People who’ve delayed gettingvaccinated for flu may want toproceed now that flu virus activ-ity is widespread in SouthDakota, says a state health offi-cial.

Obituary

The Funeral Service for Ber-nice J. Lee, age 93 of Mobridge,formerly of Faith, was held Fri-day, January 11, 2013 at BethelLutheran Church in Faith withPastor Wayne Olson officiat-ing.  Burial followed Friday after-noon at Black Hills NationalCemetery near Sturgis.

Serving as casketbearers wereKlevre Lee, Brett Landwehr, Troyand Jessica Wanless, Heatherand Chad Collins.  Her greatgrandchildren, Hadley, Jack, andLeah Collins, Elliana, Scarlettand Juliette Wanless, and all ofBernice’s friends and relativesare considered Honorary Bearers.

Special music was provided byJayne Jordan, Joni Hunt, TroyWanless, and Pastor WayneOlson.

A Memorial has been estab-lished.

Bernice Hamlin was born andraised on a farm one and a halfmiles west and a half-mile southof Holabird, South Dakota, inHyde County, on April 12, 1919.Her parents were William B. andAnnie Jane (Gadd) Hamlin. Ber-nice attended grade school andtwo years of high school in Ho-labird and two years of highschool in Highmore, SD whereshe graduated in 1937. Followingher high school graduation Ber-nice attended Northern Normal

and Industrial School in Ab-erdeen, SD for one year to earnher certificate to teach in ruralschools. She taught the next threeyears at the North Illinois coun-try school in northern HydeCounty. The children and theirfamilies were very nice and theytreated Bernice like a familymember. Planning and havingprograms, especially the Christ-mas program, was a very specialtime for everyone.

In 1941, Bernice decided to goback to Northern State TeachersCollege to earn an ElementarySchool Certificate (completing atwo year course) so that she couldteach in city schools.  In 1942,when Bernice received her certifi-cate, there was a job opening fora first and second grade teacherin a town called Faith in westernSouth Dakota. She applied andwas hired to teach for the Inde-pendent District of the City ofFaith. Bernice’s brother, Wallace,took her to Faith. She once saidthat when she arrived she wasnot sure she wanted her brotherto leave, as there were rough,tough cowboys everywhere whowere very intimidating to an EastRiver farm girl. None of theteachers had a car so they allwalked everywhere.

During the 1942-43 and 1943-44 school years Bernice taughtschool in Faith. It was during thistime that she met Hall Lee, ayoung man who worked at theFarmer’s Store. In 1940 Hall hadbeen drafted and served in theCavalry until 1941 when he re-ceived an honorable medical dis-charge and returned to Faith.Hall soon became a friend to all ofthe young female teachers and hehad a car! At the end of the 1944school year, Bernice took a jobteaching first grade at LincolnCity School in Aberdeen, SouthDakota where she taught in the

1944-45 school year. During theirtime apart Bernice and Hall con-tinued their courtship and onSeptember 21, 1945 they weremarried at Bernice’s home in Ho-labird, SD. Following a short hon-eymoon trip to Huron, Berniceand Hall returned to Faith.    

Bernice and Hall’s first child,Jerome Alan, was born in RapidCity on November 4, 1947. Theirdaughter, Joanne Marie, wasborn in Rapid City on January 15,1950.

In January of 1959 Bernice re-turned to the classroom after shewas asked by the Maurine SchoolBoard to finish out the schoolyear since their teacher had leftat Christmas time. Bernice ac-cepted a job teaching third gradein the fall of 1959 in the FaithCity School. She continued takingcollege courses by extension andsummer school from Black HillsState College whenever she could.Eventually in 1970, she earnedher B.A. degree in Education.Bernice taught school for a totalof twenty-nine and a half yearsbefore retiring in 1981. After re-tirement she continued her teach-ing career by substituting forseveral years.

Bernice was active in the Faithcommunity and was a chartermember of the “Mother’s Club”and the American Legion Auxil-iary, Bethel Lutheran Churchand Women’s Missionary Fellow-ship. Bernice and Hall continuedto support the youth of Faith dur-ing their retirement years. Theyrarely missed a school athleticevent or a program. Her husbandHall passed away on June 1, 1993of pancreatic cancer.  

Bernice lived in Faith in thehome that she and Hall rented in1945 and later purchased in 1947.She kept busy tending her flowersin the summer months and con-tinued to support the children ofFaith, as she did for the past 64years, with her attendance atschool activities.

