14.SEFA ( Scientific Equipment and Furniture Association) Membership Certificates for Last four years on a continuous basis. (Certificates to be enclosed).

15.Test Report: Welded Cabinets should be thirdparty tested for SEFA (Scientific Equipment and Furniture Association) 8M by an independent thirdparty . (Certificates to be enclosed).

16.Test Report: Lab Furniture should be thirdparty tested for DIN EN 13150 (Workbenches for laboratories – Safety requirements and test methods : English Version of DIN EN ). (Certificates to be enclosed).

17.Test Report: Lab Furniture should be thirdparty tested for SEFA 8(Scientific Equipment and Furniture Association). (Copy to be enclosed).

18.Test Report: Welded Cabinets should be thirdparty tested for DIN EN 14727 (Workbenches for laboratories – Safety requirements and test methods : English Version of DIN EN ). (Certificates to be enclosed).

19.Test Report: Fume Hood should be typetested as per EN 14175 by a thirdparty . (Certificates to be enclosed).

20.Test Report: Fume Hood should be typetested as per ASHRAE ( American Society of Heating, Refrigerating, and AirConditioning Engineers) 110 by a thirdparty. (Certificates to be



enclosed).21. Membership Certificate: The bidder/parent company should possess the key professional staff,

at least one, in his organization with good knowledge of codes and standards like SEFA (Scientific Equipment and Furniture Association), OSHA (Occupational Health and Safety Management System), EN 14175, ASHRAE ( American Society of Heating, Refrigerating, and AirConditioning Engineers) 110 and NFPA 45. Such professionals should have a valid membership of SEFA (Scientific Equipment and Furniture Association) and in addition membership of any of the international governing standards ISO 90012008, ISO 140012004, BS OSHAS (Occupational Health and Safety Management System) 180012007 (For Design, Development, Manufacturing, Supply and servicing), (Certificates to be attached.)

22. The steel laboratory furniture manufacturer shall provide work tops and casework all manufactured & shipped with proper packing.

23. General Performance: Furniture shall meet the performance requirements and should follow SEFA (Scientific Equipment and Furniture Association) 8 guidelines

24. The dealer/the company should have own manpower for all design & execution related works stationed.




SECTION 3 – INSTRUCTIONS TO BIDDERS

Submission of Offer: • Tender MUST BE ENCLOSED IN A SEALED COVER superscribing Tender number / due date &

should reach the undersigned on or before due date mentioned in the tender notice. If the quotation cover is not sealed, it will be rejected.

• Tender should be dropped in the tender box kept in the office of concerned Department / Section or to Indenter. No tender is to be handed over to our staff personally unless otherwise specified. All communications are to be addressed to the undersigned only. In case due date happens to be holiday the tender will be accepted and opened on the next working day.

• Tender can be submitted in person or through post/ courier (IIT Bombay shall not be responsible for any postal delays or any other reason for not submitting the bid in the specified time and resulting in disqualification / rejection of any bid) so as to reach on or before the due date and time.

• Any information furnished by the bidder found to be incorrect either immediately or at a later date, would render him liable to be debarred from tendering/taking up of work in IIT Bombay.

Cost of Bidding

• The Bidder shall bear all costs associated with the preparation and submission of its Bid and the Purchaser shall not be responsible or liable for those costs regardless of the conduct or outcome of the bidding process.

Amendment of Bidding Documents

• At any time prior to the deadline for submission of bids,IIT Bombay may, for any reason, whether on its own initiative or in response to the clarification request by a prospective BIDDER may modify the bid document.

• All prospective BIDDERs who have downloaded the bidding document may visit IIT Bombay, website for amendments / modifications which will be binding on them.

Bid Opening Process:

• The Technical Bid will be opened in the first instance in the presence of representatives of the bidders at IIT Bombay.

• Financial bids of only those bidders, whose bids are found technically qualified, by the Technical Evaluation Committee, will be opened in the presence of the vendor’s representatives subsequently at a later date for further evaluation.

• One authorized representative of each of the bidder would be permitted to be present at the time of aforementioned opening of the bids.

• The authorized representative of bidders, present at the time of opening of the bids shall be required to sign an attendance register as a proof of having attended the Price bid opening.



