CATCH BY AIRBORNE PLAYER

An airborne receiver in the process of catching a live ball in flight who has first contacted the ground inbounds but who, as a result of his own momentum or actions, or as a result of contact by another player or official, is falling toward the ground must securely maintain possession of the ball upon hitting the ground in order to complete the catch.

The wrist or ankle are considered part of the hand or foot.  Their touching the ground does not cause the runner to be down and does not cause the ball in player possession to become dead.

FREE KICK LINES AND ENCROACHMENT

Team K's restraining line on onside and short pooch kickoffs should be officiated as a plane, and officials should penalize any player other than the kicker or holder breaking the plane before the ball is kicked.  On deep normal kickoffs, officials should not be as technical.

MOVEMENT BY BACKS PRE‐SNAP

A player lined up in the backfield who quickly and abruptly moves forward from a stationary position simulating action at the snap has committed a dead‐ball foul for a  false start.

A player who is in motion behind the line of scrimmage who turns toward the line early and continues to moving forward at the snap has committed  a live‐ball foul for illegal motion.

SPECIFIC PHILOSOPHIESALIGNMENT OF LINEMEN AND RECEIVERS

• Officials should work to make the offensive line legal.

• Wide receivers or slot backs lined up outside the tight end should be considered on the line of scrimmage and covering a tight end only if there is no "stagger" between them.  The coverage should be considered legal if officials can see such a stagger to the formation.  Officials should not be too technical in judging the formation.  If a receiver is on the line, has covered up a tight end, and the official cannot find a clear stagger, both the receiver and the tight end should be considered on the line.

• Officials should try to rule interior offensive linemen legally on the line unless it is clearly obvious that a player is lined up behind the snapper.  Officials should work to communicate with the player and coach about this without calling a foul early in the game.  However, when an offensive player is lined up with his head clearly behind the snapper (space / daylight), the player is off the line, and a live‐ball foul should be called without warning if this results in an illegal formation.

INTENTIONAL GROUNDING

• A passer who, while under duress, starts his forward pass throwing motion and is thereafter contacted by a defender before the ball leaves his hand may not have committed intentional grounding because the contact may have affected the direction of the pass.  A passer who, while under duress, is contacted by a defender clearly before he begins his forward pass throwing motion has committed intentional grounding if the pass is not thrown into an area occupied by an eligible offensive receiver.

DPI CATEGORIES• HOOK AND TURN . . . Grabbing and restricting an eligible opponent in an attempt to play the ball and in such a manner that causes the receiver's body to turn prior to the ball's arrival.

• FACE GUARDING .. Clearly hindering and obstructing an eligible opponent's vision by a player who is not playing the ball in an attempt to prevent the eligible from playing the ball as it is arriving.  Face guarding does not involve contact, but should only be called when the players are close enough to clearly establish that the actions are causing the eligible receiver to lose sight of the ball.

• PUSH OFF . . . Offensive player initiates contact with a defender by shoving or pushing off and creating separation in an attempt to play the ball.

• DRIVING THROUGH . . . Offensive player drives through a defender who has established a position on the field.

• PICK PLAY . . . Offensive player contacts and picks off a defender who is attempting to cover an eligible receiver.  It is not a pick play if the defender is blocking the offensive player when the contact occurs and the offensive player does not make some separate action.

OPI CATERGORIES

• BLOCKING DOWNFIELD . . . Offensive player blocks a defender downfield during a play in which a legal forward pass crosses the neutral zone.  The downfield block should have some material effect.  It is not offensive interference is an errant screen pass is overthrown and lands slightly beyond the expanded neutral zone while linemen are blocking downfield unless the blocking is preventing a defensive player from attempting to play the ball.

HOLDING 

• A holding foul consists of some form of grasping, hooking, or tackling with restriction that materially affects or could affect the play.  In deciding whether to call a holding foul, the official should consider whether the action was a type of hold, where the hold occurred, and the effect or potential effect the holding action had on the play.

• Takedowns at the point of attack, those in the open field, within the free‐blocking zone in or behind the neutral zone and affecting the result of the play create special focus and should be called as holding fouls.
