Most of the people in the subgroups are ultra‐poor and were never effectively organized before under CFUG framework, rather acting as a major threat to the community forest. Now they are the first to come in CFUG meetings and to participate in the community’s conservation activities."

Similar successes have been realized by 100 subgroups in 47 CFUGs, representing 2,252 households. The project initially provided a seed fund of US $1,649 to 22 subgroups for demonstration purposes and the idea was quickly picked up throughout the area. Most subgroups currently have monthly saving and credit systems, the value of which now reaches US $33,436. Subgroups mobilized the funds to invest in their members’ forest and agriculture based enterprise activities, generating US $67,028 in additional income within the project period.

Major improvements are also seen in the conservation of the patches of forest allocated to them, as they control grazing, ensure regeneration, sustainably harvest firewood and protect from encroachment and improper harvesting of forest products. Subgroups also planted more than 500,000 Argeli (Edgeworthia gardneri) plants, which some have already started harvesting and selling.

The concept of CFUG subgroups is now being replicated throughout the country by other NGOs and the Government of Nepal, which recently issued a policy to promote the allocation of degraded forest area to subgroups.

National marketing enterprises are a key component of value chains to transform rural poor into entrepreneurs earning benefits from sustainable community enterprises: To ensure sustainable income generation at the lowest level (DAG subgroups), the project had to support all the layers of the value chain. It notably worked intensively with national enterprises to plan and organize their supply requirements from the project districts, as well as to design, develop and market the end products in national and international markets. The most important national enterprises developed or strengthened by the project are Himalayan Green Energy Pvt. Ltd. (HGEPL), Himalayan BioTrade Pvt. Ltd. (HBTL) and Discover Nepal (DN).

Many achievements vindicate the emphasis placed on this particular layer of the value chain. HGEPL, a new national company developed from scratch to efficiently market the bio‐briquettes supplied by rural community enterprises, now stands as the main briquette marketing company in Nepal. Managed by a consortium of 5 community enterprises created by the project, it sold 120,000 briquettes through 51 retail outlets and 7 distributers for a total income of US $27,027 in 2009 alone.

Similarly, an existing community‐owned national level marketing company (HBTL) was successfully linked with Aveda Corp. (a subsidiary of the Estee' Lauder Companies Inc.), USA, Johnson Printing Corp., USA, Howard Packaging, USA, S & D Aroma, UK, Maharshi Ayurveda, Netherlands and CTM Altromercato, Italy, for the marketing of handmade paper, essential oils and Yarshagumba.

To foster social justice and inclusive development, efforts must be targeted, well designed and, just as importantly, persistent: Before the beginning of the project, members of the Dalit caste in Bajhang district had never been able to participate in the harvesting of high value products such as Yarshagumba because of local beliefs that if they did, some negative consequences (sickness, death, etc.) would happen. Similarly, Dalits of the Lulang village in Myagdi had never been given the opportunity to participate in the trading of raw herbs. In this context, simply carrying out traditional enterprise development and market linkage activities would likely only have improved the livelihoods of those who were already the most well off in the targeted communities. To overcome existing prejudices, ANSAB had to devote more energy to the inclusion of DAG in enterprises activities than originally planned (see Figure 2).

The challenge was made even more acute by the large geographical coverage of the project relatively to its limited resources, as well as the limited investment capacity of DAG for enterprise development. With perseverance (the project organized a total of 1,377 formal activities involving 78,475 people to ensure the genuine participation of all community members; see Annex 9 for details) the integration objectives were however finally met.

The Ford Foundation grant consolidated ANSAB expertise at the national level: Having acquired a unique and thorough experience in the field, ANSAB is now frequently solicited and consulted by various governments, NGOs and development agencies. Organizations having required our assistance within the project period include: Netherlands Development Organization (SNV Nepal); Nepal Swiss Community Forest Project (NSCFP) and District Road Support Program (DRSP) of Swiss Agency for Development and Cooperation (SDC); Livelihood and Forestry Program (LFP) of DFID; Micro‐enterprise Development Program (MEDEP) of UNDP; and Poverty Alleviation Fund (PAF) of Nepal Government’s Program funded by World Bank. ANSAB has been continuously consulted by the Ministry of Forests and Soil Conservation (MFSC) for strategic inputs in the policy process and programs development, especially on NTFPs and forest enterprises issues. It also provided expertise to the national and district levels of the Federation of Community Forest Users Nepal (FECOFUN), several District Forest Offices and the Cottage and Small Scale Industry Development Board (CSIDB). These later stakeholders are now requesting ANSAB to further extend its services in other districts.

