FORWARDMission Statement

Opening the doors to opportunities for each and every student, to prepare them to meet the challenges ahead, by providing safe and reliable transportation.

Preface

The Transportation Department of Reynolds School District #7 Handbook will in no way infringe on the contractual provisions contained in the Collective Bargaining agreement between the District and the OSEA Chapter. Any provisions or declarations of the manual are subject to the Collective Bargaining Agreement.

Reynolds School District Driver Handbook is not intended in any way to replace or supersede Reynolds School District Policies; rather it is intended to expand the information available to any employee in the transportation department. Reynolds School District Policies contain specific, district-wide employee information and policies.

Reynolds Driver Handbook supplies specifics for the Transportation Department and is not intended to establish policy. In addition, the Driver Handbook is not intended as a complete summary of state laws or OAR’s, nor is it intended to modify or supersede any applicable law or administrative rule.

This Manual is to be considered a “living document” and will evolve as bargaining agreement provisions, District policies, and the needs of Reynolds School District and/or the needs of the District Transportation Department change. Employees having questions or reservations concerning the contents or interpretation of the handbook are encouraged to seek clarification with the administrators or the union’s representatives.

The Oregon Pupil Transportation Manual published by the Oregon Department of Education establishes rules and regulations regarding school buses and school bus drivers. All Reynolds School District drivers are required to know and understand Reynolds School District Policies; the Pupil Transportation Manual published by the Oregon Department of Education and all Oregon laws governing the operation of motorized vehicles in the State of Oregon.

Introduction

The Transportation Department is an important support service in the educational system dedicated to providing daily transportation to and from school and school activities as safely as possible. Bus drivers must operate the vehicle in a prudent manner that demonstrates good driving habits and ensures students are transported safely and expediently. School bus driving demands a dedicated responsible individual who can negotiate traffic, obey motor vehicle laws, and keep on schedule, while managing the safety of all the students on the bus.

School bus driving demands a dedicated responsible individual behind the wheel. Reynolds School District takes pride in the selection and training of individuals for transporting the most precious cargo in the world. Safety of students and other passengers will always take top priority over any other considerations.

School bus drivers are the first and last contact a student has with the school district each day; therefore, the manner in which the drivers conduct themselves has a great bearing on the student's attitude upon arriving at school or upon returning home. The actions and conduct of a school bus driver reflect their attitude about themselves and the school district; therefore, personal problems and discontentment should not be brought to work. Driving a school bus requires complete concentration. At the beginning of the school year it is necessary for the driver to establish good rapport with students, learn names, and teach bus expectations. It is the responsibility of a school bus driver to obey all traffic regulations, to be courteous and display self-control.

Bus drivers are on view at all times. Reynolds School District is painted on the side of all buses and the driver is a visible means of communication. The manner in which they conduct themselves and the way in which they drive, speaks loudly to the public what Reynolds School District represents. Drivers should conduct themselves as positive District public relations contacts.

TRANSPORTATION DEPARTMENT ORGANIZATION

The Transportation Department is under the supervision of the Chief Operations Officer.

All transportation employees are under the direct supervision of the Transportation Coordinator and Transportation Supervisor.

STANDARDS FOR SCHOOL BUS DRIVERS

Qualifications

Bus drivers must maintain proper licensure in accordance with all State of Oregon requirements.

Drivers must comply with District standards as presented in District policies. (See District web site for complete list of District policies)

Failure to maintain required licensure or certification, whether temporary or permanent, will subject a bus driver to termination.

Performance Responsibilities

Bus Drivers will:

· Have a complete knowledge of, and adherence to, current rules and regulations in the Oregon Pupil Transportation Manual, Oregon Drivers' Manual, and Commercial Drivers' License (CDL) Manual.

· Be responsible to have a current School Bus Drivers Certificate at all times. It is unacceptable to miss work due to an expired, suspended or revoked School Bus Certificate.

· Be aware of all expiration dates.

· Schedule physicals 4 to 6 weeks prior to expiration.

· It is unacceptable to miss work due to an expired School Bus Certificate.

· Keep class hours and First Aid Card current.

· Follow routes and times scheduled.

· Accept assigned field and activity trips at various times, including night, weekend and overnight trips.

· Maintain order and resolve student management issues in accordance with established policy and procedure.

· Exercise judgment and common sense in emergencies or unusual situations.

· Keep route sheets updated. Any changes are subject to approval by the Transportation Coordinator.

· Check operational condition of bus prior to departure. This includes a pre-trip as outlined on page 17, refueling as needed, and writing up any service requirements for the mechanics.

· Attend Drivers meetings, conferences and workshop classes as directed.

· School bus drivers are required to have at least eight (8) hours of approved classroom training annually. District drivers may be required to attend additional classes to upgrade their skills; including regional workshops and other classes as assigned.

· It is the intent of the Transportation Department to have regular staff meetings. Drivers are expected to attend all meetings unless they have assigned extra driving duties, in which case they must view the video of the meeting.

· An in-service is conducted annually prior to the beginning of the school year. Attendance is mandatory. If any portion of the meeting is missed, then the in-service video must be viewed.

· Attend a defensive driving class. If employment occurs during the school year and this course in not offered until the following summer, drivers will be permitted to drive until the course is offered. A defensive driving course must be completed prior to the following school year.

School Bus Driver Job Description

Purpose Statement

To improve student achievement by transporting students safely to and from school and school-related activities; ensure the school bus is in safe operating condition; manage student behavior and enforce rules, regulations and laws to ensure students safety during transport, loading and unloading.

Reports to Transportation Coordinator.

Essential Job Functions

May include, but are not limited to, the following:

· Safely driving a school bus as assigned, on routes to and from school and school-related activities; and in accordance with District policies and procedures, and State laws.

· Assesses potential emergency situations for the purpose of taking appropriate action to protect the well-being of passengers.

· Supervise, assist and instruct students and other passengers for the purpose of providing safe loading and unloading during regular and emergency situations; and at specific assigned stops.

· Assist special needs students with a variety of issues including wheel chairs, safety vests, oxygen tanks, anger management, physical concerns such as seizures and other related special needs concerns for the purpose of taking appropriate action to protect the well-being of passengers.

· Conduct vehicle pre-trip and post-trip inspection as prescribed by law.

· Report vehicle mechanical defects in accordance with District policies and procedures, and State laws.

· Provide students a safe and nurturing environment on the bus.

· Clean assigned vehicles, both interior/exterior for the purpose of maintaining appearance, sanitation and safety of vehicle.

· Maintain regular and consistent attendance and punctuality.

· Instruct students, twice yearly of safe bus riding and evacuation procedures as required by OAR 581- 053-0210(2).

· Accurately complete forms and reports for the purpose of providing written support and/or conveying information.

· Is knowledgeable of and complies with District policies and procedures, and State of Oregon laws, rules and regulations regarding the operation of a school bus.

· Attend all required State, District and Department meetings and training.

Other Job Functions

· Assist other personnel as may be required for the purpose of supporting them in the completion of their work activities.

· Add fuel to assigned vehicle for the purpose of maintaining vehicle in a safe operating condition.

Performance Standards

Perform all assigned job duties in a satisfactory manner; works under direct supervision and independently using standardized routines; communicate effectively to provide information and/or advise others; and complied with all District policies and procedures including those outlined in Reynolds School District Transportation Handbook.

Minimum Qualifications

Knowledge of:

· State and District laws, rules and regulations governing the operation of a school bus, traffic safety, passenger loading and unloading, and student management.

