Support Equipment   

The following equipment shall be furnished to support the project implementation and the long term 

maintenance of the ITS WAN. The equipment may be used for immediate replacement of any field 

installed equipment which suffers a failure, so as to maintain continuity of operations.  Failed equipment 

will be returned to the vendor for repair or replacement under warranty until such time that equipment 

is folded into FDOT’s ongoing maintenance contract(s), which will commence on July 1, 2016.

Delivery of Support Equipment 

Following the successful testing and designation of support equipment following testing, as noted 

below, all support equipment will be inventoried and delivered to FDOT’s maintenance contractor’s 

warehouse in Orlando, Florida.  Shipping details will be provided to the awarded vendor. 

Twenty‐Day Burn In Period 

Since the ERS‐8600s are production systems, carrying live traffic, these devices must be upgraded in‐

place, and confirmed 100% fully‐functional ERS‐8800 upgrades, carrying the same traffic.  Likewise, the 

remaining sites must be operational, and integrated system‐wide prior to the burn‐in period. 

Excluding the ERS‐8600s being upgraded to ERS‐8800s, all equipment in this Scope of Services will be 

tested for a minimum of 20 calendar days, based upon requirements set forth in the Avaya “Quick 

Setup” documentation.   

Additional traffic management and other applicable testing will be performed in accordance with the 

COT Configuration, Design and Testing Document developed jointly between the FDOT, its consultants, 

and the awarded vendor. 

TestingofSupportEquipmentSupport equipment will be tested by populating a site or existing equipment following installation, 

configuration and turn‐up by replacing the production equipment with support equipment.  All support 

equipment shall function as designed, and programmed.  Support equipment testing is also subject to a 

20‐day burn‐in period.  Following support equipment testing, the support equipment will become 

production equipment, and the equipment removed for support testing will become support 

equipment.

Questions received from Bidders and FDOT Answers ITB Title: Furnish, Install and Commission Networking Equipment at Locations in Tallahassee ITB Number: ITB-DOT-14/15-9021-JP 1. Is Shortest Path Bridging (SPB) of future interest to DOT? FDOT Response: 1) The current ITB does not make any reference to Shortest Path Bridging. The ITB seeks to upgrade two existing network sites to current code levels and extend the existing FDOT ITS WAN through a ring topology, to three (3) new sites within the City of Tallahassee. FDOT is interested in SPB and other technologies like Carrier Ethernet, and MPLS. These technologies are subsequently being researched through a RFI process. 2. Does FDOT eventually plan to integrate the districts? FDOT Response: 2) No. FDOT Districts are autonomous entities with respect to ITS infrastructure within each District. The subject ITB is for upgrading two, and adding three SITSN sites in Tallahassee, with main objectives being improved network management, and connecting the State Warning Point. The City of Tallahassee Fiber Ring is not a part of the Districts' ITS operations. 3. Is the future plan for FDOT to be an all Ethernet environment? FDOT Response 3) No. There are legacy, non-telephony applications and services which require NxDS0 and NxT1 transport. While there are long-term plans to migrate these applications and services to an IP/Ethernet transport, the FDOT Statewide ITS Network will be a hybrid system for the foreseeable future. 4. If the answer to question 3 is yes, are there any additional media components in the FDOT environment that this upgrade will eventually support? (TDM or microwave aka traffic lights, weigh station sensors)
