Fish Creek Provincial Park Systems Improvement Project – Community Engagement Although there is no regulatory requirement for ATCO Gas to hold information sessions or provide ongoing updates to residents on natural gas distribution service projects, we understand the sensitivity of this Project and have executed a communications plan designed to keep interested parties informed. April, ATCO Gas distributed copies of the Fish Creek Park Project overview to over 5,000 residents in the

Midnapore and Sundance communities (Appendix A3). This included an invitation to an information

session, held at St. Mary’s University on May 7, 2015. (See Appendix A4 for information session

materials.) 104 residents attended the information session, in addition to the MLA for the constituency

and the Ward councillor. Concerns were raised over ATCO Gas’ preferred route (Option A). Feedback

from the information session, coupled with completed soils testing results, were analyzed by ATCO Gas

and resulted in a ‘Adjusted Route A’ as well as ‘Route B’.

In June, The Alberta Utilities Commission (AUC) requested information under Proceeding 20465 related

to a letter they received about the Fish Creek Park Project. ATCO Gas drafted a response to this

proceeding, and a copy of the letter is contained in Appendix A5.

In June, a letter of information was sent out to 9,500 residents in the areas of Midnapore, Sundance,

Parkland, and portions of Lake Bonavista, and Deer Run informing residents of project updates. This

letter delivery resulted in two project-related inquiries. Copies of these letters are included in Appendix

A5 and A6.

On July 17, in advance of the second round of soil testing, a handout was produced and distributed to

the Fish Creek Park officials and Friends of Fish Creek Park, as well as 10 homeowners in closest

proximity to the second round of soils testing. A copy of the letter is included in Appendix A7. No

inquiries resulted from this round of soils testing.

On September 24, notification for a second information session was distributed to 9,200 residences that

neighbored the Park (Midnapore, Sundance, Parkland, Deer Run, Deer Ridge, Lake Bonavista, and

Queensland). A copy of the invite is included in Appendix A8. A brochure detailing highlights of the

information session was also made available on the website and is included in Appendix A9.

ATCO Gas hosted its second information session at the Lake Bonavista Community Association on

October 1, 2015. Approximately 80 people attended. Route B was presented by ATCO Gas as the

preferred option, and this option was met with general support from the attendees. Material from the

second information session is available in Appendix A9.

At the request of MLA, Richard Gotfried, a newsletter article was placed in the December edition of the

Parkland community association newsletter. The article was made available online (http://www.great-

news.ca/Newsletters/Calgary/SE/Parkland/Parkland.pdf) and is also attached as Appendix A10.

Project updates to the community will be available on the ATCO Gas Urban Pipelines Replacement

website; a screen capture of the website is included in Appendix A11, or visit the webpage for live

Project meetings between ATCO Gas and Alberta Parks

Throughout the planning, design, and route selection processes ATCO Gas has been in regular contact

with Alberta Parks as well as the Friends of Fish Creek Park to help define project constraints as well as

identifying project routes that would result in minimized disturbances to the Park and its users. Five

specific meetings have been called spanning from August 2014 through to December 2015 to update

Parks on the status of the project and to further refine route selection and construction execution plans.

Alberta Parks has shown support for this application and will continue to be consulted throughout the

project execution phases.

April 20, 2015 Project Planning in Fish Creek Provincial Park ATCO Gas is reconfiguring its natural gas system for its part in the ATCO Pipelines Urban Pipelines Replacement Program (UPR)*, which is relocating high pressure pipelines from densely populated areas within Calgary further out into the Transportation Utility Corridors. We expect the testing will take approximately two days. Portions of trails may be closed temporarily as a safety precaution during testing. Natural Gas Line Improvements in Fish Creek Provincial Park

ATCO Pipelines is undertaking the Urban Pipelines Replacement (UPR) Program - an extensive program to relocate high pressure transmission natural gas pipelines from densely populated areas within Calgary, further out to Transportation Utility Corridors to improve public safety.