Cancellation of tender: • Not withstanding anything specified in this tender document, Purchaser / IIT Bombay in

his sole discretion, unconditionally and without having to assigned any reasons, reserves the rights: a) To accept OR reject lowest tender or any other tender or all the tenders. b) To accept any tender in full or in part. c) To reject the tender offer not confirming to the tenders terms. d) To give purchase preference to Public Sector undertakings when applicable as per Govt. Policy/ Guidelines.

• The conditional bid will be summarily rejected.

Late tenders : IIT Bombay will not be responsible:

i) For delayed / late tender submitted / sent by post / courier etc. ii) For submission / delivery of quotations at wrong places other than the mentioned in the tender.iii) Fax / Email / Telegraphic / Telex tenders will not be considered. iv) Any bid inadvertently received by IIT Bombay after the deadline i.e. due date & time for submission of bids, will not be accepted and returned unopened to the BIDDER.

Validity of the offer :

180 Days from the date of opening of the Technical bid .

Transfer and subletting :

The seller shall not sublet, transfer, assign or otherwise part with the acceptance to the tender or any part thereof, either directly or indirectly, without the prior written permission of the Purchaser.

Evaluation of Offer :

• After preliminary scrutiny of the firms; the firms satisfying eligibility criteria will be called for presentation to the Institute and the committee may visit factory of all the prequalified bidders.

• The successful bidders will have to submit samples if the committee requires and the cost for transportation will have to beared by the bidders.

Deadline for Submission of Bids :• Bids must be received by IIT Bombay before the due date and time at the address specified in the

tender document. In the event of the specified date for the submission of bids being declared as a holiday for IIT Bombay the bid-closing deadline will stand extended to the next working day up to the same time.



Earnest Money Deposit :While submitting bid, the BIDDER shall deposit an amount mentioned in tender document as Earnest Money, with the IIT Bombay through the following instruments:

1. Earnest Money Deposit (EMD) of Rs. 5,00,000/ (Rs. Five Lakh Only) in the form of Demand Draft in the favour of 'The Registrar, IIT Bombay' payable at Mumbai to be submitted in Technical Bid. Failing which, submitted bid will be Rejected.

2. The Earnest Money shall be valid upto a period of 180 days .3. No interest shall be payable by the BUYER to the BIDDER on Earnest Money for the period of

its currency. 4. EMD of a tenderer will be forfeited, if the tenderer withdraws or amends its tender or

derogates from the tender in any respect within the period of validity of its tender. Further, if the successful tenderer fails to furnish the required performance security within the specified period, its EMD will be forfeited.



SECTION 4 : TERMS & CONDITIONS OF CONTRACT

Award of Contract• The Empanelment and Rate Contract will be valid for a period of ONE year.• For all categories L2 will be allowed to match with L1 and both will be empaneled for that

particular item.• Purchase Orders will be placed from various department/sections and centers with reference to

the contract.• The Company should have technically qualified manpower available and first response time for

service should be within two working days (excluding Sunday / holiday).• The firm under the contract will have sole responsibility of providing furniture layout

drawings/design of furniture to the Institute without any extra cost for the period of contract. • The Rate contract will be terminated, if the firm fails to abide by the terms and conditions of the

contract or fail to supply the goods in time or supply substandard goods or make any false declaration or fails to provide satisfactory after sale service to the Institute. In such situation the penalty will be imposed on the firms by an expert committee and penalty amount will be deducted from the Security Deposits provided by the firm.

• IIT Bombay reserves right to keep number of firms in Rate contract for the supply of furniture & fixture.

• If the quality of product and service provided is not found satisfactory, IIT Bombay reserves the right to cancel or amend the contract.

• The Empaneled supplier will be abide by all the Terms & Conditions of the Tender.• Warranty for all the products quoted to be given 3 Years.• Deviation+ / 5% is acceptable. • Manufacturing Testing Certificate will be required to be submitted for all the products. • Samples have to be submitted for approval before supply of material and cost of approved

samples will be paid. • IIT Bombay reserves the right to cancel any category from the rate contract and continue with

other categories.

