Charleston County Council, with help from our representative, Joe Qualey, has finally begun to recognize that. A year ago, Folly got recycling pick-up on Monday, so the overflowing bins of weekly renters didn’t have to sit on the curb until Wednesday. But they still sat there on alternate weeks, and recycling bins at beach walkovers were emptied into the garbage to avoid overspill. Now County Council has adopted a pilot weekly pick-up program for Folly. Starting Monday, June 1 st , recycling will be collected every Monday until September 15 th . That’s not the only improvement. Folly Recycling Kicks Up a Notch

Folly Beach generates a tremendous amount of recyclable trash from its beach-goers, bars and restaurants, and conscientious residents. Charleston County Council, with help from our representative, Joe Qualey, has finally begun to recognize that.

A year ago, Folly got recycling pick-up on Monday, so the overflowing bins of weekly renters didn’t have to sit on the curb until Wednesday. But they still sat there on alternate weeks, and recycling bins at beach walkovers were emptied into the garbage to avoid overspill.

Now County Council has adopted a pilot weekly pick-up program for Folly. Starting Monday, June 1st, recycling will be collected every Monday until September 15th.

That’s not the only improvement. Condo complexes Turn of River and Marsh Winds have taken advantage of a County program for multi-family buildings. Their large recycling bin is emptied once a week, and replaces one of two garbage dumpsters. Here’s Turn of River’s set-up:

Vivian Browning Retires Vivian Browning, Assistant to the City Clerk, retired May 29thending decades of serving Folly Beach.

Vivian moved to Folly Beach in 1960, buying a new house on a half lot for $4,600. In 1979, she started working for the City as its bookkeeper. She married Marion Browning (Marlene Estridge’s brother) and adopted a newborn daughter. She retired in 1987 to look

after her then-teen-age daughter, Darlene, but resumed working part-time for the City after Hurricane Hugo, and went back to full-time work in 2000.

She will turn 90 in September, but that’s not why she’s retiring. She was persuaded to retire by her sisters, 89 and 91, who wanted her to be able to have fun with them.

Folly Clubs and Organizations

Civic Club The Civic Club is heading into summer with a big send-off. On Tuesday, June 16th at 6:30 pm, we will sponsor a free picnic in the Folly River Park for all Folly Beach residents. We’ll have hamburgers and hot dogs coming off the grill, condiments to put on them, and plenty of bottled water. Dan Clamp will provide music. Please bring a side dish, dessert, or adult beverage to share with your neighbors. Our rain date is June 23rd, but we’ve had very good luck with the weather for our picnics. And it’s a good opportunity to get a $10 Civic Club membership, if you don’t already have one.

Many thanks to Lee Gessner, Folly Beach’s Director of Finance, who spoke at our May meeting. He de-mystified the budget, explained the process, and even explained all the Reserve Accounts the City has, to build up funds for future capital costs like fire engines. Beach renourishment is number one on the priority list, and there have been tax increases to prepare for it – a 2.6% increase in the mill rate for property taxes and a 100% increase in the City’s accommodations tax, from 1% to 2%.

We’ll be on vacation until September as far as meetings go – our next meeting will be Tuesday, September 15th, and our guest speaker will be Laurie Hull, chair of the Folly Beach Parks and Recreation Board, who will tell us about the new projects the Board is undertaking. Meanwhile, our dedicated members will be working hard on the Civic Club’s 2016 calendar. Our ad rates are reasonable, your ad stays up on the wall all year long, and revenue from the calendar pays for the Sandspur, the Halloween party, the Summer Picnic, and the many ways the Civic Club contributes to make Folly Beach a better place.

Home and Garden Club June is the month to honor a local business as Yard of the Month. This year's yard is Beachside Boutique Inn at 107 East Erie. Owners Michael Riffert and Christy Richardson established this secluded inn 10 years ago, rescuing some old beach cottages in the process. They created a garden enclosing the cottages with perennials planted among the existing tall palmettos. There is a definite tropical feel enhanced with secreted yard art.