As part of the UPR Program, ATCO Gas will be installing a 20-inch low pressure natural gas line within Fish Creek Provincial Park. Fish Creek Park Project OverviewAs part of UPR, ATCO Gas needs to complete natural gas system and safety improvements in the area of Fish Creek Provincial Park. The project can be broken into three components.

• The high pressure line currently running under the Park and up into the neighbourhoods of Sundance and Lake Bonavista will be transferred to low pressure service helping to improve public safety.

• A new low pressure 508 mm (20”) natural gas line will be constructed to maintain capacity and improve reliability of the natural gas system in the area. This low pressure distribution line will operate at the same pressure as the gas lines that deliver natural gas to your home. The line will run from the new South Calgary gate station located in the Stoney Trail TUC, under Fish Creek Park.

• This work will allow ATCO Gas to remove three existing gate stations from within the communities of Chaparral, Midnapore and South Midnapore and operate other facilities at reduced pressure.

ATCO Gas has been working with Alberta Environment and Sustainable Resource Development (AESRD), the City of Calgary and the Friends of Fish Creek Park to explore possible locations for this work that will minimize the inconvenience and impact to residents, park users and the Park. We are also working with AESRD to plan for any special considerations for this area.

As a result, much of the construction of the new line in Fish Creek Park will use directional drilling methods. This will minimize the impact of construction on the area.

ATCO’s Urban Pipeline Replacement Program On January 17, 2014, ATCO Pipelines received approval from the Alberta Utilities Commission to proceed with the Urban Pipeline Replacement (UPR) Program. The program will see the transmission of natural gas moved from aging high-pressure pipelines located within densely populated Calgary and Edmonton neighbourhoods to new, modern pipelines within the Transportation Utility Corridors (TUC) surrounding the cities. The existing pipelines will then be abandoned or used for natural gas distribution at much lower pressures – allowing it to be delivered to homes and businesses.

By doing this, ATCO will improve public safety, modernize the natural gas network and add the capacity needed to meet the growing demand for natural gas in the two cities.

High Pressure vs. Low Pressure

Typical gate station used to reduce the pressure of natural gas so it can be safely distributed to homes and businesses.

High pressure transmission pipelines are the most cost efficient way to transport large amounts of natural gas. High pressure is generally considered to be between 100 psi and 1200 psi. The transmission pipeline currently in Fish Creek Park operates at 300 psi.

ATCO Gas has more than 40,000 km of distribution pipelines running throughout Alberta, bringing natural gas directly to homes and businesses. The distribution gas lines operate at a much lower pressure, reducing the volumes of gas that are transported and as a result an additional gas line is needed for this project. The distribution pipelines serving Calgary are operated below 60 psi.

Fish Creek Park Project Highlights & Proposed Timelines*While the majority of the project is expected to start in mid-2015 and be completed by mid-2016, construction activity will be limited to distinct sites along the project path, minimizing the disruption to residents and the Park.

New South Calgary Gate Station

In 2015, ATCO Gas will complete the new South Calgary Gate Station currently under construction in the Transportation Utility Corridor (TUC) adjacent to the Lake Chaparral Community.

New Low Pressure Gas Line Installations

ATCO Gas will install new low pressure steel main distribution natural gas lines from the new South Calgary Gate Station:

• In Summer 2015, a 406mm (16 inch) low pressure gas line will be built west within the TUC to connect to an existing high pressure pipeline, the latter to be operated at a lower pressure.

• In Summer 2015, a 508mm (20 inch) low pressure gas line will be built east within the TUC to connect into the Chaparral system, and then beneath Stoney Trail north towards and along Sun Valley Boulevard and Sun Valley Drive SE.

• Starting in Winter 2015, a new low pressure gas line will extend from Sun Valley Drive north under Fish Creek Provincial Park to connect at Canyon Meadows Drive and Acadia Drive SE to a low pressure pipeline.

