EVOLUTION OF CIVIL SOCIETY IN INDIA

3PAGE

SNAPSHOT OF THE GRANTSCENARIO

The pre-independence period witnessed the flow of funds in form of donations and

charity, from the rich and influential industrialists and landlords. These donations were

primarily philanthropic in nature and were to help people in distress. Provisions were

provided during epidemics, disasters and for establishing religious institutions and

schools.

Birth of India as an independent state, saw the need of funds for curbing varied prevalent

problems. Therefore after independence the Indian Government started investing heavily

to alleviate poverty, improve food productivity, promote educational and health

programs. The Public Sector Unit model was adopted to ensure equitable distribution of

wealth thus ensuring increased access to basic amenities.

With the Foreign Contribution Act 1976, coming into force, there was significant regulated

flow of foreign grant between 1970s to 1990s. The foreign grant, facilitated improvement

in the status of health and education in the country. Introduction of FCRA created

transparency in the usage of funds received from foreign contributors. External and direct

funding from the government, led to the growth of CSOs as agents of change.

01

SNAPSHOT OF THE GRANTSCENARIO CONT...

02

The post liberalization years, transformed the status of CSOs as they expanded to new

intervention areas from development action at grass root level to advocacy at the

national and international levels. However, fiscal deficits and political instability at the

state and central levels reduced investment in development programs. To counter this,

private investments and foreign investments were encouraged, also giving prominence

to the concept of Corporate Social Responsibility (CSR), which encourages holism,

integration and wellbeing of the society. The period saw an influx of several global

conglomerates and rise of section 25 companies into Indian markets.

The latest guidelines laid down by the Ministry of Corporate Affairs suggest that the

CPSEs having Profit After Tax over Rs.500 crore in the previous year, would direct 1% - 2%

of their profits towards CSR and sustainability activities.

Present day CSRs undertake several activities and provide support to a large range of

social programs. Some of the activities that are associated with the CSRs include good

governance, human rights, community engagement, philanthropic activities, staff

volunteering, social benefits, local capacity building, social investment, environmental

footprint, waste & pollution avoidance, eco-efficiency, product recycling, sustainability,

greenhouse gas emissions, and resource reduction. Current funding models of major

CSR programs in India focus on setting up enterprises that not only tackles prevalent

social issues but also provides independent financial stability to the community.

Emergence of Social enterprises, Venture Funds, PPP models, Producer Companies etc.

Civil Society Organizations are a strong pillar of sustainability &

development as they can facilitate in bridging the gap between the policy

makers and the public through policy advocacy, easy access to

information, awareness generation and capacity building. With the

changing status of Civil Society Organization there has also been

significant change in the social development initiatives that they

undertake. The focus of the projects have changed as per the needs of the

society.

THE PROJECTROAD TRIP

04

Inadequacies and the flaws in the existing social projects, gave way to new and innovative models that can replace them.

Over the years, new problems and challenges have led to the creation and adoption of better project concepts. The

conventional project concepts that facilitated improvement in the social standards earlier, cannot be put to use today and

therefore there is a need to revamp the social concepts and projects in India. Demand from bottom of the pyramid,

external market forces and macroeconomic challenges have given birth to new and innovative concepts. The advent of

venture funds, PPP models, producer companies and social enterprise are examples of such changes, which have

transformed the social development space.

THE SOCIAL PROJECTS HAVE

UNDERTAKEN A LONG JOURNEY

AND HAVE UNDERGONE

SIGNIFICANT CHANGES,

Adoption of innovative strategies for community based interventions.

Development of projects that are replicable, scalable and sustainable.

Comprehensive, integrated, beneficiary-oriented implementation programmes.

Engagement in evidence based programming.

Integration of policy advocacy component.

Participatory and rights based approaches to programme development.

Strengthening local institutions.

Conversion of social models to socio-economic models.

Involvement of women as agents of change.

IN THE FOLLOWING AREAS

WITH THE CHANGES IN THE SOCIAL SECTORSCENARIO, THERE ALSO IS A NEED TO ACCORDINGLYDESIGN NEW INITIATIVES AND SOCIAL MODELS.

05

A SNEAK PEEK INTO THE HEALTH SECTOR

Improving efficiency, effectiveness and accountability within health delivery system.

Strengthening the local governing bodies and increasing user participation along with community based monitoring.

Strengthening the health infrastructure for enhancing quality of health services both in terms of equipment and staffing.

Suggest management strategies for improvement in quality of service through application of total quality management

concept for health care delivery.

Strategies to improve coverage of services at affordable cost; to cope with existing, reemerging and new challenges in

communicable and non-communicable diseases.

Strategies to deal with the nutritional problems faced by 0-3 years children, pregnant, lactating mothers and geriatric age

group people.