Community‐based development is especially suited for Nepal’s current political situation: Community‐based enterprises developed in this project (and those that preceded it) have proven to be impressively resilient to Nepal’s political instability and often surprising policy changes. Having been built through grassroots mobilization and being tightly integrated into larger national and international value chains, they have been able to thrive despite the pervasive inefficiency, instability and corruption of the different levels of government. The enterprises have also empowered communities with both additional income and increased knowledge of their rights, allowing them to better hold government representatives to account. The new community leaders that have emerged through the project moreover potentially represent a promising new breed of politicians for future village and district level elections.

This is not to say that creating the right policy environment is not important over the mid and long term, especially in light of the recent improvements in the country’s political situation. As such, the project has devoted a significant amount of energy in policy advocacy and networking. When the government issued a policy requiring all CFUGs to carry out Initial Environmental Examination (IEE) and Environmental Impact Assessment (EIA) despite the numerous (and successful) environmental protections mechanisms already in place in Nepal’s community forest framework, for example, the project team rapidly took action. It first gathered the Nepal NTFP Network (NNN) for a special session on the topic, which in turn created a task force to analyze the new policy. The project team then brought the task force recommendations to the Government through its seat on the high level Herbs and NTFP Coordination Committee. It also educated project CFUGs, their national Federation (FECOFUN) and other stakeholders about the policy, allowing them to become active in the debate as well. At the moment of writing the policy had not yet been modified, but all actors remain engaged in a constructive and democratic dialogue.

There is more to community enterprise development than technical trainings and machinery: Although awareness is increasing among development professionals that a comprehensive approach to sustainable forest management is required to address poverty issues, most of programs still only include machinery supply and technical trainings in their plans for the development of community enterprises. These programs lack a complete understanding of the sheer complexity of organizing very poor and remote community into groups, building their capacity and integrating them into remunerative value chains.

During the project wrap‐up meetings, communities and stakeholders heartily thanked the Ford Foundation and ANSAB for generating concrete outcomes that have created hope for the poor and disadvantaged. According to them, many development projects and bilateral programs in Nepal are limited to talks, workshops and trainings that are not followed with genuine work opportunity, wasting a lot of time and money. They maintained that the only examples they have ever seen of development activities that genuinely improve lives and give communities a path to success came from this project.



The enterprise development model developed thanks to grants from the Ford Foundation is now mature and ready for wider replication: All projects funded by the Ford Foundation over the past decade have been very important in advancing ANSAB’s program approach, as they provided a unique opportunity of experiential learning and continuous improvement. The successive grants have helped ANSAB to implement, test and advance several innovative intervention mechanisms that have proven to be highly effective in generating impacts and that stimulated several other organizations to replicate the example.

The maturity of the approach was further validated last year when the Global Development Network (GDN) awarded the second prize of its Most Innovative Development Project (MIDP) competition to ANSAB. Similarly, ANSAB has been recognized by the US‐based blue moon fund (bmf) as an organization having perfected effective methods related to conservation and rural development. The fund has brought all its grantees to a two day workshop given by ANSAB and funded a project called "Nepal Center of Excellence in Rural Development" to compile ANSAB knowledge for dissemination on a wider level. Organizations in other South Asian countries have also demonstrated a keen interest: SNV Bhutan solicited ANSAB services on enterprise development trainings, designing NTFP marketing strategies and setting up market information system, while City Pharmacy Limited (CPL), a private company in Papua New Guinea (PNG), recently invited senior staff to identify opportunities and design interventions for community enterprises development in this country.