Pressure Reductions

In 2016, some of the existing high pressure pipelines will be reduced to low pressure similar to the gas lines that deliver natural gas to your home. Some segments of high pressure pipelines will no longer be required and will be removed from service and properly abandoned in place.

Gate Stations to be Removed

ATCO Gas will be removing the existing Chaparral Gate Station from service by the end of 2015. In 2016, the existing Midnapore and Midnapore South Gate Stations will be removed from service, with land reclamation to follow.

The Fish Creek Park Project is an important part of ATCO’s UPR Program that will improve public safety by moving high pressure natural gas pipelines into the TUC and allow ATCO Gas to improve the reliability of the system serving residents and businesses in the area.

SySTem imProvemenTS in FiSh Creek PArk & AreA

ATCO Gas has been working with Alberta Environment and Sustainable Resource Development (AESRD), the City of Calgary and Friends of Fish Creek Park to explore possible locations for this work that will minimize the inconvenience and impact to residents, park users and the Park.

We are also working with AESRD to plan for any special considerations for the area. To minimize impact to the Park, ATCO Gas proposes using directional drilling methods for about 3 km of the construction. Open trenching methods will be used along the west bench, allowing for a quicker, more cost-effective completion time. The trench will be approximately one metre wide within a working space of up to 20 metres wide and about 1.8 km long in the Park. This entire area will be restored.

Soil TestingATCO Gas obtained approval from AESRD to conduct soil testing. The week of April 20, we completed five six-inch soil test holes at various locations in the Park. This work will confirm whether soil conditions will support the use of directional drilling to construct the new line.

ApprovalsIn 2014, the Alberta Utilities Commission (AUC) approved the Urban Pipelines Replacement (UPR) program. ATCO Gas project costs have been approved by the AUC. These improvement costs are shared across ATCO Gas’s more than 1.1 million customers.

As a regulated natural gas utility in Alberta, we operate under the Gas Distribution Act. We also design, construct and operate our gas distribution utilities in accordance to CSA code Z662 (Oil & Gas Pipelines Systems) as adopted through legislation.

This project requires the approval of AESRD to install a natural gas line in Fish Creek Park. Approval from the City of Calgary is required for any installation on city property.

ATCO Gas will be using directional drilling methods in winter months for much of our construction of the new natural gas line in Fish Creek Provincial Park.

Horizontal directional drilling is a steerable and trenchless way of installing underground lines. Ground disturbance is confined to the area where the drill pad is placed. This method is often used for crossing waterways and environmentally sensitive areas. It has a number of benefits, including shorter completion times and reduced environmental impact.

Paved TrailsATCO Gas proposes to upgrade three existing pathways, install a new pathway and pave all four pathways, including the ones that were previously gravel, in Fish Creek Park from the Sikome Lake Entrance to Sun Valley Drive SE.

native GrassesCurrently, a variety of non-native plant species exist in Fish Creek Provincial Park. Restoring our work area to native vegetation representative of the Foothills Fescue Sub Region will significantly enhance the wildlife habitat in the Park. Native grasslands play an important role in climate regulation as they store large amounts of carbon in the soil. Some rangeland ecosystems sequester more carbon per acre than a rainforest.

environmental Protection Plan

ATCO Gas has hired environmental specialists to create an Environmental Protection Plan for Fish Creek Park. This plan will confirm Fish Creek Park’s specific attributes and sensitivities, and outline ways to prevent or mitigate any potential harm. It will also outline best management practices and ensure all construction activities in the Park are conducted in a manner that minimizes impact to the environment.

Gate StationsA gate station is a combined metering and regulating facility that:

• Measures the flow of gas to determine the amount being received by the utility

• Reduces natural gas pressure received from high pressure transmission lines to lower pressure distribution pipelines

On January 17, 2014, ATCO Pipelines received approval from the Alberta Utilities Commission (AUC) to proceed with its Urban Pipeline Replacement (UPR) Project. The Project will see the high-pressure natural gas transmission pipelines in Calgary and Edmonton neighbourhoods recommissioned to lower pressure natural gas distribution service or abandoned and new, modern high-pressure natural gas transmission pipelines installed within the Transportation/Utility Corridors (TUCs) that surround the cities.

