This year 48,237 different people visitedTSSAA.org and viewed pages 800,000times. These numbers represent a 5% and10% increase respectively over the 2010BlueCross Spring Fling.

Mobile Computing

Biggest change related to Internet accessof TSSAA.org is from mobile devices. Lastyear access came from 9,668 mobiledevices, this year 23,451 - an increase of143%. 20% of all accesses to TSSAA.orgcame from mobile devices.• iPhone went from 4,876 to 9,086 -

Hall of Fame Nomination Deadline

The deadline for Hall of Famenominations is Wednesday, November 30.Anyone interested in obtaining a Hall ofFame nomination form should contactHeather Carter at the TSSAA or by visitingthe Forms section of the TSSAA website.

All nominees should meet at least one ofthe following criteria: (1) be at least 50 yearsold, (2) have been retired at least three years,or (3) have been out of the particular fieldor category for which he/she is beingnominated at least three years. The threenomination categories are Administrator,Coach, and Official.

Hall of Fame Luncheon

The TSSAA Hall of Fame luncheon willagain be held at the Embassy Suites Hotelin Murfreesboro, located on MedicalCenter Parkway. It is set for Saturday,April 21, 2012. We hope you will makeplans to join us as we induct a new Hall ofFame class. The 2012 selections will beannounced in March.

Basketball Benefit Games

Schools may choose any two dates toplay Hall of Champions basketballgames between Tuesday, November 15and Saturday, November 19, with anunlimited number of games on those twodays. These games will not count againstthe 24 games a school is allowed toschedule during the regular season.

In order to host a Hall of Championsbasketball game(s), please fill out therequest form found on our website(www.tssaa.org). You may fax (615-889-0544) or mail (P. O. Box 319, Hermitage,TN 37076) this information to our officeto the attention of Heather Carter.

The host school is responsible forsending in the financial form found onour website (www.tssaa.org) under‘forms’, along with receipts to TSSAA.Each host school should send 75% of thegross gate AFTER PAYING GAMEOFFICIALS (referees only) to the Hallof Champions fund.

C H A N G E S I N B Y L A W S

The following is a summary of the Constitution andBylaw changes and where they can be found in theTSSAA handbook. An updated version of the TSSAAhandbook will be available on our website prior tomember schools receiving the 2011-12 printed handbook.When it becomes available, the updated copy of thehandbook should be used to conduct coaches meetings.The changes are as follows:

1. TSSAA Constitution (Article V, Section 4 (#6) –This rule states that no awards shall be given to a memberschool recognizing their finish in the regular season in anyTSSAA sponsored sport if that school has been placed onrestrictive probation for that sport.

2. TSSAA Bylaws (Article I, Section 9) – This rulegives a more specific definition of a classified employeeunder the coaching provisions. It states that a classifiedemployee is any individual employed by a member schoolor school system in a position that does not require ateacher’s license or the equivalent. The use of a classifiedemployee as a coach are subject to the followingrestrictions:

(a) The classified employee must be employed full-time (30 hours or more per week) in a non-coachingposition and may not be an independent contractor or anemployee of an independent contractor;

(b) Although not counted as a non-faculty coach,he/she must be submitted to the state office annually andmeet the same requirements as a non-faculty coach.

Use of a classified employee coach who has not metall of his/her requirements or was not submitted to thestate office shall result in a fine of $500.00

3. TSSAA Bylaws (Article II, Section 25) – This rulesets forth very specific criteria home schooled studentsdesiring to try out for a school team must meet. A copy ofthe rule is enclosed. Every guideline listed must be metprior to a home schooled student trying out for a memberschool team. There are no exceptions.

We encourage every administrator to study theenclosed guidelines and discuss each one step-by-stepwith your coaching staff to ensure they understand thesespecific requirements.

An eligibility form is being developed that must besubmitted to the state office prior to a home schoolstudent, who has met the guidelines, trying out for amember school team. The form will be placed on ourwebsite at www.tssaa.org for you to access as soon as it iscompleted. These students will not be submittedelectronically on the school’s regular eligibility report.

4. TSSAA Bylaws (Article IV, Section 8) – Thischange reduces all sports’ dead periods from eight weeksto five weeks keeping the two-week summer dead periodintact. The three weeks changed for all sports will allowstudent-athletes to continue weightlifting and conditioningonly. No open facilities or practice will be allowed duringthat time. A copy of the dead period revisions by sport isenclosed. Please make sure every coach has a copy.

D I S T I N G U I S H E D S E R V I C E R E C O G N I T I O N

TSSAA is proud to recognize Billy Belew as its distinguished service award honoree in the officials’ category. Dr. Billy (Pete) Belew has worked as an official and supervisor of the Southwest Officials Association for the Tennessee Secondary Schools Athletic Association (TSSAA) for

over 57 years and is still active in that capacity today. During his tenure as an official, Billy worked numerous TSSAA football playoffs, bowl games & four state championships.He also has officiated basketball and baseball games over his career. He was selected to the TSSAA Sports Hall of Fame as an official in 2003.

