PREFACE

Directorate of Economics and Statistics, Orissa is bringing out a publication

entitled Census of Government Employees at regular intervals with the aim of assessing the

volume of employment and related information in respect of public sector . The present issue

is the Seventh in the series of reports. The first report was brought out in the year. 1967

Subsequently 2nd report was published in the year, 1974. The third report which was prepared

for the year 1981, however could not be published and remained as a Manuscript for future

reference. The fourth report was published in the year, 1990 in corporating data and

analytical results up to 31st March, 1987. In the meanwhile Govt., in P. & C. Department

Decided to bring out the above said reports on quinquennial basis, as a result for which the

fifth series of the report was released with data up to 31st March,1991. The sixth report

which was prepared for the year, 1996 and the 7th report has been prepared for the year

2001 in corporating data and analytical reports on census of employees during the related

five years i.e. up to 31st March, 2001.

The data have been classified to exhibit the actual position of the employees

according to district. Department-wise class of Govt. employees, Tenure of service, sex,

nature of work, emolument ranges etc. Information about the expenditure on employees of the

State Government estimated on the basis of Govt., employees in various total emolument

ranges and has also been brought out with a view to enhancing the utility of reports by the

State Finance Department for Finance Commission purposes and also for other research

workers engaged in manpower and employment planning purposes.

Even though the report has been delayed, because of the collection of data

through mailed questionnaires still then it will be quite useful and beneficial for all who need

it. It will be also quite useful for general policy planning as Government is a major employer

and providing employment in the organised sector is one of the most social aims of

Government in the present days.

I am grateful to the valuable co-operation extended by Secretariat / Heads of

Department / Office of State Governments / Public Sector undertakings and Urban Local

Bodies. It will not out of place request all the Heads of Departments / Urban Local Bodies

and Public Sector undertakings to submit the required information for the next census in-time.

So that the required information by all concerned can be made available in-time.

I like to place on record my deep appreciation for the sincere and

commendable efforts made by the officers and staff of the Census of employees section and

Computer Centre of the Directorate in bringing out this publication by extending their

valuable co-operation.

CHAPTER – I

INTRODUCTION

INTRODUCTION

1.01. In pursuance of the recommendations of the 8th and 9th Conference of the

Central and State Statisticians it was decided by the Government of Orissa, P & C

Department to conduct Census of Employees in public sector at regular intervals. The prime

objective of census was to prepare a stock taking of persons employed in Government and

Quasi-Government offices. Apart from this, the census would throw light on various aspects

of demographic characteristics such as sex ratio, position of scheduled tribe and scheduled

caste categories of employee distribution of employees according to different pay ranges of

likely annual retirement of those employees etc. Besides from the finance point of view, it

was necessary to analyse pay range wise employees and their annual requirement of funds

and other financial parameters etc.

1.02. Census of Employees is very much essential from the point of view of

manpower planning, unemployment particularly on employment of youth and their absorption

in different facets of economic life. For this purpose, a detail information on present position

of employment, future vacancy due to retirement, major areas of employment are necessary.

The present publication attempts to provide some such information.

A BRIEF RESUME OF CENSUS OF EMPLOYEES

The first census was conducted covering reference period up to 31.03.1967. The

report was published in July, 1971.

The second census was conducted covering reference period up to 31.03.1974

and report was published in August, 1978.

The 3rd census was conducted with reference period 31.03.1981.

The 4th census was conducted with reference period 31.03.1987.

The 5th census was conducted with reference period 31.03.1991 and report was

published in September, 1995.

The 6th census was conducted with reference period 31.03.1996.

The 7th Census has been conducted with reference period 31.03.2001.

OBJECTIVE OF THE CENSUS

1.03. The main objective of the census is to make a stock taking of various

categories of available manpower in the state public sector as on 31st March, 2001. In view of

the growing importance of the technical personnel for the development of the State, attempts

have been made to enumerate different categories of technical manpower working under the

State Government.

1.04 The broad objectives of the census are given below :

i) Complete count of the employees working in the state sector (State

Government, State Quasi-Government Establishment and Urban Local

Bodies) by class and sex with special reference to women employment.

ii) Distribution of employees by age group and total emolument group.

iii) Employment of persons from scheduled caste and scheduled tribe community.

iv) Estimation of total expenditure towards salaries of employees.

v) Expected replacement due to retirement in different categories.