In June of 2010, Bernicemoved to Mobridge, SD where sheresided at the Prairie Sunset Vil-lage. She passed away on Sunday,January 6, 2013 at the Mobridge

Surviving family members in-clude her daughter and son-in-law, Joanne and Terry Wanless,Sacramento, CA; son and daugh-ter-in-law, Jerome and LannikoLee, Java, SD; 3 grandchildren,Heather (Chad) Collins, Lexing-ton, KY; Troy (Jessica) Wanless,Plymouth, MN; Klevre Lee, Java,SD; 6 great grandchildren,Hadley, Jack, and Leah Collins,Elliana, Scarlett, and JulietteWanless; 2 sisters, Annie Tresca,

Palmetto, FL; Jean Rork (DickBell) Desert Palm Springs, CA; 2sisters-in-law, Elzora Hamlin,Sioux Falls, SD; Gladys Hamlin,Gettysburg, SD; and specialfriends, Dave and Sonja Geb-hardt, Faith, SD; and numerousnieces and nephews.

She was preceded in death byher parents, her husband, broth-ers, Wallace, Gordon, Howard,and Floyd, and 3 in infancy.

September 2012Faith hit a high of 101º on

Monday, Sept. 10th.Becky Engel, a FHS senior, is

undergoing treatment forleukemia at Fargo, ND. She isthe daughter or Leon and Sandy(Veit) Engel. Becky and her momwill be in Fargo for at least twomonths while she is taking treat-ments. Cayci Spencer, 3 year olddaughter of Joe Spencer (a FHSgraduate), of Hayes, was diag-nosed with acute leukemia. She isundergoing treatment in SiouxFalls. Cayci is the granddaughterof Jerry and Kristy Spencer.

The Faith City Council heardfrom Justin Inghram at theirSept. 6th meeting. Justin camebefore the members to explain theplans for his new building that heis putting up on the formerFeesable Shop lot. Reid Henschelalso approached Council about re-pair work on the ice house.

Longhorns wins football sea-son opener over Dupree on Sep-tember 2 with a score of 44-20.

The varsity volleyball teamwon an exciting match in 5 closesets in their season opener withLemmon on September 6th. Thegirls traveled to Mobridge for theMobridge-Pollock Tournamentover the weekend. The girls losttwo of three matches. MarissaCollins was chosen for the All-Tournament Team.

Mrs. Baye reported at theSept. 14th school board meetingthat work is a little behind on the

new school building but as theproject progresses that willchange. Mrs. Baye and Mr.Daughters presented informationon offering high school algebra to8th graders to give them a higherlevel of math in preparation forcollege. Tyrell Bachman won theSaddle Bronc, Bull Riding and AllAround Sr. Boy saddles at theState 4-H Rodeo Finals.

We had some furocious windthe third Tuesday of the month. Itwas around 40 mph but felt muchstronger than that! It hit Mondaynight and stayed with us all dayTuesday. The rest of the weekwas beautiful.

Caden Smiley and AshleyDrum were crowned King andQueen at Homecoming Corona-tion on Sept. 11th.

The Faith Booster Club pre-sented the school with a check for$1,000 for uniforms for track andcross country.

Mayor Haines commented atSept. 20th city council meetingthat several improvements havebeen happening around town thathaven’t been approved by the city.Anyone making improvements toproperty, etc. must apply for abuilding permit from the city.This is for tax purposes for thecounty. These taxes benefit ourschool.

Among the 160 members of theNational Guard 842nd Engineer-ing Co. from our area or with localfamily ties who returned from ayear tour of duty in AfghanistanContnued on Page 3

The Funeral Service for PattiStorm, age 62 of Meadow, wereheld Saturday, January 12, 2013at St. Luke’s EvangelicalLutheran Church in Lemmon.Pastor Frank Gantt officiatedwith burial in Gallaway Ceme-tery at Meadow.

Special music was provided byRhonda Tomac, organist.

Serving as casketbearers wereMilton, Daryl, and Allen Storm,Fred Gebhart, Fred Reede, JackGabbert, Don Borowski, and JessCarmichael. All of Patti’s grand-children, her co-workers, and for-mer and current students of FaithHigh School are considered Hon-orary Bearers.

PATRICIA J. ODER “Patti”was born on September 2, 1950 inHugoton, Kansas to Peggy Jean(Mills) Oder. She attended schoolin Kansas and Colorado and grad-uated from Lemmon High Schoolin 1968. She attended SDSU inBrookings where she graduatedin 1972 with a Bachelor’s Degreein Home Economics.

