I. PURPOSE

This procedure defines the framework for preparing for and responding to emergencies involving potential environmental incidents.

II. SCOPE

This procedure applies to all employees of SC Innova Holdings Corporation.

III. DEFINITION OF TERMS

III.1. EMERGENCY PREPAREDNESS & RESPONSE TEAM (EPRT) – group of employees to prepare and respond to different types of emergencies

IV. AUTHORITY & RESPONSIBILITIES

IV.1. EMERGENCY PREPAREDNESS & RESPONSE TEAM (EPRT) – serves as the first responders in any event of emergency cases and also to protect the safety of employees. The EPRT is composed of the following:

V. PROCEDURE DETAILS

V.1. Preliminary activities for emergency preparedness

V.1.1. FORMING OF AN EMERGENCY PREPAREDNESS & RESPONSE TEAM (EPRT). The team shall compose of employees who shall response to emergencies which shall be made available.

V.2.1. TYPHOON & FLOOD

Typhoon / Flood

Before

The HRAD shall monitor the news update regarding incoming typhoon and administer the decision to the top management regarding any possible cancellation of work.

Make sure that emergency numbers are placed near telephone.

During

When heavy typhoon or rain occurs, employees must stay in their respective work area and wait for the advice of HRAD.

When flood arises, employees must wait until the flood has subsided before going home.

Employees must not leave the company premises without permission from their supervisor and/or manager.

In case of power failure, employees must stay at their respective work area and wait for the advice of HRAD.

After

HRAD Team (assigned team) shall contact and confirm the status of affected employees and branches due to typhoon/flood. HRAD Team (assigned team) shall log the name of affected branch/employees in the logbook for their condition. After the confirmation, consolidate the report and forward to EPRT Head for proper action.

Affected branches shall contact the HRAD on the condition of the branch/employees.

Clean everything that got wet inside the branch.o Clean-up of water by pumping or mopping. If the source of

water leak cannot be controlled immediately, clean-up operations should still begin as quickly as possible.

When flood subside, do not immediately plug your electrical equipments. Wait until that your outlets are dry to plugging your electrical units.

V.2.2. FIRE

If you discover a fire or see smoke o If building fire alarm is not sounding, manually activate the

alarm by pulling a fire alarm pull station located near an exit. Immediately exit the building.

o Isolate the area by shutting doors when exiting.o Use stairs; never take the elevator during a fire.o Never attempt to re-enter the building unless cleared to do

so by the Fire Department. If building fire alarm is activated or someone informs you of a

fireo Walk to the nearest exit. Do not use the elevators.o If able, assist people with special needs.o Notify emergency personnel and/or EPRT if you know or

suspect someone is trapped or still inside the buildingo Assemble outside at the Area of Gathering away from the

building and do not attempt to re-enter the building until authorized to do so by the emergency responders.

If caught in smokeo Drop to hands and knees and crawl towards the nearest exit.o Stay low, smoke will rise to ceiling level first.o Hold your breath as much as possible; breathe through your

nose and use a filter such as a shirt, towel or handkerchief. If trapped in a room/unit

o Close as many doors as possible between you and the fire.o Wet and place cloth material around or under the door to

help prevent smoke from entering the room.o If room has an outside window, be prepared to signal to

someone outside

heavy objects, dam, storage tank, falling debris, etc.o Prepare stock of potable water, flashlights, radio and

batteries. Ensure that these are readily available and accessible in case an earthquake occurs.

Prepare your area for the worst situation. Most common cause of injury during an earthquake is brought about by sliding and falling objects.o Latches should be installed on drawers, cabinets and

cupboards.o Heavy materials should be identified and place in lower

compartment of cabinets.o Breakable items should be secured while harmful chemicals

and flammable materials should be stored properly minimize the possibility of falling or spilling.

o Strap heavy furniture to restrict sliding or toppling and provide blocks to stop the movement of furnishings or equipment on wheels.

o Check for hanging or unstable objects that may fall on you during earthquake.

Familiarize yourself with your place of work.o Know and master the easiest route to take in order to rid

yourself out of the building. Find and mark the place where fire extinguishers, first aid kit, alarm, utilities and communication facilities are located.

o Do not use the elevator during or after an earthquake. Structural and power failure may lead you to get stranded in the elevators.

During If you are indoors, stay inside. Protect yourself from falling debris by getting under the sturdy table or desk or by bracing yourself in the doorway or a corner of a room. Beware and stay clear of the heavy and sharp materials that may fall or topple on you. Be particularly wary of glass fragments from windows, bookcases, cabinets, lighting fixtures. Chandeliers, hanging plants.

If you are outside, move to an open area away from power lines, post, trees, walls and similar things.

Beware of debris that may fall down from high places. When you are amid tall buildings, find a corner, doorway or

structural identification where you can be protected from falling objects.

Identify possible void spaces between furniture or objects where you can seek cover

If you are out in the field or forest, stay away from steep escarpment or slope that may be affected by landslides.

When driving a vehicle during an earthquake, pull to the side of the road and stop.

Park away from bridges, overpass, overhead wires, electrical post and similar object which may fall to the vehicle. Do not cross bridge or overpass which may have been damaged by earthquake.

In crowded places like stores, theaters, malls, churches do not rush to exit avoid being hurt or crush due to stampede. Remain calm down and try to seek temporary cover behind columns or corners.

After

Check your own safety and that of the others for injury, entrapment and assistance.

Wear shoes and personal protective equipment (PPE). Expect floor and roads to be strewn with sharp objects.

Use flashlight when searching. Gas leaks, chemical spills, and flammable materials are always abounding after an earthquake and an open flame will add to the risk of starting fires.

Check for fire and immediately control it. Locate and use the nearest fire control or alarm unit. Some earthquake damage may be aggravated by the occurrence of fire.

Check your water, electrical or gas line for defect. If any damage is suspected, turn off the system in the main valve, breaker or switch. Before switching on the line again, have I check by utility servicemen or a qualified electrician and follow instructions.

Clean up spills immediately. Start cleaning the flammable and toxic materials first to prevent chain of any untoward events.

Never touch any fallen electrical wiring or objects touched by these wires. If any fallen power line is observed, fence this off to prevent others from electrocution. Inform the authorities for any power line or utility damage.

Do not use the telephone except for emergency calls. Communication lines will be used as information link during warning, rescue, relief and security operations.

Do not use the vehicle unless there is an emergency. Roads may be closed to traffic and hazards may still have to be checked along your route. Do not go sightseeing.

Be prepared for aftershocks. Use extreme precautions when entering damaged buildings since aftershocks can bring them down.

Obey public safety precautions. Instructions to reduce the effect of earthquakes shall be issued by the authorities. Keep the streets clear for passage of emergency vehicles.

Take note of what you had observed and be prepared to inform authorities of victim’s needing assistance, hazardous structures needing attention and information of scientific value.

V.2.4. POWER FAILURE

Power Failure

During

Notify Admin of building-wide power outage and determine if it is a widespread blackout.

Turn off all equipment to reduce overload and prevent damage when power is restored.

Emergency lighting in stairwells and throughout the common areas and most suites will activate. Raise window blinds to let in outside light.

Stay where you are unless told to evacuate as advice by the HRAD; proceed calmly and carefully.

If a circuit trips and it is an isolated outage, notify the Building Admin so an appropriate engineer/electrician can be contacted.

TIPS to prevent isolated power failures: Do not overload circuits with excess equipment. Provide additional electrical capacity as necessary.