SCOPE AND COVERAGE

1.05 The census of employees covered all classes of employees namely regular,

work charged and contingent paid personnel employed in State Government establishments,

State Quasi-Government establishments and local bodies as on 31st March’, 2001. The

Census, however, does not include i) employees under suspension, ii) employees sent on

deputation to other Government and iii) casual labour employed on contract basis.

METHOD OF COLLECTION OF DATA

1.06. The required information were collected from the Head of Offices (the Drawing

and Disbursing Officers) of the State Government Establishment, Urban Local Bodies and

Public Sector undertakings in the prescribed proforma.

PRESENTATION OF THE REPORT

1.07 The report has been presented in the following Chapters :

CHAPTER – I

1.08 The aims and objectives of the census, the scope and coverage, method of

collection of data etc. have been presented in this chapter.

CHAPTER-II

1.09 Different aspects relating to the employees working under the State

Government have been presented. Information has been compiled at the Department level

and analysis has been made at State Level focusing the specific features of employment of

different departments. The details regarding response from State Government offices,

sanctioned strength of regular employees, employees in position and vacancy in the

reporting offices have been presented at the district level.

CHAPTER – III

1.10 Different aspects of employees working in the urban local bodies of the State

have been presented in this chapter. The detailed analysis has been made in respect of

regular employees of reporting local bodies.

CHAPTER – IV

1.11 Detailed analysis in respect of the employees of the public sector

undertakings of the reporting establishments have been presented.

CHAPTER – V

1.12 Summary of findings of the Census has been displayed separately for State

Government Offices, Urban Local Bodies and Public Sector Undertakings.

CHAPTER – VI

1.13 The chapter contains Annexure in which information relating to State

and District wise) have been presented.

CHAPTER – II

STATE GOVERNMENT ESTABLISHMENTS

2.01 There were 36 departments functioning under the State government of Orissa.

The Orissa secretariate comprises all those departments of the Government. Besides, there

were two separate Secretariate one each for the Hon’ble Governor of Orissa and Orissa

Legislative Assembly. The total number of Government Establishments was 5561 as on 31st

March’2001.

RESPONSE

2.02 At the state level as many as 3843 offices have furnished the required

information out of total number of 5561 offices leaving 1718 offices under non-responding

category. The percentage of response stands at 69.11%. The position of response from

different categories of offices is given below :

TOTAL EMPLOYMENT

2.03 The total number of regular and non-regular employees were 2,45,006 and

50,563 respectively in the reporting offices as on 31st March’ 2001. The total number of

regular employees in 1718 non-reporting offices have been estimated at 48,766. Thus total

number of regular and non-regular employees in position on the date of reference were

2,93,772 and 50,563 respectively, which include the estimated figure of 48,766 of non-

reporting offices of State Government.

The above table shows that, Gazetted officers constituted 9.75% and Non-Gazetted

officers 90.25% of the total regular employees. The non-regular employees constituted

17.11% of the total employees in the reporting offices of the State Government.

There were 26976 Gazetted and 2,66,796 Non-Gazetted regular employees in the

State Government offices which constitute 9.18% and 90.82% to the total no. of employees

respectively. Out of the total employees the percentages of Class – I, Class-II, Class – III(G)

were 1.40%, 4.77%, and 3.01% respectively and the same of Class-III (NG) and Class-IV

employees were 72.78% and 18.04% respectively.

VACANCY POSITION

2.05 The total sanctioned posts in Gazetted and Non-gazetted category as on 31st

March’ 2001 in reporting offices were 26,982 and 239978 respectively. Out of this 23890

and 2,21,116 employees were found in position leaving 3092 vacancies in gazetted and

18862 in non-gazetted category. The vacancy position is given in the table below:

EMPLOYMENT BY ADMINISTRATIVE HIERARCHY

2.06 The Government offices have been divided into three categories, i.e. (I)

Secretariat (II) Heads of the Department and (III) Sub-ordinate offices according to

Administrative Hierarchy. The position of regular employees category-wise for reporting

offices as well as for all offices by Administrative hierarchy is given below :

From the above table it reveals that, 2.12%, 2.95% and 94.93% of regular employees

were working in the Secretariate, Heads of Department and Sub-ordinate offices

respectively. Sub-ordinate offices are the major source of employment followed by Heads of

the Department and Secretariate.

