Overview The Neenah Parks and Recreation Department encompasses a number of facilities and

amenities. There are 383 acres of developed park land that the Parks and Recreation

Department operates and maintains. This includes park shelters, boat launches, an

outdoor swimming pool complex, tennis courts, playgrounds, and various other

recreational facilities. A variety of recreational programs are organized at various park

and community facilities.

Purpose The purpose of the Department Emergency Action Plan (EAP) is to ensure an adequate

response to any emergency within and/or affecting the City’s parks, facilities and

programs. Proper planning for emergencies and the corresponding response are both

important in providing support in necessary situations. The EAP contains information to

reduce the severity of emergency situations and minimize the risk to life and property.

Assumption Individuals choosing to engage in activities at/around any of the public park facilities are

subject to numerous hazards. Potential emergency incidents could include one or more of

the following:

• Civil Disturbance – i.e. drunk person, riot, protesters

• Medical Emergencies – Illness or accident related

• Transportation – Motor vehicle accidents

• Natural – weather related incidents such as severe storms,

tornadoes, etc.

• Other emergencies

Staff Support - Debriefing after a Critical Incident: After a serious life-threatening event, a staff meeting will be held with the staff members

involved to discuss the incident. If necessary, the entire staff will be asked to attend a

meeting to discuss the details. All staff should support each other after any traumatic

emergency. In the event of any serious incident, our trained critical incident professionals

may be contacted to assist with the emotional debriefing process. Contact Neenah Police via

Captain Tom Long (920-209-9474) for trained assistance.

Plan Review & Recommendations The Director of Parks and Recreation, Superintendent of Parks, Superintendent of

Recreation, Recreation Supervisor, and Office Manager will review the Emergency

Action Plan annually, with a deadline of February 1st of the given year. The team will

recommend any necessary changes and updates will be made accordingly. Changes

and/or updates must be well documented.

Form Specifications CVMIC Accident Report Form: Documents physical harm/injury to staff members only

Accident Report Form: Documents physical harm/injury to program participants

Incident Report Form: Documents behavioral issues, civil disturbances, and any

disciplinary issues that need attention

External Communication (Media coverage) The only employee authorized to discuss information with the news media is the Director

of Parks and Recreation. Any employee approached by the news media should notify

their supervisor and direct the reporter to the Director of Parks and Recreation. The

Director may further delegate communication responsibilities at his/her discretion based

on subject expertise.

It is understood that City of Neenah Parks and Recreation staff may have to handle initial

contact with the media. If so, do the following:

1. DO NOT make any statements regarding the incident.

2. DO NOT respond with “No Comment”.

3. Make a generalized statement to the media, reinforcing the City of Neenah Parks

and Recreation person of contact.

“The Director of Parks and Recreation is the designated spokesperson and has all of

the current information related to the incident.

He/she may be reached at 920-886-6060 for further questions.”

4. Follow up with the Director of Parks and Recreation and/or designated

spokesperson to inform them which media outlet contacted the department.

The elected spokesperson should follow the “do’s” and “don’ts” of communication:

A. Civil Disturbance/Disorderly Conduct

Response:

1. Stay calm.

2. Move class participants away from imminent danger. This may be a park shelter

or open area away from the scene.

3. Maintain physical distance from the individual.

4. Do nothing to aggravate the situation as it may only intensify.

5. Attempt to signal over another employee and/or guest to join you as a witness of

the disorderly conduct.

6. If the behavior continues, contact your supervisor or the Neenah Police

Department at 920-866-6000 to report the disturbance.

7. Be prepared to provide authorities with the following information, if known:

• Current location (i.e. building, room, area of disturbance)

• Address of current location

8. Turn in a completed Incident Report Form to your supervisor documenting the

event.

The appropriate authorities will respond, investigate, and control the situation. They will

provide instructions as necessary, which must be followed.

For Your Benefit: Civil Disturbance/Disorderly Conduct: A person commits disorderly conduct if he/she

intentionally or knowingly:

• Uses abusive, indecent, profane, or vulgar language in a public place

• Makes an offensive gesture or display in a public place

• Abuses or threatens a person in a public place in an obviously offensive manner

• Makes unreasonable noise in a public place, or in or near a private residence that

he has no right to occupy

• Fights with another in a public place

• Displays a firearm or other deadly weapon in a public place in an alarmful manner

B. Vehicle Accident – Using a City Vehicle

If one is involved in an accident:

Response:

1. Pull over to the most accessible safe spot, if possible.

2. Stop the vehicle, turn off the ignition, and turn on the emergency hazard lights.

3. There is a First-Aid kit and fire extinguisher in each City vehicle.

4. Call the Neenah Police Department at 920-886-6000. They will complete an

accident report.