Dr. Belew was born Oct. 1, 1931. He attended Lexington High School (LHS) graduating in 1949, Union University (UU) graduating in 1953 and UT Medical Univ. inMemphis graduating in 1960 with a dentistry degree. Dr. Belew has had a very busy professional career. Billy worked as a teacher, coach and administrator for 19 years atLexington High School and Paul G. Caywood School. He also served as the Lexington City School System Superintendent for 12 years. During his career in education, he wasan assistant football coach at Lexington High School. He later became the head football coach and the head boys’ and girls’ basketball coach at Carver Elementary. His boys’basketball team went 199-31 over his career at Carver, came in 2nd place once and 3rd place once in Tennessee State Tournaments. In his “spare” time Dr. Belew managed tocontinue practicing dentistry.

Dr. Belew is a life-long member of the Lexington First Baptist Church where he currently serves as a deacon. He is married to Carolyn Shepard Belew.TSSAA proudly salutes Billy Belew for his dedication and contributions to high school athletics in Tennessee.

Coach – Walt HolmesTSSAA is proud to recognize Walt Holmes as its distinguished service honoree as a coach. Walt Holmes has been at Houston High School in Germantown since the 1997-98 school year. Previously, he was the head coach at Kirby High School. At Kirby, he coached

four state champions, five state runners-up and one multiple All-American. One of Walt’s former wrestlers has gone on to win the Armed Forces National Championship. In1993, his team finished 3rd in the dual meet state tournament. Since Walt Holmes has been at Houston High School, the Mustangs have grown into a respected program.Houston has won the 1998, 2000, and 2001 region tournaments and in 1998, 1999, 2000 and 2001 won the dual meet region. In 2001, Houston placed 4th in the dual state meetand 10th in the individual state tournament. Houston placed 10th in the individual state tournament and had its first state champion. While at Houston High School, Walt hascoached 13 state placers with three state champions and four state finalists. He has also coached two All-Americans at Houston. Coach Holmes reached his 200th dual meetvictory on November 30, 2004.

TSSAA proudly salutes Walt Holmes for his contributions, dedication and leadership to student-athletes in Tennessee.

TSSAA is proud to recognize Fred Snow as its distinguished service honoree as an administrator.Fred was Valedictorian of the Class of 1968 at Oakdale School. He then went on to serve with the 7th Calvary 1st Calvary Division - Fort Hood, Texas and then overseas at Camp

Casey, Korea from 1972-1974. He earned his B.S. in Business Administration (Accounting) from Tennessee Tech University in 1974, and then received his M.S. from TennesseeTech University in Secondary Education in 1978.

He began his career in education by teaching grades 5-8, and then he taught Physical Education, Social Studies, and Computer Skills at the high school level. Fred’s coachingcareer has spanned 33 years. He has served as an assistant football coach for several years, middle school girls’ basketball coach for over 20 years, and high school girls’ basketballcoach for 33 years, accumulating 451 wins. He took the high school team to the Girls’ State Basketball Tournament in 1990 where they went to the final four. Fred was chosen asDistrict Coach of the Year in 1985-86, 1986-87, 1989-90, 1996-97, and 2008-09, as well as TACA Coach of the Year in 1985, 1986, 1989, 1990, 1995, 1996, 1997, and 1999. He alsohelped coach the 2000 Tennessee Girls’ All-Star Team that won the championship in Lakeland, Florida.

Fred has served as an assistant principal for 23 years. He has been a TSSAA District Coordinator for 10 years and was chosen TSSAA Athletic Director of the Year (District 2) inthe 2002-2003 school year.

He is very active in his community, serving on the County Commission for Morgan County since 1990 and on the Budget Committee for 17 years. Senate Joint Resolution No. 832, which was adopted on April3, 2008, commended Fred for his “meritorious service to the people of Tennessee as a teacher, coach, administrator, and Morgan County Commissioner…that we hereby commend Fred Snow for his honorable andastute service to the good people of Tennessee as a devoted teacher, coach, administrator and Morgan County commissioner, and salute his unswerving commitment to living the examined life with courage andconviction.”

Fred and his wife, Donna, have been married 38 years. Donna has taught elementary school for 12 years at Oakdale School. His son, Heath, is in his 9th year teaching middle school at Oakdale. Fred and hiswife also have a daughter, Alison.