More importantly, many communities in Nepal that were not included in previous projects have been soliciting ANSAB for interventions in their own villages and CFUGs after having seen the concrete impact they can have. Local leaders in Bajura, Kalikot, Rolpa, Rukum, Gulmi, Palpa, Arghakhachi, Rupandehi, Nawalparasi, Dhading, Lamjung, Gorkha, Kavre, Taplejung, Ilam, Panchthar, Dhankuta, Ramechhap, Okhaldhunga and Khotang districts have for example asked for the project to be expanded to their areas. With over 15,000 registered CFUGs throughout Nepal and an estimated US $575 million in annual lost opportunities in the country’s forestry sector, there is indeed a lot of room for the deployment of a scaled up version of the Transforming Local Communities into Enterprises over the next few years.

3. ACTIVITIES/ISSUES ADDRESSED In addition to the technical assistance, facilitation, information and research services, a total of 1,377 structured events (such as trainings, workshops, study visits and forest inventories) were organized for 78,475 participants (including 29,078 women and 5,435 DAG) during the project period (see the complete list in Annex 8). Table 1 presents a summary of activities accomplished for each issue included in the initial project proposal. The main outcomes are presented under ‘Indicators of Success’ (also see the Reflections section above).

They: a) raised awareness and oriented communities on enterprise development through sharing and discussions about the best practices and opportunities for local natural resources products during community meetings and household visits; b) sought individual commitments for participation and investment in enterprises and CFUGs, starting with the analysis of business opportunities and helping each community realize their comparative and competitive advantages. Various options of collective action between the targeted clients and the existing entrepreneurs were discussed and the best options identified, which was followed by a series of meetings and discussions to gather financial and human resources; c) identified enterprise leaders according to several assessment criteria and guidelines through



consultations, observations and verifications; d) facilitated communities to prepare and implement a business plan for each enterprise in four stages: (i) Preparatory stage ‐ included awareness raising, forming a task force and defining each participant’s role, orientation training, collection of product‐relevant information, feasibility study, identification of business functions and goal‐setting; (ii) Business planning & analysis ‐ included analysis of production process, marketing, ownership structure, organizational management and finance; (iii) Writing the draft business plan and action points for implementation – included drafting, sharing, cross‐checking and verifying with community members, the formation of an ad‐hoc committee, the identification of key personnel for enterprise operation and management positions and the final endorsement of the board; (iv) Implementation ‐ included securing capital, registration, infrastructure development, procurement, skill training and enterprise operations; and e) provided entrepreneurship training to 1,687 community enterprise leaders and managers focusing practical aspects of enterprise development and management.

2. Enterprise oriented production and management of natural products

184 formal activities involving 12,929 participants took place under this issue. They: a) provided capacity building trainings and technical assistance on enterprise oriented community forest management to 166 CFUGs. As a result, 85 CFUGs are now engaged in value added processing and marketing enterprises; b) supported 34 CFUGs in the revision of their management plans, which included forest resource inventory, boundary survey, training on sustainable harvesting, prescription of harvesting and management system, and the rewriting of actual plan; and c) facilitated the process for the endorsement of the plans by CFUGs’ general assemblies and DFOs.

3. Community resource center and local capacity building

Activities under this issue supported a Community Resource Center (CRC) in Dolakha to develop and deliver services to CFUGs to prepare and revise Forest Management Operation Plans. The CRC was successful in delivering these services to 5 CFUGs within the project period. In addition, the CRC provided financial audit services to 33 CFUGs, which has been found both very cost effective for the clients and a source of income for the CRC.

4. Financing mechanism and services

They: a) provided technical assistance to subgroups and CFUGs’ Enterprise Development Revolving Funds (EDRF) to raise and mobilize fund for enterprise development; b) helped community enterprises secure financial services from subgroups, EDRFs and other sources at the local level as well as from financial institutions; and c) trained CFUGs and subgroups on account and fund mobilization.

5. Value chain promotion and marketing linkages

154 activities involving 19,759 participants took place under this issue. They: a) informed value chain actors (e.g. CFUGs, local value‐added processing and marketing enterprises, and international buyers) about the existing market and supply situation; b) increased communication and fostered market linkage agreements between value chain actors; c) supported the organization of business activities to meet the commitments included in the agreements; d) facilitated trust building and negotiations between private investors and community groups for the development of value‐added processing and marketing enterprises; e) supported national companies in securing and maintaining Forest Stewardship Council, organic and wildlife friendly certifications; and f) developed access and benefit sharing packages between value chain actors.