5. Determine if anyone is injured and perform first-aid accordingly. If there are

injuries, call necessary medical personnel. (i.e. 911, non-emergency line, etc.)

6. In the event of a serious accident, reference the External Communications section

when dealing with all news media attention.

7. Do not admit fault or accuse the other driver of fault.

8. Secure as much of the following information as possible:

a. Name, address, and telephone number of those involved (including

witnesses)

b. License numbers, license plate numbers, make, model, color, and year of

all vehicles involved

c. Insurance information of all persons involved

d. Damage description to all vehicles involved

9. Demand to see that the information provided above is indeed factual. Ask politely

to see the information in writing.

10. CVMIC insurance card is located in each City vehicle. Provide information to

involved patron(s) as seen fit.

11. Turn in a completed CVMIC Accident Report Form and/or Accident Report Form

to your supervisor documenting the event. See the Form Specifications section on

page 4 for details.

If one witnesses an accident:

Response:

1. Call 911 and provide your location (i.e. nearest street, park name, etc.) and what

you have witnessed.

2. Inform your supervisor what has happened and any information you find critical

to pass along.

For Your Benefit:

Check to be sure that insurance information and emergency equipment are always stored

in the vehicles being used (First-Aid kit, fire extinguisher).

C. Field Trip/Bus Accident

Response:

1. The contracted bus company should have an Emergency Action Plan of their own

that they follow for evacuation purposes.

2. Guide the program participants to safety.

3. Determine if any of the participants are injured and provide first-aid accordingly.

4. In the event of a serious accident, call 911.

5. If 911 is called, know where participants are being taken and send necessary

paperwork (name, emergency contact information, any additional information

available) with the emergency medical staff.

6. Call your supervisor. Your supervisor will determine if/when parents need to be

contacted.

7. Remain with the group of participants and verify that everyone is accounted for.

8. Turn in a completed CVMIC Accident Report Form and/or Accident Report Form

to your supervisor documenting the event. See the Form Specifications section on

page 4 for details.

For Your Benefit:

A staff member present in the vehicle should keep a roster of all passengers. The roster

should also be available in the Parks and Recreation Department office.

If involved in the accident, one must stay with the group. If a child is taken by

ambulance, be sure to send medical authorization and emergency information with the

child. This is another reason to have at least two staff members in each vehicle.

D. Food Allergy/Bee Sting Reaction

Allergic reactions may occur without warning. Having a written allergy policy in place

ensures that staff members are well equipped to care for participants who experience

allergic reactions at programs offered by the City of Neenah Parks and Recreation

Department.

**A form should be on file for each participant specifying any allergies (and severity),

medication, along with emergency contact information. Time is of the essence, when

dealing with an allergic reaction.

Response:

If allergen has been ingested (food, sting) and/or there are ANY severe symptoms

1. INJECT EPINEPHRINE IMMEDIATELY if provided by the individual!

2. Call 911 and tell whoever answers that an individual is having an anaphylactic

reaction.

3. Call parent or guardian of the individual and inform them of the same.

4. Remove the rest of the participants from the scene, moving them to another room

or open park area.

5. If symptoms do not improve, or symptoms return, more doses of epinephrine can

be given about 5 minutes after the last dose.

If allergen was likely to be ingested (food, sting) and/or there are ANY mild symptoms

1. Give antihistamines, if ordered by physician or noted on file.

2. Stay with individual.

6. Have someone notify emergency contacts that the individual is having an

anaphylactic reaction.

3. Remove the rest of the participants from the scene, moving them to another room

or open park area.

4. Watch individual closely for changes. If symptoms worsen, GIVE

EPINEPHRINE and call 911.

**Fill out an Accident Report Form

For Your Benefit:

Severe symptoms include

• Lungs: Short of breath, wheezing, repetitive

cough

• Mouth: Significant swelling of the tongue and/or

lips

• Heart: Pale, blue, faint, weak pulse, dizzy • Skin: Many hives over body, widespread redness

• Throat: Tight, hoarse, trouble breathing/swallowing • Stomach: Repetitive vomiting or severe diarrhea

Mild symptoms include

• Itchy/runny nose • Itchy mouth

• Sneezing • Hives

• Mild itch • Mild nausea/discomfort

E. Suspicious Person/Activity/Package

Response:

1. Do not confront him/her. Act in a courteous manner. Try to keep the individual

calm and under control.

2. Move class participants away from imminent danger. This may be a park shelter

or open area away from the scene.