· Traffic signs and devices

· Safe motor vehicle driving techniques.

· Proper use of communication devices such as radios and other equipment.

· Read, speak and comprehend the English language sufficiently to converse with the general public; understand traffic signs and signals; respond to official inquiries; and generate reports and records.

· How to use city and highway maps.

Ability to:

· Operate large school buses in a safe and lawful manner during varying weather, road and traffic conditions; and recognize when conditions are unsafe for bus operation.

· Maintain appropriate decorum with students of multicultural, language, age, emotional, and behavioral differences.

· Learn specific bus routes, complete scheduled routes in a timely manner, and adjust to periodic changes in schedules and routes.

· Operate buses for extended periods of time for over-the-road special activity trips and to drive safely in unfamiliar surroundings varying from congested city streets to mountain and rural roadways.

· Maintain safe and appropriate atmosphere among students while they are being transported and communicate discipline issues to appropriate administrators.

· Recognize potential mechanical and safety equipment problems and report as designated by District procedures.

· Write legibly; and make clear, brief, factual written and oral reports.

· Maintain a safe driving record and appropriate licensure and certification.

· Establish and maintain effective working relationships and communication skills with a wide diversity of individuals contacted in the course of work.

· Maintain confidentiality.

Experience and Education

Experience:

Three years of experience driving personal and/or commercial vehicles.

Education:

High School diploma; or any combination of education and experience which would provide the applicant with the desired skills, knowledge and ability required to perform the job.

Special Requirements

· Possession of or ability to obtain and maintain licenses, certifications and cards necessary for operating a school bus. The aforementioned must be in the driver’s possession while on duty.

· Ability to pass DOT physical examinations.

· Possess a driving record which meets or exceeds ODE and District standards.

· Pass alcohol/controlled substance tests.

· Pass a criminal background check.

Working Environment

May include, but not limited to:

Outdoor vehicle inspection and driving school buses of various makes or models in all weather conditions. May be exposed to chemicals, fuel, grease and oil, fumes from the aforementioned, blood-borne pathogens, inclement weather conditions, and hazardous traffic and/or driving conditions.

Physical Requirements

Must be able to sit for extended periods of time. Regular climbing, walking, balancing, lifting, carrying, stooping, kneeling, crouching, and crawling. Frequent twisting, pushing, pulling, reaching, handling, grasping, fingering, talking and hearing.

Physical capacities required to operate a bus:

Leg/foot use required to depress brake pedal to a pressure of at least 90 pounds and depress clutch pedal to a pressure of at least 40 pounds unless operating an automatic transmission. Pushing and pulling, e.g., up to 30 pounds of force to manually operated bus entrance door and during an emergency situation, a student(s) might have to be assisted requiring carrying or dragging a 125 pound person 30 feet in 30 second or less. Climbing e.g., a maximum step height of 17 ½ inches to enter bus and in an emergency situation, exits from an emergency door opening of 24 x 48 inches and at least 42 inches from ground in ten seconds or less.

Possess a reaction time of 3/4 of a second or less from the throttle to the brake control. Continual hearing and not less than 7/15 in at least one (1) ear. Drivers requiring a hearing aid must wear a properly operating aid at all times while operating a bus. Continual vision requiring near acuity and far acuity of no less than 20/40 in each eye either with or without corrective lenses and binocular acuity of at least 20/40 in both eyes with or without corrective lenses, a field of vision of not less than a total of 140 degrees, depth perception and color vision to distinguish red, green and yellow colors. Drivers requiring corrective lenses shall wear properly prescribed lenses at all time while operating a bus.

NOTE: Safety sensitive job class. Employees in this job classification will be subject to random selection for mandatory alcohol/controlled substance testing.

Employee Behavior Expectations

All staff in the Transportation Department are expected to cultivate harmonious working relationships with students, parents, district staff and coworkers.

· See District School Board Policy; Personal Conduct-GBCBB

· The Transportation Department is a customer service organization and staff will make every effort to serve the customers in a positive manner.

· Transportation staff will maintain professional working relationships with coworkers and District staff.

· District School Board Policy; Personal Electronic Devices and Social Media- Staff GCAB states in part that District staff will “treat fellow employees, students, and the public with respect while posting on social media websites”.

· Transportation staff will not communicate with students using electronic devices or social media.

· Transportation staff will follow the District School Board Ethics Policy –GBC regarding no personal gain through your employment with the District.

· Any forms of sexual harassment (see District School Board Policy GBN/JBA) or hazing, harassment, intimidation, bullying, or menacing (see District School Board Policy GBNA) are prohibited and should be reported to the Transportation Coordinator, Transportation Supervisor, Compliance Officer, or Superintendent.

· Reports must be in writing per District School Board Policy GBN/JBA-AR.

· Reports will be investigated and the complainant will be notified when the investigation is concluded.

· All Reynolds School District buses are equipped with video and audio recording devices to monitor student behavior. Be aware that driver actions are also recorded, and that recordings may be the basis for disciplinary or evaluation-related actions.

· Appearance: Bus drivers must maintain satisfactory standards of personal appearance and hygiene. (School Board Policy GBCBC Personal Attire)

· Dress code for bus drivers:

· Driver's attire should look clean, neat and professional.

· All drivers are required to wear a sturdy, all encompassing, shoe.

· Sandals are not recommended, however they are allowed as long as they have a heel strap.

· Tobacco Free Environment:

· Drivers shall comply with the district policies KGC/GBK/JFCG and GBK-AR regarding Tobacco Free Environment.

Personnel Evaluations

· All district employees are on 6 month (working days) probation from their date of hire.

· District policy requires classified employees to be evaluated each year.

· Evaluations are used as a tool to ensure the supervisor and employee has an opportunity to review job performance on an annual basis. The goal of the evaluation is to facilitate the process of continual improvement of performance.

· Evaluations shall be completed by the Transportation Coordinator or Supervisor. Both parties shall review the evaluation and discuss any problems or concerns at that time. Although an employee is being evaluated daily, the written evaluations serve to record those evaluations in a systematic manner.

· After reviewing the evaluation, both parties are required to sign the evaluation. Although the bus driver must sign the evaluation, this does not imply agreement or satisfaction with the evaluation; the signature merely indicates the employee has read the evaluation and been afforded an opportunity to discuss it with the Coordinator or Supervisor. After the conference, the evaluation is forwarded to the Director of Human Resources. Thereafter, the form is filed in the employee's personnel file and a signed copy returned to the employee.

· A driving evaluation has been adopted and is being used by the Transportation Department. The form is used in conjunction with the official District evaluation. A copy of the Department evaluation is reviewed with the driver so they may familiarize themselves with Department expectations and become more proficient in their job.

PAYROLL

Explanation of Wages

District bus drivers are paid by the hour. Hours per day will vary depending on route assignments. Route drivers will work regularly assigned routes as well as assigned extra routes. Drivers must be at their bus to begin work at the assigned start time for their route.

Assigned Average Hours pay is determined as follows:

· AM start time is the leave time printed on the route sheet plus 15 minutes for pre-trip.

· AM end time is the time printed on the route sheet to drop at last school, plus 5 minutes to unload, predetermined travel time between school and bus lot, and 2 minutes to park.

· PM start time is 5 minutes before school scheduled dismissal time, plus 5 minutes to pre-trip, 3 minutes to leave bus lot, and predetermined travel time between school and bus lot.

· PM end time is the printed end time on the route sheet plus 5 minute post trip.

