CHAPTER – I
INTRODUCTION 1.1 GENESIS:
The Gazette Notification vide G.S.R No. 329 (E) dated13th March, 1992 and subsequently renamed to ‘Environmental Statement’ vide Ministry of Environment & Forests (MOEF), Govt. of India gazette notification No. G.S.R No. 386 (E) Dtd.22nd April’93 reads as follows. “Every person carrying on an industry, operation or process requiring consent under section 25 of the Water Act, 1974 or under section 21 of the Air Act, 1981 or both or authorisation under the Hazardous Waste Rules, 1989 issued under the Environmental Protection Act, 1986 shall submit an Environmental Audit Report for the year ending 31st March in Form V to the concerned State Pollution Control Board on or before the 30th day of September every year.” In compliance with the above, the work of Environmental Statement for Cluster No. 1 was entrusted to CMPDI by GM (Environment), Eastern Coalfields Limited.
1.2 PROJECT DESCRIPTION:
Overview of Cluster No. 1: Prior to 2014 – 15, a large number of taken over mines from pre – nationalization period, mostly underground mines, in the old coalfields of Raniganj and Jharia did not have environmental clearance from the MoEF&CC and were operating on the basis of “Consents’ received from the respective PCBs. It was felt that if these mines could be brought under the ambit of EC, several measures for environmental protection and pollution control could be put in place. However, the work of obtaining EC for such mines, individually, would have taken a lot of time. To circumvent the problem, it was mooted that since the environmental problems being faced were of regional nature and not confined to individual mines alone, cluster/groups of such mines could be identified for preparing cluster-wise integrated EIA & EMPs, addressing such environmental concerns comprehensively and ensuring effective co-ordination of environmental control measures within each cluster. 13 such clusters were identified in the Raniganj Coalfield of ECL and EC has been obtained on the cluster approach for 12 such clusters. Cluster of Mines No. 1 is one of the clusters for which EC has been granted vide letter no. J-11015/78/2011-IA-II.(M) dated 16thJanuary, 2015 for a combined peak capacity of 3.30 MTY and within a ML area of 3692 Ha. Cluster No. 1 is located in the western part of Raniganj Coalfield (west of Barakar River) in the Nirsa Block of Dhanbad district of Jharkhand between latitudes 230, 44’ N & 230, 49’ N and longitudes 860, 39’ E & 860, 46’, 30” E. The area is well connected by roads and railways. N.H. – 2 and Eastern Railway Grand Chord Line pass through the cluster. The mines are administratively under Mugma Area of ECL. The cluster is situated close to the DVC Hydel and Thermal Projects of Maithon. Location of cluster – 1 is shown in plate no. – 1.

1. Hariajam UG In Hariajam UG mine, extraction of coal is being carried out in two seams, namely Brindabanpur (BP) seam and Gopinathpur (GP) Seam. The methods of mining adopted in the two seams are Development of panels by Bord& Pillar method. SDLs have been deployed for loading of coal. Transportation of coal is effected by means of tugger and main haulages. 2. Badjna UG In Badjna UG mine, extraction of coal is being carried out in two seams, namely Brindabanpur (BP) seam and Kalimati (KM) Seam. The methods of mining adopted in the two seams are Development of panels by Bord& Pillar method. Loading of coal into mine tubs is carried out both manually and by deploymewnt of SDLs. Transportation of coal is effected by means of tugger and main haulages. Coal from the underground coal face is hauled from the tugger haulages to feed the main surface haulage, which hauls the loaded coal tubs up ro the surface. 3. Chapapur – II UG & OC Patch
In Chapapur-II UG mine, extraction of coal is being carried out in two seams, namely Mehtadih seam and Kalimati (KM) Seam. In K.M seam, depillaring operation is under progress with caving, whereas, development of pillars is under progress in Metadih Seam. Loading of coal into mine tubs is carried out both manually and by deploymewnt of SDL. Transportation of coal is effected by means of tugger and main haulages. Coal from the underground coal face is hauled from the tugger haulages/endless haulages to feed the main surface haulage, which hauls the loaded coal tubs up to the surface.

An OC patch has been proposed to be worked by adopting shovel-dumper combination of opencast mining. The entire OC patch falls within the existing leasehold of the mine. Some salient features of the proposed OC patch are:

6. Shampur – B UG & OC Patch In Shampur-B UG mine, extraction of coal is being carried out in GP Seam. The UG unit is currently in development phase and getting its coal output from two Districts namely East Section and West Section. Two SDLs have been deployed in both the Districts. At present, there is no immediate plan for depillaring of pillars. However, possibility of deploying Continuous miner for winning of coal is being studied.

Transportation of coal is effected by means of tugger, endless and main haulages. Coal from the underground coal face is hauled from the tugger haulages and endless haulage to feed the two main surface haulages, which haul the loaded coal tubs up to the surface.

7. Mandman UG At present, KM Bottom seam is being worked by Bord& Pillar method of UG Mining. Mine is presently under depillaring (with caving) phase where loading of coal is being done manually into mine tubs. Transportation of coal is effected by means of tugger and main haulages. Besides KM bottom seam, preparations for development of pillars in Mehtadih seam has also been taken up. It is also being envisaged to develop the virgin patches of KM Bottom seam in future. 8. Nirsa OC Patch There was no mining activity in the mine during 2015 – 16. 9. Shampur – A UG & OC Patch There was no mining activity in the mine during 2015 – 16. 10. Gopinathpur UG & OC Patch
At present, there is no UG mining activity within the Colliery.