3. Keep distance between yourself and the individual.

4. Know of the easiest, most accessible exits at all times.

5. Call Neenah Police at 920-886-6000 for non life-threatening situations.

6. Call 911 if situation escalates to an emergency situation.

a. Provide your name, locations, and specifics of the occurrence

7. Seek safety by leaving the area when necessary.

8. Call your supervisor.

9. Turn in a completed Incident Report Form to your supervisor documenting the

event.

For Your Benefit:

Examples of behaviors that may be considered suspicious:

1. Observed wandering around for an extended period of time.

2. Asking specific questions about a given facility or park area. (i.e. security related,

etc.)

3. An individual without proper identification entering your facility claiming to be

associated with an organization or hanging around your work area.

4. Observed photographing, videotaping, or sketching the exterior or interior of any

facility or park area.

5. Sitting in a vehicle for an extended period of time or taking photographs from said

vehicle.

6. Entering a facility or park area carrying an oversized backpack or suitcase.

7. When questioned by an employee, person becomes defensible and does not

respond or does not provide a reasonable explanation.

F. Verbal Abuse

Response:

1. Remain calm.

2. Move class participants away from imminent danger. This may be a park shelter

or open area away from the scene.

3. Maintain distance between yourself and the individual.

4. Alert the attention of a fellow employee, preferably management, that you need

help. This may also aid as backup if necessary.

5. If possible, maintain a dialogue.

6. Try to give the individual time to cool down.

7. Watch what they are doing with their hands.

8. Call 911 if situation escalates.

9. Call your supervisor.

10. Turn in a completed Incident Report Form to your supervisor documenting the

event.

For Your Benefit: Brief your supervisor on any situation in which verbal abuse is involved. Some

individuals may try to follow up the confrontation with a phone call. This way all

necessary parties are educated on the situation.

G. Burglary – Theft & Vandalism

If one catches someone in the act:

Response:

1. From a safe distance, ask if you can help them or if they are looking for someone.

2. If calling out to them is going to jeopardize your safety then do not proceed.

3. Find a safe place where you can continue to observe them, noting physical

descriptions and the crime they are committing.

4. Call 911.

5. Turn in a completed Incident Report Form to your supervisor.

For Your Benefit:

As soon as you feel threatened in any way, the smartest and safest thing that you can

probably do is to stay back and become a good witness as to what occurred. Don’t place

yourself in harm’s way.

If property is vandalized:

Response:

1. Upon discovery of the vandalism, contact your supervisor and the Neenah Police

Department at 920-886-6000 to report anything of concern.

2. Do not move anything before doing so!

3. Check immediate area for additional signs of vandalism or suspicious items.

4. Turn in a completed Incident Report Form to your supervisor.

If one experiences a robbery:

Response:

1. Obey the robber’s demands. Do not argue or fight the individual.

2. Call 911 immediately.

3. Stay calm.

4. Gather information, such as: gender, height, hair color, body type, etc. to be used

for evidence.

5. Note the direction that the robber exited.

6. Turn in a completed Incident Report Form to your supervisor.

For Your Benefit: Do not chase or follow after the robber once they leave the building and/or park area. Do

not try to persuade the robber to give himself up. Once the robbery has started, it is too

late for the robber to change their mind.

H. Bomb Threat If a bomb threat is received, the employee receiving the threat should notify the Neenah

Police Department. The person receiving the call should attempt to obtain as much

information as possible such as where the bomb is placed, what it looks like and when it

is scheduled to explode.

Response:

1. Upon notification of a bomb threat, evacuate the building or park area.

2. Call 911.

3. Keep calm.

4. Notify your supervisor.

5. Remain evacuated until told otherwise.

6. Turn in a completed Incident Report Form to your supervisor, detailing the event.

I. Medical Emergency

Response: 1. Check the scene for safety.

2. Call 911.

3. Provide the following information:

a. Nature of medical emergency

b. Location of the emergency (i.e. address/building/park area)

c. Your name and phone number

4. Do not move victim unless absolutely necessary.

5. Remove the rest of the class participants from the scene. This may be a nearby

park shelter or open space far enough away from the incident.

6. Locate, if possible, personnel trained in CPR and first-aid to provide the required

assistance prior to the arrival of the professional medical help.

7. If personnel trained in first-aid are not available, attempt to provide the best care

possible if it is safe to do so.

a. Stop the bleeding with firm pressure on the wounds, avoiding contact with

blood or other bodily fluids.

b. Keep the airway clear

8. Have someone meet the emergency help and direct them to the location of the

victim.

9. Contact your supervisor.

10. Turn in a completed CVMIC Accident Report Form and/or Accident Report Form

to your supervisor documenting the event. See the Form Specifications section on

page 4 for details.

For Your Benefit: Do not attempt to move or assist an injured person unless you have had proper training or

if the person seems in danger of a more severe injury.