· Average AM/PM time for cover drivers will be determined by adding all AM/PM average hours determined for assigned route drivers (OSEA contract Article 21 B.1-4) and dividing by the number of assigned route drivers.

· Middays are determined the same as AM or PM. Pre-trip and post trip time is not included.

· 20 minutes is added to miscellaneous time for sweeping, fueling, paperwork and notes from the office.

· If your route has 15 minutes or more layover time then only 5 minutes is added for notes.

· EDO times begin at the end of the PM route (unless there is more than an hour layover) and end at the time printed on the EDO route, plus 5 minutes post trip.

· All shuttle routes and extra regularly scheduled work is included in misc. time.

· Time for assignments less than 5 days per week will be totaled and divided by 5 to determine the daily average.

· An average hour time sheet will be given to drivers at the beginning of the school year and at any time during the school year that route times or assignments change.

· Drivers will be at the bus ready to start the AM or PM pre-trip at the AM or PM start time determined above.

Payroll Procedures

· Extra time (covering midday, trip, meeting, additional route time, etc.) needs to be tracked and turned in weekly to Transportation payroll and approved by the Transportation Coordinator.

· Extra time is entered by the minute instead of rounding up or down.

· Drivers covering routes will track the actual time worked, but need to be close to the average hours for the assignment unless a reason for additional time is noted.

· Any driver having layover time shall work additional assignments, within the driver's capabilities, as directed by the Transportation Coordinator.

· Assignments will include bus washing, interior bus maintenance, record keeping, etc.

· Drivers will be paid for layover time one (1) hour or less between driving assignments. Layover time exceeding one (1) hour will not be paid and the driver will be off duty. This rule applies to the entire workday. For trip assignments, see examples:

· Example A:

· The regular route ends at 4:00 PM. Trip assignment states pickup time is 4:45PM. The driver receives continuous pay.

· Example B:

· The regular route ends at 4:15PM. Trip assignment states pickup time is 6:00PM. The driver will not be paid for the layover.

· In both examples, the driver must allow for travel time from the garage to the pickup destination.

· Minimum pay for PM and weekend trips not connected to regular routes is two (2) hours.

· If a PM or weekend trip is canceled, and the driver not notified, two (2) hours will be paid to the driver.

· Regular drivers with extra runs concurrent with regular routes must take and deduct one-half (1/2) hour from total hours for lunch if the driver was not responsible for students during lunch time.

· Drivers taking trips all day or late afternoon and evening, will take and deduct one-half (1/2) hour from total hours for the purpose of eating lunch or dinner if not responsible for students during this time.

· Wages are to be paid at the regular hourly rate for up to twelve (12) hours per day or 40 hours per week.

· It is the responsibility of the driver to notify the office of possible overtime conditions.

· Overtime rate is determined in the current contract.

· No overtime will be paid to accommodate trips without approval of the Transportation Coordinator.

· If a driver would be placed in an overtime situation by the acceptance of a trip, that driver must either give up their mid-day or EDO route, or give up the trip.

· RSD will not pay overtime wages for trips when other drivers are available to accomplish those trips at regular time wages.

· Drivers must notify the Transportation Coordinator of any possible overtime prior to accepting any extra driving assignments.

· Drivers are responsible for keeping a personal record of their hours.

· At the time their monthly paycheck is received, the individual shall check and make a determination if the proper hours, have been paid.

· Drivers will fill out and turn in weekly an Extra Work sheet listing all the extra work beyond assigned average hours such as field trips and covering routes.

· A Transportation Department absentee form must be filled out and turned in to the Transportation Payroll Secretary for any absences for Sick Leave, Emergency Leave, Bereavement, Jury Duty, or Leave of Absence.

· Absentee forms must be submitted prior to any leave. If leave is unexpected or emergent, the form must be submitted immediately upon return to work.

· All scheduled leave must be approved by the Transportation Coordinator prior to taking time off.

· Cover forms need to be filled out and approved for midday and EDO routes if you have scheduled time off.

· Make sure the cover driver form is approved prior to your scheduled leave.

· Drivers need to notify the Transportation Coordinator if they do not want extra driving assignments.

· When the Department is short of drivers, or in an emergency, drivers will be required to do extra driving.

· If a driver is on the extra driving list, and desires not to drive on a certain date, they must sign their name on the calendar provided.

· Overnight trips shall be paid by special agreement as per the employee Personnel Policies. (Extra driving).

· Any questions regarding benefits or wages shall be directed first to the Transportation Payroll Secretary and then to the District Human Resources Department.

Leaves of Absence

All bus drivers are expected to work the entire school calendar. Any exceptions are negotiated items in the contract. All leaves during school days must be pre-approved by the Transportation Coordinator. Leave of absence request forms are provided in the Transportation office. Cases are evaluated on an individual basis in accordance with contract provisions and district policies. Do not assume you will be approved and schedule a trip or vacation – you may be required to cancel the trip at your own expense or face disciplinary action.

Sick Leave

Terms of the accumulation and payment of sick leave are outlined in the Classified Contract. However, illness of more than five (5) days' duration may require verification by a physician if requested by the Transportation Coordinator.

Check In and Out Procedures

· Drivers will arrive on time. If a driver is late, doesn’t show up for work, or does not show up for an appointed route including trips, without a reasonable explanation as determined by the Transportation Coordinator, the driver will be subject to discipline.

· Drivers shall turn off cell phones before leaving their personal vehicle and it shall remain off until entering personal vehicle at the end of the shift.

· District School Board Policy; Personal Electronic Devices and Social Media – Staff GBNA states that cell phones shall be silenced during work time.

· A school bus driver shall not use a cell phone, with or without a hands free device, while driving a school bus unless summoning medical or other emergency help if no other person in the vehicle is capable of summoning help. (OAR 581-053-0230 (9) (bb)

· Pick up bus keys from the dispatcher.

· Route books are available for all bus routes.

· Special needs bus drivers will take routes books with them each time the route is driven so student information is available in case of an emergency.

· General Ed drivers will take route books when starting an assignment and continue until the route is memorized.

· Drivers will, check the white board for messages and updates and check their mail box for notes.

· Drivers will be held accountable for responding to all information posted in these areas before the next assigned shift.

· A pre-trip inspection shall be completed before the bus leaves the lot.

· Signing the pre-trip checklist is considered a written agreement, by the driver, that a pre-trip inspection was completed.

· This checklist includes both AM and PM

· Turn in forms at the end of each week.

· When returning to the bus lot drivers must perform post-trip inspection.

· Return bus keys to the Dispatcher or key box.

· Propane bus keys should be hung on the key board located by the shop door if the bus is at ½ tank of fuel or below.

· Return route books to the book shelf.

· Check the white board for messages and driver’s mail box for notes.

· Respond before leaving.

Monthly Procedures

· Record information daily on forms such as Medicaid, McKinney Vento, DHS attendance, and EDO mileage.

· Forms will be turned in at the end of each month.

· Record and turn in the end of the month odometer reading.

· Check fire extinguishers and initial tag at the end of the month.

DRIVER USE OF TWO-WAY RADIOS

Introduction

The FCC controls and monitors the airwaves and prohibits unnecessary transmissions, the use of foul language, or any irrelevant conversation. Misuse of the airwaves assigned to the district can lead to substantial fines and/ or revocation of license. Personnel deemed in violation of the foregoing rules are subject to appropriate disciplinary action.

The transmission of information between the Transportation office and a driver on a bus can be overheard by all drivers, school personnel, parents, students, or anyone located within hearing distance of a radio. Use discretion in the language used, the information imparted, and the length of the transmission.