The OC patch extracts coal from BP seam, Local Seam (L1 & L2) and Kalimati (Top &
Bottom) Seams. The conventional shovel dumper system of mining has been adopted for
coal production and over burden removal.
1.3 ENVIRONMENTAL SCENARIO:
CMPDI has been engaged to carry out routine Environmental monitoring of the clusters. The monitoring is carried out every fortnight by collecting 24 – hour samples for ambient air at 4 all - weather station, 3 pre-monsoon stations and 3 post-monsoon stations (based on local meteorology) and compared with NAAQS, 2009 for quality. Samples of mine water are also collected and analysed every fortnight and compared with the MoEF Schedule – VI for discharge of effluents into land / streams. A complete analysis of the mine discharge samples which includes heavy metals and salts is carried out once every year during December. Noise level is recorded at 9 locations. Groundwater level in the cluster area is monitored by taking measurements at 6 earmarked dugwells in the months of January, May, August and November every year. Samples of groundwater from these wells, which are also utilized by the local population for drinking and other domestic purposes, are analysed once in a year during May and compared with the IS 10500:2012 standards for drinking water quality. For the year 2015 – 16, the monitoring could be started only from the second fortnight of May, 2015 owing to certain delays in fixation of monitoring stations subsequent to the grant of EC. Location of the monitoring stations of air, noise & water are shown in Plate- II. The environmental monitoring results for 21 fortnights ending 31st March, 2016 are appended as Annexures – I, II & III. The environmental monitoring results for the year 2015-16 are summarized below:
AMBIENT AIR QUALITY The PM10 concentration was found in the range of 54.0 to 344.6 µg/m3. It has exceeded limit on 27 occasions as per NAAQS, 2009 while the concentration values have exceeded limit on 2 occasions as per GSR 742 (E) dated 25.09.2000. The PM2.5 concentration was found in the range of 10.2 to 196.7 µg/m3. It has exceeded limits on 7 occasions as per NAAQS, 2009.The SO2 concentration remained below 10.0 µg/m3 and NOX concentration was in the range of 8.2 to 26.6 µg/m3.
WATER QUALITY The analysis results reveal that most of the parameters of effluent water are below permissible limits prescribed by Ministry of Environment & Forests (MOEF) as General Standards for Class-‘A’ effluent (Effluent discharged into inland surface water) and below permissible limits prescribed in IS:10500-2012 standards for groundwater quality.
NOISE LEVEL The noise level was found in the range of 54.0 to 74.2 dB (A). The noise level recorded is below permissible limit prescribed by Ministry of Environment and Forest (MOEF).

Hazardous waste generated is given in the table PART-D which has been deposited at area store disposal stock yard. Used oil is re-used as lubricant. Cap lamp batteries, HEMM batteries and metal scrap are stored at area store and auctioned to authorized recyclers.
PART – G IMPACT OF POLLUTION CONTROL MEASURES ON CONSERVATION OF NATURAL RESOURCES AND CONSEQUENTLY ON COST OF PRODUCTION. In order to carry out mining in an eco-friendly manner following pollution control measures have been implemented.
1. AIR POLLUTION CONTROL MEASURES: a) In Hariajam UG, around 30.20 Ha area have been planted till 2015 – 16. b) In Badjna UG, around 20.29 Ha external dump area have been planted with local
species like Chakundi, Akasia, Sisam etc. c) In Lakhimata UG, around 11.31 Ha external dump area have been planted. d) In Kapasara colliery, around 2.60 Ha external OB dump land, 4.70 Ha backfilled area
and 4.50 Ha subsided area have been planted during 2015 – 16 with local species like Sisam, Akasia etc.
e) Wet coal transport, road maintenance is being done. f) Trucks carrying coal to the railway sidings are covered with tarpaulin to avoid spillage.

g) Regular sprinkling of water at coal loading & discharge points with the help of stand post at Railway siding.
h) Regular water sprinkling is done along the haul road and coal transport route to reduce dust.
2. WATER POLLUTION CONTROL MEASURES:
(for Mine/CHP/Workshop/Colony discharge water) a) Pressure filter plant is installed for supply of mine water to colonies of Badjna UG. After
settling in pond, the remaining mine water is being discharged to nearby Pusai River. b) In Chapapur – II UG, after settling in pond, the remaining mine water is being
discharged to nearby river. c) 1 no. of settling tank is provided for treating domestic effluent in the colonies of Khoodia
UG. d) 1 no. of water treatment plant has been provided at R. workshop.
3. NOISE POLLUTION CONTROL MEASURES: a) Regular maintenance of machines and other equipment at Bunker and workshop
including mine fan. b) Providing green belt around core activity area, along road side in colony and in other
vacant space. c) Non-electric delay detonators are used in place of detonating fuse to eliminate noise
pollution during blasting. d) All HEMM &light vehicle are provided with silencers. e) Noise monitoring is being carried out regularly.