There is a Quick Reference guide at each park site to use in the event of an emergency, as

well the First-Aid kit. There is also a First-Aid kit located in each City vehicle.

J. Assault/Fight

Response: If the incident involves an individual and/or staff member

1. Make your presence known from a safe distance, acknowledging yourself as a

City of Neenah Parks and Recreation employee.

2. Remove the class participants from the scene. This may be a nearby park shelter

or open space far enough away from the incident.

3. Warn the individuals involved that they need to stop what they are doing or

corrective actions will be taken.

a. Asking them to leave the park

b. Calling the police

c. Other course of action

4. Verify that you have an additional witness and/or staff present during the incident.

5. If the fight continues or begins to escalate, after verbal warning, calling the

Neenah Police department at 920-886-6000 is appropriate.

6. Become a good witness for the duration of the encounter.

7. Call your supervisor.

8. Turn in a completed Incident Report Form to your supervisor, detailing the event.

For Your Benefit:

Only intercede if you feel confident to do so. As soon as you feel threatened or

uncomfortable in any way, the smartest and safest thing that you can do is to stay back

and become a good witness as to what occurred.

K. Severe Weather

Lightning

Response:

1. Regularly monitor weather conditions and local weather forecasts prior to

scheduled activities.

2. Be aware of your surroundings and the nearest safe area.

3. Suspend activities, allowing sufficient time for group participants and/or

spectators to get to shelter.

4. Understanding of safe shelters is essential. Whenever possible, locate the nearest

safe shelter and proceed indoors.

5. If you are outside avoid tall objects, stay off of high grounds and avoid open

spaces. Stay away from all metal objects as well, including electric wires and

fences. Lightning typically strikes the tallest object; that could be you in an open

field or clearing.

6. When outside during lightning activity and unable to reach safe shelter indoors:

place your feet together, crouch down low, and duck your head with hands

providing protection around your head at all times.

7. Wait a minimum of 15 minutes from the last observed lightning strike or boom of

thunder, before resuming activities. Be extra cautious before giving the all clear.

For Your Benefit: Safe shelter areas include: fully enclosed buildings and fully enclosed metal vehicles.

Unsafe shelter areas include: tall solitary trees, anywhere near water, open fields.

If thunder can be heard, then the presence of lightning is apparent, even if not

immediately observed.

Summer is the primary risk season for lightning strikes.

All program cancellations will be posted on the City of Neenah Parks and Recreation

Department’s website, as well as the cancellation line.

K. Severe Weather cont.

Tornadoes

Response:

Tornado Watch

1. Tornado Watch communicates that there is a potential for tornadoes, be aware of

possible incoming tornadoes.

2. Stay tuned to a weather radio or smart phone if possible.

3. Normal activities can continue, but be aware that severe weather may develop

rapidly.

4. Be prepared to move to a place of safety with minimal warning.

Tornado Warning

1. Tornado Warning communicates that a tornado has been sighted.

2. Have group participants and/or spectators seek inside shelter immediately.

3. Find a small interior room without windows, a hallway on the lowest floor away

from doors and windows, or pre-determined shelter areas.

4. Stay away from outside walls and windows at all cost.

5. Use arms to protect head and neck.

K. Severe Weather cont.

Extreme Cold

The Neenah Parks and Recreation Department reserves the right to cancel programs,

special events and/or close facilities in the event of extreme cold conditions. When

Neenah schools are closed for the day, it also means that all activities scheduled in school

buildings for that day are canceled, including all Park & Rec programs, after school

programs and athletics.

Response:

1. All cancellations should be displayed on the Neenah Parks and Recreation

Department’s website.

2. If the program is currently running, make sure that all individuals are kept

indoors. Long exposure to such freezing temperatures may cause frostbite or

hypothermia.

Extreme Heat All programs, special events, athletic games, facilities, etc. can be canceled under the

following conditions:

• When heat and humidity are such that participants in vigorous

activities for prolonged periods could become over heated and

continued activity becomes dangerous.

• When the heat index possesses a possible threat to the safety of

participants and spectators.

• When weather conditions present a threat to the safety of participants

and spectators.

Response:

1. Move group participants indoors when available. Otherwise, a shady area may

suffice.

2. Provide sufficient breaks for water during programs and/or special events.

3. If any participants complain of headache or dizziness, encourage them to drink

plenty of water and rest.

4. Cancel the program at the discretion of the overseeing supervisor.

Response: 1. If a hazardous chemical spill were to be identified by an employee, the employee

observing the spill should contact and verbally notify others in the area.

M. Fire Emergency

Response:

1. When a fire is detected, pull the nearest first alarm when available.

2. Call 911.

3. If the fire is small and an individual trained in extinguisher use feels that it can be

extinguished through the use of no more than one portable fire extinguisher, this

attempt can be made. If this effort fails, the person using the extinguisher should

immediately evacuate.

