the elementary phase was based elementary facility conditions and expected enrollment growth at the elementary level. Options that considered consolidating the elementary program into two buildings further supports this prioritization since improvements at the secondary level and for athletic facilities at the main campus are significantly impacted by the limited space at the main campus. The Selected (4) options were presented to the Franklin Regional community in the Study’s third Town Hall forum on March 27, 2017. The meeting was well attended and discussion groups developed comments, concerns and questions related to each of the options. Attendees overwhelmingly supported restructuring the elementary grade groupings and creating a comprehensive elementary campus that is presented as Option 3. The favored option also considers future improvements for the High School, Middle School and athletic facilities on the main campus.

The following Options Matrix for elementary, middle school and high school facilities was generated to brainstorm major considerations for the purpose of identifying likely Master Plan possibilities.
The Options Matrix on this page and the pages that follow do not necessarily itemize every conceivable option, nor do they identify all possible advantages and disadvantages for each option.

ADVANTAGES
• Maintains neighborhood-based schools• Support innovative 21st century educational programs at new
facility• Reduces the Elementary School footprint on the Main Campus• Provides some limited improvements to site circulation and
parking• Allows Heritage & Newlonsburg to remain in full operation
during new construction• More efficient and quicker completion of Elementary Phase
with 2 projects vs. 3 projects
• Creates less disruption to educational process/environment
DISADVANTAGES
• Opportunity to improve campus circulation, parking, and play spaces are limited
• Educational disparity may continue to exist between elementary schools
• Educational enhancements to the Middle and High Schools may still be limited
• Opportunities for a community field house &/or additional outdoor play/athletic facilities are not viable
• Temporary utilization of Heritage and Newlonsburg during future projects becomes infeasible since both structures must be immediately torn down
• Construction will be disruptive to the education of all students • Projects negatively impact entire school community since
campus circulation, parking and play space conditions will
worsen during the construction process

ADVANTAGES
• Elementary programs are consolidated into two similar population-sized buildings
• All students benefit from the same elementary resources, facilities, & site opportunities
• Both facilities (K-2 & 3-5) can be designed to support innovative STREAM programs that prepare students for future success
• Both buildings can be designed to more appropriately meet the developmental age of their respective students
• Both facilities can support modern programs that meet the complex individualized social, emotional and academic needs of students
• With both facilities on the same campus, they can be designed to enhance and streamline program offerings for all students (Gifted Education, ESL, Special Education, Reading
Specialist Support, OT/PT, Speech Services, etc.)
ADVANTAGES (CONT.)
• Creates independent elementary and secondary campuses• Allows for improved site circulation and the following future
opportunities on main campus: - Comprehensive High School Project - Middle School Renovation and upgrade - Development of Community Spaces - Athletic field and facility development• Significantly minimizes disruption to campus and community
since Heritage & Newlonsburg remain in operation during new construction
• Also limits educational disruption during future phases since existing facilities can remain available for temporary occupation
• Far less disruptive, significantly faster timeline, and more efficient process since scope only involves 2 elementary projects
Option 3 - New Intermediate School Building on Sloan Campus - Restructure Elementary Grade Grouping (cont.)
Franklin Regional School DistrictDistrict-Wide Facility Study
Section E - Options / Costs - 37
VEBH ArchitectsCopyright 2017
DISADVANTAGES
• Higher site development costs for new elementary school building (previously undeveloped site)
• Slightly longer bus ride for some elementary students• More traffic on the Sloan campus & surrounding roads• Potential additional costs to maintain Heritage and/or
Newlonsburg as temporary facility during future High School renovation
• With Heritage and/or Sloan on campus during High School construction, site will continue to be congested and site improvements will be delayed until after High School renovation is complete.

Master Plan Option Cost Range Summary
Based on preliminary building programming and conceptual planning undertaken as part of the study, it is anticipated that the comprehensive improvements at the various facilities outlined in the preceding options will be as follows:
By Comparison the conditions assessment performed as part of the study identified approximately $73.8 million of anticipated maintenance costs associated with maintaining the status quo over the next 10, roughly $31.0 million of that is associated with the three elementary schools.
