WELCOME TO HAWTHORNE AT LEESBURG. As a new resident, youare a member of the Hawthorne Residents Cooperative Association, Inc. andthe owner of a share in the Cooperative. You have made the safest investmentyou could possibly make in an adult retirement community. It has not alwaysbeen so. Hawthorne has been a resident owned community only since January1, 1983.

Construction of Hawthorne began in 1973. It was a dream of the NationalNRTA/AARP to plan and program a model retirement community. ColonialPenn Insurance Group was approached and, in a joint venture with NRTAIAARP, built Hawthorne which now has about 1200 homes and 2000 residentson nearly 300 wooded acres. The first residents bought their homes andplaced them on land owned by Colonial Penn. Those residents had lifetimeleases.

March 1979 the national news media reported Colonial Penn and NRT AIAARP, by court order, had to sever their relationships. July 1979 ColonialPenn assured Hawthorne residents there were no plans to change the leasesand no intent to sell the community. But in December 1981 it became apparentHawthorne was to be sold to another company. It was later ascertained thatnew management planned to condo Hawthorne, charge exhorbitant prices forcondo shares and eliminate or reduce many of the services and programs whichthe residents had enjoyed for the first 6 years. The residents, for good reason,became alarmed.

A transition committee was formed by Hawthorne residents to work outtransition problems should the sale materialize. April 14, 1982 the residentsincorporated and formed the Hawthorne Residents Association. The membersthen voted two assessments totaling $300 per home from those who were ableto pay and authorized the hiring of legal assistance. May 28, 1982 a classaction suit was filed against the owner and purchaser. Three months later thetrial came to an end and the Hawthorne residents won.

HAWTHORNE RESIDENTS COOPERATIVE ASSOCIATION, INC.Dan Gorden, General Manager

October 15, 1982 the Hawthorne Residents Cooperative Association wasformed. Members authorized the Board to make an offer to purchase Hawthornefrom Colonial Penn for 9.3 million dollars which was accepted. Shares in theCooperative were sold at less than half the price the new company plannedto charge. The residents took over operations January 1, 1983. No residentwas deprived of the right to live here or to continue to benefit from theprograms and services because of inability to pay the assessments or buy shares.Resident cooperation was excellent. '\

More than 8 million dollars was collected from the sale of shares. This wasinvested for a number of months at high interest. This money, plus theinterest, plus the sale of additional shares, enabled the Cooperative to payoffthe entire debt in September 1983 only 91/z months after the purchase. Youare now a member of a resident owned, debt free cominunity.

Under resident ownership, a general manager was hired in 1983, andoperating budgets prepared. Hawthorne is in excellent shape both physicallyand financially thanks to the long hours and hard work of a group of dedicatedresidents and an efficient staff. This, in brief, is the HAWTHORNE STORY.May your days of retirement at Hawthorne be even more enjoyable than youanticipated.

This Handbook has been prepared to give you a permanent record, in con-densed form, of the development of Hawthorne which culminated in theresidents purchasing the community. Also, to provide information to assistyou in getting immediate help should you have an unforseen emergency andto furnish you with other useful information regarding services and facilities.Again, we welcome you to Hawthorne and hope you will find it the perfectcommunity for- your way of life.

Hawthorne's "RED BUTTON" Emer-gency Alarm System is the ultimate inprotection when a critical situation arises.Such a situation might be a sudden fire orhealth problem rendering a resident unable toreach his telephone or to call for help. Eachhome has two "RED BUTTONS"; the pres-sing of either of the "RED BUTTONS" fora period of two seconds activates both securityand fire personnel, which are dispatched atonce to the address designated on a com-puterized console in Hawthorne's SecurityOffice.

When possible, residents are requested touse the "RED BUTTON" in conjunction withthe emergency telephone number 728-3473.Press the button first, then, if the situationpermits, telephone the nature of the emer-gency. This will assist our security person-nel in their response to the emergency.

As far as we know, our community is theonly one of its kind offering this vitalsecurity protection. Please be sure not toaccidently push the "RED BUTTON", andwhen youngsters visit, instruct them not toplay near these devices.