The ratio of Gazetted and Non-gazetted employees in Secretariat, Heads of the

Department and Sub-ordinate offices were 1:6, 1:5 and 1:10 respectively. At the state level

the ratio was 1:9

Out of 245006 regular employees in the reporting offices, females were to the tune of

29.362 and they constituted 11.98% of total employees. 2244 female employees were in

Gazetted posts and 27,118 in Non-gazetted posts. Details of class-wise and sex-wise

The above table indicates that Scheduled Caste and Scheduled Tribe employees

constituted 9.88% and 7.51% respectively to the total employees in the reporting offices. But

when taken together they constituted 17.39% of the total employees. Out of the total 24,202

Scheduled Caste employees, 1443 were Gazetted officers constituting 5.96% and the rest

22,759 were Non-gazetted officers constituting 94.04%. Similarly 588 (3.20%) Scheduled

Tribe employees were coming under Gazetted and 17,808 (96.80%) were under Non-

gazetted category out of total 18,396 Scheduled Tribe employees.

The ratio of gazetted and non-gazetted officers in Scheduled Caste community was

1:16 and the said ratio in Scheduled Tribe community was 1:30 as against the state ratio 1:9.

Women constituted 11.64% and 11.24% in Scheduled Caste and Scheduled Tribe category

respectively. Details of class-wise and community-wise distribution of regular employees

working in various departments are given in Annexure-VIII.

EMPLOYMENT OF PHYSICALLY HANDICAPPED PERSONS AND PERSONS

POSTED UNDER REHABILITATION PROGRAMME (FOR REPORTING OFFICES).

2.10 It is observed that total No. of 534 physically handicapped employees were in

position in the reporting offices which constitute 0.22% of total employees. Also 3238 no. of

employees were posted under rehabilitation programme in the reporting offices. The

department –wise details are given in Annexure-IX.

2.11 The employees were distributed by their Nature of work i.e. Administrative and

Executive, technical and Professional, Ministerial, Menial and Others. The distribution of

regular employees by ‘Nature of Work’ in the reporting offices is as follows:

The above table shows that maximum employees were holding technical and

professional posts (49.85%) followed by menial (18.18%), others (15.23%), ministerial

(13.30%) and lastly administrative and Executive (3.44%).

From the above table it reveals that, maximum employees were found in the age

group of 40 to 50 years (30.49%) followed by 32 to 40 years (24.53%) and 18 to 32 years

(16.08%). Similarly minimum employees were found in the age group of 58 years and

above.

From the above table, it is observed that, maximum no. of employees i.e. 31.29% of

the total regular employees have possessed qualification below Matriculation and 26.79 %

of regular employees were matriculates in the reporting offices of the State Government.

Above table shows that, maximum no. of employees (71.39%) were working as

teaching personnel in the above selected professions in the reporting offices of the State

Government.

2.15 The regular employees for the reporting offices were placed as per their total

emolument groups in the table indicated below. The total emoluments include Basic Pay,

special pay and other allowances received by the employee per month.

From the above table, it reveals that maximum number of employees (36.58%) were

getting emoluments within Rs.3000/- to Rs.3999/- followed by 33.24% employees within

Rs.4000/- to Rs.4999/- per month. Only 0.39% of the total employees were getting

emoluments more than Rs.20,000/- per month.

EXPENDITURE PAID TO ALL REGULAR EMPLOYEES UNDER THE STATE

GOVERNMENT AS ON 31.03.01.

2.16 An attempt has been made to estimate the annual expenditure on total

emoluments paid to all regular employees under the State Government as on 31st March’

2001. For this purpose, the total emoluments of all employees have been grouped in to 11

fairly wide classes. Value of emoluments of each class has been determined by taking

average of the lowest and highest emoluments in each class.

The value of the lowest class i.e. below Rs.2999/- was derived at Rs.2916 per

month which is the average of Rs.2999/- and minimum emolument drawn, i.e. Rs.2831/- in

that class. Similarly, the value for the highest class (i.e. Rs.20,000/- and above) was derived

at Rs.22,970/- per month by taking average of Rs.20,000/- and the highest emoluments

drawn i.e. Rs.25,940/- per month. Number of regular employees includes number of

employees reported by all reporting offices plus estimated number of employees for the non-

reporting offices. Taking in to account the class wise mean value and corresponding number

of employees for the class separately under cul.6 in Table No.2.14.

