The flyer refers to a Liberal party resolution stating marijuana should be legalized because current enforcement policy “is not working.” Resources spent on enforcement haven’t stopped young people from getting access to the drug, so the party believes it’s best to focus resources on regulation and education, as is done with tobacco, to try to discourage marijuana use, said Chan, a lawyer.Sales of marijuana to young people would still be illegal, as would trafficking, under the Liberal plan.“This is about taking the criminal element out” of the marijuana business, said Chan, insisting he would not encourage people to smoke marijuana, a drug with “serious health repercussions.”

“The federal NDP has long advocated for the decriminalization of marijuana. We are the only part that actually has a resolution and a policy for decriminalization. And, in advocating that position, we understand that we need a drug policy that does not primarily rely only on our legal system. We want Canada to build a workable policy on marijuana that recognizes the failure of criminalizing people for their personal use.... The NDP continues to push the federal government to take steps to move marijuana out of the criminal legal framework, and eliminate punitive measures for responsible adult marijuana use. We believe that we must move forward to a discussion on the best system of rules based on public health education. This includes establishing guidelines about age and impaired driving and rules to tackle commercial grow-ops.”