Serious damage can be caused to theEmergency Alarm System from digging inyards by persons not knowing the location ofcables vital to its operation. DO NOT DIGWITHOUT CALLING FOR CABLE LOCA-TION! For clearance, call 787-1000,Hawthorne Utilities Office.

SECURITY GATE SYSTEM

Hawthorne's three entrances are protectedby electronically controlled gates operated byinserting a cryptic card into slot provided inentrance pedestal. One card is providedwithout charge to each home. If an additionalcard is desired, it can be acquired from theAdministrative Office. A charge is requiredfor the additional card.

Residents are requested to help maintain theprivacy and security of Hawthorne's facilitiesby keeping the cryptic cards in their personalpossession and taking necessary steps toprevent loss or theft.

Please advise guests to use Hawthorne'smain entrance (Hawthorne Boulevard andHighway 27) so that they can be properlyadmitted by Security Personnel.

landSCaPingA standard landscaping design for in-

dividual homes is followed at Hawthorne.Certain diversification of planting is done toprevent regimental conformity; however, thelandscape design and types of plants areutilized to provide an overall simple, yeteffective community appearance. Locationand types of planting are also designed so thatan effective and well scheduled lawnmowing program can go forward. Random,unauthorized plantings hinder propermowing procedures and add nothing to theappearance of either the individual lot oroverall appearance of the community. ALLPLANTINGS OUTSIDE OF ESTAB-LISHED FLOWER BEDS REQUIREPRIOR APPROVAL BY MANAGEMENT.

Lawn ornaments including all types ofrotating devices are prohibited.

Garbage and trash collection is made twiceweekly.

Each home at Hawthorne is furnished witha 25 gallon underground garbage receptacle,installed at a predetermined point on the pro-perty, usually adjacent to a neighbor's recep-tacle, so that time used in collection can bebest utilized. GARBAGE AND TRASHMUST BE BAGGED OR BUNDLED FORPICKUP. It is suggested that a standard vinylliner be used in these receptacles because theseliners contribute to better sanitary conditions.Use of standard garbage cans is prohibited atHawthorne.

Trash items that may not fit into the gar-bage receptacle, i.e., lawn or plant trimmings,small trash items, newspapers, etc. must bebagged or bundled and placed next to the gar-bage receptacle for pickup. DO NOT PLACETRASH ITEMS OUT FOR COLLECTIONIMMEDIATELY PRECEDING WEEK-ENDS OR HOLIDAYS.

water plant and distribution system. Thesesystems meet or surpass all requirements ofstate and county health standards. Three deepwells provide our water source; and completeaeration and chlorination facilities provide theclear, pure water for our community.

Residents are requested to help conserve ourprecious water by prudent sprinkling of plantsand lawns. When is it necessary to sprinkle,residents with even numbered addresses wateron even numbered days of the month. Oddnumbered addresses water on odd numbereddays. Please do not leave sprinklers on allnight, and use sprinkler devices that can beadjusted to cover specific areas. Installationof underground sprinkler systems on in-dividual lots is prohibited. Production ofgood, pure water is costly; and it is necessarythat the community cooperate in conservingwater to help maintain the pricing structure.

I.v. and I.m.syslems

All T.V. and F.M. reception within parkboundaries is by underground cable. A masterantenna serves every home at Hawthorne.

A number of F. M. Radio Stations are alsotransmitted by our own cable system. Con-nections for T. V. and F.M. can be orderedat any time by calling the Service Department,787-1000. T.V. connections are limited to twoper home. One T.V. Connection is includedin purchase price of home. Additional con-nections are available at moderate prices.OUTSIDE ANTENNAS OF ANYDESCRIPTION ARE PROHIBITED.It is important that no digging of any kind

be done on lots without first calling theManager's Office. Even a shovel bruiseimpairs signal strength. Persons damagingcables will be charged the full cost of repairs.

marinaHawthorne's Marina is provided for the use

of residents who would like the convenienceof boat dockage and accessibility to LakeCounty waterways without trailering theirboats to ramps for launching. Fuel can be pur-chased at the dock, and a ramp is providedfor those who prefer to store their boats atplaces other than the Marina. There is amonthly charge for docking space within theMarina Area. DO NOT LEAVE BOATSALONG RIVER BANKS. Boat storage inother than the Marina must be in the place

. designated by Hawthorne ResidentsCooperative Association, Inc. Any otherstorage arrangements must be approved inwriting by the General Manager. TheManager is responsible for the assignment ofMarina slips and the collection of usage fees.

laundry facility transportationA complete coin operated laundry is pro-

vided for exclusive use of Hawthorneresidents. Location of the laundry is at 103Tamarisk Way. An enclosed outdoor dryingarea is adjacent to the laundry building for useof persons who prefer air drying.