By doing this, ATCO Pipelines will improve public safety, modernize the natural gas transmission network and add the capacity needed to meet the growing demand for natural gas in the two cities.

In the 1950s and ‘60s, a network of high-pressure pipelines was built on what was predominantly the outskirts of Edmonton and Calgary. Over the years, urban development has seen the cities overgrow the high-pressure pipelines placing them in close proximity to schools, homes and businesses.

Recent serious incidents in other North American cities have highlighted the public safety risk associated with having vintage high-pressure pipelines operating in densely populated areas.

June 22, 2015 Dear Resident: This letter is to provide you with information regarding ATCO Gas’ Fish Creek Project The Fish Creek Park Project is a component of ATCO’s Urban Pipeline Replacement (UPR) Program. The urban growth that Calgary and Edmonton have experienced over the years has placed homes, businesses and schools in close proximity to the utility infrastructure that was put in place at a time when the cities were much smaller. The UPR Program was created to improve public safety by moving the high pressure transmission of natural gas from aging pipelines located within densely populated Calgary and Edmonton neighbourhoods to new, modern pipelines within the Transportation Utility Corridors surrounding the cities. The Fish Creek Park Project can be broken into three components:

• The high pressure pipeline currently running under the Park and into the Sundance and Lake Bonavista communities will be transferred to low pressure service to improve public safety.

• A new low pressure natural gas line will be installed to maintain capacity and improve reliability of the natural gas system in the area. This low pressure distribution line will operate at the same pressure as the gas lines that deliver natural gas to your home. The new line will run along a route still to be determined.

• This work will allow ATCO Gas to remove three existing gate stations from within the communities of Chaparral, Midnapore and South Midnapore and operate other facilities at reduced pressure.

ATCO Gas is exploring several route options for the installation of a new natural gas main line under Fish Creek Provincial Park. ATCO Gas has been working closely with Alberta Environment and Parks, the City of Calgary and the Friends of Fish Creek Park to choose a route that will minimize the inconvenience and impact to Fish Creek Park, Park users and residents in the area. Testing in Fish Creek Park and Area To best evaluate the feasibility of the different routes, ATCO Gas and its contractor (CCI Inc.) will explore several locations in and around the Park in the near future.    July 17, 2015 Project Planning in Fish Creek Provincial Park ATCO Gas is reconfiguring its natural gas system for its part in the ATCO Pipelines Urban Pipelines Replacement Program (UPR)*, which is relocating high pressure pipelines from densely populated areas within Calgary further out into the Transportation Utility Corridors. As part of UPR, a project is being planned for Fish Creek Provincial Park and area where we must install new lower pressure natural gas lines and alter or remove from service other facilities in our system. The project is in the preliminary planning phase. Over the coming days, ATCO Gas and our contractor, CCI Inc., will perform soil testing in Fish Creek Provincial Park and area. Fish Creek Park Project OverviewAs part of the UPR program, ATCO Gas needs to complete natural gas system and safety improvements in the area of Fish Creek Provincial Park. The project can be broken into three components.

• The high pressure line currently running under ground in the Park and into the neighbourhoods of Sundance and Lake Bonavista will be transferred to low pressure service helping to improve public safety.

• A new low pressure 508 mm (20”) natural gas line will be constructed to maintain capacity and improve reliability of the natural gas system in the area. This low pressure distribution line will operate at the same pressure as the gas lines that deliver natural gas to your home. The line will run from the new South Calgary gate station located in the Stoney Trail TUC, under the east edge of Fish Creek Park.

• This work will allow ATCO Gas to remove existing gate stations from within the communities of Chaparral, Midnapore and South Midnapore, as well as a small gate station within the Park. This will allow other stations to operate at reduced pressure. Approximately 2.5 km of a high pressure natural gas line currently located within Fish Creek Park will be abandoned.