4. Upon notification of the fire emergency, individuals (both employees and/or

program participants) should leave the building or park area.

5. Individuals are not to reenter a structure until notified by a supervisor or a Neenah

Fire Department official.

6. Turn in a completed Incident Report Form to your supervisor, detailing the event.

N. Lost/Missing Child If an individual reports that they cannot find someone, they should be directed to the site

supervisor for assistance. The first attempt to find the missing patron will be to walk in and

around the park building/area. If the missing person is a small child, all available staff will

assist in looking for the patron. Telephone calls may need to be made to see if the person

may have found a ride home. The supervisor may have the park area secured to find a

missing patron.

Response:

1. Staff should secure the building or park area.

2. Communicate with other staff members, cross-referencing the last known location

of the individual.

3. If deemed missing, check logical places first (playground, bathroom, etc).

4. Staff member(s) should walk the park thoroughly searching for the missing

participant.

5. After 10-15 minutes of the child missing, call Neenah Police at

920-886-6000.

6. Remaining staff should keep program participants calm and ensure their safety by

staying in one defined area.

7. Contact your supervisor and inform them of the situation.

8. Parent/guardian should be notified of situation.

9. Turn in a completed Incident Report Form to your supervisor.

O. Active Shooter

Response: If there is an active shooter you should remember…GET OUT, HIDE OUT, TAKE OUT.

1. GET OUT. If it’s possible to evacuate the building or park area, do so. Continue

moving away from the area until you are a safe distance away.

a. CALL OUT. Call police and 911 as soon as you can. Give as much

information as possible including the number of shooters, current

location of shooter, type of weapon (hang gun, rifle, etc.),

description of shooter (height, weight, hair color, skin color,

clothes, etc.)

b. STAY OUT. Once out, do not return until police have given the all

clear

2. If you cannot get out…HIDE OUT. If it’s not possible to evacuate the premises,

barricade yourself and program participants inside an enclosed area (i.e.

bathrooms, storage room, etc.)

a. Find heavy objects to hold the door closed (table, chairs, etc.)

b. Get low and stay low

c. CALL OUT. Call police and 911 as soon as you can. Give as much

information as possible including the number of shooters, current

location of shooter, type of weapon (hang gun, rifle, etc.),

description of shooter (height, weight, hair color, skin color,

clothes, etc.)

d. Do not open the door until authorized personnel determine the

shooter is not longer a threat

3. TAKE OUT. If at any point during the shooting the opportunity presents itself for

you to take out the shooter and you are comfortable doing so, do it. This is a

personal choice; it is not required of oneself. Help is on its way!

P. NEENAH POOL - Recreational Water Illness

Fecal incidents are a concern and an inconvenience to both pool operators and patrons. Pool

operators should carefully explain to patrons why the pool needs to be closed in response to

a fecal incident. Understanding that pool closure is necessary for proper disinfection and

protection of the health and safety of swimmers is likely to promote support rather than

frustration. Pool closures allow chlorine to do its job – to kill germs and help prevent

recreational water illnesses (RWIs).

Response: Formed stools can act as a container for germs. If the fecal matter is solid, removing the

feces from the pool without breaking it apart will decrease the likelihood of pool

contamination: 1. Clear pool. Announcement: “Please clear the pool water to allow staff to

properly handle an incident and parents remember to have your young children

go to the restroom on a regular basis.”

2. Remove as much of the material as possible using net or scoop.

3. To disinfect, add liquid chlorine (bleach) to a pail and dilute with water. Pour in

area. **Disinfecting solution: see pg. 24

4. Do not allow patrons in area for 30 minutes, after shocking has been dumped.

5. Clean and disinfect equipment with bleach & water solution.

6. Staff who entered the water, for the clean up, should shower off.

If there is stool/vomit on the deck:

1. If in a dry form, stool/vomit should be swept up and placed in garbage bag. If

stool/vomit is in a liquid form, hose into drain. Do not flush into pool gutters.

2. To disinfect, add liquid chlorine (bleach) to a pail and dilute with water. Pour

over area. Hose down area again into drain. **Disinfecting solution: see pg. 24

3. Clean and disinfect equipment with bleach and water solution.

If there is diarrhea in the water:

1. Clear pool.

2. Add chlorine to raise pool to 5 ppm and maintain pH.

3. Remove any chunks or pieces.

4. Allow some time for the disinfectant to spread and work on the extra organic

material. Allow about an hour of total down time.

5. Recheck for adequate chlorine.

6. Reopen pool.

7. Clean and disinfect equipment with bleach and water solution.

If Cryptosporidia is known to be in the pool: 1. Clear and close the pool.