On June 1, 1972, Patti wasunited in marriage to David E.Storm at St. Luke’s EvangelicalLutheran Church in Lemmon.They began their life together inLemmon where she began substi-tute teaching and she was theJournalism Advisor. In May of

1973, they purchased a ranchnear Meadow where she andDavid ranched and raised theirsons, Scott and Steve.

Patti substitute taught at theProgress and Bison schools. Sheworked for the U.S. Postal Serviceas a rural route mail carrier for 8½ years driving the Meadow andBison routes. She then worked inLemmon for Wolff’s Wheel Align-ment for 3 years. In the summerof 1995, she returned to college atBrookings to renew her teachingcertificate. Patti then taught highschool English and Journalism atLemmon High School for 3 years.In the fall of 1998 she beganteaching at Faith High Schoolwhere she was currently teach-ing.

In 2008, Patti was diagnosedwith a lung disease and has beenbattling it since. She passed fromthis life early Wednesday morn-ing, January 9, 2013 at her homenear Meadow at the age of 62years, 4 months, 7 days.

Patti had a passion for teachingand inspired many students.Teaching English to her studentswas one of her favorite things todo, but the most memorable arethe times spent with her familyand grandchildren. She loved at-tending their school and rodeo ac-tivities. Patti was a Leader formany years of the Rough andReady 4-H Club.

Surviving family members in-clude her husband, David; 2 sonsand daughters-in-law, Scott andChandra Storm, Meadow, SD;Steve and Tara Storm, Spearfish,SD; 4 grandchildren, Bailee,Travis, Riley, and Colton Storm;1 brother, Jim Swartz, in Min-nesota; sisters-in-law, Donna andJaneane; 2 cousins, Jack(Heather) Wilson, and Cris Wil-son; and numerous nieces andnephews.

Patti was preceded in death byher grandparents, Ivan andHelen Mills, mother, Peggy Mc-Clung, father, Walter Ray Oder,brother, Randy Swartz, cousin,Danny Ivan Wilson, and aunt,Betty (Mills) Johnson.

The Faith City Council startedthe first meeting of the year onJanuary 8th with two executivesessions to discuss personnel.

After approving minutes andclaims, the first item on theagenda was to decide whether topurchase new mats for the gymand the other City buildings.They have been leasing mats andcould purchase them fromHilliard, the company who serv-ices the floor, and save money.They have had some near acci-dents with people tripping on themats they have now and thesewould be a better solution. Coun-cil approved the purchase of 36’x100’ mats, a rack/roller, andclips and straps for the gym areaat an approximate cost of $1800,and additional mats for the re-mainder of the buildings per rec-ommendation by Hilliards, up to$1600.

Dave Lutz brought in the an-nual smoked turkey and cheesetray for the Council from BroszEngineering, and they thanked

him.Wanda Ruth, on behalf of the

FHS Senior Class, asked for useof the gym for baccalaureate andgraduation on May 19th, with thefee waived. They would also liketo use the stage if they wouldwaive the fee. As the City crewhas to put up the stage theywouldn’t waive that fee but ap-proved the use of the gym withthe stipulation that all denomina-tions be invited to participate inbaccalaureate. Wanda then saidthat they do have someone whowould be willing to pay for the useof the stage, beings the Citywouldn’t waive the fee. Theywant to set it up on the south sideof th gym rather than the north togive them more seating. It didn’tmatter to Council what side it isset up on.

Council retired into executivesession at 6:00-6:30 to discusspersonnel.

Council approved holding ajoint election with the school on

April 9th.Mayor Haines asked if anyone

had any suggestions/changes tothe snow removal ordinance.Riley expressed her concern aboutbeing able to collect the fine.Mayor Haines said it is a littleharder since we don’t have ajudge here. He said they need tostate a snow amount listed toissue a snow alert. He also won-dered about the school parkinglots. They haven’t had to do themfor the past 8 years, so is it up tothe City to clear them? Inghramsaid in the past the City justshoved the snow to the back andeventually rolled it out to melt.They will have further discussionat their next meeting.

Salary increases were the nexttopic on the agenda. It was a cold weekend in Cen-tral Meade County. The blizzardthat was supposed to hit on Fri-day turned out to be a very coldwindy day with flurries off andon. But because of the nasty fore-cast, Meade 46-1 and otherschools and functions were calledoff for the day.

The Faith Longhorns boys wonthe West River Basketball Tour-nament on Saturday after playingat Newell on Thursday for thefirst round. They finished the sec-ond round and the championshipgame at the Civic Center in RapidCity on Saturday. Caden Smiley,Cody Trainor, and JJ Halliganwere named to the All TourneyTeam and Cody Trainor was cho-sen MVP. Families of Reg Rho-den, Caden Smiley, and ChaneyKeffeler and others spent the dayin Rapid City on Saturday for the

12:30 and 9:00 pm games. Theboys continue to be undefeatedand were scheduled to play Lem-mon in Faith on Tuesday.