TSSAA is proud to recognize Howard and Pat Cockrell as its distinguished service award honoree in the contributor category. Since 1987, Pat and Howard Cockrell have been instrumental and vital to the success of many TSSAA Championships, including: basketball, football, Spring Fling/Track &

Field, Volleyball, Cheer/Dance Competition, Golf, and Wrestling. They have performed any and all duties necessary for the smooth operation of the events from scoring,admissions, and parking, to building layout director, event staff coordination and supervision, and playing area security. If you have been lucky enough to make it to thechampionships, you were probably welcomed by the Cockrells at the team check-in table.

When the wrestling championships made the move to the arena in Williamson County, the Cockrells were a key component in making for a seamless transition to the new site.The experience and vision Howard and Pat Cockrell have for event coordination, enable the championships to operate in a manner that places the focus on the competition – whereit always should be.

Hall of Fame Nomination Deadline

The deadline for Hall of Fame nominations is Wednesday, November 30. Anyone interested inobtaining a Hall of Fame nomination form should contact Heather Carter at the TSSAA or by visitingthe Forms section of the TSSAA website.All nominees should meet at least one of the following criteria: (1) be at least 50 years old, (2) havebeen retired at least three years, or (3) have been out of the particular field or category for whichhe/she is being nominated at least three years. The three nomination categories are Administrator,Coach, and Official.

Hall of Fame Luncheon Set for 2012

The TSSAA Hall of Fame luncheon will again be held at the Embassy Suites Hotel in Murfreesboro,located on Medical Center Parkway. It is set for Saturday, April 21, 2012. We hope you will make plansto join us as we induct a new Hall of Fame class. The 2012 selections will be announced in March.

Often near the first day of school I like to give good hardquestions for you to give to the students just to find out who youare working with.

• Why do people pay to go up in tall buildings and then put moneyinto binoculars to look at things on the ground?

• If Wyle E. Coyote had enough money to buy all that ACMEstuff, why didn’t he just buy dinner?

• Why do dogs get mad at you if you blow in their face but if youtake them for a car ride: he sticks his head out the window?

Now the best joke of the summer for me...

There was this redneck (we’ll just call him Tommy) that wasinvited by a friend to a rich man’s party. Tommy looked forwardto meeting the rich man so he could possibly get some businessfrom him, since Tommy was such a great fisherman and huntingguide. All Tommy had to do was dress up nice and sho up at thisrich guy’s house. When Tommy gets there, he is amazed at all thefree alcohol drinks and beautiful women. After a while, Tommyhears commotion near the pool, so he goes over to see what isgoing on. It turns out that a ten foot gator had somehow crawledup and gotten into this man’s pool. The rich man was offering$10,000 to the person that would kill this gator. Next thing youknow, there is a big splash and the redneck is in the pool and thegator is all over him. They fight, and fight, and fight, and Tommyis putting his thumbs into the gator’s eyes and doing whatever hecan to stay alive and try to kill this gator. Finally, Tommy getson the gator’s back and takes him down to the bottom of the pool.Surely only one of them is going to make it out alive. After ashort while, the gator floats to the surface, feet first. Tommy getsout of the pool and is sitting on the edge trying to catch his breathwhen the owner of the home comes over and says, “that was thebravest thing I have ever witnessed and I will write you the checkfor $10,000 now.” Tommy refuses the check. The man says,“Well, how about my Rolex watch? It is worth a fortune.” Again,Tommy refuses the watch as well. The man asks Tommy,“Please, tell me what I do to show my gratitude for all that youhave done.” Tommy turns to the rich man and says, “All I wantis the name of the guy who pushed me into the pool.”

BlueCross BlueShield of Tennessee, TSSAA Partner to BringChampionship Series to State High Schools

BlueCross BlueShield of Tennessee and the TSSAA recently announced

the formation of the BlueCross Championship Series, designed to recognize

athletic excellence and sportsmanship in high schools across the state.

The BlueCross Championship Series recognizes those Tennessee high

schools with the highest performing athletic programs each school year.

Schools are awarded points based on quarterfinal, semifinal, final round

and championship appearances, with the potential points earned increasing

at each level of competition. The total points earned will be divided by the

number of sports offered at that school to create an average point total.

At the end of the school year, those schools with the top average point

totals in their competitive division and class will be named the BlueCross

Champions and each receive a $2,500 cash donation from BlueCross.

The BlueCross Championship Series groups schools according to their

competitive division and class as assigned by the TSSAA, with a total of

two Division II and three Division I classes.

Sports with individual and team competitions will earn points based on

team composite scores, not individual performances. Sports without a tiered

quarterfinal, semifinal, final and championship round system will be

awarded points based on final standings at championship events.

As a way of recognizing sportsmanship among Tennessee high schools,

only schools that have no reported incidents of unsportsmanlike behavior

during the school year will be eligible to win the BlueCross Championship

Series in its competitive class.