2. Inform patrons and staff of the situation. Have them contact the local health

department and their doctor if they become ill. It will usually take 7 to 10 days

before anyone becomes ill.

USE 5-GALLON PAIL Recipe for Bleach Disinfecting Solution *9 parts water *1 part (1/2 gal.) bleach *Add the bleach to the water. *Gently mix the solution.

3. Add disinfectant to bring the pool up to 20-ppm chlorine. Remove any pieces of

stool and place them in a biohazard bag. Avoid handling the stool, and wash

well afterwards. Disinfect the net or other equipment. (The net can just be

thrown into the pool.)

4. Parks & Rec will notify the health department of the situation.

5. Maintain the disinfectant level for 12 hours and ensure the circulation flow is at

its maximum effective rate during this time. Balance the water chemistry.

6. Backwash.

7. Re-balance the water chemistry and adjust the disinfectant. Open the pool.

8. Monitor staff for illness and restrict ill staff from the water until they obtain a

negative stool sample for cryptosporidia, or for two weeks after the diarrhea

ends.

Response for Guards:

1. Five guards will be in the water retrieving feces (see diagram).

2. Remainder of staff will remain on deck supervising patrons and assisting with

locating fecal matter. This is not a break for anyone.

3. After pool is shocked:

b. Those people who were in the water have a full 30-minute break (shower

& relax)

c. Remainder of the staff (6 total), each receives 15-minute breaks – 3 guards

will remain on deck at all times for crowd control.

Response for Supervisors:

1. After supervisor has positive ID of feces, an announcement is made to clear the

pool.

2. Parents are to be reminded to have children go to the restrooms regularly.

3. The pool is to be shut down for 30 minutes after shocking, for patron’s safety

Q. NEENAH POOL – Weather Conditions

The on-deck office will be equipped with a computer with access to the weather channel

for immediate and up to date weather conditions. Use of the landline telephone during

any severe weather is restricted.

Lightning

Response:

1. All guards should be alert for thunder and/or lightning. If guards do see lightning

or hear thunder, the pool should be cleared.

2. Supervisor should announce over the P.A. to clear the pool and inform the patrons

and staff of weather conditions (this includes what to do and where to go).

a. Patrons and staff should report to the bathhouse for protection, if time

allows send everyone home if necessary.

3. Patrons should not be allowed back in the water until 15 minutes after the last

lightning has been seen or thunder has been heard.

4. If necessary, turn in a completed Accident Report Form to your supervisor.

Did you know? Outdoor sporting activities and events should be stopped and

swimming pools cleared when lightning is within six miles.

Tornado Only

Response:

1. Move all patrons to the bathhouse, including the staff.

2. The blinds in the concession stand and admissions area should be closed.

3. Staff should instruct patrons to kneel down, putting hands over their heads near a

wall (away from windows to avoid flying glass).

4. Staff remains with patrons to keep order and for their own safety, male staff in

men’s locker room and female staff in women’s locker room.

5. All patrons and staff are to remain in the building—NO EXCEPTIONS!

6. If necessary, turn in a completed Accident Report Form to your supervisor.

For Your Benefit:

In most cases the pool will not be closed due to inclement weather. However, there will

be some days when the pool will be open late, close early, or not open at all.

Relying solely on personal observation of lightning is not adequate. Monitoring the range

at which they’re occurring is required to ensure consistent, accurate, and adequate

advance warning.

R. NEENAH POOL - Bloodborne Pathogens

Occupational Safety and Health Administration (OSHA) regulations require employers to

have an exposure control plan, a written program outlining the protective measures the

employer will take to eliminate or minimize employee exposure incidents. The exposure

control plan is available to employees and is located in the Supervisor’s Office (in drawer

on left hand side of the desk)

OSHA requires that a hepatitis B vaccination series be made available to all employees

who have occupational exposure within 10 working days of initial assignment, after

appropriate training has been completed. However, employees may decide not to have

the vaccination. The employer must make the vaccination available if an employee later

decides to accept the vaccination.

Purpose:

To describe minimum standards, which must be followed by all Neenah Pool, personnel

when providing emergency medical care to all patients during the administration of first

aid and emergency resuscitation and while performing housecleaning duties. The

Occupational Safety and Health Administration (OSHA) has issued a standard that

requires employers to develop engineering controls and work practices and to provide

personnel with protective equipment that will reduce employee’s exposure to bloodborne

pathogens.

Personal Protective Equipment: Personal protective equipment (PPE) acts as a barrier that prevents blood and other

bodily fluids from passing through its shield. The OSHA standard requires that PPE

must keep infected material from reaching employees’ work clothes, street clothes,

undergarments, skin, eyes, mouth, or mucous membranes.

