Statement of Project Scope
The FDNY EMS #4 station is located on Pier 36 between the East River waterfront and the
elevated FDR Drive. Per proximity to the River, EMS #4 was severely flooded in 2012 during
Superstorm Sandy, which resulted in the failure of critical mechanical and electrical systems that
compromised the emergency response capability of the station, notably at a time of urgency.
The first floor elevation is +7.54’ (NAVD88); flood levels were reported up to 5-feet above this
elevation, which roughly coincides with the ‘base flood elevation’ (BFE) of +12’ (NAVD88) as
taken from the FEMA Preliminary Flood Rate Insurance Map (PFIRM) dated December 5, 2013.
Building protection and maintaining operation of critical systems requires that all offices,
communal areas, mechanical equipment, electrical systems and emergency power generation be
elevated above the ‘design flood elevation’ (DFE), which is calculated as 2’ + BFE = +14’
(NAVD88). The majority of the facility critical systems are currently located in the first floor
mechanical & electrical rooms, which were completely underwater during the storm and aftermath.
Additionally, the station was left completely without power when both the utility electrical
distribution system and emergency power generator failed, the latter of which is presently located
at-grade along the western building exterior.
Exterior Platform
To ensure that the station continues to provide emergency response services during periods of
severe weather or other emergencies, the critical systems will be elevated above the DFE with an
additional 2-feet of freeboard provided to account for wave action, thus setting the minimum
elevation of mechanical spaces and equipment platforms at +16’ (NAVD88). A new steel
platform, mechanical enclosure, elevated generator and associated foundation system will replace
the existing generator at the west exposure of the building. Upgraded mechanical and electrical
systems will replace those currently below the flood elevation, and will be set on the platform
above elevation +16’, protected from the elements by a six-sided pre-fabricated enclosure. A new
emergency generator will be relocated to the structure on a higher level directly above the
mechanical enclosure. A steel staircase will provide access from grade to both platform levels and
bollards installed around the structure will protect it from vehicle impact.
See sheet A-204.00 for platform renderings, also visible on SK-3.00 of the main building. The
generator and mechanical equipment cannot be placed on the roof of the existing building as
integrity of the structure is not expected to be sufficient for the dead and live loads, thus the exterior
platform was deemed an appropriate solution as acknowledged by Public Design Commission
approval of the conceptual design per email dated May 4, 2018.
Building Reprogramming, Including Flood Mitigation
In addition to the exterior platform, the existing mezzanine within the building between first and
second floors will be expanded to elevate the existing first floor offices and kitchen above the flood
and wave-action elevations (mezzanine elevation is +17.96’ NAVD88). The enlarged mezzanine
will in itself have no impact on the outside appearance of the existing facility, but some associated
work will require rooftop mechanical installations and other exterior revisions, including repairs
to façade cracking, replacement of damaged windows, new parapet to replace the deteriorating
wall, exterior lighting, upgraded signage, door painting and exterior staircase enclosure.
Mechanical rooftop equipment will also be added as part of the facility upgrades, but will be
scarcely visible above the parapet wall when viewed from grade and will be colored to match the
building color scheme.

Community and Neighborhood Context
EMS4 is one of four buildings erected on Pier 36, which located along the East River waterfront,
roughly where Clinton Street intersects with South Street, above which spans FDR Drive. The
other structures on the Pier include a NYPD station, Dept. of Sanitation depot and an
athletic/event space known as ‘Basketball City’.
Per the elevated highway, the pier and all buildings therein are physically separated from the
adjacent neighborhood, which consists mostly of mid-rise apartment buildings and residential
developments operated by the New York City Housing Authority. With the exception of views
from upper-floor apartments in buildings fronting the East River, vehicles on the FDR, and
street-level walking/biking trails, the building is mostly out-of-sight. It is set back 87-feet from
the right-of-way, and is obscured from street-level by permanent fencing and emergency vehicles
parked along the property line. Lastly, the nearest adjacent structure on Pier 36 to which the
public has access is the aforementioned ‘Basketball City’ and is not connected to EMS #4 by any
pedestrian or vehicular routes.
Funding Sources & Scheduling Restraints
The new platform and relocation of electrical/mechanical utilities that service EMS #4 will be
funded by FEMA as part of a Federal program to rebuild areas hit by Superstorm Sandy. Though
the façade, windows and parapet walls were also damaged by Sandy, repairs to these elements will
be funded by the FDNY Capital Budget.
An official construction schedule is under development and shall meanwhile be defined as
‘accelerated’ since all upgrades must be completed in advance of any storm comparable to Sandy.
Given the unpredictability of the meteorological timetable, the Commission is urged to consider
the ramifications of losing emergency medical services to the area should such an event occur
before building and platform improvements can be made. We look forward to the Commission’s
review and comment of the proposed design to maintain full-time operation of the station and
expect that the project will be found to be not only functionally necessary but a benefit to the
neighborhood and City at large.