Though several families foundthemselves in Rapid City fromnoon until 11:00 pm, many ofthem found a place to watch theDenver Broncos play, followed bythe Green Bay Packers. Needlessto say, there were many Broncosand Packers fans who were disap-pointed that evening throughoutMeade County and beyond.

The rural junior high boyshave started their basketball sea-son with Jimmy Shaw and MeganLong coaching. They will have ahome game on Tuesday, January29. At this time, the TumblingTornados are planning a half timeperformance. They held a Tum-blathon on Monday to raise fundsfor some equipment and otheritems.

A fundraiser in the form of a'phone-a-thon' for a fire hall atUnion Center took place on Sat-urday morning at CammackRanch Supply. They were able toreach $76,000.00 in pledges thatwill go toward their goal of$80,000.00.

Dana Keffeler, Jone Enright,and Claudine Afdahl headed toDenver Satuday night after thebasketball tournament in RapidCity. They were meeting with dif-ferent folks to check out the newlines of various items for KeffelerKreations in Faith. Dana willthen make purchases for thestore, but not before getting toshop for the latest items.

The Faith community, as wellas present and former students,were saddened by the death ofFaith High School Englishteacher, Patti Storm. Mrs. Storm,as known by her students, was 62and died Jan.9 at her home nearMeadow. Her funeral service washeld in Lemmon on Saturday at11:00 am. She was a compassion-ate lady who very much wantedto see her students achieve in herclass, as well as other endeavors.She also coached the oral interpstudents. Some have referred toher as their 'best' teacher. Shewill be dearly missed by manyand there will be an emptiness inthe school. Our sincere condo-lences to her family at this time.

Faith High School was left inshock this past week when thehigh school English teacher ofmany years, Patti Storm, passedaway. Patti had suffered with alung disease for several years butdid not let it be known. I visitedwith Dennis Fernau who thoughtthat he hired Patti in 1999. Thatmeans she influenced a lot of ourkids in a very positive way. Face-book was filled with positive com-ments from former students. Youcan’t ask for more than that! Hershoes will be hard to fill! Oursympathy goes out to her hus-band, Dave, their children andgrandchildren. 

The annual Pioneer CowboyAwards Breakfast (Old TimersBreakfast) is being held duringthe Black Hills Winter StockShow Saturday, February 2 in theFine Arts Bldg of the CentralStates Fair Grounds in RapidCity. The Marcus Church is gettinggeared up for their annual fundraiser next Saturday, January 18at the Community Center inUnion Center. Tuesday, Jim and Vonnie wentto Spearfish to watch grandsonMichael Deichert play in theSpearfish-Belle basketball game,with Spearfish winning. Michaelmade a 3 point basket, andgrandma thought it was fromnearly the middle of the court.What a smile on Michael's face!He turned 18 Saturday.

Bub Thompson had supperwith Harold and I Wednesdaynight.

Saturday, Harold talked meinto braving the cold and attend-ing the West River Classic bas-ketball games at the Rapid CityCivic Center. Due to the expectedbad weather on Friday, the gamesscheduled for that night weremoved to early Saturday. Faithand New Underwood played at

12:30 Saturday with Faith win-ning. Wall lost to Hot Springs inthe next game. The championshipgame at 9:00 that night was be-tween Faith and Hot Springs. Iwish now I had written the scoresdown but I did not. I think wewon by 17 points but don’t bet onit, “I been wrong before.” As al-ways it is thrilling to watch ourboys play a clean game, showsportsmanship and most impor-tantly, be team players. It is a joyto watch them set up and run aplay where you think Cody T isgoing to the basket and at the lastminute he drops it off to Cody Bor Caden who then makes thebasket. Over the years Faith hashad some darn good basketballplayers but the “team” spirit hasset Doug Schauer’s boys apartand ahead. Reggie Rhoden tooksome pretty hard hits onto thefloor but kept on playing. By theend of the night all the teamslooked tired, it was a tough daythat really took the sap out ofthem. They’re a good bunch ofguys so get out and support themat the next game.