It is revealed from the table below (Table No. 2.14) that the approximate monthly

expenditure towards salaries of the regular employees under the state Government was

Rs.136.83 crores and the annual expenditure Rs.1641.96/- crores.

Steady rise in female employment is observed over census years except a minor fall

in percentage (0.3%) during census as on 31st March’ 1981. The percentage share of

females in regular employment has increased from 4.6 in 1980-81 to 8.1 in 1986-87 to 10.5

in 1990-91 to 11.5 in 1995-96 and further to 12.0 in 2000-01.

From the above table, it is found that, representation of women in all the classes is on

the rise over the years.

During first census as on 31.03.1967, there was one female in 28 males in total, but

in the Seventh census there was one female against 7 male employees. The percentage

RESPONSE

3.01 There were 103 Urban Local Bodies functioning in the State as on 31st March,

2001 Out of total number of 103 Urban Local Bodies 85 have furnished required information

leaving 18 under non responding category. The number of offices which had reported and

number of offices defaulted for non-submitting returns of the census are given below.

3.02 The number of regular and non-regular employees in the 85 Urban Local

Bodies was 11595 and 2865 respectively. The total number of regular employees in 18 non

responding U.L.Bs have been estimated at 6260. Thus the total number of regular and non-

regular employees in position as on 31st March, 2001 were 17855 and 3666 respectively,

which includes the estimated figures of 18 non-responding urban local bodies.

The above table shows that, there were 11595 regular employees and 2865 non-

regular employees in position in the reporting Urban Local Bodies as on 31st Marh,2001. The

Non-regular employees constituted 19.81% of the total employees in the reporting urban

local bodies and 2.18% of the regular employees were under supervisory category. District

wise picture of the regular and non-regular employees in position in the relating urban local

bodies has been presented in Annexure-XVIII

From the above, it is found that out of 12495 sanctioned posts 900 posts were lying

vacant. Further, out of 265 sanctioned posts in supervisory rank, 12 posts were lying vacant

which constituted 4.53%. Similarly, in the ‘Others’ category 888 posts were lying vacant

against 12230 sanctioned posts which constituted 7.26%.

SEX WISE DISTRIBUTION OF REGULAR EMPLOYEES

Out of the 253 supervisory officers in position, 17 were women and they constituted

6.72% of total supervisory officers in position. Similarly, out of 11342 employees in ‘others’

category in position 2660 women which constituted 23.45%.

3.04 The number of scheduled caste and scheduled tribe employees working in the

reporting urban local bodies in the State is furnished below.

The above table indicates that scheduled castes and scheduled tribes employees

constituted 46.28% and 3.21% respectively to the total employees working in the reporting

under local bodies. But when they are taken together they formed 49.49% of the total

employees. Women employees of SC and ST community constitute 17.32% of total

employees. The district wise position of employment of scheduled caste and scheduled

tribe communities is given in Annexure- XX

EMPLOYMENT OF PHYSICALLY HANDICAPPED PERSONS AND POSTING

UNDER REHABILITATION (FOR REPORTING OFFICES)

3.05 As many as 37 number of physically Handicapped employees were working in

the reported Urban Local Bodies. Similarly, 124 No, of employees were posted under

Rehabilitation scheme District wise details are given in Annexure – XXI.

The above table reveals that 66 no. of employees were working against

administrative and Executive posts and 142 employees were working in technical and

professional posts in supervisory rank. In others category, 1490 no. of employees were

It is revealed from the above table that, 31.62% of the total employees of the reported

ULB were in the age group of 40 to 50 years followed by 29.37% employees in the age group

of 32 to 40 years and 12.82% employees in the age group of 18 to 32 years. Further, 73.81%

of the total employees of reported ULBs were within the 50 years of age. District wise

From the above table it reveals that, 6006 employees constituting about 51.80% of

the total employees of the reporting offices of the urban local bodies were drawing

emoluments between Rs.3000 to Rs.3999 followed by 3896 employees constituting 33.60%

drawing emoluments below Rs.2999. Only 9 no. of employees (0.08%) were in the higher

income group Rs.10000 to Rs.19,999. The District wise number of regular employees by

total emolument groups of the reported urban local bodies is given in Annexure-XXVI.