ATCO Gas has been working to explore possible locations for this work that will minimize the inconvenience and impact to residents and park users. We are working closely with Alberta Environment and Sustainable Resource Development (AESRD) to plan for any special considerations for this area.

All disturbed areas will be restored and meet AESRD requirements.

ATCO’s Urban Pipeline Replacement Program In January 2014, ATCO Pipelines received approval from the Alberta Utilities Commission (AUC) to proceed with its Urban Pipeline Replacement (UPR) Program. The Program will see the high-pressure natural gas transmission pipelines in Calgary and Edmonton neighbourhoods recommissioned to lower pressure natural gas distribution service or abandoned and new, modern high-pressure natural gas transmission pipelines installed primarily within the Transportation/Utility Corridors (TUCs) that surround the cities. The existing pipelines will then be abandoned or used for natural gas distribution at much lower pressures - allowing it to be delivered to homes and businesses.

By doing this, ATCO will improve public safety, modernize the natural gas transmission network and add the capacity needed to meet the growing demand for natural gas in the two cities.

High Pressure vs. Low Pressure

Typical gate station used to reduce the pressure of natural gas so it can be safely distributed to homes and businesses.

High pressure transmission pipelines are the most cost efficient way to transport large amounts of natural gas. High pressure is generally considered to be between 100 psi and 1200 psi. The transmission pipeline currently in Fish Creek Park operates at 300 psi.

ATCO Gas has more than 40,000 km of distribution pipelines running throughout Alberta, bringing natural gas directly to homes and businesses. The distribution gas lines operate at a much lower pressure, reducing the volumes of gas that are transported and as a result these gas lines are needed to meet capacity requirements. The distribution pipelines serving Calgary are operated below 60 psi.

Fish Creek Park Project Highlights & Proposed Timelines*ATCO Gas has explored several route options for the installation and upgrade of a natural gas main line within the area around Fish Creek Park. A preferred route has been identified (see map on previous page) that will minimize the inconvenience and impact to residents and park users. The project is expected to commence in late 2015 and be completed by mid-2016.

New South Calgary Gate Station

In 2015, ATCO Gas will complete the new South Calgary Gate Station currently under construction in the Transportation Utility Corridor (TUC) adjacent to the Lake Chaparral Community.

New Low Pressure Gas Line Installations

ATCO Gas will install new low pressure steel main distribution natural gas lines from the new South Calgary Gate Station:

• Currently under construction, a 406mm (16 inch) low pressure gas line is being built west within the TUC to connect to an existing high pressure pipeline, the latter to be operated at a lower pressure in 2016.

• Currently under construction, a 508mm (20 inch) low pressure gas line is being built east within the TUC to connect into the Chaparral system, and then beneath Stoney Trail north and east, ending at the intersection of Stoney Trail and Sun Valley Drive.

• Starting in Winter 2015, a new low pressure gas line will extend from Sun Valley Drive at the Stoney Trail intersection, north under Fish Creek Provincial Park to connect to Bow Bottom Trail.

• Starting in Spring 2016, a low pressure gas line will continue along Bow Bottom Trail and continue west along Parkwood Way towards a connection at Canyon Meadows Drive and Acadia Drive SE.

Pressure Reductions

In 2016, some of the existing high pressure pipelines will be reduced to low pressure similar to the gas lines that deliver natural gas to your home. Some segments of high pressure pipelines will no longer be required and will be removed from service and properly abandoned in place.

Gate Stations to be Removed

ATCO Gas will remove the existing Chaparral Gate Station from service by the end of 2015. In 2016, the existing Midnapore and Midnapore South Gate Stations will be removed from service, along with a third small station from within the Park. Land reclamation will follow.

The Fish Creek Park Project is an important part of ATCO’s UPR Program that will improve public safety, modernize the natural gas transmission network and add the capacity needed to meet the growing demand for natural gas in Calgary, improving the reliability of the system serving residents and businesses in the area.