Purple canna lilies abound in the front left. Cabbage plants, sage and a determined banana tree are contained within border grass under tall palmettos. A frog birdbath brings non-paying guests. Bamboo leads to the bed on the left. A tall palm stands above a sago and thorny yucca plant. Metal sunflowers and a metal pig precede the wooden walkway beside a hidden, flagstone-bordered pond. Lovely pale peach water lilies dot the pond. Orange and pink impatiens, and yellow and white petunias complete this area.

Tall palmettos greet visitors in the right bed with mini elephant ears and a bountiful pittosporum within the border grass. A tub filled with cabbage plants among red and yellow hibiscus is the focal point. A Buddha rests discreetly nearby. A large yucca stands sentry on the right side path. An airplane plant, mini elephant ears and a young banana tree lead to a larger than life rustic rooster. More yard art is secreted nearby.

Exchange Club Any local High School senior or college student is eligible to apply for our 2015 scholarships. Applications are at City Hall, and must be in by June 15th.

The Exchange Club brought MUSC’s free skin cancer screening to Center Street on Saturday, May 19th. Even though it was an

abbreviated session, we were still able to serve 84 people at this now annual event.

We hope everyone enjoyed the flag display on the pier over the Memorial Day weekend. Folly Beach Exchange Club enjoys providing these displays as a colorful reminder of the reason for the Holiday! John Pence 754-8772 [email protected]

Senior Citizens The Folly Beach Seniors will gather at the Grill at 11 am Thursday, June 4th for a short meeting, lunch and fellowship. We will take a vacation from meetings July and August, while still remembering those who are sick and unable to leave home.

Our projects will also continue during vacation. We are sending money to the Folly Anglers’ fishing tournament in June. We sent money to Nepal in May (one of our members worked with the Peace Corps in Nepal and has strong affinity for the Nepalese people).

From the Desk of the Mayor It is hard to believe that we are half way through another year and the summer season has begun!

June brings the tourists, our main industry on Folly. I know it is a stretch sometimes to remember they are a major reason our taxes are so low. Let’s all try to be pleasant to these guests and make their memory of Folly a great one, so they will want to come again. As for the “day-trippers”, these folks don’t really help keep our tax rate low, but their tax dollars do help pay for beach re-nourishment, and because of that we remain a public beach accessible to everyone. This gives them the right to use the beach, but it does not give them the right to trash our beach or community. If you observe any bad behavior, please let Public Safety know immediately so they can try to deal with the situation as it is occurring.

The Army Corps has finished another round of rock picking. While this helps immediately, unfortunately more “rocks” will come with the tides and time. Let’s all try to convince the tourists these are “Folly Fossils,” and have each of them take a few home. Seriously, the Corps and our Staff will be accessing the beach in the future to come up with more ideas on how to help our situation.

I know there has been a lot of talk about the proposed noise ordinance. Some people have even suggested that we adopt the City of Charleston’s ordinance. If you have any questions, please call and get a good answer; but before you panic, read the ordinance as it currently stands and compare it to the proposed ordinance. You will find very few differences, and nothing that bans music. The real question we must all answer is: Where does our right to listen to or play music (or make “noise”) override our neighbor’s right to peace and quiet in their homes? If you have the “magic bullet” answer, I would love to hear it.

So let’s all have a great summer and try to make patience and courtesy be our best attributes. After all, “Slow down, it’s Folly”. The Chief’s Corner

Now that summer is finally here, it’s a good time to remind everyone – locals and visitors alike – how to make your time on Folly Beach enjoyable.

Food and Drink: Remember: no alcohol on the beach. That doesn’t mean you can’t have a great time. Folly has a smorgasbord of options to fill your belly with good food and beverage, everything from wood-smoked steak to fresh fish to delicious sandwiches. And another No: no glass on the beach. If your glass jar breaks, someone might get cut up.

Animals: From May 1st-Oct 30th between 10 am-6 pm, no animals are allowed on the beach. During other times, pets must be on a leash. And remember to pick up after your pet. You can find a baggie at most beach accesses.