The basketball games in RapidCity seem to bring the former“Faithites” out of the house tobrave the cold and visit. Some ofthose were Karen Sletten, JesseHuschle and family, Bob, Edie,and Cathy Nesland, Dennis andJanet Fernau, Marilyn Ginter,Lisa Wattenhofer, Teri ReddenHill, Kim Langendorfer and hus-band, George, Kristen Kilmer andfamily, Don Trainor, and Bernieand Karen Beer. There wereprobably more that I’m forgettingor did not see. I apologize to someof these gals for using maidennames as I’m not sure of your lastnames. I think I can speak forFaith and say, “We appreciate allof you coming out to visit and sup-port the Longhorns.” That is alsotrue for the parents, grandpar-ents and fans from Faith, they areappreciated.

Harold asked if I rememberedwhen they used to lower themedia cube at the Civic Center sothey could change the names ofthe teams that were playing. Isure did. I also remember beingthere with my cheerleaders andsomeone washing Teri Bern-stein’s muddy, white cheerleadingskirt in the bathroom sink. Thegirls tried to dry it with the handdryer on the wall. No luck, so DocSarlo, Faith’s dentist and dad ofone of the cheerleaders, made arush trip to the laundromat. Blesshis heart, the skirt was back anddry in time for the team introduc-tions!

We also lost Bernice Lee thispast week. She taught Faith’sthird grade for many, manyyears. She and husband, Hallwere avid Faith Longhorn fanswho took their children, Jeromeand Joanne to many games allover the state.

When my family moved back toFaith in the late 60s Bernice wasa charter member of “TheMother’s Club.” Those ladies hadstarted saving money to build aswimming pool and in true Faithfashion “they got’er done.” Kids,when you go to the pool remem-ber to say a little thanks to the olegals like Bernice who worked soyou could swim. Our sympathy tothe family of Bernice. As I writethis I am trying to rememberother Mother’s Club members.Could anyone help me out? I’mthinking Mrs. Verdette Thomas,and Minna? Kelly(the ones whoowned the grocery store), BlancheThompson and ??? My momjoined but I don’t remember whothe others were.

Did you know that one intwelve South Dakotans has a per-mit to carry a concealed weaponand that South Dakota has thelowest violent crime rate per100,00 people! Interestinglyenough, the states among the top4 for violent crime also have someof the most stringent gun laws.Hm!

John and Carmen Heidlerwere in Faith on Monday. Johntook some stock into the auctionand Carmen spent the day visit-ing Dorothy Heidler. Mindy Hei-dler and girls were there as welland friend John O'Grady joinedthe group for dinner at Dorothy's.

I visited at the CJ Petersonhome on Monday afternoon thenwent on up the creek and visitedwith Margaret Fogelman for a lit-tle while.

Spud and Bernice Lemmelwent to Sturgis on Monday. Ber-nice had a 4-H Leaders meetingthat evening.

Jesse Lesmeister has spent theweek at his grandparents, Marlinand Ethel Ingalls, working on ahome remodeling project that wasstarted winter of 2012. Thursday,Marlin and Ethel went to RapidCity for project supplies and keptan appointment.

Dave and Judy Gano came tothe John Heidler home on Tues-day for a good old fashioned visit.Carmen said it was a good timeand neighbors don't get that doneanymore, it seems. Gotta have areason to come anymore seemslike.

Dale Young was a coffee visitorat his neighbors, Spud and Ber-nice Lemmel on Tuesday. Thurs-day, Rorey Lemmel came to hisfolks and had dinner with them.

Fogelmans were in Faith onThursday for repairs and shop-ping.  Howard, Kay, Rod andJustin Ingalls also went to Faiththat day for dinner and to donateblood. Rod and Justin stayed for

the ball game and came homewith Tracy.

Bernice Lemmel made a tripinto Sturgis on Wednesday tokeep a therapy appointment.

Merle Vig is doing a good re-covery job after his surgery andkept appointments  Monday,Tuesday and Thursday in Faithfor check-up and therapy ses-sions.

John and Carmen Heidlerwent to Rapid City on Friday tokeep an appointment. Weather-wise it was a pretty blustery day,but out this way we may have got-ten a half inch of snow but had agood blow.

Nathan Ingalls and ClintWeiss spent the weekend inRapid City. They left Friday nightand said travel on I-90 from NewUnderwood to Rapid City wasn'tthe best.

Rod, Tracy and Justin Ingallsattended the funeral service heldin Lemmon on Saturday for PattiStorm. She was the Englishteacher at the Faith High School.She will be greatly missed by agood many families that her lifetouched. Our sympathy to DaveStorm and his entire family.

Sunday, John and CarmenHeidler went to Spearfish to at-tend the 90th birthday party forLois Schuelke Haines McInerneyheld at the Senior Citizen Cen-ter.  Lois is Carmen's aunt. Car-men said a good crowd and a goodtime was had there.  John andCarmen visited her folks, Nor-man and McGee Vansickel for awhile before coming on home.

