Government of West Bengal Co-operation Department

Cooperative movement with its wide network supported by horizontal and vertical connections had started to make its presence felt in the State in the late 19th century and connected various sections of the people with a special emphasis on agriculturists and rural artisans with the purpose to increase the productivity in agriculture and agriculture-allied sector to improve the living standard of the rural people. At the outset, cooperative sector’s growth was fuelled by the rural credit cooperative movement. The movement was further strengthened with the enactment of Cooperative Societies Act in 1904. The absence of banking and credit facilities forced the farmers to go with folded hands to the unscrupulous money-lenders and mortgagers for loan to carry on their agricultural activities right from the purchase of seeds, fertilizers and other inputs required for this purpose at an exorbitant interest on almost non-repayable terms and conditions. Co-operative sector in this country as a whole and in this state in particular has been playing a significant role towards the socio-economic development of the masses. Such effort of the co-operative sector have resulted an impressive progress in a number of economic activities. Thus, co-operatives have come as a boon for the poor especially for the small and marginal farmers, for agricultural credit has remained in focus since initiation of the movement in this country. With a number of activities taken up from time to time by the co-operative sector, the following activities as undertaken by the co-operatives are the most important ones.

Dispensation of short term and long term agricultural credit. Providing banking facility at the rural level thereby ensuring financial inclusion. Supply of agricultural inputs like fertilizer, pesticides etc. Procurement of agricultural produces and arrangement of marketing the same. Establishing cold storages. Ensuring employment for the unorganized labourers. Ensuring employment for the unemployed youth. Organization of Self-Help Groups with specific aim of empowerment of women. Distribution of consumer articles through consumer co-operative societies.

With such important sustainable activities taken up by the co-operative societies, they have a potential to augment resources thus gradually become self-reliant. The Government in its Co-operation Department has been continuously allocating fund especially for creation of infrastructure under a number of schemes like, Rashtriya Krishi Vikash Yojana (RKVY) and Rural Infrastructure Development Fund (RIDF). The cooperative sector flourishes in our state with active participation and cooperation of the State Government.

While the Cooperation Department expounds the policies, the Cooperation Directorate through its Zonal and Range Offices execute those policies in a veritable manner so that all types of registered cooperative societies function for the fulfilment of their objectives with due observance of relevant Act and Rules. The function of the Audit Directorate is to conduct audit of the cooperative societies under the direction and control of the Cooperation Department. Besides these two Directorates, West Bengal Cooperative Service Commission, West Bengal Cooperative Tribunal & West Bengal Cooperative Registration Council have been constituted. The Service Commission conducts the written Examinations & Interviews for the selection of candidates for their recruitment in the respective Apex and Central Cooperative Societies in the State as per West Bengal Co-operative Societies Act & Rules. The West Bengal Cooperative Tribunal acts as Appellate Authority in respect of the disputes arbitrated by the Registrar of Cooperative Societies. The West Bengal Cooperative Registration Council deals with the matter relating to registration of the proposed cooperative Societies and registration of the amendment of Bye Law of the registered Cooperative Societies whenever such matters are referred to them by the registering authorities or the promoters of such societies.

According to the provision of Sec.95 of the West Bengal Co-operative Societies Act, 2006; there is a West Bengal Co-operative Registration Council comprising of three members to dispose the applications for the registration of a new co-operative society and amendment of bye-laws as transferred to them by the Registrar in terms of sec. 16(8) and Sec. 19(4) of the WBCS Act, 2006.

WeST BenGAL cOOPerATive TriBUnAL Constituted for the first time in the year 1974 by the State Government, West Bengal Co-operative Tribunal exercises all the powers conferred upon an Appellate Court by order XLI in the first Schedule of the Code of Civil Procedure, 1908 in respect of the co-operative societies in terms of Sec.146 of the WBCS Act, 2006. This Tribunal consists of 3 members – a Chairman, one Judicial Member and one Administrative Member.

WeST BenGAL cOOPerATive Service cOmmiSSiOn As provided in Sec.95 of the WBCS Act, 2006, the Co-operative Service Commission has been functioning for the purpose of recruitment of staff in various co-operative societies mentioned in the 5th Schedule of the Act. This Service Commission was constituted for the first time by the State Government in the year 1994 under Sec. 38 of the previous WBCS Act (1983).

Co-operation Directorate at a glance

The key role towards development of co-operative societies in this State is being played by the Co-operation Directorate with its Head Office at New Secretariat Building; 1, Kiran Sankar Roy Road, Kolkata-700001. It has 22 offices at the Range level and three Zonal offices at Siliguri, Burdwan and Kolkata. The Co-operation Directorate is headed by the Registrar of Co-operative Societies as per the provision of Sec. 12 (1) of WBCS Act, 2006.