Prices

• Bid Prices MUST BE SUBMITTED IN ENCLOSED PRICE BID FORM ONLY.• If the price is not quoted in Price Bid Form provided in tender document then, IIT Bombay will

reject bid along with forfeiting Earnest Money Deposit. If supplier wish to give pricing details may be attached in separate sheet.

• As per Govt. of India Notification no. 10/97CE dt. 1st March 1997, IIT Bombay is exempted from Excise duty for SCIENTIFIC / TECHNICAL INSTRUMENTS WHICH ARE USED FOR RESEARCH PURPOSE ONLY. If the items are exempted under notification NO. 10/97CE dt. 1st March 1997 certificate will be provided. We shall provide all the documents under this notification to enable you to clear the goods without payment of excise duty, whenever required. Please state clearly that this certificate is required.

• Any new taxes and duties liable on the subject contract due to change in legislation during the contract period shall be reimbursed subject to the applicability of the said act to the satisfaction of



the purchaser and the production of documentary evidence after availing of statutory concession, benefits etc.

• The supplier shall pay and bear all other liabilities, taxes and duties not specifically agreed by the Purchaser in the contract.

• VAT/Other Govt. Taxes : Excise Duty (ED), other taxes, levies, like Service Tax (ST), Education Cess, etc., are to be indicated separately. BIDDER should mention Central and State Sales Tax/VAT Registration, PAN Number are to be necessarily indicated in the offer.

• We are not authorised to issue any Sales Tax forms like form “C” & “D”.

Terms of payment : • Payment within 30 days from the date of delivery and & Acceptance Certificate of concerned

Department / Section / Materials Management Division. Advance payment will be made against Bank Guarantee.

• Payment shall be made by Cheque or such other mode / electronic fund transfer offered by the Bank.

Delivery schedule :• Free delivery at IIT Bombay. General Delivery Period is 2-4 weeks, and for bulk purchases

delivery period is 6-8 weeks from the date of issue of Purchase order. Non-availability of the stock should be informed in writing immediately. No part-supply will be allowed. Defective items or items not as per given brands or samples, if any supplied must be taken back and be replaced with no additional cost.

Security Deposit :• For successful tenderer/ bidder Earnest money deposit will be converted to Security Deposit and

will be retained with IIT Bombay till the expiry / termination of rate contract without interest.• The successful tenderer is entirely responsible for due performance of the contract in all respects

according to the speed, intent and meaning of the terms and conditions and specification and all other documents referred to in the acceptance of tender.

Penalty :• Timely delivery is essence of the contract and hence if any consignment be delayed,liquidated

damages at the rate 0.5% of the price of the delayed consignment, for each week or part whereof shall be levied and recovered subject to maximum of 5% of total purchase order value.

Force Majeure : • Force Majeure will be accepted on adequate proof thereof.

Legal matter : • In the event of any dispute over this contract, IIT Bombay's decision shall be final and binding.

(C) TECHNICAL BID : LAB FURNITURE / FUME HOOD

TECHNICAL SPECIFICATIONS

A) CFRAME SYSTEMAll CFrames assemblies should be manufactured from standard hollow metal sections; confirming to I.S. Code 7138:1973 (Indian Standard specification for steel tubes for furniture) and all sheet metal components should be of CRCA/G.I (Cold Rolled Close Annealed/Galvanized Iron) confirming to IS Code 513:1994. The suspended underbench welded units should be supported on heavyduty steel frames fully carrying the load of worktops. Its superior strength combined with aesthetically appealing end caps shall give maximum flexibility and modularity while making a layout. Cframe should be constructed from a rectangular pipe with a cross section of 60mm x 30mm and should be 2 mm thick and should be without a vertical front leg to give a clean look. This shall provide more knee space or leg space and would facilitate uninterrupted lateral movement of the underbench units within the bench run. The Cframe legs should be supplied with adjustable feet (tolerance from 5mm to +20mm) to correct the unevenness of flooring. The tubular enclosed type construction shall discourage dust accumulation and unwanted development of bacteria & fungus.