We had nice weather most oflast week until Friday. Tempera-tures were in the 30s and 40s,then Friday they only made it toaround 20º but with strong windsit felt much colder. Snow startedhere about mid-morning and con-tinued throughout the day andnight, dropping a couple inches orso. Saturday and Sunday were re-ally cold.

Faith High School teachersand staff are mourning the loss ofone of their teachers. Patti Stormpassed away last Wednesday. Shehad been suffering with a lungcondition for the past severalyears. Patti taught high schoolEnglish and Oral Interp, takingseveral students to the Statelevel. She was a special lady andwill be missed by family andfriends. She influenced manykids’ lives in her years of teach-ing. Her services were held Satur-day in Lemmon. Condolences to

her family.Cindy Escott recently heard

from Ellen Simon that  she andtwo of her grandchildren have puttogether a book of Ellen's poems.You can buy one fromEllen.  She'll mail it to you. The Catholic Daughters spon-sored a blood drive last Thursday.They had a good day and appreci-ate everyone who came to donate.Their next blood drive will be inabout two months, so watch for it.

I, for one, was not disappointedthat the Packers lost their gameto the SF 49ers on Saturday. Ihave never been a Packers fanand never will be! Son Nick has

always been a 49ers fan and Ipicked it up there. Way to go Nin-ers!

The first round of the WestRiver Basketball Tournamentwas held last Thursday night atNewell. Faith defeated Upton,Wyo. in their first game, 54-44.The nasty weather that moved inFriday morning postponed thetournament to Saturday at the

RC Civic Center. Games ran allday long. The Faith Longhornsbrought home the championshiptitle again. They defeated HotSprings 55-38. This was the 8thor 9th time for the boys. CodyTrainor was named MVP, and he,Caden Smiley and JJ Halliganwere named to the All-Tourna-ment Team. Congratulations,Longhorns!!

The jr. high boys will be host-ing Eagle Butte this Thursdaynight at 5:00.

fundraiser for Brett Price to helpwith medical expenses. In May2012, Brett Price was involved inan automobile accident in which hesustained severe nerve and tendondamage to his arm and hand. Forthe nerve and tendons to be re-paired the surgery needs to be doneas soon as possible to have full useof his arm and hand.

March 15, 2013 is the applica-tion closing date to sign up for theNoninsured Assistance Program(NAP) coverage on most springseeded crops and perennial for-ages.

Producers interested in obtain-ing NAP on their 2013 springseeded or perennial forage non-in-surable acreage should visit theirlocal USDA Service Centers on or

before March 15, 2013 to com-plete a CCC-471, NAP Applica-tion for Coverage in regard to the2012 crop year.

NAP coverage is available forcrops where insurance coverage isnot available through FederalCrop Insurance. NAP is designedto cover losses due to eligiblecauses of loss including damagingweather, adverse natural occur-rences, or a condition related todamaging weather or adversenatural occurrences. NAP is de-signed to cover any loss of produc-tion that exceeds 50 percent of aproducer’s expected production.Payments for production loss inexcess of the 50 percent thresholdare calculated at 55 percent of thevalues established for the crop.

The NAP administrative fee is$250 per crop that is limited to$750 per county per participantwith a $1,875 cap per participantfor all counties. NAP coverage be-gins 30 days after the NAP Appli-cation for Coverage is filed andthe applicable administrative feehas been paid. The administra-tive fee is nonrefundable. A lim-ited resource producer is notrequired to pay the administra-tive fee, but is required to certifyto this eligibility and must sign anew application each year.

A Farm Bill ExtensionOn January 1st, 2013, Con-

gress passed the American Tax-payer Relief Act (H.R. 8) in orderto avoid the so called “fiscal cliff”.Included in the language of thebill was the extension of the 2008Farm Bill until September 30th,2013. Specific information on howthe extension of the 2008 FarmBill will impact farm programs iscurrently being evaluated by theUSDA. As soon as the informa-tion becomes available, the FarmService Agency will be publishinginformation to our producers.

The Farm Service Agency iscurrently accepting applicationsfor coverage for the NoninsuredCrop Disaster Assistance Pro-gram (NAP) with a sales closingdate of March 15th, 2013. NAPprovides a catastrophic level of in-surance coverage for crops thatare not insurable through privateinsurance or if private insurancedoes not offer catastrophic cover-age. Applications for coveragethrough NAP were not affected bythe expiration and extension ofthe 2008 Farm Bill and the FarmService Agency has been continu-ing to accept applications.

