The demolition of the viaduct that

crossed the public area of Ronda de

Guinardo, between the buildings, has

allowed the reorganization of a calmed

traffic and has given the green areas for

citizen recreation the importance they

deserved. The topographic barriers are

now easily surpassed by means of

elevators, escalators and ramps that

increase the mobility through the whole

area.

The area towards the metro entrances,

the churros shop and the carousel have

been reorganized. Little playing fields

have been built and a free area for local

festivities fitted out. A driving area has

been created over the vertical wall that

used to support the viaduct. It is

accessible exclusively to residents and

service vehicles.

The project has been developed in

collaboration with Martínez Lapeña and

Elías Torres.

LA SAGRERA – SANT ANDREU LINEAR PARK

PLANNING, INFRASTRUCTURE AND CONSTRUCTION PROJECT TENDER

PHASES 1, 2 and 3

Barcelona, 2011

The transformation of the railway system

of Barcelona by the covering of the

tracks and the building of the new high-

speed Sagrera Station provides the

opportunity to connect the urban tissue

of the neighborhoods of Sant Andreu-

Sagrera and Sant Martí. This

transformation offers the possibility of

creating a new public space in the shape

of a corridor that goes beyond the scale

of the neighborhood to turn in to an

important resource for the city at a

metropolitan scale. This new park will be

an example of the recovery of spaces for

citizen enjoyment and coexistence

based on the optimization of the

infrastructures that our dense cities

require.

The tender has been developed in

collaboration with Martínez Lapeña,

Auding, Clotet, Cicsa, Ravellat and Ribas

architecture and engineering firms.

IRALA SLOPE PARK ADAPTATION AND IMPROVEMENT

CONSTRUCTION PROJECT

Bilbao, 2011

The drafting of the Construction Project

to define the urban distribution of the

surroundings of the Irala Park in Bilbao is

commissioned as a part of Bilbao Ría

2000. The main determining factors

considered in the design are

accessibility, the connection of spaces at

different levels, the provision of public

space and garden areas and over all the

possibility of the project being reversed

when the time comes to undertake the

designed Miribilla tunnel.

The design for the adaptation and

improvement of the Park includes an

undeveloped space located between the

current end of the Ferrocarril Avenue, the

Virgen de Montserrat Street and the

building of the old Flour-Bakery Factory.

The improvement of the urban

infrastructure of the Virgen de Montserrat

Street and its, temporary, connection

with the park are also included. The

replanting of the slope and the

adaptation and improvement of the parts

of the slope under the rear of buildings

that look out over this space, is also

included in this area. The operation has

a total surface area of 3,900 m2, with

different degrees and intensities of

intervention.

An urban development is proposed that

aims, through a series of minimum

gestures, to achieve the diaphanous

character and visual permeability of the

space while attaining the accessibility

between the different levels through a

series of comfortable paths that enable

to connect the existing urban network.

The improvement of the airport and Can

Pastilla access is in line with the territorial

and urban system revaluation project

carried out by the Bahía de Palma y

S’Arenal and promoted by the Platja de

Palma Council.

This study of alternatives proposes, in a

joint manner, the road access to Can

Pastilla remodelling –Ses Fontanelles

and other alternative access,

pedestrians, cyclists, buses, taxis and

tram which are to be introduced in this

area.

The rail corridor covering has been an

objective pursued by the Barcelona City

Hall for a long time. The aim was to

improve to a great extent the

environmental conditions regarding

noise, vibrations and barrier effect about

the permeability of people and vehicles

of the Sants station Southern

neighborhoods, which are in a rather

precarious situation.

After drafting and managing the covering

projects, Esteyco takes part in the later

development, together with the

architects of Barcelona Regional. The

action extends from the covering area to

the annexed to the rail corridor ones. In

the sea side some of these areas are

taken up by rail installations belonging to

Metro, which have to be dismantled,

whereas in the mountain side the rail

corridor is used due to the elimination of

two of the six existing tracks. This fact,

together with the provision of ramps,

stairs and lifts among the different levels,

enables the creation of a big passable

avenue perfectly integrated in the urban

environment, constituting an important

area of great quality.

MONITORING OF TRANSPORTS INFRAESTRUCTURE

The technical assistance to the

Infraestructure Management of the

Barcelona Council, for the monitoring

and coordination of all the actions

belonging to Transports Infraestructure,

which are planned, projected and carried

out in the city, is controlled through

BCNsit. Being the main aim of the

contract the non-municipal promotional

actions – Generalitat de Catalunya

(Catalan Parliament) and Mº de Fomento

(Ministry of Development), mainly –, the

monitoring purpose is the rational

integration of the new infraestructures in

the urban environment, with the

demanding determinants that it entails,

as well as the impact minimization of

those on the city and its citizens.