Drainage gradient should be well adjusted throughout the length of table and should have horizontal supports for drainage systems. The structure should have a removable back panel to provide access for maintenance throughout the length of table. The Cframe shall also have skirting at back bottom side. It should be suitable for sitting and standing nominal heights of 750mm & 900mm respectively. The nominal table depths should be 620 mm, 770 mm and 920 mm for wall side and 1240mm, 1540mm, 1840mm for Island tables. The Corner Units shall fit well with 770mm & 920mm table depths. All framework is should be pretreated with superior pure epoxy powder coated finish.The CFrames should be for suspended storage cabinets or for cabinets that can slide throughandthrough from one end of the workbench to the other through CFrames (configuration depends upon the Schedule of Quantities)

B)HORIZONTAL MEMBERS These should be made from rectangular pipes of 2mm thickness. Crosssectional dimensions of the pipe should be 60 x 30 x 2 mm. They should be made of CRCA/GI MS and coated with pure epoxy powder. These connect two CFrames together as shown using Cclamps/Uclamps. Together with the CFrames and Horizontal Members connected together, the skeletal structure of the workbench is formed on which the worktop can be placed and the hangingtype storage cabinets can be suspended. Horizontal Members determine the width of the lab workbench as they form the member (distance) between two adjacent CFrames. They should be available in various widths of 600, 750, 900, 1050, 1200, 1350, 1500, 1650, and 1800

These cover panels cover the service lines that run behind them. These should be easily removable (unclipped) and the service line be accessed for maintenance. This allows the equipment on workbench to remain undisturbed They should be made of CRCA/GI MS with pure epoxy powder coating and are of 1mm thickness



C)COVER PANELSAll side cover panels and back panels, filler panels should be made from CRCA/GI MS panels of 1.0mm thickness with pure epoxy powder coating.



D)VERTICAL UPRIGHT The Upright system will form the backbone for internal distribution of GDS, Electrical supply systems Shelves and Top Units and should be constructed from 16 gauge CRCA/GI formed steel panels with removable covers. Shelf height should be adjusted with an increment of 1inch / 25mm. Upright should also provide support to Top Units for hanging thus eliminating the danger of fixing the Top Units on nonrigid partition wall / panels. Uprights should be supplied with adjustable feet from 5mm to +20mm.

E) ELECTRICAL BOOMElectrical Boom shall be made out of 18gauge CRCA steel panels and shall span the length between uprights and will be provided with removable service panels. Electrical and GDS supplies shall be supplied through this Electrical Boom . Boom shall be supplied with factory fitted combinations of switch & sockets with 15 amps standard grade.



F)TABLE MOUNTED ELECTRICAL TRUNKINGUsed for housing electrical switches and sockets, data and voice points, its top panel, bottom panel of the trunking should be made from 1.0 mm thick CRCA/GI MS panel. It should be available in both, single sided and double sided configurations. It should be made from CRCA/GI MS with pure epoxy powder coating. G) ELECTRICAL FITTINGS AND ACCESSORIESService fittings should be laboratory grade, and water faucets and valve bodies should be cast red brass alloy or bronze forgings, all fittings should be powder plated unless specified otherwise. Service Indexes: Fittings should be identified with service indexes in the color coding as per DIN 12920.

H)REAGENT SHELVESH1 ALUMINIUM EXTRUSION SHELF WITH GLASSDepending upon BOQ requirement, height adjustable shelves should be provided between uprights with 1” of height adjustability. Complete modular design consisting of 2 stage horizontal storage shelves. The ends and intermediate vertical supports should be 2mm thick aluminum extrusion with MS brackets of 2 mm thick. Toughened glass should be puton over these shelves for taking care of bottle marks/corrosion. The depth of the shelf should be at least 300mm. I) OVERHEAD CABINETSThe construction should be the same as the underbench cabinets. Knockdown design off storages will not acceptable as their strength is not as good as that of the welded cabinets.The height of these cabinets should be around 635mm while the depth should be around 340mm. The shutters should be available in two options: Metal shutters and Metal frame with inserted glass. There should be one heightadjustable shelf inside each cabinet. Other construction should be similar to underbench cabinet



J)STORAGE UNITWelded cabinet body should be of flush face construction with intersection of vertical and horizontal members like LH and RH side panel along with front horizontal channel, back panel and bottom panel.Knockdown design off storages will not acceptable as their strength is not as good as that of thewelded cabinets.It should be relocated anywhere easily as it is an independent unit. Q)WORKSURFACE and ACCESSORIES

It should be 19mm (+/ 2mm) thick Jet Black Granite worktop. The exposed edges of the worktop should be chamfered and smoothened. The bottom of the worktop should be polished and there should be a Vgroove throughout the length of the exposed edges to protect the cabinets from coming in contact with the spillages. The overhang on the storage cabinet is 25 mm at the front side and 30 mm at the sides. The backing material used is a neoprene mat of 6 mm thickness. A representation the worktop edges is shown as in drawing.