Status of Samabay Bhavan: There is a plan of the State Govt. to bring the wings of the Co-operation Department including offices of some important apex institutions under one roof phase wise at all the Ranges in the State. Funds have been sanctioned for construction of Samabay Bhavan at some of the Ranges viz. for Burdwan-I at Burdwan, for Burdwan-III at Asansol, for Paschim Midnapore at Midnapore and for purchase of land at a cost of Rs. 9,48,182.00 for Bankura at Bankura. Out of these, 99% works of the Samabay Bhavans at Burdwan, Asansol and Midnapore are likely to be completed within 2013-14. In the ensuing years, it is expected that Samabay Bhavans will come up at North 24-Pgs., Malda, Coochbehar, Purulia and Dakshin Dinajpur Ranges.

Implementation of Rashtriya Krishi Vikash Yojana and Projects under

Rural Infrastructure Development Fund Rural Infrastructure Development Fund was introduced in the year 1995-96 by the Government of India. The main objective of this Fund was to extend soft loan to the State Governments and Government undertakings to complete the ongoing infrastructure and also to create new infrastructure relating to irrigation, soil conservation, watershed development, reclamation of waterlogged areas, construction of marketing infrastructure, seed, agriculture and horticulture farms, animal husbandry, fishing harbour/ jetties and development of riverine fisheries, pay and use toilet in rural areas.

Funding to the tune of 95% under this Fund comes from NABARD in the form of a soft loan to the State Government payable on quarterly basis and the rest 5% from the beneficiary society. The Co-operation Department has been identified to participate in the project in 2009-10 (RIDF-XV) for construction of storage godowns, creation of cold storage and processing co-operative societies. 40 number projects for construction of godowns were contemplated at the end of 2009-10 and with completion of other formalities all the projects have been launched in the next year and by the end of 2011-12, 13 projects have been completed and others awaiting completion. The number of beneficiary society along with storage space and expenditure incurred year wise are detailed herein under.

ShOrT Term cO-OPerATive crediT SecTOr Primary agricultural credit cooperative societies (PACS) were formed with a cluster of villages under each block by the village farmers and artisans and gradually a three tier structure with PACS at the grass root level; CCB (Central Cooperative Bank), normally, at the district level and SCB (State Cooperative Bank) at the State level was institutionalised with the patronage of the State Government. In fact, the main objective of the legislation in the Cooperative Sector was to promote cooperative movement and facilitate its benefits to the marginalised sections of the society with an institutional framework.

WEST BENGAL STATE COOPERATIVE BANK LTD. The West Bengal State Co-operative Bank Ltd. being the Apex Institution of a three tier system of the STCCS with the DCCBs at the District level and the PACS at the village level was registered on 19th day of February, 1918 and since then is playing a pivotal role in delivery of Short Term Crop Loan and other Farm and Farm Allied Credit including Non-Farm Credit to the rural people of this State. It is a Scheduled Bank which has obtained license from RBI to carry-out Banking Business as per Section 22 of the Banking Regulation Act, 1949. The Apex Bank with its 3 Regional offices and 17 Central Co-operative Banks with an overall Branch expansion network of 321 Branches across the State have made significant progress in the matter of traditional crop loan lending and other diversified financing.

There are 17 Central Cooperative Banks covering 16 Districts. In three districts viz. North 24-Pgs., South 24-Pgs. and Coochbehar, The west Bengal State Co-operative Bank operates through its regional offices.

Position of formation of Self Help Groups in Short Term Co-operative Credit Sector (STCCS)

Formation and credit linkage with provision of training facilities for the members of the groups is a striking feature of the co-operative sector in this state. These Groups mostly comprise of female members thereby ensuring empowerment of rural womenfolk. The groups formed under the aegis of the Primary co-operative societies has an edge as a number of societies have sufficient surplus funds to provide funding to the groups as and when required. Regular direct relationship of the co-operative societies with the Central Co-operative Banks / West Bengal State Co-operative Bank Ltd. is also a factor to reckon with as far as development of the groups are concerned.