Some examples of these projects and

works are: the High Speed Line,

stretches: Torrassa-Sants, Sants-

Sagrera; Sagrera-Nus Trinitat, Nus

Trinitat-Montcada; tube line 9, stretches

1, 2, 3 and 4 and line 10; extensions of

the lines 2, 3, 4 and 5 of the Metropolitan

Railway of Barcelona (FMB); Transport

Interchanges of Diagonal, Arc del Triomf,

Sagrera-Meridiana; accessibility

improvement actions in FMB, tunnel of

Aigües Ter Llobregat (ATLL); the

covering of the rail accesses to Sants

and the entrance of the Bus-HOV lane to

the city.

The transformation of the old Barracks of

Sant Andreu has made it possible to

incorporate two important areas of 5 and

6 Has in to the city. Drafting the

Modificació del Plan General Metropolità

a les Casernes de Sant Andreu i Sector III

(Modification of the Metropolitan General

Plan of Sant Andreu-Sagrera) document,

enables the future integration of those

areas within their own environment and

the city, the definition and zoning,

specifying areas for residential use,

public facilities and open spaces.

Two systems of public spaces, which

continue the urban structure of the

neighborhood, are proposed for the 11

Ha. To the West, a large park that

continues the pedestrian itineraries of

the urban fabric and is surrounded by

the library, the senior citizen center and

the residence hall. To the East, a

Boulevard with public facilities for the

neighborhood and district is arranged. In

the center, the residential area and

shops, concentrated along the Passeig

Torres i Bages, take the shape of a

powerful built front that relates the civic

scale of Sant Andreu to the Trinitat. This

front, with arcades and shops on the

ground floor and residential units on the

four upper floors, allows transverse flow

to the public facilities and green spaces

located on the lateral edges.

Interspersed among the public facility

fabric, the housing is arranged in

longitudinal bands, following the

alignment of the existing trees.

NEW NEIGHBORHOOD OF LA MARINA DEL PRAT

The new neighborhood of La Marina del

Prat Vermell, promoted by the

Modificación del Plan General

Metropolitano (Metropolitan General Plan

Amendment) driven by the Barcelona

City Council, defines the transformation

of industrial land use in La Marina del

Prat Vermell, in a progressive in time

process that would allow a temporal

coexistence among the new residential

and economic activity uses, the current

activities with the buildings that the

project, of a later development, would

allow to keep.

The development proposals are binded

to the principle of sustainability, with the

aim of creating an habitable

neighborhood with an use, energy

management and respect for the

environment policy.

The Plan Especial de Infraestructuras

(Special Infraestructure Plan), considers

both the deployment of the distribution

of the road network, public transport,

streets and green areas developing and

the deployment of all the facilities of the

new neighborhood, where it is projected

to build nearly 11.000 new houses.

PROJECT MANAGEMENT OF THE SCHEMES, URBAN

DEVELOPMENT AND INFRASTRUCTURE WORKS

PROJECT MANAGEMENT

The work carried out by ESTEYCO in the

Project Management (PM) belongs to

the overall management of the actions

and development works to be executed

by BAGURSA (entity under the authority

of the Barcelona city council). They are

related to the Housing Plan 2006-2007,

in the city of Barcelona.

The main objective of the proposal is to

favor and increase the connections of

the historic city with the river,

encouraging the use of river beds as

connection axes, and restraining urban

growth in the fertile lowlands. To that end

it is necessary to promote some

elements of the physical environment,

the geological diversity, the unique

“entrenched meander” and the slopes.

City-river connections are improved with

the incorporation of the green areas of

the edge of the historic city to the slopes,

promoting their lookout character by

planting autochthonous species adapted

to the environment, using riparian

vegetation in the river beds and oak as

an enclosure for “the entrenched

meander”. Along the edge of the city

towards the fertile lowland a more open

and organized structure is favored .

The aim is to offer a view of the river as a

connected basin and not as a

discontinuous line, which is the current

situation. To reestablish and promote

visual relationship between city and river,

promoting routes and viewpoints, visual

points in the areas of major interes for

citizens and the tourist activity.

It is considered to recover public waters

in those areas where the river has been

occupied by uses incompatible with its

conservation, selecting those that

protect the environment and eliminating

non-protected constructed elements.

They try to improve the supply-demand

relationship between the river and the

territory and model the regularity of the

flows to recover the perception of the

river as a basin and favour the river

connectivity in a transverse and

longitudinal sense.

For the historic town surroundings, it is

considered to recover, due to their

environmental values, the oak

landscape, that occupy the mountains

and hills which constitute Toledo

backdrop. Cigarrales (old states next to

the river) are protected as landscape

and cultural heritage, containing their

expansion as urban structures, and the

impacts that roads generate in the slides

is minimized.