Response:

1. Treat all body fluids as if they were contaminated.

2. Avoid contact with blood and other body fluids.

3. Check PPE before use to make sure it is in good condition-no holes in gloves.

4. Disposable gloves should be worn while performing housecleaning duties.

5. Cover any cuts, scrapes, or sores and remove jewelry, including rings, before

wearing disposable gloves.

6. Change gloves before providing care to a different victim.

7. Pocket masks should be used when performing CPR.

8. A full Bloodborne Pathogens PPE kit is located in the On-Deck Office.

9. Replace disposable gloves and other equipment as soon as possible after they are

exposed to blood or other infectious fluids.

10. Never wash or dry decontaminate gloves or other equipment designed for single-

person use.

11. Wash your hands thoroughly after you have come into contact with blood or other

body fluids, even if you have worn gloves. If you have been exposed, you should

also shower before you leave work.

12. Wear appropriate face and eye protection whenever you think your eyes, nose, or

mouth could be exposed to sprays, spatters, or drops of blood or infectious

materials.

13. Remove contaminated clothing as soon as possible after exposure.

14. Before leaving work, place contaminated equipment and clothing in appropriate

containers for storing, washing or disposal.

15. Sharps (needles) found at the work place should only be handled by the Pool

Supervisor and disposed of in the provided sharps container located in the On-

Deck Office.

16. Use biohazard bags to dispose of contaminated materials, like used gloves and

bandages.

17. Clean and disinfect all equipment and work surfaces soiled by blood or body

fluids.

18. Turn in a completed Incident Report Form to your supervisor documenting the

event. Record the incident by writing down what happened. Include the date,

time, and circumstances of the exposure. Take account of any actions taken after

the exposure.

For Your Benefit:

If you are exposed, take the following steps immediately

1. Wash needle stick injuries, cuts, and exposed skin thoroughly with soap and

water.

2. If splashed with blood or potentially infectious material around the mouth or nose,

flush the area with water.

3. If splashed in or around the eyes, irrigate with clean water for 20 minutes.

S. NEENAH POOL - Lifeguard Communication

& Rescues

A combination of verbal, whistle, and hand signals will be used in the lifeguarding

communication system. Most communication will be done verbally. If a potential rescue

is sighted, the lifeguard would immediately stand and give the appropriate signals.

Response:

1. Use the megaphone along with verbal contact to get the attention of a swimmer.

2. One long & loud whistle blast to activate an in the water rescue.

3. Three short whistle blasts to activate the emergency action plan.

a. This should alert guards that the pool will need to be cleared

b. The supervisor should direct patrons out of the pool and pool deck area

using the P.A. system

For Your Benefit: Secondary rescuer takes over scanning for all rescues. (Why? Because this guard has a

tube and will be ready to make another rescue if necessary.) Break guard(s) assist with

the rescue.

ALL GUARDS STAND FOR ALL RESCUES.

Non-Life Threatening Rescues

Response:

1. One short whistle blast to activate an in the water rescue.

2. The rescuer should leave chair of station in a suitable and safe fashion.

3. After the incident: victim, Break Guard #1, and Supervisor go to the First-Aid

Office to complete rescue reports. Break Guard #2 asks if the rescue guard needs

anything (i.e. towel, dry clothes, a break to calm down).

4. Supervisor in the First-Aid Office will perform any necessary first-aid.

5. In general, once the first guard has left his/her station, the secondary guard takes

over the rescuer’s coverage area. The secondary guard helps the rescue guard

ONLY during the rescue and not trying to get the victim out. The break guards

help get the victim out of the water.

6. When the guard positioned at the bottom of the flume slide leaves their station,

the guard at the top of the flume slide stops anyone from going down. The flume

slide is shut down until all guards are back in position.

7. If necessary, turn in a completed Incident Report Form to your supervisor

documenting the event.

Rescue in Deep or 5’ Area

All slides shut down during this time. Near 3’, Far 3’, and possibly 5’ guards

extend their coverage areas.

Rescue in Zero Depth Area

All guards stand to extend their coverage. Bottom of the flume slide guard

becomes secondary.

Rescue in Near 3’, Far 3’, and Corner

Bottom of flume slide guard is secondary for Far 3’ and Near 3’.

For Your Benefit: Non-life threatening first-aid includes minor problems like cuts, abrasions, insect bites,

sunburn, etc.

When possible, the lifeguard on duty at a lifeguard station should direct the individual to

the First-Aid Office. The lifeguard should try to observe the individual making their way

to the office. If the individual is too young or too upset to make it over to the First-Aid

Office, get the Supervisor and he or she will take care of the situation. A lifeguard or

Supervisor in the office area will perform the necessary first-aid. The Supervisor will call

the parents or guardians if it is felt a young swimmer should go home.