Before reaching for the microphone, reflect on the immediate need to communicate with the transportation office; often the need to communicate with personnel in the office can be delayed until the bus has returned to the bus lot.

Impersonal Tone and Manner

In transmitting, the voice should be as unemotional as possible regardless of the situation. Emotion tends to distort the voice, and makes reception difficult, if not impossible. The use of "I", nicknames, first names, expressions of humor, etc., are to be avoided. Be impersonal, be brief.

Rules

· Information should be routed through the Transportation office.

· Calls between buses are discouraged except after hours. Then it should be limited to essential communication.

· Switch on the radio before leaving the bus lot.

· Clear frequency-make sure no one else is using the two-way radio.

· Never interrupt except in an emergency.

· Hold the microphone about two (2) inches from your mouth. Hold it slightly sideways and talk across it rather than directly into it and use your normal speaking voice.

· Wait to start talking until the button has been held down for about two seconds.

· Enunciate clearly and precisely. Speak slower than normal conversation speed.

Rapid speech and slurred words cannot be understood.

· Identify yourself by bus route number. Example: "route #4 to bus garage".

· Keep message brief and to the point.

Traffic Advisories

Traffic advisories should only be relayed via the radio if the area should be avoided due to extreme delays or access to bus stops is affected.

Abnormal Delays

In the event that a route bus is delayed for an extended period (over five 5 minutes), the driver is responsible to notify the office.

· Include the estimated time of arrival (use 'ETA' when transmitting), the affected school and any additional pertinent information.

· If a bus is involved in a collision, immediately notify the Transportation office. See collision policy for correct procedures to follow.

REGULATIONS FOR BUS DRIVERS

Bus Drivers

Bus driver responsibility falls into three basic areas:

1. To drive the bus on an assigned route with the safety of the passengers paramount.

2. Maintain order, deal with discipline problems and inform principal of violations of written bus regulations

3. Responsibility during special crisis.

The bus driver must be familiar with and obey all driving regulations set down by the State and School Board.

Drivers must report to the Transportation Supervisor (Coordinator, or their designee) in all matters directly related to their work.

Drivers are subject to supervision by the principals. In an emergency, and with notification of the Transportation Supervisor (Coordinator), the bus driver may be responsible to the principal on assignment of routes.

The bus driver is responsible to go on the route assigned by the Transportation Supervisor (Coordinator) except in the previously mentioned emergency or when the safety of the passengers or the bus is involved.

Should a bus driver be unable to meet his/her time schedule, the Transportation Supervisor (Coordinator) should be notified.

The bus driver does not suspend a student's bus privileges nor does s/he remove a student en-route to or from school. If a serious infraction occurs en-route to school, the principal or his/her office should be notified immediately of the nature and seriousness of the matter. If en-route home, the Transportation Supervisor (Coordinator) should be notified of any serious infraction and s/he will in turn contact the principal.

When traveling with a group of buses, all buses are to remain together even in an emergency or course alteration, unless otherwise directed by Transportation Supervisor (Coordinator).

The bus driver is on duty during stand-by time. S/he is responsible for the bus and should check it regularly. Should s/he depart the area of the activity (for instance, to eat dinner) s/he should notify the teacher, coach or chaperone of his/her whereabouts.

Regulations Regarding Operation of a School Bus

All drivers are expected to comply with district regulations. If any regulation is unclear, it shall be the responsibility of the driver to obtain clarification from the Transportation Supervisor.

Routes and Route Sheets

· Routes are to be driven as written on the route sheet.

· If the route needs to be altered while driving the driver shall radio a code 10-35 to the Transportation office.

· Drivers shall stop to load or unload pupils only at designated bus stops.

· Designated bus stops are those printed on the route sheet.

· An unauthorized stop added by a driver creates safety issues for students, difficulties for the Transportation Department, and confusion for cover drivers.

· Unauthorized stops will result in disciplinary action up to and including termination.

· Drivers shall ask for stops to be added to their route sheets before making new stops.

· New students or unforeseen circumstances may warrant a stop being made once, with permission from the office.

· Layover time will take place at the bus lot.

· School buses are publicly owned and highly visible vehicles. Community members are concerned when observing a school bus stopping at a store, a private residence (unless discharging students) or any place that it is unlikely for a school bus to stop.

· Laying over at a school is permissible with prior approval by the Transportation Coordinator.

· If layover is approved at a school, the location should be noted on the route sheet.

· Emergencies may require a brief layover to be made by a bus driver.

· Contact the Transportation office for approval.

· Using the school bus for personal reasons is prohibited.

· Drivers are directly responsible for updating their route books.

· Updating shall be done on a monthly basis, noting the date on the cover sheet.

· Route books must be updated the day changes are received.

· Drivers must have permission to add or change stops.

· If a change is needed, the driver shall discuss the need with the Transportation Routing Lead and a desirable solution agreed upon.

· Hazards on Routes

· While you cannot physically protect the students on their way to and from bus stops, you are obligated to recognize obvious hazards and report them as well as provide safety instruction for the students.

· If you have any hazards on your bus route, such as a railroad crossing, blind corner, unsafe bus stop, etc., report them to the Transportation office.

· Possible alternatives should be suggested by the driver. Although any changes to your route will be determined by the Transportation Coordinator.

· All changes made to your route need to be written on your route sheet immediately.

· Place a copy in the route editing box so the route sheet can be updated.

· If it is not possible to change the street you drive, or the location of a stop, then you need to note the hazard on your route sheet so all cover drivers are aware of the situation.

· Restricted Driving Areas: Reynolds School District has identified a number of intersections, streets, and railroad crossings as being extremely hazardous. The following instructions apply to these areas and all buses at all times, loaded and unloaded.

· NE 202nd Avenue, approaching Glisan Street.

· Instructions: No Left Turn.

· Southboundon 172nd Avenue approaching Stark Street.

· Instructions: No Left Turn.

· Southbound on 169th Avenue approaching Halsey Street.

· Instructions: No Left Turn.

· West or Eastbound on Sandy Boulevard approaching 148th Avenue.

· Instructions: No turns Northbound on 148th.

· Southboundon 148th Avenue approaching Sandy Boulevard.

· Instructions: RR Crossing. All traffic must stay to the north side of train tracks until the traffic light turns green.

· Northbound travel on NE 148th from Sandy Blvd to Airport way is prohibited.

· Southbound on NE 158th Avenueat Sandy Boulevard.

· Instructions: RR Crossing. Stay on north side of train tracks until traffic light turns green if there are vehicles between tracks and traffic signal.

· Northbound on NE 158th Avenue at Sandy Blvd.

· Instructions: RR Crossing. Do not turn onto NE 158th Av. until there are no vehicles between NE Sandy Blvd and the RR tracks. Wait on the shoulder of NE Sandy Blvd to turn.

· Departing Woodland Elementary School.

· Instructions: No Left Turn during AM or PM bell times.

· Westbound on E Burnsideturning Left onto SE197th.

· Instructions:Do not proceed across Max tracks until you have room to clear the tracks.

· Departing Troutdale Terrace Apartments.

· Instructions: Do not turn left out of the apartment complex. Right turn only upon exiting.

· Departing Columbia Vista Mobile Home Park

· Instructions: Do not turn left out of the mobile home park. Right turn only upon exiting.

· ORS 811.465 Exemption from high-risk RR Crossing:

· Light Rail Tracks. Vehicles are not required to comply with RR Crossing procedures when crossing interurban electric tracks (MAX) where traffic control signals are in operation and give indication to approaching vehicular traffic to proceed. Example: North or Southbound on 181st approaching Burnside. Buses are required to stop at MAX tracks controlled by RR crossing gates.