Vice Chairman Linda Rausch statedfor the record “I believe that benefits rep-resent a large portion of the compensa-tion that is received by CountyEmployees including elected officials, fulland part time. Commissioners are bud-geted to receive $16,691.00 per year insalary and technology allowance. This isan increase of 6% over last year. Theyalso receive $10,715.00 in healthcare,dental and life insurance coverage, as-suming family coverage. Social security,Medicare and workers compensationtotal another $1,225.00 per year. Thatbrings total compensation to $28,631.00per year. Not bad for a part time em-ployee! The salary only represents 58%of the total compensation.

In a 2010 Survey, it was found that33% of County Commissioners through-out the State do not receive healthcareand dental benefits. Of the 56% (12%didn’t report) who do receive healthcarebenefits, frequently pay a much largerportion of the cost than is paid in MeadeCounty. The trend has been for moreCounties to not pay benefits to CountyCommissioners. In fact, some Countieshave been required by the insurancecompany to drop Commissioners be-cause of their part-time status. In MeadeCounty, part time employees and tempo-rary employees do not receive health-care and dental benefits, unless they areelected.

Meade County has budgeted$59,101.00 for healthcare, dental and lifeinsurance benefits for part time electedofficials for 2013.

“I do not believe that County Com-missioners are paid too much. However,I have never voted for a pay increase,because I believe the total compensationwith benefits is more than adequate. Iwould vote for a pay increase up to$5,000 per year for commissioners to aidthem in obtaining alternate healthcarecoverage, just as they did before theywere elected.

If Meade County is ever in the posi-tion of not being able to afford the excel-

lent benefits for the full time employees,I would cut the benefits for part timeelected officials before I would cut anybenefits for full time employees. With theincreasing costs of Healthcare, I suggestwe cut them now and start saving themoney for the inevitable increase.”

Commissioner Rausch offered a sub-stitute motion to eliminate healthcareand dental coverage for all part timeelected officials for 2013. Motion died forlack of a second.

Planning Bill Rich and Meade CountyHighway Superintendent Ken McGirrcame to update the Board on the nui-sance complaint of Mountain West Prod-ucts. McGirr presented a slide show tothe Board showing the bark that has ac-cumulated on the County owned shopand surrounding ditches. Rich informedthe Board that he had met with the own-ers and they are considering trying tobuild a sixteen foot (16’) berm all the wayaround the property and seed the sameso the bark will not being blowing over.Completion should be sometime thissummer.

Discussion took place regarding thepossibility of naming Pioneer Bank asthe primary depository. Fees, deposits,ACH, credit cards and other items werediscussed regarding a change over if thesame occurred.

The Board advised Boadwine totry one (1) more year for a distress war-rant on the same.

ent Ken McGirr, along with Todd Seamanand Tom Horan from the SD Departmentof Transportation came before the Boardto discuss the County considering takingover the I-90 westbound service road,between Deer View Road and Elk CreekRoad, which is currently scheduled forconstruction in FY2014.

The plan for construction would beDeer View Road and Spring Valley Roadwill be widened to approximately 36’

wide, including 12’ lanes and 6’ shoul-ders (if gravel) and 4’ shoulders (if as-phalt paved). Vertical curves will beimproved to meet design standards for35 mph. This will involve raising the in-tersection of Deer View Road and SpringValley Road by 8’.

Discussion was had regarding theCity of Piedmont having jurisdiction onsome roads because they are in the Citylimits. Seaman explained that the DOT’sagreement would be with the County. Ifthe County wanted to have an agree-ment with the City, that would be be-tween those two jurisdictions.

The SDDOT would offer a financialincentive to Meade County to take overthe jurisdiction of the “to be constructed”I-90 west bound service road betweenexits 44 and 46. Said offers for financialincentives will be based on options re-garding construction costs and futuremaintenance costs.

The Boardalso informed Seaman that a gravel op-tion would be better for the County thanthe asphalt road. The SDDOT will takeback the feedback and draft a newagreement for the County.

Action, Discussion: D. Approve Fund-ing for Piedmont Street Project

Meade County Highway Superintend-ent Ken McGirr, along with Talbot Wiec-zorek, City of Piedmont Attorney,Chairman Phil Anderson, and Jim Run-yan Councilmen came before the Boardto ask for the approval of funding for thePiedmont street project. The Board hadbudgeted $250,000.00 for the same inFY2013 There has been no bid esti-mates only rough engineer options re-garding the same. The Board authorizedMcGirr to move forward by hiring BroszEngineering to get bid estimates by theFebruary 2013 meeting.