CHAPTER – IV

PUBLIC SECTOR UNDER TAKINGS

4.01 Public sector under takings comprises of statutory corporations, Government

Undertakings (Government Companies) and other Autonomous Bodies. There were 576

no. of establishments under the public sector under takings as on 31st March, 2001 in the

State out of which 192 establishments have furnished information leaving 384 as non-

responding establishments. The percentage of response was 33.33%. The details of this are

furnished below.

corporations was 30.25%, where as the same for Government companies and Autonomous

From the above table, it reveals that out of the total employees of 20,900 of the

reported establishments of the public sector under-takings regular employees accounted for

86.31% and non-regular employees 13.69%. It is also noticed that, out of 18,039 regular

employees 2828 employees were under supervisory category and the rest 15,211

employees belonged to others category. Similarly, out of 2861 non-regular employees, 867

were work-charged and 1994 contingent paid employees. The ratio between supervisory and

other category employees was 1 : 5. The number of female employees was 555 out of total

regular employees of 18,039 which constituted 3.08%. The ratio of women and men

employees was 1 : 32.

4.04 Information relating to Schedule Caste and Schedule Tribe employees in the

reported establishment of the public sector under-takings is given below :-

It is observed from the above table that, 1622 schedule caste and 878 schedule tribes

employees were working in the reported establishments of the public sector under takings

and they constituted 8.99% and 4.87% respectively to the total employees. Women in the

schedule caste category constituted 0.32% and in schedule tribe constituted 0.18% to the

total employees of the reporting public sector under takings. Organisation wise number of

Annexure-XXXIII

EMPLOYMENT OF PHYSICALLY HANDICAPPED PERSONS AND POSTING

UNDER REHABILITATION. ( FOR REPORTING OFFICES)

4.04 As many as 55 no of physically handicapped employees were in the reported

public sector under takings constituting 0.30% of the total employees. Similarly 174 no. of

employees were posted under rehabilitation scheme. Organisation wise details are given in

4.05 The regular employees of the reported establishments of the public sector

under takings have been classified according to “Nature of work” as detailed below.

Out of total employees of the reporting establishments of public sector

undertakings 755 (4.19%) belonged to Administrative and Executive posts, 5356 (29.69%)

were technical & professional, 3820 (21.18%) were ministerial, 6114 (33.89%) were menial

workers and balance 1994 (11.05%) belong to other category. Organisation wise number of

Distribution of regular employees show that employees under the age groups 18 to

32 years, 32 to 40 years and 40 to 50 years together constituted 73.57% of the total

employees or reporting public sector undertakings. Beside, age in respect of 1720

employees were not stated which constituted 9.53% of the total employees. Organisation

From the above table it reveals that, 8768 no. of employees constituting 48.61% of

the total employees of the reporting offices of P.S.Us were having qualification below

matriculation and 3073 no. of employees (17.04%) have passed the matriculation

From the above table it is observed that, out of 5,279 no. of employees constituting

29.26% out of total no. of 18,039 employees of reporting offices of public sector under

takings were found in the emolument group of Rs.3000 to 3999 followed by 4981 no. of

employees constituting 27.61% in the emolument group is Rs.4000 to 4999. Besides 229 no.

of employees constituting 1.27% were drawing emolument above Rs.20,000. Organisation

wise no. of regular employees total emolument groups is given in Annexure-XXXIX

CHAPTER – V

SUMMARY OF FINDINGS

STATE GOVERNMENT ESTABLISHMENT

5.01 3843 no. of Government offices have furnished required information for the

census out of 5561 offices of the State. 1718 no. of offices have defaulted in supplying

required information. The percentage of response was 69.11%.

5.02 There were 2,45,006 no. of regular employees and 50,563 non-regular

employees (work charged and contingent paid) working in the reporting offices. Among

regular employees, 23,890 ( 9.75%) were working in Gazetted post and the rest 2,21,116 (

90.25% ) were in Non-gazetted post.

5.03 Total no. of regular employees working in all the offices including those

estimated for the defaulting offices under State Government work out to be 2,93,772. Among

them in Class-I, Class-II and Class-III (gazetted) there were 4,116, 14,011 and 8,849

employees respectively. Thus, the total no. of gazetted employees were 26,976 as on

31.3.2001 as compared to 36,204 as on 31st March, 1996. No. of employees in Class-III

(Non-gazetted) post were 2,13,793 as on 31st March, 2001 as compared to 2,67,673 in the

last census. In Class-IV post there were 53,003 employees.

