NEW CONSOLIDATED DISPATCH CENTER The State of Illinois legislature has directed that the number of
Public Safety Answering Points (PSAPs) in a county be reduced.
As a result, the Cities of East Moline, Moline and Silvis and the
Village of Milan have entered into a joint venture to create the
Illinois Quad Cities Consolidated Dispatch Center, also known as
QComm911.
Currently, the City of Silvis and the Village of Milan run individual
dispatching centers. The Cities of East Moline and Moline have
operated a combined dispatch center for nearly 20 years. This new
consolidated dispatch
center will combine
services for all
4 municipalities and
will be housed in the
Milan Municipal
Building, located at
405 East 1st Street,
Milan, IL.
QCOMM911 Because QComm911 is in the midst of being legally established,
the successful candidate will initially be an employee of the Village
of Milan, with each city contributing towards costs on a pro rata
basis. Moline Human Resources is coordinating recruitment efforts
for this position. Additionally, a study is underway to determine
staffing levels and provide recommendations for the organizational
structure. The Director will serve a key role in establishing this new
center, as well as directing the design of the office space and
assisting with contract negotiations to bring existing unionized
employees from the 4 municipalities into this new entity.
QComm911 will provide dispatching services for police, fire and
EMS personnel in each of the cities to include transferring calls to
private ambulance companies for cities that do not provide those
services in-house. As the Quad Cities is a major metropolitan area
with many smaller communities in the surrounding region, it is
anticipated that additional entities may contract with QComm911 to
provide them with some or all of the same services.
THE POSITION The Director will report to an 8-member board, comprised of
2 representatives from each of the 4 municipalities.
The successful candidate will
provide leadership, management
and oversight to the Illinois
Quad Cities Communications
Center, serving East Moline,
Milan, Moline, Silvis and other
districts or municipalities with
which the Center has contracted.
The Director will also be responsible for planning, developing,
implementing and coordinating emergency communication policies
and procedures, communication and system needs and preparing
and administering the Center's budget.

Plan, direct, coordinate and manage
the operations of Center to provide
computer aided dispatching services
for law enforcement, fire and
emergency medical services.
Draft, implement, explain and
enforce policies, procedures and
labor agreement provisions for
e m e r g e n c y c o m m u n i c a t i o n
operations and staff.
Review analyses of activities, costs,
operations and forecast data to
determine Center’s progress toward
stated goals and objectives and
report findings to the Board.
Manage and develop contracts to
provide dispatching services to outside jurisdictions.
Oversee equipment and technology needs of the Center, to
include managing maintenance contracts and planning for future
improvements.
Hire, transfer, suspend, lay off, recall, promote, discharge, direct,
evaluate, reward and discipline employees; adjust employee
grievances; or recommend any of these actions.
Work with the Board to prepare and implement Center’s
strategic plan to ensure progressive movement toward short-term
and long-term goals and objectives. Qualifications
Bachelor’s degree or equivalent from an accredited college or
university in Criminal Justice, Public Administration, Business
Administration or other related field and six (6) years progressively
responsible experience in emergency communications dispatching,
including three (3) years progressively responsible supervisory
experience in the public safety and/or local government field; or
any equivalent combination of training and experience which
provides the required knowledge, skills and abilities.
Valid LEADS certification within six (6) months of hire. Valid
Emergency Medical Dispatch Certification within six (6) months of
hire. Valid Illinois driver’s license or equivalent.