· Industrial Rail Tracks; Vehicles are not required to following crossing procedures where train operations are required by law to be conducted under flag protection. Example: Eastbound on San Rafael Street, approaching 192nd.

Transporting Students

· Drivers shall not transport students in their personal vehicle.

· Only authorized persons are allowed to ride school buses.

· Authorized persons include; Students, Teachers, Administrators, Transportation Supervisors, Driver Trainers, and District Personnel assigned to provide assistance to the driver.

· Unauthorized persons include; Parents, Relatives, Friends or anyone without prior permission will not be allowed to ride school buses.

· Parents requesting transportation either at a bus stop or from a school must have prior approval from either the Transportation office or the principal of that school.

· Permission will usually be granted if there is room on the bus.

· Drivers are directly responsible for the safety of the students riding the bus.

· All students shall be instructed regarding the proper way to cross a street as they get on and off a school bus.

· Students shall be instructed not to cross a street unless directed to do so by the bus driver.

· The safety of the student crossing the street must take precedence over any other distractions.

· Drivers shall remain on the bus when students are loading or unloading.

· Pupils shall not be permitted to board an unattended bus.

· Bus drivers, as District employees, may use restrooms in the District schools. However, bus drivers are required to be at the bus before students arrive. The only exception would be an emergency requiring the driver to be elsewhere.

· Drivers shall keep a student on the bus if the student is unaware of their surroundings, or if the driver is unsure of the correct bus stop.

· After a school route has been completed, and if there is a student still on the bus, the driver shall notify the office via the radio.

· The driver shall obtain the student's name and school and relay that information to the office.

· The driver will be instructed to return the student to school, but may be directed to their bus stop or the bus lot.

· Keeping a student on the bus is a judgment call made by the driver with the student's safety being the primary concern at all times.

· The bus driver should be given bus stop information for young or new students. Students should have a bus tag or written information which is given to the driver when the student boards the bus in the afternoon.

· This should include all kindergarten students or any other student unable to verbally give the driver their address.

· Procedures for New Students Riding the School Bus:

· Check for tag on any new grade school students.

· If they do not have a Tag and cannot state their address then the driver must notify the Transportation office and the student cannot be transported until written information is supplied to the driver.

· Check the address, bus stop, and bus number on the tag to make sure the student is on the correct bus.

· If they are not on the correct bus, contact the Transportation office.

· Keep kindergarten and new students in the front seats to make sure they get off at the correct bus stop.

· When you get to the bus stop, ask the student if they know where they are, and how to get home from the bus stop.

· If they are not sure, then keep them on the bus.

· Notify the Transportation office, so that the school can be notified that you are returning with a student.

· No child will be released to any individual, with the exception of law enforcement officials in the performance of their duty, prior to arrival at the assigned bus stop.

· Because of the increasing number of incidents involving custody battles between parents, and because in most cases the bus driver has no way of knowing in which parent custody resides, only the principal of the school or his/her designee may authorize removal of a student from the bus at other than the assigned bus stop.

· Should any person attempt to either stop the bus or remove a child at a point other than a bus stop, the bus driver should attempt to obtain the identity of the person (a car license should be obtained, if possible) and report the incident to the Transportation office immediately via the radio.

· Unauthorized individuals shall be prevented from boarding a bus at any time during its route.

· Attempts to board the bus by unauthorized individuals shall be immediately reported to the Transportation office via the radio.

· At the end of each school route or field trip all drivers are required to walk to the back of the bus to check for students, items left on board and vandalism.

· Drivers should make a final check at the bus lot and place the MT sign in the rear window or deactivate the child check system (if the bus is so equipped).

· The importance of following these requirements cannot be stressed enough. This is an extreme safety issue. Not taking the time to follow these requirements could result in a child being lost or injured, as well as disciplinary action up to and including termination.

· Immediately after unloading each route the driver will check for the following and report them to the appropriate person:

· Students

· Cut seats

· Bolts or screws removed from seats.

· Writing on seats, seat backs or walls.

· Items left on the bus.

· Lost items are to be kept on the bus for one (1) week. At that time, the items are placed in the lost-and-found barrel in the transportation building.

· Items from the barrel may not be removed without permission from office personnel.

· Items of value are to be left in the transportation office and retrieved prior to the corresponding route the following day.

Rules

· OAR 581-053-0230 (9) (cc) states: A school bus driver shall not eat or drink while driving the bus.

· Animals of any type are not allowed on the buses, with the exception of physical-aid animals.

· All windows and lights will be kept clean, especially windshields, rear windows, stop lights, and lower door windows.

· Mirrors must be clean and in proper adjustment.

· During months of ice and snow, drivers shall not leave the bus lot until the mirrors, windshield, rear windows, door windows, driver's window, and lights have been cleared of ice and snow.

· Allow extra time for cleaning ice and snow from your bus.

· Drivers are responsible for keeping the bus fueled.

· Fuel tanks must be kept at a minimum level of ½ full.

· Buses shall have at least ½ tank of fuel before beginning any field trip or route.

· While fueling, the driver must remain with the bus and use goggles and gloves provided.

· Use caution while fueling to avoid spillage and to not overfill fuel tanks as an overfilled tank will spill fuel during turns.

· Propane buses will be fueled by fuel attendants.

· When your vehicle is at ½ tank, hang your keys in the designated location.

· Drivers must use their assigned bus unless they receive authorization from the Transportation office.

· ID Badges which open the gate and buildings are issued to every driver and must be worn and visible while on duty.

· Badges will be returned to the Transportation office the last day of each school year, upon separation of employment, or by request.

· Badges which have been lost shall be reported immediately to the Transportation office.

· Drivers are required to have a proper timepiece to assure all routes are completed on time.

· Depart from school or pickup point on schedule.

· Drivers are required to own and use sunglasses on bright and sunny days.

· Squinting for proper vision narrows the field of vision and creates a potential for a collision with an unseen object.

· Speed Limits:

· Drivers must obey all posted speed limits for trucks and buses.

· Maximum speed driven on all school grounds is 10 mph.

· Maximum speed in the bus lot is 5 mph.

· Buses should always be driven slow enough that they do not create a dust cloud.

· Drivers are cautioned to use extreme care at any time the bus is being driven in the bus lot, particularly when backing up.

· Buses backing up have the right of way.

· All directional signs and arrows shall be obeyed.

· Direct any questions about proper mileage recording to the transportation office.

· Trip sheets shall be filled out, signed, and returned immediately upon completion of the trip to the transportation office.

· Monthly mileage sheets shall be filled out daily and turned in at the end of the month.

· Drivers shall not leave buses while the engine is running.

· Buses shall not idle longer than the time it take to unload students. (approximately 5 minute)

· Extra idling before routes will not warm up buses. They must be driven to warm the engine.

· Buses will be turned off during layovers.

· Excessive idling cost the District money for fuel and pollutes the air.

· Oregon Law requires the driver to wear a seatbelt.

· All passengers are required to use seatbelts if the vehicle is so equipped.

· After the last run of the day, buses are to be parked in the proper place.

· All windows are to be closed.

· Interior checked for students, cleanliness and vandalism.

· MT sign or child check deactivated.

· Garbage, gum and vandalism need to be removed daily.

· Bus trash cans shall be emptied into the dumpster.

· The bus should be properly locked.

· During cold weather diesel buses should be plugged in.