Life-Threatening Rescues – Suspected Spinal Injury or

Unconscious Victim

Response:

1. Give 3 short (but loud) whistle blasts to activate the Emergency Action Plan

(EAP).

2. The primary rescuer climbs down from chair, slides in the water, approaches the

victim, and begins the spinal injury rescue procedure.

3. The secondary rescuer (flume slide guard) assists the primary rescuer.

4. The zero depth guard (rover) gets the backboard & AED and alerts the

Supervisor if he or she isn’t already alerted to the situation.

5. The Supervisor calls 911.

6. Break guards turns off the slides and water feature.

7. The other guards clear the pool.

8. One concession staff member opens the north gate. The others, along with the

admission controllers, work on crowd control. Admissions staff should not

allow any more patrons into the facility.

9. After the pool is cleared, the 5 guards (primary, secondary, the two break guards,

and the zero depth guard) backboard the victim and do CPR or rescue breathing,

dried off for AED use). Other guards work on crowd control.

10. Once strapped onto the backboard, the guards will remove the victim from the

water and continue with CPR or rescue breathing, as necessary.

11. When EMS arrives, they will take the victim to the hospital.

12. After EMS has gone, the supervisor may shut down the pool for the remainder

of the day, if he or she feels it is necessary. If not, everyone returns to his or

her stations and the swimmers may re-enter the pool.

13. If the primary guard knows for certain that the victim did not hit his or her head,

back, or neck (resulting in a spinal injury), then backboarding is not necessary.

However, when in doubt, backboard.

14. Turn in a completed Accident Report Form to your supervisor documenting the

event.

Life-Threatening Rescues – CPR, Heat Stroke, Extensive

Bleeding

Response:

1. Follow the above general procedure. No back boarding. If spinal injury, maintain

head immobilization. Only 2 or 3 guards should attend to the victim.

2. If the situation occurs between the far 3’ chair and the flume slide, then the north

gate should be opened. The Supervisor should give this information to the 911

dispatcher.

IMPORTANT INFORMATION TO GIVE THE 911 DISPATCHER

• Where the emergency is: At the Neenah Pool on 600 South Park

Avenue, Neenah.

• Give the gate entrance for EMS to enter: Front gate next to the

concession window or South gate next to volleyball courts. Inform

EMS that a staff member will be waiting at the gate for them.

• Telephone number from which the call is being made: 886-6081

• Caller's name.

• What happened: cardiac arrest, possible drowning, fall, cut, etc.

• How many persons involved.

• Condition of victim(s).

• First-Aid being given.

• Do not hang up until told to hang up by the dispatcher.

• Find out what emergency facility the victim(s) will be transported to.

or major. If the accident or rescue occurred on the waterslides, a State of

Wisconsin Amusement Ride Accident Report must be completed. The

supervisor is responsible for filling out the report, with specific information

gathered from the rescuer(s) and victim, and should be forwarded to the

Superintendent of Recreation.

4. Do not talk to anyone about the incident except EMS and the designated

spokesperson

Staff Support - Debriefing after a Critical Incident: After a serious life-threatening event, a staff meeting will be held with the guards (staff)

involved to discuss the incident. (If necessary, the entire staff will be asked to attend a

meeting to discuss the “facts”.) Lifeguards (all staff) should support each other, after any

traumatic rescue. In the event of a near drowning, drowning or any serious incident, our

critical incident professionals may be contacted to assist with the emotional debriefing

process.

NEENAH POOL - Missing Patron at Neenah Pool If an individual reports that they cannot find someone, they should be directed to the

First-Aid Office where the Supervisor will assist them. The first attempt to find the

missing patron will be walk around the pool checking the water, deck, grass areas, and

sand areas. The second attempt will be to call their name or the P.A. system and ask

them to report to the First-Aid Office immediately. If the missing person is a small child,

the guards on break will assist in looking for the patron. Telephone calls may need to be

made to see if the person may have found a ride home. The Supervisor may have the

pool cleared to find a missing patron.

Response:

1. Lifeguards clear the pool with one long whistle blast.

2. Lifeguards should walk around the entire pool thoroughly searching the bottom of

the pool.

3. Lifeguards not watching the pool will assist non-lifeguard staff in searching other

pool areas such as locker rooms, grass and sand areas.

4. Non-Lifeguard staff should keep patrons calm.

5. Re-open the pool with one long whistle blast when either the child is found or it

has verified that the child is not in the pool.

6. Notify Police and the Superintendent of Recreation if the missing child is not

found.

7. Turn in a completed Incident Report Form to your supervisor.