6. Coordination and linkage

193 activities involving 1,784 participants were organized under this issue. They: a) encouraged district level government offices and NGOs to include the field work initiated by the project in their annual or periodic plans to improve collaboration for the implementation; b) periodically organized district level project planning, coordination and review meetings in each district; c) conducted regular monitoring visits to the field sites with district stakeholders as well as wrap‐up and sharing meetings in each district towards the end of the project; and d) provided price information on a regular basis through ANSAB’s marketing information system.



4. INDICATORS OF SUCCESS Table 2 presents the actual results achieved by the end of the project (July 31, 2010) against the indicators of success included in the initial project proposal.

12,639 economic participants (5,719 female, 2,730 DAG) were organized into various enterprise activities (see Annex 4 for details).

Total annual monetary benefits: Rs. 60,000,000

In year 3, the direct annual economic benefits reached Rs. 63,154,282 (Rs. 4,997 per economic participant). It was distributed as follows: Rs. 34,781,348 from sales of 64 enterprises involved in value added processing and marketing; Rs. 21,865,207 from sales of forest and agriculture based micro‐enterprises products; and Rs. 6,507,727 from organized cultivation, harvesting, primary processing and sale of NTFPs by CFUG subgroups other pro‐poor and women focused groups. In addition, business development services (e.g. MIS, networking) contributed to the improvement of collector’s incomes: the total sales of raw products from the nine project districts increased by 55% from year 0 to reach Rs. 131,187,253 in year 3.

Number of enterprises (group or private): 30

32 new groups or private enterprises (value addition and marketing function) and 1 new national marketing enterprise were developed successfully. Critical support to 29 enterprises and 2 national enterprises developed during the previous project period also continued.

Number of enterprises (micro‐entrepreneurs): 700

753 micro‐entrepreneurs (allo, ritha, nigalo, lokta, bee‐keeping, wintergreen, charcoal making for briquette enterprises, fuel wood, furniture making, paper making, vegetable production and sale) and 2,252 community members were organized into 100 pro‐poor and women focused subgroups to carry out enterprise activities.

Number of CFUGs promoting sustainable harvesting: 135

The project supported 166 CFUGs in improving harvesting practices, of which 85 have developed a complete management plan and are effectively enforcing sustainable harvesting practices.

Forest area or farmland under commercial production of natural products: 10,000 ha

The project strengthened 166 CFUGs managing 48,148 hectares of forest, of which 22,915 hectares of forest and meadow were brought under sustainable commercial production.

• In addition, about 37,585 community members received market price information for 32 natural products on a periodical basis, offering them an opportunity to improve their negotiation power when selling these products (Annex 10 provides a sample price list).

• ANSAB’s partnership with FECOFUN has been strengthened and helped to identify and analyze, improve consultations with local communities and develop new programs. This partnership led to the development of a 3‐year pilot project for Reduced Emission from Deforestation and Forest Degradation (REDD) in Nepal.

5. GOALS ACHIEVED TO DATE Expected Goal: transform natural resources dependent rural communities to commercially viable and sustainable entities to generate employment and economic security for 10,000 rural households by increasing their annual income by 25%, while improving the management and conservation of community forests.



Goal Achieved to Date: The project exceeded its initial goal by helping 12,639 rural poor double their annual income from enterprise activities (Rs. 4,997 in year 3 compared to Rs. 2,089 in the base year). The project also strengthened 166 CFUGs and improved the management of 48,148 hectares of forest, ensuring that increased sales of natural products would benefit the conservation of natural resource stocks and the provision of ecosystem services.

6. ORGANIZATIONAL/ENVIRONMENTAL CHANGES Nepal is in the process of developing a coherent political system and power structure among central, federal and local governments, with an elected Constitutional Assembly (CA) being tasked with the development of a new constitution for the country. The political environment during the project period was significantly better than the conflict situation that prevailed in the past, but remained unstable. Frequent changes of policy without consultation with stakeholders for example made it difficult to organize CFUGs for the management of larger forest areas and to carry out enterprise registration. High staff turnover in District Forest Offices (DFOs) also presented a challenge, which the project team overcame by systematizing its communications efforts and periodically re‐explaining the project concepts, approaches and activities. It was also decided to engage more senior and stable officials from the Ministry of Forest and Soil Conservation (MFSC) in project meetings.