Bus service to Leesburg and "two Shop-ping Malls" is available on a regular schedule.Reservations are necessary at least one dayin advance for all transportation services.Please call the Administration Office,787-1000, for schedules and reservations.

required prior to any modification or ad-dition to homes at Hawthorne. Before anyrequests for such consent will be considered,a resident will be required to submit to theGeneral Manager a drawing, showing in detailthe proposed structure. If color trim isinvolved, color approval is also necessary.Where construction is involved, building per-mits and other documents may be required.

Club Hawthorne, with its superb facilities,is the hub of community life. It is here thatmany organized programs are conducted. Itis here, also, where activities as informal asvisiting over a cup of coffee takes place.Information about what is going on may beobtained from the program office, the bulletinboards, the publications of the programoffice or Channel 4. You may enroll foractivities of your choice at the RegistrationCenter where forms for that purpose arelocated under clipboards. A bookletdescribing activities for residents' enjoymentand participation is available in the ProgramCoordinator's Office.

It is the function of the Program Coor-dinator to work with the residents ofHawthorne to develop programs which meettheir needs and interests essential to achiev-ing the goals of the community. The ProgramCoordinator is responsible for scheduling allactivities which use the recreational facilitiesof Hawthorne, with the exception of theMarina. He or she is the chairman of theannual community wide Program PlanningConference, the Program Advisory Group, anex officio member of all activity clubs, theassociate editor of all program publications.

Funds raised by the various programactivities may be deposited in the ClubHawthorne Program Account supervised bya Finance Committee nominated by theProgram Coordinator and appointed by theProgram Advisory Group.

The residents of Hawthorne are notcharged for the use of any communityfacilities. Slip or dockage rentals of theMarina are the sole exception, of the policy.HRCA does, however, reserve the right todetermine how these facilities may best beused for the benefit of the Community and toissue Rules and Regulations governing suchuse. Additionally, because Hawthorne is animportant part of the larger community ofLeesburg, Lake County, and adjacent areas,HRCA reserves the right to permit the use offacilities on a limited basis for special eventsorganized by out-of-park groups when suchevents are considered to be of benefit tosociety in general, including Hawthorneresidents.

HRCA, its employees and agents shall notbe liable for any personal injury or damageto property in any way related or in any wayconnected to the use of HRCA facilities bythe residents except where injury or damageis due to the negligence or omission of HRCA,its employees or agents.

HRCA makes no warranties of any kind ornature with respect to the facilities or theservices or equipment provided. HRCA shallnot be liable for any failure or delay in pro-viding the facilities to the residents resultingfrom fire, explosion, flood, storm, acts ofGod, governmental acts, orders, regulations,hostilities, civil services, strikes, or any othercause beyond the control of HRCA.

Hawthorne provides a Home ServiceDepartment with qualified personnel availableat reasonable charges for a variety of mech-anical or structural repairs and maintenanceof homes. Mobile homes in Hawthorne can be licensed"MH", similar to licensing your automobile,or appraised and assessed as real property"RP" by Lake County. All initial registra-tion, titling, licensing, or recording ishandled by Hawthorne Realty when a homeis purchased through our realty office. Afterinitial processing, annual renewals and filingsare responsibility of homeowners.

Owners of mobile homes licensed "MH"must purchase yearly renewal stickers fromthe State Department of Motor Vehicles.Attachments to the mobile home (i.e. carport,screen porch, etc.) will be assessed for tangi-b~e property tax. Mobile home lots will beassessed for real property tax. Appraisals ofattachments and lots are performed by LakeCounty Tax Appraisers Office.

Mobile homes which have an "RP"classification are assessed as real property.The mobile home, attachments, and lot areappraised as one unit. Appraisals are done byLake County Tax Appraisers Office.
