EXECUTIVE SUMMARY

The need for enterprise architecture ensues from requirements of quality, alignment, integration and change in the management of unified health care information through the use of information and communications technology. Information and communications technology project definition has to be anchored on the business performance requirements and shared reference standards of metrics, process, data, application and technology.

Enterprise architecture clearly defines the expected alignment of information and communication technology strategy with the business performance strategy. It provides the shared principles and models that guide investment, development and utilization of information system and technology infrastructure to serve the performance goals of the business units related to value creation, customer experience, operational excellence, and future orientation of the enterprise.

The business and information and communications technology stakeholders agree on the effectiveness, efficiency and accountability objectives of business that must be found in the behavioral configuration of information and communication technology services. They provide the shared requirements and standards of functionality, usability, connectivity, accessibility, reliability, capacity, interoperability, scalability, security, and adaptability of information management systems to be planned, designed, developed, implemented, supported and continuously improved.