· Drivers will carefully check the exterior of the bus each day.

· This protects the driver in the event another driver has damaged the bus and has not reported it.

· Any damage observed by a driver shall be reported to the Transportation office.

· In the event a driver has driven a spare bus, the following rules shall apply:

· Drivers will park the bus with no less than ½ tank of fuel.

· Mechanical repairs shall be written immediately on the proper form.

· The bus shall be cleaned and the trash emptied.

· The bus shall be locked, battery turned off, plugged in during cold weather, and key returned to the Transportation office.

· Drivers are responsible for the cleanliness of every buses to which they are assigned.

· Sweeping and cleaning must be done on a daily basis.

· The bus washing crew shall maintain the exterior of the bus.

· Students are expected to deposit litter in the trash container on the bus.

· If the interior of the bus is unkempt and dirty, the students will respond accordingly. Poorly maintained buses encourage vandalism.

· Heaters are not to be run during warm-up time. Recommended rev rates: Propane: not to exceed 1300 rpm; Diesel: preferred 1000 rpm.

· To let a bus over-rev causes damage. Before leaving the lot, check to make sure that the hand throttle is all the way in.

· Bus keys should never be left in the bus. In between assignments hang keys on the key board.

STUDENT MANAGEMENT

Physical Contact with Students

It is expected that Drivers will conduct themselves in a responsible manner in all relationships with children. Drivers are expected to act as prudent adults in providing for the safety of the students in their charge. This may include the emergency use of reasonable physical contact by the driver, as necessary, to prevent a student from harming him/herself, others or property. Physical restraint DOES NOT include touching or holding a student for the purpose of directing the student or assisting the student in completing a task or activity. You should be very careful, using your best judgment, to determine if a situation fits into the above safety expectations before touching any student.

Memorize Student Names

Drivers shall memorize student names. By learning student names, drivers demonstrate that they have taken a personal interest in the students’ well-being. Students will respond with respect and appropriate behavior.

Loading

Teach and encourage your riders to:

· Follow correct safety procedures when walking to and from a bus stop.

· Walk facing the oncoming traffic.

· Be on time and remain orderly at the bus stop and school loading area.

· Stay off the traveled portion of the roadway.

· Avoid playing or loitering in the road while waiting for the bus, even if the bus is late.

· Do not litter or deface property.

· Stand where the driver directs them and explain how to approach the bus only after the door is opened.

· Enter the bus single file, without rushing or shoving, and use the handrail.

· Sit down promptly.

Unloading

Drivers are responsible for the safety of all students crossing the roadway, regardless of age, and must be sure they know what to do when they have left the bus. Have exit rules so that everyone knows correct procedure.

· Students, their friends, or parents may ask drivers to make extra stops or request that the student be released prior to their bus stop. If someone approaches the bus requesting the release of a student, do not open the door, open first window on passenger side about four inches for a brief conversation.

· Explain politely but firmly that you may not dismiss a student except at their regular bus stop without permission given to you in accordance with District policy.

· Students are to face forward when leaving the bus. They should not turn around to say additional good-byes to friends.

· Students who must cross the road should line up in front of the bus and look up at the driver for a signal to cross.

· Driver will use outside PA to notify students when it is safe to cross.

· Students walk forward of the bus a minimum of ten feet for the driver to be certain to see them.

· Students should proceed when given direction from the bus driver.

· When students are past the front of the bus, they should look both ways before continuing across the road.

Bus Conduct

· If problems occur at the school, the driver is expected to attempt to gain control of the situation.

· Stand up and speak to the offenders in a courteous manner but with a firm voice.

· If the driver is unable to settle the situation, call on the radio and ask for an administrator to assist them.

· If problems occur while transporting students, the driver should:

· Pull the bus to the nearest safe location, stop, and secure the bus, set the brake, place gearshift in neutral or park, turn engine off, remove key and hold it in your hand.

· Stand up and face the student(s) creating the disturbance and speak to the offenders in a courteous manner trying to gain control over the situation.

· If this is not possible, call on the radio and tell the office the bus location, students’ school and the nature of the problem.

· If the disturbance is a physical fight, it may not be safe for the driver to step between the students. Direct students to “stop fighting now” and notify the Transportation office for assistance. Continue to verbally direct students to stop fighting.

· The office will advise what action to take.

· Drivers are responsible for the safety of passengers on the bus. It's better to be late on a route and safe, than to try to be on time and jeopardize the safety of all on the bus.

Bus Referrals

· If all other methods have failed, or if the offense is serious enough, a bus referral should be filled out with the proper information.

· Bus referrals are filled out electronically and will be proofread prior to submittal to the principal. Spell Check is available.

· Drivers will be notified if the referral was edited.

· You will select either conduct or incident referrals when you write the report.

· Incident referrals should be used to document patterns of student behavior that may require a bus referral in the future.

· It is also used as documentation to protect the driver and District from liability.

· An example would be to document that you informed a student that they could not cross a 4 lane roadway. An incident referral would provide documentation and a letter can also be sent to the parent.

· Care should be taken to state only the facts when writing a referral and not make judgments regarding students.

· Do not include "I think" or "I want" as statements on the referral.

· Do not include other student’s names in the referral box, but they may be included in the privacy box.

· Parents receive a copy of the referral and may become upset with personal statements. You want their support so they should feel your concern is for the safety of their child and others on the bus.

· It is appropriate to write obscene words if a student has used them.

· There is a second window to share information that you believe the principal needs to know, but that will not be shared with the parent.

· A trip sign up list will be available at the beginning of each school year. Any driver interested in trips must sign up on the Trip List.

· A driver may have two (2)regularly scheduled exemptions per week. Each mid-day, each evening or all day Saturday or Sunday count as one exemption.

· If driver(s) require more than two (2) exemptions during the week (i.e. no evenings equals 5 exemptions) then the driver will be removed from the Trip List.

· Drivers can be added back on the list if their exemptions drop below three (3) per week.

· Any new or willing driver may be added to the list at any time during the school year.

· Seniority will only play a part in the original set up of the list used by the office.

· The list will be in seniority order by the date of hire.

· The first person on the list, with the least amount of trips assigned, and who meets the qualifications will be assigned the next available trip.

· A sign-off calendar will be available to sign-off on random days drivers are unavailable for trips.

· Drivers should put their name on the list immediately after they find out they are unavailable.

· This includes covering other routes.

· If the day a driver is unavailable is a repeating occurrence, (i.e. every Tuesday night) they must let the dispatcher know and do not need to sign-off each week. This will count as one exemption.

Trip Assignment

· Several factors are considered when assigning a driver to a specific trip. Factors such as driving skills needed for terrain, road conditions, size of bus, destination, etc., are all considered prior to making an assignment.

· Cumulative hours for the day and the week of the trip must also be taken into account to prevent overtime situations if possible.

· Consistency on routes is important for building relationships with students. Therefore, whenever possible, drivers will not be permitted to give up regular assignments to take a field trip.

· Inexperienced drivers are not typically assigned field trips on their own outside of the district.

· After one year of driving, based on experience and driving skills, a driver may be assigned field trips and athletic trips.

· Any school sport or function taking place close to the District boundaries is not considered out of the District, for purposes of trip assignment.

· The Dispatcher will assign the lead bus if more than one bus is scheduled.

· The school District cannot pay overtime if it is not necessary to do so. Some drivers do not receive trips which are lengthy due to the number of hours they work during the day or week.

· Equal assigning of trips will be used as long as hours do not go into overtime.

