1. Introduction The Government of Punjab accords highest priority to the Skill Development of its youth and to make them employable. The State Government accordingly has set up Punjab Skill Development Mission (PSDM) in line with the National Skill Development Policy. The Mission would be a single point within the Government to formulate and steer various skill development schemes. Currently the Mission is implementing the following schemes:

1. ESTP Component of NULM (A skill training program for urban youth) http://nulm.gov.in/

2. BOCW (A skill training program for wards & dependents of construction workers) http://bocw.punjab.gov.in/

3. DDU-GKY (A skill training program for rural youth) http://ddugky.gov.in/ 4. PMKVY -2.0 (A skill training program for urban & rural youth) http://pmkvyofficial.org/

PSDM invites the Expression of Interest (EOI) from Punjab based agencies in categories A & B and from other agencies for Category C who are interested and eligible for submission of proposal for empanelment to undertake projects under above mentioned skill training schemes in the State of Punjab. In case PSDM runs any other scheme, the Training Partners may be considered for the same. For out of state Training Partners, PSDM reserves the right to empanel in future any NSDC affiliated partners on the same line as it was done with the existing partners.

All are requested to submit the responses in the required format on or before 16th August 2017. The training partners must apprise themselves with all aspects of the detailed guidelines of the schemes mentioned above before applying.

2. Eligibility Criteria & Rationale The below mentioned categories are eligible for empanelment of Training Partners with PSDM. The Agency should be registered as: Category A - Industry with Onsite Training Facility

• Private Limited Company

• Public Limited Company

• Limited Liability Partnership

Under this category, Industry having on-site Skill Training Centre and high-quality physical and learning infrastructure maybe selected as Training Partner for delivering skilled talent to the industry as well as right jobs to the trainees. These industries will undertake Category I, above 200 hours and NSQF Level 4 & above Courses (as per NSDC/SSC amended from time to time) only in key sectors like Manufacturing, construction, banking, hospitality & tourism etc. to harness knowledge and technical knowhow to contribute in driving Punjab’s growth. Larger outreach of these industries may also provide program scalability. Note: They must have the modern technology or and latest equipment for providing training. They should have minimum 100 active technical employees working at a time in their industry.

Category B – NGO’s & Corporate Foundations

• Trust

• Society

• Section-8 Company

• Special Licensing

• Section-25 Company (old companies Act - Companies Act,1956)

There are many passionate NGOs and Civil Society Organizations who have been working in the State with marginalized and underprivileged communities for their greater involvement and meaningful participation in the development processes. They have also brought about substantive changes in their quality of living through various livelihood initiatives. Such NGOs & Corporate Foundation may be selected as Training Partners for imparting relevant skills. Note: NGO partnership shall be on pilot basis. Please attach the detailed profile of the Leader/Chairman/President/CEO of the applicant agency. Category C – Training Providers with Overseas Placement

• Registered by the competent authority Youths in Punjab have greater aspiration for getting overseas placement. To meet such aspirations of the youths, Training providers having international accreditation with good track record of overseas training and placement will be encouraged to be the training partners. The intent is to create a cadre of highly skilled individuals who are recognised and respected in different parts of the world. Note: The agencies registered only as Immigration Consultants are restricted to participate in the EOI process. All the agencies mentioned above should:

• Apply for only one category mentioned above,

• not involve into any franchising/subletting/outsourcing of any activity related to training,

• not have been blacklisted by any donor agency/ State Government/ Central Government/ any competent authority,

• Follow PSDM and respective schemes norms (as amended from time to time). Note: Preference shall be given for running Residential Courses. 3. Submission of Proposal Interested agencies fulfilling eligibility conditions as mentioned above can submit their detailed proposal for undertaking skill training project in the State to the Mission Director, Punjab Skill Development Mission (PSDM), Chandigarh on or before 16th August 2017.

The proposal should carry following documents as per given checklist:

• Covering Letter-Annexure-1

• Applicant details along with required documents as per Annexure-2

• An affidavit for not being blacklisted Annexure-3

• A self-declaration certificate as per Annexure-4

• Empanelment Details for TP/PIA’s as per Annexure-5

• Copy of audited financials for the last 3 years along with required documents as per Annexure-6.

• Training and Placement details with required documents as per Annexure 7

• Employability Potential Assessment as per Annexure-8

• Training Infrastructure Details as per Annexure-9

• Human Resource Details as per Annexure-10

• Skill Certification Validity Details as per Annexure-11

• Any other documents by which agency wants to prove its strength in the respective area. The Mission Director, PSDM reserves the right to accept or reject any proposal without providing any reason, what so ever. The decision of PSDM shall be final and binding upon the Company/Agency. 4. Tender Cost & Proposal Processing Fees All applicants are requested to submit a non-refundable Tender Cost of Rs. 10,000/- (Rupees Ten Thousand only) and Proposal Processing Fee of Rs. 25,000/- (Rupees Twenty-Five Thousand only). This will be paid in the form of a Demand Draft Payable to ‘Punjab Skill Development Mission' payable at Chandigarh, drawn on any scheduled commercial bank and must accompany with Covering Letter in cover of the Proposal Document. Proposals that are not accompanied by the proposed Tender Cost & Processing Fee shall not be considered. Note: Category B – NGO’s & Corporate Foundations shall be exempted from Proposal Processing Fee

5. Indicative Timelines Proposals received up to 16th August 2017 (10:00 am) would be considered for first round of selection; however, this is a rolling advertisement. Pre-Bid conference is scheduled for 28th August 2017 at 11:00 am. Any clarification/corrigendum will be issued in due course. The proposals received till 25th of every month from September 2017 onwards shall be considered for the next round of selection as per requirement. However, if it falls on any holiday the next working day shall be taken into consideration.

6. Duration of Empanelment The duration of the empanelment will be of 3 years and may be extended based on Training Partner’s performance. The PSDM reserves all the rights to discontinue Training Partner any time in case of nonperformance after due show cause notice. PSDM shall follow a 3-level structure and alerts be issued as mentioned below:

7. Cost Norms Skill Development training costs would be paid as per the respective scheme/Sector Skill Council (SSC) Guidelines.

8. Training Infrastructure To be provided by the Training Partner as per scheme/Sector Skill Council (SSC) Guidelines.

9. Employability Potential Assessment The agency shall conduct the Employability Potential Assessment of the area for which they propose to conduct the training. This shall include to map the local industry demand & aspirations of the target beneficiaries. PSDM prefers that the placements shall happen in the same district or adjoining district where the training is being imparted at the minimum wages prescribed by the Department of Labour, Punjab (as amended from time to time). If the candidate can be placed above Rs. 12,000 p.m. then the relocation shall be allowed.

10. Selection Process The process will comprise of 2 rounds:

1. Basic level of screening and selection based on the eligibility parameters and supporting documents submitted to PSDM-First level response

2. Technical presentation to the Punjab Skill Development Mission-Second level response

The selected training partners will have to sign a memorandum of Understanding (MoU) with the PSDM.

11. Evaluation Criteria PSDM shall constitute an EOI evaluation committee to evaluate the EOI proposals submitted for the services. Each of the responses shall be evaluated to validate the compliance of applicant according to the shortlisting criteria, forms and documents mentioned in the EOI. The information submitted in our Proposal is complete, is strictly as per the requirements as stipulated in the EOI, and is correct to the best of our knowledge and understanding. internet. 7. To arrange assessment and certification of trained youth as per Scheme guidelines. 8. To arrange employment for trained youth as per scheme guidelines. 9. • Only active linkages / tie-up’s in last three years (FY 2014-15, 2015-16 & 2016-17) which led to candidate placements should be reported