INTEGRATION OF THE TAJO RIVER INTO THE CITY OF

TOLEDO

INTERNATIONAL IDEA TENDER

• Integration proposal of roads and ring roads

of the south and west sides that have a

strong negative impact on the historic city

landscape. They are “naturalized”, making

them of mixed use, vehicle and pedestrians,

giving priority to pedestrians over traffic.

ARTXANDA TUNNEL AND MATIKO URBAN DEVELOPMENT

CONSTRUCTION PROJECT

Bilbao, 2007

The Txorierri Valley is connected by the

railway line Deusto-Lezama with

insufficient frequency for a metropolitan

type service like this. It is mainly due to

the only existing track in the stretch

Casco Viejo-Lezama. As a solution,

partly, for these problems, the

construction of a new double track rail

tunnel under the Artxanda Mount is

proposed. It would allow to reduce the

current frequencies and gain access in a

future to the Loiu Airport.

The project, of 3 km long, has two

distinct stretches complying with the

characteristics of the environment where

it is located. The initial stretch runs

through a consolidated urban area of

Bilbao, in the surroundings of Matiko

Station, goes past in tunnel under the

Artxanda Mount, crosses under the

Corredor del Txorierri Motorway and runs

through a rural area till it connects to the

current line in Sondika.

The main action is the execution of the

Artxanda tunnel in double track, of 1.876

m long and their two evacuation-

ventilation galleries of 239 m and 224 m.

Gallery 1 connects directly to the

outside, while gallery 2 connects the

new tunnel with the current one in the

Deusto-Lezama line, that is equipped as

an evacuation route.

The railway layout in the urban

environment of Bilbao is buried mainly

because of the need to open the

entrance of the new tunnel with enough

overburden on its way under Artasamina

street.

The burying and covering of the railway

corridor is a required objective to

improve environmental conditions,

regarding noise, vibrations and barrier

effect over the pedestrian permeability

among neighborhoods.

The urban development on surface

allows the streets permeability and

solves the creation of a green pedestrian

axis that connects the new Matiko station

area and La Salve street at the other end

of the freed area.

The planning approved by Benahavis

(Málaga) PGOU (General Urban

Development Plan) determines an area

of the ville located in the zone of tourism

growth, specifically in the south-west of

it. It is known as Sector S.U.P.

“Montemayor Bajo” and it has a surface

of 257 ha. It borders to the South with

Cancelada Dam and the new “Los

Flamingos” residential area; to the West

with Guadalmansa river; to the East with

Toro stream; and to the North with

Montemayor Alto area and “Marbella

Club” golf courses.

The development project includes those

works which are necessary to achieve

the sector’s development regarding

internal viability and external connection,

such as gradients and topographic

model, infrastructures and drinking water

services network, electricity supply and

public lighting, separated sanitation

networks, gas, irrigation and

telecommunication installations, as well

as all the required elements to achieve

its total operational capacity.

The main actions carried out in this

project are the following:

Organising the residential use together

with the foreseen commercial-hotel use -

which are integrated in the area-

protecting the existing landscape and

balancing up the needed equipment to

develop the area.

ROAD, connecting the Cancelada road

with the new urban area according to the

PGOU previsions. Existing roads will be

maintained and improved by means of

secondary routes in order to provide this

sector with the required accessibility.

FACILITIES AND SERVICES; trying to get

the best physical and environmental

location of the facilities in an area which

do not have them.

Placing sports facilities, including high-

level physical and environmental

features, taking advantage of its location

which consists of views over the coast

and the whole sea until Gibraltar.

Residential buildings have been divided

into the following typologies of houses:

DETACHED (R-AIS, 69.561 m2t), SEMI-

DETACHED (R-AD, 99.143 m2t) and

FLATS (R-N, 62.758 m 2 t).

DEVELOPMENT PROJECT AND SITE WORKS MANAGEMENT

The action area is located at the east of

Terrassa and comprises three

Development Action Areas with a total

surface of 124.300 m².

The development proposal, made in

collaboration with the architect Manuel

de Solà-Morales, is considered from a

landscape point of view, looking for a

new topographical and infraestructure

configuration of the free spaces for

public use, in the definition of the

necessary works for the implememtation

of a group of 1,600 dwellings, as well as

in the layout and definition of the new

facilities and services network.

The respect for the existing pine woods,

along Álava street and down the road,

defines the rough field of the main free

space. Urban forest space, of “soft”

surfacing and transverse roads, that

means a close and equipped prediction

of the spaces of the Natural Park in

which La Gripia valley will become in the

future, according to the stipulations of

the Urban Management Plan.