· If a driver works nearly 40 hours per week, but has a short week due to a day off of school, a trip may be assigned to that driver if they meet the criteria.

· Assignments are typically made once a week.

· Whenever possible, trips are assigned by Wednesday for the following week.

· Trips occurring during winter and spring break and the week following, will be assigned before the beginning of the break.

· Every attempt is made to give the driver as much notice as possible before the date of any trip assignment.

· If a driver is unable to drive a trip that has been assigned, the trip must be returned to the office immediately with an explanation.

· The trip will be assigned to the next person eligible on the Trip List.

· A trip returned to the office for reassignment, will be treated as a completed trip for the original driver assigned.

· Drivers may not switch trip assignments.

· Only drivers on the trip list will be used for overnight trips.

· When drivers sign up on the list they will indicate if they are available to be assigned overnight trips.

· Overnight trips will be posted and drivers on the trip list may notify the Dispatcher if they are interested in the trip.

· In most cases an overnight trip will be assigned to the senior most qualified driver.

· If an overnight trip is an annual event, in the spirit of fairness, it will be assigned to the senior most qualified driver who has not had an opportunity to drive the trip in the past.

· Drivers on a trip assignment may not participate in any activity that could possibly render them incapable of performing their primary function of operating the bus.

Trip Rules

· Eating and drinking are not allowed on the bus, the only exception being a field trip or an athletic group that must eat on the bus, while it is parked, due to a lack of other facilities. Prior arrangements must be made prior to the trip departure.

· In the event students do eat on the bus, they are expected to place all garbage in a box and not litter the bus.

· If the length of the trip, break down, or unusual circumstances warrant, the teacher, coach or chaperon may request that the driver stop and allow the students to get something to eat. The driver may make the necessary added stop; however, the driver will need to notify the Transportation Coordinator of the extra stop.

· As is stated in District policy, the teacher or chaperon is responsible for the students' conduct. However, if after having spoken to the person responsible, the conduct of the students continues to make driving hazardous, the driver should attempt to restore order on the bus.

· The bus and the safety of the passengers are the responsibility of the driver.

· It is the responsibility of the teacher to return to the bus in time to allow the bus to return at the time listed on the field trip form.

· The driver should check the length of time it takes to reach the destination and remind the teacher of the return time.

· Have the teacher sign a return time form. (This form must be signed for any field trips scheduled to return within 30 minutes of your next scheduled route assignment)

· If a group is late returning to the bus, the driver shall use the two-way radio or district cell phone to call the Transportation office advising of difficulties and the possible delay in return time.

· The office will determine if the driver should stay or return without the students.

· Items with sharp edges being transported on field or athletic trips shall be placed in luggage compartments if applicable; if not, nets are provided for tying down loose articles.

· Tie downs are available from the shop.

· Check them out from the Transportation office.

· Drivers are responsible for predetermining the need for nets, belts, tie downs, etc.

· Every attempt will be made to monitor trip buses. Cellular phones are available for trips and routes out of radio range or after hours and shall be utilized.

· It is the responsibility of the driver to receive direction on the use of cellular phones.

· Phones will only be used for communication with Transportation office personnel or emergency services.

· Use of cell phones while driving is prohibited. You may ask a teacher or chaperon to monitor the phone.

Trip Slip Forms

· Trip Slips have the destination(s) listed which have been approved.

· If the teacher wishes to include an alternate or additional destination, prior approval must be obtained from the building principal.

· After receiving approval, the driver must call the Transportation office and also receive approval.

· If the return time or destination has changed, the driver should attempt to contact the Transportation office and notify them of the change.

· If that is not possible, the driver may make the change, provided the return time doesn't conflict with PM routes, and notify the Transportation office of the change as soon as possible.

· Departure and return times are also listed on the trip slip.

· Drivers are expected to be at the school 10 minutes prior to departure time.

· Trips that are scheduled first thing in the morning and at the end of the school day do not always make this possible. However, drivers are expected to be at a school as close to the time listed on the trip sheet as possible.

· You may ask the Dispatcher to print a map to the destination.

· The driver should know the driving directions prior to the day of the trip.

· Upon return to the bus lot after the trip has been completed or canceled, the trip slip must be completed and turned into the office.

· Mileage for field trips shall be recorded on the trip slip and driver’s time should be recorded on an attached field trip time card.

· Direct any questions about proper mileage recording to the Transportation office.

· Trip slips shall be filled out, signed, and returned immediately upon completion of the trip to the Transportation office.

Outdoor School

· Prior to departure, check out from the Transportation office:

· Bag of bungee cords (10-12 cords) and a bag of cargo nets.

· Store items in the luggage compartment of the bus to be used. (Not in transportation buildings).

· Box of tissues.

· Install cargo nets over back seats. Secure with bungee cords and fold back. Hooks are located on the side to secure them.

· Depart from bus lot to arrive at school or camp on time:

· Arrive at the school to load luggage 30 minutes prior to departure time.

· Arrive at camp at 11:30 AM to load luggage.

· Students are dismissed after the flag ceremony-usually between 12-12:30 PM.

· At some camp sites it's necessary to back up to the building to load and unload. Camps should be treated as a school site and require a spotter for backing.

· Supervise the loading/unloading and store suitcases in storage compartments.

· If there is not room in the storage compartments, then put them on the floor between seats and put soft items such as sleeping bags, coats or clothes bags on top.

· It is the driver’s responsibility to assist and supervise.

· When loaded, pull nets over cargo and secure with bungee cords to the seat leg.

· Teacher will verify all students are present prior to leaving school or camp.

· At end of the trip fill out the trip slip and count bungee cords.

· Cords and cargo nets can be turned in as soon as possible.

· You are responsible for returning them to the Transportation office.

· Leave items in the bus not in transportation buildings until you return them.

Emergency Procedures for Trips

Drivers must conduct a brief review of emergency phone number locations and emergency exit and equipment operation prior to departure on every trip.

· Should mechanical difficulties occur and the driver is unable to drive any farther, the driver shall get the bus off the road as far as possible to be safe.

· If the bus is not completely off the road, all students shall be evacuated and led to a suitable location to wait for assistance, unless it is safer to stay on the bus.

· The driver shall make certain reflectors have been properly placed.

· The driver shall make certain students are under the supervision of the teacher, coach, or chaperon in charge and then shall personally radio or call the Transportation office with the proper information.

· If it is after normal working hours and there is no one at the Transportation office, the Transportation Coordinator shall be called using phone numbers on the emergency card.

· If the Coordinator is not available, the bus driver shall call other designated personnel assigned to receive emergency calls.

· Information shall be exchanged and the driver will be instructed at that time on the proper procedures.

EMERGENCIES

Collisions

A collision is defined as an event in which a district owned motor vehicle is involved in a collision in which any portion of the vehicle is damaged, there is damage in any amount to the property of others, or a person needs medical or dental treatment.

Determining Preventability

· Any collision resulting in $500 total damage, or injury resulting in medical or dental treatment, will be reported to the Oregon Department of Education Pupil Transportation Department and they will determine whether the school bus driver was in any way negligent and will assess 10 points on their driving record.

· The Transportation Safety and Training Lead will determine if the bus driver was at fault for any incident resulting in any damage or reported injury, and is undeserving of an annual safety award.

Collision Report

· Collisions must be reported to the State Department of Motor Vehicles within 72 hours as well as the Pupil Transportation Department of the Oregon Department of Education within 48 hours.

· Upon the occurrence of any school bus crash, of any magnitude, involving district students, staff, or another vehicle, the school bus driver shall immediately notify the Transportation office and give an accurate account of the crash and the status of the passengers.