5.04 11.46 % and 7.86 % of the gazetted and non-gazetted posts respectively were

lying vacant in the reporting Government offices against the regular sanctioned posts.

Maximum number of vacancies ( 3707 ) were observed in Panchayati Raj Department

followed by school and Mass Education Department ( 3563 ) and Revenue Department

( 2076 ). At district level vacancies were maximum in Mayurbhanja district followed by

Koraput and Khurda.

5.05 According to Administrative hierarchy, percentage of response in the

Departments of Secretariat was 47.22 in the Heads of the Departments 77.92 and in the

sub-ordinate offices 69.15. Similarly, distribution of regular employees in position by

Administrative hierarchy fell 1.36 % of the regular employees were working in Secretariat,

2.46 % in the Heads of the Departments and 96.18% in the sub-ordinate offices.

5.06 At state level the ratio of Gazetted and Non-Gazetted employees was 1:9.

The same for the Secretariat, Heads of the Departments and Sub-ordinate offices were 1:6 ,

1:5, 1:10 respectively.

5.07 Class-wise distribution of regular employees by sex for reporting offices

reveals that female employees constituted 9.39 % in Gazetted rank and 12.26 % in Non-

gazetted rank. Maximum number of women were working in Panchyati Raj Department (

7,836 ) followed by School & Mass Education Department ( 7,744 ) and Health & Family

Welfare Department ( 6,403 ).

5.08 In the reporting offices, 9.88 % of the regular employees belonged to

Scheduled Caste and 7.51 % to Scheduled Tribe community. In the Gazetted post the

representation of the above communities was 8.50 % and in Non-Gazetted post 18.34 %. In

Class-IV post 28.36 % of the regular employees belonged to this community. Panchayati Raj

Department had maximum number of ( 6,957 ) employees belonging to S.C. & S.T.

community followed by Home department (6,605 ) and Health & Family Welfare department

(4,973). The ratio of Gazetted and Non-Gazetted officers from Scheduled Caste

community was 1:16. The same from Scheduled Tribe community was 1:30.

5.09 In the reporting offices, 3.44 % of the regular employees were working against

administrative and executive posts and 49.85 % in technical and professional posts. The

ministerial and Class-IV employees constituted 13.30% and 33.41% respectively.

5.10 There were 16.08% of regular employees within the age group of up to 32

years of age, 55.02% within the age group of 32 – 50 years 19.30% within the age group of

50 – 58 years and 0.81 % above 58 years of age.

5.11 Maximum no. of employees (36.58%) were getting emoluments within

Rs.3000 to Rs.3999 followed by 33.24% of employees within Rs. 4000 to Rs. 4999 per

month. Only 0.39% employees were getting emoluments more than Rs.20,000 per month.

URBAN LOCAL BODIES

5.12 Out of the 103 Urban Local Bodies (Municipalities and N.A.Cs ) of the State,

85 offices have responded and furnished required information which constituted 82.52% .

5.13 The number of regular and non-regular employees working in the reporting

Urban Local Bodies were 11,595 and 2865 respectively. Estimating the number of regular

employees in the 18 defaulting U.L.Bs the total number of regular employees of all the Urban

Local Bodies worked out to be 17,855.

5.14 About 2.18% of regular employees were in the supervisory rank and rest

97.82% employees were other category employees. There were 12 posts vacant in

Supervisory Rank and 888 posts vacant in others category.

5.15 There were 2677 no. of women employees were working in the reporting

Urban Local Bodies . Out of this 17 were in Supervisory Rank.

5.16 The Scheduled Caste and Scheduled Tribe employees constituted 46.28%

and 3.21% respectively to the total employees of the reporting U.L.Bs. But, when they were

taken together they formed 49.49% of the total employees.

5.17 About 0.57% and 14.08% of the total employees were working in

Administrative and Executive posts and Technical and professional posts respectively. The

ministerial staff constituted 9.31% of the total employees.

5.18 Majority of employees i.e. 31.62% were within the age group of 40 to 50

years. About 29.37% of the employees were within the age group of 32 to 40 years.