7. ORGANIZATIONAL OR MANAGEMENT CHALLENGES There is a very high demand in the field for ANSAB to expand its programs and help addressing environmental problems and the desperate economic needs of the poor, Dalits and women through the sustainable use of natural products. With its visible livelihood and conservation impacts on the ground, many communities and stakeholders, especially from districts adjoining past projects, are requesting ANSAB to offer its services in their areas. But ANSAB’s capacity to expand its activities is constrained by the limited amount of donor support available for this type of work at present. ANSAB also needs to standardize its various tools to systematically serve a larger number of clients.

A major challenge for the organization is thus to generate sufficient funds to continue the development of innovative and useful service packages, and sustain some crucial services, such as MIS, networking and evidence‐based policy influence. As the nature of ANSAB work is innovative, there is also a need to educate all concerned stakeholders and train project staff and partner NGOs about what we do. Due to insufficient resources in the project, such capability building activities could not be carried out to their full potential.

8. DIVERSITY There was no change in the diversity composition of ANSAB board. There were slight changes in staff composition. At present, ANSAB employs 61 people, of which 34% are women. The proportion women and men from underrepresented groups are of 54% and 46% respectively. At the beginning of the project, the overall proportion of women was 32% and the proportion of women from underrepresented groups was 58%. The proportion of women increased because of priority given to female candidates in new staff hiring, but the proportion of women from underrepresented groups decreased because of the reduced number of the female staff in the field after the completion of one of ANSAB’s biggest project, “Business Development Services‐Marketing, Production and Services”.

Darchula, Bajhang 14,075,710 440 community members organized into 19 groups for collection and marketing of Rittha in Bajhang and Darchula. One community based marketing company ‐ Malikarjun Natural Products Private Limited (MNPPL) has been developed to market the community product. Now marketing linkage has been established and a verbal agreement has been made between MNPPL and Discover Nepal Export Private Limited, Nepal (a major export company of Rittha in Nepal) for selling first grade Rittha.

Organized collection or cultivation, and collective marketing of other NTFPs

23,498,704 176 new micro‐entrepreneurs and their groups were organized for collection, cultivation and marketing of NTFPs. This has had a major impact in Humla in terms of improving the collector's bargaining power.

2,244,885 8 new CFUG timber depots in Dolakha and Sindhupalchok operating successfully.

3,104,004 5 new briquette enterprises were developed in Dolakha and Sindhupalchok. In addition, one national level marketing company, Himalayan Green Energy Private Limited (HGEPL) has been developed, which has been successfully established in Kathmandu.

158,015 38 entrepreneurs in Myagdi and Sindhupalchok were organized and produced Nigalo goods. The project supported the enterprises with financial and business planning and market linkages at local level.

Bee keeping Baitadi 456,405 Collaborating with Micro‐Enterprise Development Program (MEDEP), the project facilitated 30 farmers to adopt improved bee hives and techniques for bee keeping in Baitadi district.

Juice processing enterprise

Darchula 120,000 1 new Seabukthorn juice processing enterprise was developed in Darchula and established market linkage with Nepalgunj market.



General forest and agriculture based micro‐entrepreneurs (Enterprise development revolving fund and subgroups)

4,398,193 In this enterprise type, various micro‐enterprise activities those were feasible to facilitate ultra‐poor for enterprise planning and development. Total 1,958 community members have started micro enterprise activities (goat farming, poultry farming, pig farming, timber sawing, retailing groceries, agricultural and veterinary services and vegetable farming). Lokta bark collection and sale

372,835 83 new micro‐entrepreneurs were organized into 9 groups for collection and marketing of Lokta bark. They collected Lokta from community forest according to the CFUG management plan and sold to community based handmade paper making enterprises.

Vegetable production and marketing cooperatives

Sindhupalchok, Dolakha

926,800 18 individuals were organized into 2 cooperatives in Dolakha and Sindhupalchok for production and marketing of fresh and offseason vegetables. The market of the cooperative is Kathmandu.

Mask production and marketing

Sindhupalchok 1,515,000 19 entrepreneurs were identified and trained on mask production and marketing in Sindhupalchok.

Cardamum cultivation and marketing
