Forester II-Management Forestry - (1700058P) Description About the Department of Conservation and Recreation: The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, golf courses, trails and parkways. The Department of Conservation and Recreation seeks qualified applicants for the position of Forester II. This position is responsible for maintaining and further developing the Geographic Information System data and associated databases in conjunction with forest inventory data and forest planning activities on 310,000 acres of State Forests, Parks and Reservations. The GIS / Forest Inventory Forester is responsible for carrying out the following activities statewide where the Bureau of Forestry has forest management responsibilities on DCR State Forests, Parks, and Reservations Specific Duties Include: Coordinates the collection, processing and dissemination of geospatial data for use in the Management Forestry Program. Prepares Management Forestry district and compartment forest management plans. Plans and conducts natural resource inventories. Researches and procures hardware and software for the use in collection and processing forest inventory data. Trains Management Forestry staff in the use of forest inventory hardware and software. Trains Management Forestry staff in the use of GIS software. Maintains and further develops the Timber Sales - Forest Management activity database and it’s integration with GIS Serves as Management Forestry Program Assistant Utilizes aerial photographs, other remote sensing media and field reconnaissance to prepare a variety of map products. Assists in the planning and administering of timber harvesting operations. Assists in the preparation of contracts for the sale of forest products, silvicultural activities and road construction and maintenance projects. Assists in the supervision of contract compliance of private contractors engaged in harvesting timber and related activities. Resurveys and maintains property (boundary) lines. Plans access road and recreational trail development and maintenance. Prepares reports, valuations and makes recommendations relating to the acquisition of private land.

Interacts with representatives of other governmental agencies, advisory groups and the general public in matters relating to the management of forest land. Maintains records of Management Forestry Program activities. Uses mensurational and surveying equipment including lasers, portable data recorders, GPS units and related software for the collection of field data. Reviews Environmental Impact Reports, proposals and silviculture prescriptions. Utilizes the current versions of Microsoft Office and other software in the aforementioned activities including the preparation of correspondence, reports and other documents. Qualifications Required at Hire (knowledge, skills, abilities) Knowledge of the principles and techniques of forest resource management, watershed management and silviculture. Knowledge of the terminology and standard abbreviations used in connection with forest resource management and watershed management. Knowledge of the types and causes of woodland and forest fires. Knowledge of the types, uses and proper care of materials and equipment used in forest resource and watershed management. Knowledge of the types and uses of heavy equipment used in forest resource management such as skidders, log forwarders, feller-bunchers, bulldozers, etc. Knowledge of the safety practices and procedures followed in forest resource management operations. Knowledge of the types and uses of hand held power tools such as chain saws, brush saws, etc. Knowledge of the techniques followed in minimizing and preventing forest insect and diseases. Knowledge of the procedures, policies and safety practices followed in park and recreation area management. Knowledge of the terminology and standard abbreviations used in connection with park management. Skill in the use of precision measuring devises and instrumentation used in forest resource management. Ability to analyze forest conditions and apply silvicultural prescriptions. Ability to explain the provisions of laws, rules and regulations governing assigned unit activities. Ability to follow written and oral instructions. Ability to maintain harmonious working relationships with others. Ability to assemble items of information in accordance with established procedure. Ability to prepare and use charts, graphs and tables. Ability to act quickly and make decisions in emergency situations and dangerous situations. Ability to give oral instructions in a precise and understandable manner. Ability to communicate effectively in both an oral and written manner. Ability to write clearly and concisely. Ability to use microcomputers for word processing and database management. Ability to deal tactfully with others. Ability to maintain accurate records.

Knowledge of the methods, techniques, principles and practices of natural resources management. Ability to prepare general and technical reports. Ability to work independently. Based on assignment, the following additional qualification may be required at hire: Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates’ training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action. Preferred Qualifications: A Massachusetts Forester License is preferred for this position. Qualifications This requisition will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days. Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in the field of forest resource management, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in forest resource management may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's or higher degree with a major in forest resource management may be substituted for a maximum of two years of the required (A) experience.*