5.19 About 85.40% of employees were drawing total emoluments below Rs.3999/-

per month and 0.08% employees were drawing total emoluments of Rs.10,000/- to

Rs.19,999/- per month .

PUBLIC SECTOR UNDERTAKING

5.20 Out of 576 establishment of the Public Sector undertakings as many as 192

establishments have responded and furnished required information.

5.21 There were 18,039 regular and 2,861 Non-regular employees and they

constituted 86.31% and 13.69% respectively. About 4.15% work-charged and 9.54%

contingent paid employees were working in the public sector undertakings.

5.22 Out of 18,039 regular employees, 2828 were working in the Supervisory Rank

and the rest 15,211 were working in the other category rank.

5.23 Out of 18,039 employees, 755 (4.19%) were working in Administrative and

Executive posts, 5,356 (29.69%) were technical and professional posts, 3820 (21.18%) were

ministerial, 6114 (33.89%) were menial and 1994 (11.05%) were other type of employees.

5.24 555 no. of women employees were working in the Public sector undertakings,

out of this 94 were in supervisory posts and 461 were in other category of posts.

5.25 About 8.99% and 4.87% of the total employees belong to Scheduled Caste

and Scheduled Tribe community respectively.

5.26 Maximum number of employees (38.34%) were within the age group of 40 to

50 years followed by employees (26.68%) within the age group of 32 to 40 years.

5.27 Maximum number of employees (29.26%) were drawing emoluments within

Rs.3000/- to Rs.3999/-. Only 1.27% of employees were getting emoluments above

Rs.20,000/-.

An outline of the Census of Employees in the Public Sector in Orissa - 2001.

1. INTRODUCTION : Salient feature of the employees working in the public sector

such as their age structure, sex composition, distribution according of their length of service,

nature of work, emolument groups, representation from scheduled caste and scheduled

Tribes etc. at any point of time is very useful for policy making, decision taking and

Manpower planning in the State. To meet such needs, Census of the employees working in

the public Sector in Orissa as on 1967, 1974, 1981, 1987, 1991 and 1996 were undertaken

in the past by the Director, Economics and Statistics . The next Census (7th Census) of the

employees working in the Public Sector in Orissa as on 31.3.2001will be undertaken by the

Directorate of Economics and Statistics, Orissa , during 2001-02 and it has been decided to

repeat this census at a regular interval of 5 years hence further.

2. REFERNCE DATE : The Census will be conducted in respect of all the employees

working as.on 31.3.2001.

3. SCOPE : All the regular and non- regular (work charged and contigent paid)

employees who are ellegible to draw their pay irrespective of their cadre and place of posting

as on 31. 3. 2001 will come under the scope of this Census.

4. COVERAGE : This Census will cover all the employees working in various

Department, Heads of Departments and their subordinate offices in the State of Orissa either

in a Public Sector, in a Public Sector Undertaking. This includes all Government

establishments and Quasi- Government establishments such as State Government

Undertakings, Statutory Bodies, Autonomous Bodies and Co-operations etc. which are

either wholly or partially financed by State Government.

5. METHODOLOGY : In order to ensure full coverage without duplication, information

in the employees coming under the scope and coverage of this census will be collected from

their respective Drawing and Disbursing Officers. For the purpose of the census, a Drawing

and Disbursing Unit will be considered as an establishment. This establishment is suppose to

supply all relevant information for census in respect of all employees for whom he is to draw

their pay as on 31.03.2001 irrespective of their cadre, department and place of posting in the

State. It may so happen that there may be more than one Drawing officer in a single office .

In such a case each Drawing officer will be considered as a separate establishment. Besides

the pay of an employee of one department might be done and disbursed by an officer of their

Department, as in case of primary school teachers. In such cases the employee will belong

to the establishment of the drawing and disbursing officer for the purpose of this Census.

Two categories of forms have been prepared for this Census. In the first category, Form-I (A)

are meant for particular and abstract of the employees working in the Public sector

Establishment and Urban Local Bodies as on 31.1.2001. Similarly, in the second category,

Form-II and Form-II (A) are meant for particulars and abstract of employees working in

Quasi-Govt. establishments as on 31.3.2001.