Take what you Bring: It’s always a shock to see how much litter is left on the beach. It’s your beach. Take all your belongings with you, including trash, soiled diapers, leftover food, cigarette butts, etc.

Parking: All four tires of your car must be off the pavement. You cannot impede traffic or park within 20 feet of an intersection or a fire hydrant, and you must be parallel parked along the streets. It’s a small island, so if you can’t find a place on Ashley or Arctic, try a back street. You’re still only a few blocks from the beach.

Parking citations vary from $30-$200. Once a ticket is written, only the municipal judge can “undo” it. Traffic Court is held each Friday at 9 a.m. at City Hall.

Traffic: Relax, slow down, take a deep breath. There’s only so much room on Folly Beach. Remember, it’s an island with just one way on and off. You won’t get lost (at least not for long), so don’t be afraid to take a different route.

The wait time from the local Harris Teeter to Folly can be long. Use both lanes up to the merge, and alternate merges to keep traffic flowing.

Activities: You can choose from kayak rentals, marsh and river tours (maybe even see dolphins!), massages, paddle boarding, Jet Ski rentals, and…. Folly also has several public parks, including the City Park, two playgrounds, the Bark Park (for dogs) and the County Park.

The Pier: The Folly Beach Pier is the second longest on the East coast. It has a full-service restaurant, gift shop, snack bar, bait and tackle, and fishing equipment rental. Folly Fun Stuff!

The 7th Annual Kids FREE Fishing Tournament (Jerry Pierce Memorial Tournament) will be held Saturday, June 6th from

9:30 am to 2 pm at the Folly Fishing Pier. Pre-registration is not required. All Kids 16 and under

are welcome. Fishing Rods, reels and bait provided (until they run out!). First come, first served!

Trophies and Prizes for all age groups!!

and express their views.

Folly Churches in Summer

An 11-week Summer Bible Study program for all denominations with Beth Moore at the Folly Beach Baptist Church will kick off at 6:30 pm

June 2nd with food, fellowship and distribution of materials on the Book of Revelations. The regular schedule resumes June 16th with classes at 9:30 am and 6:30 pm. The regular church programs, including Men’s

Bible Study Mondays at 7 pm, and Recovery in Christ Thursdays at 6 pm, will continue throughout the summer.

June 8-10th Folly Beach Baptist Church will offer a Vacation Bible School,

“Outback Rock,” from 6:30-8:45 pm. There will be a pre-registration party on Saturday June 6th at the Church from 10 am-noon. Children

ages nursery to sixth grade are welcome. They can also sign up on line at www.follybeachbaptistchurch.com, by phone (588-9414), or on arrival.

On July 5th at 11 am a combined choir will perform a cantata at the

Baptist Church, “This is My Country.” Mayor Tim Goodwin will narrate.

The Folly Beach United Methodist Church plans vacation bible school on Monday, June 22-Thursday, June 25 from 6-8:30 pm each night. There

will be a light meal each night at 6 pm with sessions starting at 6:30 pm. The theme is "Climbing Everest – Meeting Life's Challenges with the Help

of God's Mighty Power". All are invited. For questions, call 588-9174.

June kicks off our Summer Reading, with lots of great events. Story time and a craft are on Mondays at 10:30 am with Miss Larla. Our special Summer Reading events are on Monday afternoons at 4 pm. On June 8th, Porkchop Productions presents Stone Soup; June 15th is Flow Circus: Every Hero Has a Story; on June 22nd, Hampstead Stage presents Hercules and the Heroes, and June 29th the Folly Beach Turtle Watch Crew will be here. Every Friday at 1 pm we will have a movie for teens. Cool off inside with a film and some snacks! Wednesday, June 3rd at 6 pm is Knit Night. The Folly Beach Book Club will meet June 10th at 2:30 pm, when we will discuss A Tree Grows in Brooklyn by Betty Smith. We will be open Saturday, June 13th from 10 am–2 pm.