According to the official statistics of the World Bank, the number of poor

people has increased by 10.4 per cent between 1987 and 2001 to 2735 million-

almost half of the world's population. Poverty is considered to be one of the

biggest epidemic that the global public health community faces, resulting in

poor health indicators. Different study evidences reiterate and reemphasize an

urgent need of working on reproductive health issues in the country, not only

for benefitting the particular target groups but for achieving the MDG as well.

The epidemiological trends has also shifted with an increase in life expectancy

with the major causes of deaths and disability shifting from generic, maternal

and perinatal causes to chronic diseases. To address the issues mentioned

there is a need to promote rights based approaches towards health rather than

developing a generic health based programme. This should encompass a

comprehensive health strategy with preventive, promotive, curative and

rehabilitative services.

OUR TAKE ON HEALTH INITIATIVES

06

Focusing on the quality aspect of education which will mean strong partnership between key stakeholders like

government, civil society organizations and private institutions.

Vocational education, improving generic courses for pre-vocational education to be implemented through out the

country.

System-wide focus on holistic development of children by improving learning outcomes and other non-scholastic areas.

Redefining literacy and a paradigm shift from basic literacy to lifelong learning, with a focus on both non-formal

education and establishing strong linkages with the formal system with mechanism for recognizing prior learning and

accreditation.

Combining access with affordability and ensuring high-quality undergraduate and post graduate education and increase

in overall employability.

Despite significant gains during Eleventh plan, education in India faces several

challenges. The country's mean years of schooling at 5.12 years is

significantly lower than the other emerging market economies. The biggest

concern in elementary education is the poor level of student learning. Evidence

suggests that learning outcomes for children in Indian schools are far below

corresponding class levels in other countries. Annual Status of Education

Report (2011) illustrate that over half the children in class V are unable to read

even at class II level. The Twelfth plan needs to address these challenges in an

integrated and holistic manner. A step in the right direction is the Right to

Education Act wherein, the fundamental right of every child between the ages

of 6 to 14 years to free and compulsory education is ensured.

A SNEAK PEEK INTO THE EDUCATION SECTOR

OUR TAKE ON EDUCATION INITIATIVES

A SNEAK PEEK INTO THE LIVELIHOOD SECTOR

07

Vocational training in sustainable alternate livelihood opportunities.

Implementing proper value chain management for agricultural produce.

Contract farming, producer companies, multi stake holder cooperatives, group farming.

Infrastructure development and improving irrigation facilities.

Integrated programs of livelihood with health and environment programs.

Increased participation of women workforce and enhancing their entrepreneurial skills.

Promotion of livelihood for informal sector, that accounts for an overwhelming

proportion of the country's workforce has been a daunting task. The inability to

provide suitable livelihood options for the vulnerable and underprivileged

sections has led to widespread poverty resulting in illiteracy, malnourishment,

high mortality rates, and low standard of living. 32.7% of the total Indian people

fall below the international poverty line of US$ 1.25 per day (PPP) while 68.7%

live on less than US$ 2 per day. Lack of skills, absence of proper marketing

strategies and linkages, low crop productivity, lack of physical, social and

financial base etc. are some of the major problems that the sector faces.

OUR TAKE ON LIVELIHOOD INITIATIVES

The present scenario can't be changed overnight, but requires adoption of

innovative strategies to create honourable livelihood for these vulnerable

people.

A SNEAK PEEK INTO THE ENVIRONMENT SECTOR

08

Development of community based climate change adaptation and mitigation plans.

Implementation of effective Water Resource Management Installation of rain water harvesting structures to enhance

water availability.

Adoption of alternate energy to reduce dependence on the conventional sources. Innovative solid waste management

strategies for converting waste to wealth.

Sustainable development.

Developing strategies for carbon trade.

According to a World Bank report, between 1995 and 2010, India made one of

the fastest progresses in addressing its environmental issues and improving

its environmental quality. This however came after India saw its worse period

in terms of environmental degradation from 1947 through 1995.

Mismanagement and overuse of India's once abundant forests has resulted in

desertification, contamination, and soil depletion throughout the sub-

continent. Loss of biodiversity and loss of resilience in eco-systems are one of

the effects of environmental pollution. With climate change looming large over

the Indian ecosphere, there is a need to chart out sustainable development

strategies. As climate change is one of the gravest threats that the Earth faces

today, major funding agencies have diverted funds towards tackling climate

change and reducing carbon emissions. Environmental grants are being

routed through multilateral and bilateral agencies for enhancing climate

proofing.

What if the donor visits my project area?

What is confidentiality or Non Disclosure Agreement?

How do we incorporate the service fee paid to Fiinovation?

What is Fiinovation Mobile site?

How can I get to the Mobile version of the website?

What Operating systems can I access the Mobile site from?

What advantages does accessing the mobile version of a website give me over the full site?

We consider donor visit as a positive sign. After the project is designed, a copy is uploaded on the CSM web-page so that you can review it. A CSO should know what the project intricacies are and should be clear regarding the purpose of the project. A donor visit increases the chances of fund disbursal to happen quickly.