· If the Transportation office cannot be immediately reached, the driver shall use the necessary measures to:

· Summon law enforcement officers and emergency medical personnel (as needed); and

· Notify Transportation Coordinator (or designee), District Administrator or School Principal.

· Reporting responsibilities shall be reviewed with drivers at the annual in service meeting and reinforced on a regular basis throughout the school year.

· In the event of a collision, don't place blame for the collision or make an admission of liability.

Collision Procedures

· If you are involved in a collision immediately set parking brake, put bus in neutral or park and turn off ignition.

· Notify the Transportation Office.

· Check whether any passengers have been injured.

· If possible, put out safety reflectors.

· Wait for an official representative of the Transportation office to arrive or direction from the Transportation office to proceed.

· While you are waiting write down all the students' names and seat locations.

· Under no circumstances leave the scene of the collision until the appropriate information has been exchanged.

· The driver’s first responsibility is to the passengers. If someone is injured, do not move them unless absolutely necessary for their safety.

· It is imperative that bus drivers write down the necessary information at the scene of the collision.

· If there are any witnesses, be sure to get their names and phone numbers.

· Collision forms must be filled out the day of the collision.

· Drivers will be subject to drug testing immediately following any collision if student are on board, another vehicle is involved, or the accident appears to qualify as reportable to ODE.

· If, for any reason, a student is injured while on the bus, notify the Transportation office and a student injury report and ODE Accident Form will be filled out.

· If a student is injured on the way to school, personally take the student to the office and do not leave until a responsible person is notified.

· If a student is injured on the way home, do not let the student off the bus.

· If possible, take the student to the home and personally contact the individual responsible for the student.

· If this is not possible, notify the transportation office for further instructions.

· Drivers involved in preventable collisions will be required to complete additional behind-the-wheel training.

· All hours of additional behind-thewheel training will be paid at the regular rate of pay.

Breakdowns and Emergency Evacuations

· In the event a vehicle breakdown occurs during working hours, call the Transportation office on the radio.

· Transportation office staff or a mechanic will advise the driver what action to take.

· If you are unable to contact the office because the radio is not working, you may turn on your cell phone to call the office if the bus engine is turned off.

· You may need to turn on your hazard lights and try to make contact with a passerby or another bus and give them the appropriate information and wait for help.

· All drivers are required to have an emergency telephone contact card in their possession.

· This card may be obtained from the Transportation office.

· The safety of students is the first responsibility of the bus driver. Therefore, students shall not be left unattended.

· Do not permit students to leave the bus unless there is danger from fire or if the bus is in a hazardous location.

· If students insist on leaving the bus against the driver’s instructions, the driver is to notify the Transportation office, make a written note of the student's name, location, and the time of departure.

· The information is to be turned in to the Transportation office upon arrival at the bus lot.

· Students can only leave the bus with permission from a District Administrator or emergency personnel.

· Parents should wait outside the bus until a District Administrator or emergency personnel release their student.

· Do not move the vehicle until permission is received from the Transportation office or shop personnel.

· The following information is necessary to determine the course of action to be taken in the event of a breakdown:

· Are students on board?

· The bus number.

· The exact location of the vehicle.

· The nature of the breakdown.

· The driver is responsible for the bus. If a mechanical problem develops do not drive it farther without consulting the appropriate personnel.

· Any action taken on the advice of a teacher, coach, or chaperon will not relieve the driver of responsibility for subsequent damage.

Emergency Evacuation Drill Outline

· Show students:

· Where the key and ignition are located.

· Tell students to leave the key in the ignition so the mechanics will have the key to move the bus.

· Where the emergency brake is located and how to set it.

· Emergency windows, roof hatches, and door(s) and how they operate.

· Turn the key on so the buzzer can be heard when the door is opened.

· The first aid kit, body fluid kit, fire extinguisher, reflectors and yellow emergency bag location.

· Remind students these items must be removed in the event of an evacuation.

· The driver will be responsible or will assign a student to be responsible for these items.

· How the bus should be safely evacuated.

· Everyone uses the front door if possible.

· The rear or side emergency door is the second option.

· If the bus must be evacuated quickly, then one-half of the students evacuate out the front door and one-half go out the back and/ or side door(s).

· Arrows are painted red on the roof header to indicate which direction the students are to evacuate.

· As a last resort use the emergency windows or roof hatch.

· If the emergency door is used, leaders would be appointed to assist in evacuating.

· One leader shall be in charge of the students and take them to a gathering place at least 100 feet away (or a safe distance from the bus).

· How to evacuate out the back emergency door.

· Explain how the leaders will stand next to the emergency door, facing each other.

· The hand nearest the emergency door is held up with the palm up.

· The student evacuating the bus is to crouch down, and put a hand on the upraised palm of each leader.

· The leader will support the upper arms of the students with their outside hands, while they exit safely to the ground.

· Walking and biking safety.

· Explain that students must stay out of roadways and use sidewalks, bike lanes or road shoulders.

· Tell students to wait and look both ways before crossing intersections.

Special Needs Evacuation

· Special needs drivers need to do as much of the evacuation drill as their students can understand.

· A current written evacuation plan, stating the student's abilities needs to be on file in the office and a copy on the bus.

· Some students may need to practice evacuating on a continuous basis.

Severe Weather Conditions

· School closure/late opening is determined by the Superintendent.

· After a determination has been made, radio and television stations are notified. The drivers shall listen for school closure/late opening information.

· If Reynolds District is not announced, drivers shall assume schools are open and running on time.

· The District automated phone system, will be used to call each driver and inform them of the school closure/late opening.

· Make sure you notify the Transportation office of any phone number changes so the system can be updated.

· It shall be the driver's responsibility to listen for the school closure information prior to being called.

· Buses will be chained based on the determination of road conditions in the area they will travel.

· Bus drivers may be required to chain their own buses.

· In the event school is in session and the weather indicates possible early closure, drivers shall monitor the phone assigned to the automated phone system.

· Any emergency measure which may need to be taken in transporting students home will be discussed with the drivers.

· During icy or snowy days certain roads in the district are not to be used. If snow routes are in effect, the drivers will be notified. These include the following alternates:

· Affected drivers will receive snow routes in the fall.

· When the driver receives a snow route, immediately inform the students of alternate stops they will use because of snow routes.

· Snow route information shall be repeated at regular intervals and especially in the event of impending inclement weather.

· While operating buses with chains, speed limits will be reduced to not more than 35 mph.

· It may be prudent to drive at a speed much less than 35 mph.

· Should a chain break on route and the driver is unable to repair it, the entire chain should be removed.

· If any of the cross lengths break, the driver shall stop the bus and wire up the loose length.

· Failure to do so may cause extensive damage to the bus.

· Should the situation be beyond the driver’s ability to deal with, the driver shall use the two-way radio if available or call the Transportation office and the emergency phone numbers listed on the emergency contact card?

· Should the weather conditions become severe enough during the day to cancel school, the emergency procedures outlined by the Transportation Coordinator shall be followed prior to leaving the bus lot.

· Parking brakes are not to be set during extreme weather conditions.

· The transmission shall be placed in neutral when parking at the bus lot in extremely cold weather.

· Buses shall have chocks placed under the rear wheels.

Emergency Kits

· Two (2) pair of disposable gloves. All personnel handling injuries involving external bleeding or any type of body fluid shall wear disposable gloves.

· Absorbent. Shall be spread over body fluid spill, when all is absorbed it should be scooped up and
