The Fort Buchanan Energy Conservation Strategy.As a Federal Installation, the US Army Garrison Fort Buchanan (USAGFB) is subject to various regulations requiring
energy conservation, to include: Executive Orders, Energy Policy Act and Army Regulations for Energy Conservation
/Facilities Management. These energy conservation goals to reduce consumption intensity by 30% total by the end of
FY2030 and 36% for water, through the end of FY2025. Meanwhile, it also establishes Federal sustainability goals for
the reduction of greenhouse gas emissions (GHG) by increasing to 15% of renewable energy generation by FY2020.
The USAGFB Energy Conservation Strategy seeks to support the mission by ensuring energy security and modernizing
its infrastructure while conserving energy and controlling utility costs whenever possible. In alignment with the Army
Reserve Energy Security Implementation Strategy, USAGFB sustains its efforts towards Energy Conservation and
efficiency while strengthening its program foundation and developing additional renewable and alternative energy
infrastructure projects. Improved environmental performance will help us protect our planet for future generations and
save taxpayer dollars through avoided energy costs and increased efficiency, while also making our Installation more
resilient.
The Fort Buchanan Energy Savings
Performance Contract (ESPC 1&2)
projects thru the proposed 22 Energy
Conservation Measures (ECMs), installed
photovoltaic arrays, solar water heaters,
water conservation fixtures, rain water
harvesting systems, water wells, water
reservoirs, lighting systems, high-efficiency
ventilation and air conditioning systems,
energy management control systems,
building envelope improvements and wind
turbines.
. “SUSTAIN THE MISSION,
SECURE THE FUTURE” ...the Army strategy for the
Environment,
has made it possible for USAGFB to integrate its
Environmental Management System (EMS), at
Installation-wide activities to sustainability
initiatives and has chosen to refer to its EMS-ISO
14001:2004 conformant system, as the
“Sustainability and Environmental Management
System” (SEMS). The SEMS identified
environmental aspects arising from our mission
impacts and developed several Environmental
Management Action Plans (EMAPS). These
EMAPS established objectives and targets for
identified aspects that the Garrison can control or
influence under action plans, such as the Energy
Security & Conservation (EMAP#3) and the Water
Conservation (EMAP#4). This plays an important
role in building a sustainable installation. At home,
school and at work , we can make changes that will
help preserve our resources for future generations.

What are the benefits…Alternative financing vehicles are the government’s answer to comply with standing energy conservation and
green energy requirements. Under this formula the ESPC projects’ energy conservation measures (ECMs)
have yielded yearly energy savings totaling $3 million dollars, a reduction in energy use intensity of 36.4
percent. This achievement reflects the contributions of completed renewable energy sources totaling 6.4
Megawatts. The current renewable energy (RE) production offsets our utility power dependency by 21
percent, well over the Energy Policy Act required 15 percent by FY2020.
