Executive Summary of Gujrat-Sialkot-Gujranwala Community Outreach Workshop
The Gujrat-Sialkot-Gujranwala Community Outreach Workshop was the fourth stakeholders’ dialogue under the consultation process spreading over nine workshops involving all stakeholders for creating economic literacy and local ownership of the economic reforms under the Framework for Economic Growth of Pakistan formulated by the Planning Commission and approved by the National Economic Council. It was organized by the University of Gujrat in collaboration with the Planning Commission of Pakistan, the Governance Institutes Network International (GINI) and DFID on 27th September, 2011 as per agenda and participants details given at Annex-I & II respectively. The workshop was opened by Dr. Atif Ali Jaffri Head Department of Economics and Associate Director Faculty of Social Sciences. He was of the opinion that the economy of Pakistan is severely misshaped and disoriented. The growth rate was 2.4% per annum in FY11 below the mark and we must take revolutionary measures to cope up with this miserable plight. He asserted that people of Pakistan are the real wealth of nation and we must evolve a strategy which is based on mobilizing this asset. He suggested improving our relations with India so as to create an ambience of peace and prosperity and open up avenues for managing our economy for peaceful development. The state must adopt policies which are pro-poor. Only by bolstering up the working classes and peasantry of Pakistan can we come out of this morass of economic down turn. He thanked the organizers especially the Planning Commission, Brigadier Muhammad Saleem Wains SI(M), Retd from GINI, Dr. Fouzia, Professor Shabbir, Shiekh Rashid, Mr. Wajid Tahir and Mr. Yaqoob of the UOG.
The Vice Chancellor of the UOG Prof Dr. Mohammad Nizamuddin welcomed the guests and explained the New Growth Strategy of the Planning Commission. He opined that Pakistan is in the throes of a severe economic crisis. Its economy is in the doldrums. Inflation has crossed all limits and is rising meteorically. Dearness knows no bounds. The growth of GDP has decreased for the last a few years which is very embarrassing. He stressed the need to develop small and medium sized enterprises (SME’s) which are the source of 80% growth of the economy. We must address and develop microeconomic strategies for recouping our growth rates. He lamented the horrible practice of landlords, capitalists and even SME’s for not paying taxes. He also referred to the need to improve our voting percentage which was hopelessly as low as 40%. He appreciated the vision 2030 of planning commission of Pakistan.
Dr. Nizamuddin proposed a skill based education for the country and suggested an overall renovation of our education system. He asserted the dire need to improve Governance and introduce market reforms to encourage entrepreneurship. He also was of the view that we must pay attention to our youth. “This youth dividend must be exploited to the maximum” he asserted.
Asian tigers like Malaysia, Korea, Taiwan and India have exploited this avenue and have emerged with magnificent results. He suggested a radical and revolutionary change in our mindset. We must shun petty identities and be first and last “Pakistanis”. “Save Pakistan, build Pakistan and love Pakistan” he said vehemently. In this way we can generate a national ethos which can be the economic growth for unlimited development and progress.
The topic for stakeholders’ dialogue touched the core economic problems of Pakistan and suggested ways and means to ameliorate this horrible situation of our economy.
Mr. Shahid Sattar, Member Energy, Planning Commission in his brief remarks explained the current economic situation of the country and importance of reforms. He emphasized that software of growth needs rule of law; tolerance and peace in society, and legislation for better governance are the required priorities of the time.
The key note speech was delivered by Dr. Nadeem-ul-Haq Deputy Chairman Planning Commission of Pakistan, through his about 30 minutes video address covering the root causes of current dismal economic picture of Pakistan and the salient features of the Framework for Economic Growth of Pakistan for achieving a sustained growth rate of 7% per annum for the next 20 to 25 years for its burgeoning into a developed country.
Mr. Ghalib Nishtar President Khushali Bank as panelist for the stakeholders’ dialogue stressed the need to cater for SME’s and pitch them as basic enterprisers for our economic growth. He spotlighted reforms, microfinance, encouragement of private sector, developing security environment and exploiting the youth dividend as the main themes for developing our hopelessly low growth rate. He stressed the need for research and innovations and creating a balance in our echo system.
Mr. Shahid Sattar member planning commission gave a very comprehensive presentation on energy crises and suggested the ways and means of coming out of this calamitous situation. He imputed bad governance, mismanagement and inefficiencies as the main breeding ground of this fatal crisis. He suggested large scale reforms to come to grips with this crisis.
Mr. Fawad Khawja gave a presentation about his School of Art, Design and Architecture (SADA) and prized the induction of practical skills among students. He proudly said that his faculty has produced the first batch of 28 product designers in Pakistan. China on the other hand is producing 11000 product designers every year. This is one of the secrets of china’s gigantic progress. He vociferously criticized purely theoretical education being imparted in Pakistan and stressed the need for industrial-academia linkages. He criticized that we have tilted our education towards generating theoretical PhD’s, whereas we need to disseminate basic technologies and skills among our body politic. He proffered the example of chine’s nation who have disseminated skills and technologies in their education system on a very large scale and have in this way harnessed their resources towards economic growth and progress in big leaps forward. He prized the dignity of labor and self-reliance like the Chinese model. He proposed the need to revamp the curriculum more often to encourage creativity, innovation and intelligence.
The stakeholders’ dialogue was conducted with brief video clips on the framework themes followed by open discussion as given in the agenda. As a result of stakeholders’ dialogue during the workshop, following key points of both consensus and contention emerged covering a series of key areas for follow-up implementation of the Framework for Economic Growth of Pakistan
formulated by the Planning Commission:
1. NGF should place greater emphasis to grow SMEs – the true contributors for GDP and reduction in poverty.
2. Research and curricula in universities/colleges be revised providing for new growth policy research with modern techniques.
3. Remove gaps between academia, planners and industries. Build relationships of engineers and industry for 4-5 years engineering courses to promote practical learning and implementing their skilled knowledge.
4. Government has to change the political fundamentals of economics and society by removing personal clout/party affiliations in local development. Universities should be part of the local development process.
5. Taxation system must be revamped to enhance fiscal space for social development.
6. Provincial/Federal intervention is urgently needed for devising policies and programs to create an asset of rapidly growing over 60% youth of our population instead of them becoming a liability. This would require major investment in education and skilled training of youth suiting the market demands. Five year perspective plans up to 2030 be developed through academic process for knowledge-based skilled manpower.
7. Energy efficient plans using modern technologies for industrial manufacturing units be developed.
8. Implementation strategy should be developed in the light of our ground realities.
9. Questions raised by the stakeholders related to New Growth Framework (NGF) of Pakistan :
i. Creation of enabling socio-political conditions for success of a reform?ii. Timeframe for implantation strategy?
iii. Skeptical theory of growth-earlier distributional growth policies verses new vertical growth plans?
iv. Slow movement on using our huge coal deposits for energy production at large scale?
v. How NGF would alleviate rural poverty – due focus on agriculture sector?vi. Lack of accountability and transparency in public sector?
vii. Clean & transparent leadership?viii. Transparency in privatization of public assets?
ix. Reforms for poor community and not for criminals? x. Growing attitude of retaliation and frustration in the society-Deterioration of
social values base?