Discussion was then had that therewould be a “one-time only” option ifchanges were to be discussed. Other-wise the bids/plans by Brosz Engineer-ing would be used in their entirety. TheBoard will then ask that a written agree-ment be presented by the February 2013meeting.

Discussion was had on possiblemonies coming out the Governor’sbudget from a bill being introduced. TheCounty at this time does not have thesame budgeted. Money could be takenout of contingency and if the State doesrelease money for the fight of the same,then the County could possibly be reim-bursed. Aker would like to have$50,000.00 additional funds to keepfighting the Mountain Pine Beetle.

Greetings from Pierre. We justfinished our first week of the 88thLegislative Session, whichstarted on January 8th. I amproud of the fact that we serve ascitizen lawmakers and take greatpride in our accessibility to all ofyou as constituents in our district.Our regular jobs and involvementin local community activities al-lows us to stay grounded and heldaccountable.  This is my seventhsession and the start of my fourthand final term as your Senator forDistrict 28.  Over the next twoyears I will be serving on the Sen-ate Education Committee, theSenate Commerce Committeeand I will be the chairman of theSenate Tax Committee. I will alsoserve as a Major Whip to the Re-publican Caucus. 

On Tuesday, we heard theGovernor’s State of the State ad-dress where he provided andshared optimistic outlook on thecurrent status and future of ourgreat state. Stewardship was thetheme of this year’s address. It isan understood concept by all of uswho know how to pay our billsand be an asset to society. Thecriminal justice reform legislation

will be a focal point for this leg-islative session, and I look for-ward to the rewards of this billwith an increased focus on alter-native sentencing, mental health,and integrate our prisoners backinto society as much as possible.All of this will require an upfrontinvestment of money and people,but we can hopefully avoid theneed to build more prisons in thevery near future.

Along with my fellow senators,my hope is that we can find waysto create true economic develop-ment throughout all of SouthDakota with a strong focus ofbringing more young people backin our rural communities. Hous-ing is a critical component alongwith the necessary job opportuni-ties.

Lastly, we should give upfrontknowledge on potential taxes andrebates we may see during thissession. This week in Senate Taxwe heard from Henry Carlson Jr.who was a state legislator from 30years ago when he helped reformSouth Dakota’s contractor excisetax.

The tax was instituted in 1979as part of a sweeping package of

new taxes, tax increases and taxexpansions. But the problem withthe contractor tax was that theowner of a construction projectoften was paying it more thanonce.

Carlson, a prominent figure inSouth Dakota’s construction in-dustry, was elected in 1982 as aRepublican candidate to the stateSenate from Sioux Falls. He triedto straighten out what he saw asdouble taxation.

Today the contractor excise taxis the third-largest source of rev-enue for state government’s gen-eral fund, after the sales and usetax and video lottery. The taxbrought in nearly $65.7 million infiscal 2011 and nearly $83 millionin fiscal ’12. It is forecast to gen-erate nearly $84.6 million thecurrent 2013 fiscal year that endsJune 30.

Carlson said state governmentneeded additional revenue to re-place the funds lost through re-peal of the personal property tax,which Carlson described as one ofthe worst taxes that SouthDakota has ever had.

“It was well known as the liar’stax,” he said.

Carlson generally favored thecontractor excise tax but wantedit simplified so it didn’t fall onsubcontractors too.

“It’s a fair tax. Everyone canpay for it,” he told the committeeWednesday. “I can’t see any rea-son why it should be repealed.”

cussed eliminating the tax as astep to make South Dakota moreattractive for new and expandingbusinesses.

State Revenue Secretary AndyGerlach, a member of Daugaard’scabinet, also spoke to the SenateTax committee Wednesday afterCarlson’s remarks. “Right now wethink it’s about as fair a tax asyou can have in South Dakota,”Gerlach said.

The State of the Judiciary re-minded many of us of the factthat we have a shortage oflawyers in rural areas, which isrelated to my earlier mention ofthe need for more young familiesin rural communities. Our cur-rent drug and alcohol alternativecourts proved they assist in reha-bilitation of troubled citizens, andChief Justice Gilbertson contin-ues to expand their presence. Vet-

erans needs are more importantnow than ever, with the mosttroubling statistic of how we arelosing more soldiers back homefrom suicide than we lost over-seas with the recent Iraq andAfghanistan wars. We all must doour part to provide help to our fel-low neighbors that are veterans.Mental health services must takeprecedence and we owe that tofolks who need the help the most.