Hooghly DCCB towards its path of growth

The Hooghly District Central Co-operative Bank Ltd. was formed in the year 1966 by amalgamating Hooghly Co-operative Bank Ltd and Arambag Co-operative Bank Ltd. The Hooghly District Central Co-operative Bank Ltd is the first Central Co-operative Bank in India that was permitted under by the Reserve Bank of India to carry on banking business in Hooghly District. The Bank has successfully completed the ICDP-I and ICDP-II with all round infrastructural development of the Co-operative Societies, especially the PACSs of the District. With 19 Branches all over the Hooghly District and two more on anvil, this Bank is the premier Cooperative Institution in Hooghly District to cater agricultural and other sectors. All the Branches are computerized since 2002-03. Later the Bank as a whole with all its branches has CBS running smoothly. The Bank has achieved remarkable progress in the formation and credit linking SHGs. With the humble beginning in January 1996 with only six Groups, there is 25056 SHGs working under the aegis of this Bank. With 346 nos. of working PACS, this Bank has the highest financing in agriculture than other commercial banks in this district. The CD ratio of the bank is 55.54%, greater than average CD ratio of other commercial banks in this district which is 26.97%. Financial performance

1. EHIAPUR SKUS LTD. under Ketugram-I Block Burdwan-II Range

The Ehiapur SKUS Ltd. started the journey of “STRNGTHENING OF PACS SCHEME” in the financial year 2009-2010. In the first year, Ehiapur SKUS Ltd. one of the dormant PACS was selected and assisted under this scheme. The society completed its journey of revival and is now one of the thriving SKUS of the Range.

After observing above performance, we have provided a 50 MT Godown to the said Society in the financial year of 2012-13 under RKVY so that the Society can go ahead with more and more success.

2. Dhalhara Khandagram SKUS at Purba Midnapur –I

The society started its journey in 1977 for extending crop loan to its members. With the passage of time it started acceptance of members’ deposits which strengthened its working capital and membership base. In 1978, the year of devastating flood in South Bengal, the society started retail rice business to save the local poor people from the onslaught of the local unscrupulous traders. The growing demand of the local farmers for fertilisers (both organic and inorganic), seeds the society has decided to construct a godown of 100 MT in the same year for storing of fertilisers and other products with Government assistance. In phases, it has augmented storing capacity from 100 MT to 350 MT under several Government projects. Apart from the traditional business of crop loan, fertilisers, seeds it started distribution of PDS items. In the recent years this society has organised 45 Self Help Groups and for managing these SHGs and for up gradation of their products viz. snacks and other agril. products, a number of training programmes were arranged under the assistance of RKVY.

The society has also arranged production of quality seeds in 11 acres of land by involving 54 numbers of local farmers which in the days to come will ensure accessibility of having quality seeds at the door steps of the locals at reasonable price. The most important achievement of the society in the year 2011-12 under RKVY project was setting up of a Nursery on society’s own land that involved investment of Rs.3.5 lakh including Rs. 1.5lakh from society’s own fund. This would not only facilitate availability of saplings to the locals but would also motivate the people for plantation of different economic plants like fruits, flower, forest plants to augment income besides opening up scope of sending such saplings to different districts across the state as well as other states.

3. DOLGRAM SAMABAY KRISHI UNNAYAN SAMITY LTD. at Paschim Medinipur The Society is situated at Nayagram Block, a tribal populated, remotest, backward and L.W.E affected block of Paschim Midnapore District bordering the State of Orissa. The Society started its journey with only 25 farmer members of the area has now enrolled 4506 rural people as its members, of which 33% and 34% belonged the ST and SC category. 20% woman participation is another strong area of this society. The society started its journey with disbursement of agricultural loan in the month of April, 1962 to the tune of Rs. 12,500/- has registered agricultural investment through K.C.C. to the tune of Rs.38,38,561/- in the last year with recovery of 72.75%. It is successfully running its deposit mobilisation scheme encouraging the rural thrift as well as utilising the fund by extending a potion of the loan to the local enterprenures for their economic activities. The society has undertaken the business of essential commodities ( paddy, fertiliser, grocery, dress materials, household utensils, hardwares and asbestos ) facilitating the members and other pople of the adjacent area to avail those products at reasonable price. The society has formed twenty five numbers of SHGs with exclusive women members. Deposit of such groups is Rs. 3.0 lakh while Rs.5.97 lakh has been disbursed as loan to the members for their economic activities like business of supplying Sal leaves to the local market and making rope of Babui grass. Society has been provided with subsidised projects under the RKVY scheme for construction of rural huts and a roof top rainwater harvesting project under the Project Management Unit of the Co-operative Directorate, HQ. Both the projects have been successfully implemented and the local poor people as well as the small farmers are now reaping the benefits of these two projects. The society also played an important role in the implementation of MGNREGS through PACS in the year 2009-10 by engaging its members to perform several works creating mandays of 6,284. The society in days to come has taken the challenge to 100% financial inclusion.