Specification of Laboratory Fume hood

Super structure : All outer walls of the fume hood to be made of IS: 277 GI sheets the thickness of the sheets is 1.2 mm for all load bearing members and 0.8 mm for all cover panels. The fume hood to have a double wall construction and with inner wall made of 6 mm thick phenol based industrial laminate sheets. The back wall to have baffle arrangement made of 6 mm thick phenol based industrial laminate to ensure aerodynamic airflow for gases of various densities. The double wall construction to house all the service fittings of the fume hood with the connections to the top of the fume hood. The front fascia of the fume hood and the side walls of the fume hood to be openable to allow for the maintenance of the fume hoods in case of any service requirements without having to move the fume hood from its location. All fume hoods to have all side panels covered so that it can be moved and placed at any other location without any problems – No add on fume hoods with missing side panels allowed.

Sash frame : The sash frame to be made of Aluminum extrusion as per IS: 733 and the glass in the frame to be Toughened float glass as per IS: 2553 part 1. The sash frame to be operated with sprocket and chain mechanism the chain sprocket system to take a load of 700 kgs for a pair. Sash handle to be of Aluminum extrusion as per IS: 733. Sash handle ensures aerodynamic flow of air in to the fume hood.

Service doors : The fume hood to have super structure with a service door on the top to give access for maintenance of all the electrical and light fixtures etc. the Service door to be with polyamide hinges and to have a gas assisted lifts for easy door opening.

Air foil : Aerodynamic shaped airfoil to control vortex inside the fume hood. The airfoil to be made of 1.6 mm thick Aluminum powder coated as per 52000H1 of IS: 737.

Worktop : The fume hood work top to be made of jet black granite of 18 mm thick with 6 mm thick edge molding all around the worktop making it a water tight pan construction.

Cup sink: Polypropylene cup sink of approved make to be provided in the fume hood.

Apparatus Holding Grid: The grid to be made of SS 304 tubes dia 12.7 mm 1 mm thick with powder coating. The Grid to cover the entire width of the fume hood.

Electrical control panel: 1) In case the fume hood is connected to the blower then the electric control box on the fume hood to

be provided with Input of 3 phase, 415 V AC, 30 A. The electric box to have an overload relay for the motor, Circuit breaker in the event of short circuit and overload and phase failure detection for motor protection. Earthing point to be provided on the control box for additional safety.

2) In case the fume hood is not connected to the motor and is running on a cluster then the control panel to be provided with Input of 3 phase, 415 V AC, 30 A. Circuit breaker in the case of short



circuit and overload. Earthing point to be provided on the control box for additional safety.

Lights: The fume hood to be provided with energy efficient, maintenance free and environmental friendly LED lamps. Electrical Switch sockets: The switch sockets provide on the sides of the fume hood to be 3 module with 16 A sockets and 16 A tiny trip of approved make. Each side of the fume hood to have a maximum power capacity of 20 A, 3.5 KW. The fume hood to be internally wired and tested on the factory with FRLS wires of approved make.

Service Valves: Valves and faucets to be of approved make tubes used to be PVC braided hose of ½ inch OD. And for Vacuum SS braided flexible hose of ½ inch OD. The valves to be tested for working pressure of 125 PSI.

Ceiling Enclosure: The fume hood to be covered above the hood level to the false ceiling level with a ceiling enclosure. The enclosure is to be made of 1.2 mm thick GI sheet as per IS: 277. Powder Coating: All metal surfaces to be powder coated with pure epoxy powder coating of approved make with Dry film thickness of 70 – 80 Microns.

The blower body should be polypropylene UV treated, high density and chemical (corrosion) resistant and mounted on a metallic stand.