6. PROCEDURE : The list of Government. and Quasi- Govt. ,establishment under

each department of Govt. will be collected by the Director Economics and Statistics, Orissa

during April to June “01 and requisite forms will be supplied to them. Respective Govt. and

Quasi- Government establishment will fill in the required forms and submit those to the

Director, Economics and Statistics, Orissa , before 30.9.2001.

7. TIME SCHEDULE : With a view to obtain the result of the Census within a

reasonable time frame, it is necessary that the report of this Census should be available to all

Departments of Govt., within a period of one year from the reference date of the Census for

which the following time schedule has been finalized.

Whole- hearted co-operation is necessary from all quarters so as to stick to this time

schedule.

INSTRUCTION FOR FILLING UP FORM : I

1. This form is meant to collect particulars of each individual regular employees in

position of the establishment as on 31-03-2001. Particulars of non-regular employees need

not be furnished in Form-I . In case the Drawing Officer draws salaries for employees of

more than one department separate Form-I (A) may be used.

2. The Salaries of Primary School Teachers are being drawn by the BDOs. So the BDOs or

Drawing Officer should fill up the Form-I making the list of teachers.

3. The salaries of M.E. school teachers are being drawn in the office of the D.I. of Schools. So

the DI of the schools should make the list of teachers of Government and Aided M. E. schools.

Similarly the CI of schools should furnish the list of teachers of aided High schools, whose salaries

are being drawn by the CI of schools.

4. The list of teachers of Aided Colleges in Orissa can be obtained from the Director, Higher

Education, who pays them through the Principals of such colleges. Hence the detail particulars of

Aided colleges should be obtained from the Director (Higher Education)

( I ) Establishment Office : For the purpose of the Census a drawing and

disburshing unit is considered as on establishment/office. Particulars of all officers and staff whose

salaries are being drawn by the establishment irrespective of their place of posting are to be reported.

(II) Class of Post : The employees will be classified according to the class of post

they hold, i,e. Grades A, B, C, D, Central Government Employees working under the State

Government on deputation may be placed in the class to which they belong to their parent

organisation.

(III) Nature of Work : The employees will be classified under the following

categories according to the nature of work.

I. ADMINISTRATIVE-CUM-EXECUTIVE :

(a) Secretaries, Deputy Secretaries, Financial Advisiors, Accounts Officers, Assistant

Secretaries, Section Officers and like.

(b) Collector, ADMs, SDOs and other non-technical officers like CTOs, CSOs, DPROs and

EO, Project Officers, Managers and the like.

(c) Police officers from the rank of ASI and above and similar post in Orissa Military Police

and Jails.

II. TECHNICAL AND PROFESSIONAL :

(a) All Medical personnel, i,e. Doctors, Nurses, Pharmacists etc. of Allopathic, Ayurvedic,

Homeopathic and Veterinary Discipline

(b) All Engineering personnel such as Engineers, Surveyers, Foreman, Technical staff of

Printing Press etc.

(c) All Agricultural personnels.

(d) All teaching Staff, Laboratory Asst. and Librarian in schools and colleges.

(e) Judges, Judicial Magistrates, Public prosecutors etc.

(f) Economic and Statistical personel, Auditors, Amins, Painters, Artists, Musicians,

Editors, Journalists etc.

INSTRUCTION FOR FILLING UP FORM : II

All State Quasi-Establishments in the State of Orissa are required to fill up 2 forms intended

for the purpose. The State Quasi-Establishments will include State Government Undertakings,

statutory Bodies, Boards, Autonomous Bodies etc. , which are wholly or partially financed by the

Government. The employees working on 31st March’2001 or on leave other than casual leave will also

be covered.

Form II is meant to collect the particulars of each individual regular employees in position of

the establishment as on 31-3-2001. Particulars of non-regular employees need not be furnished. In

case of Drawing Officer draws salaries for employees for more than one department separates forms

may be used.

Establishment / Office :

For the purpose of the Census a drawing and disburshing unit is considered as on

establishment / office. Particulars of all officers and staff whose salaries are being drawn by the

establishment irrespective of their place of posting are to be reported.

Category of Post :

The employees will be classified in to two categories :

viz. (i) Supervisory Officers and (ii) Others

(i) All Technical and non-technical officers posts and posts of supervisory nature.

(ii) Others – Ministrial, class-IV and Technical persons not included in (i) above.

NATURE OF WORK :
