Emergency Action Plan Note: these are general instructions & practices followed during Emergencies. A more detailed preparedness and action plan is available, strictly for internal circulation. Stage Actions/ activities Planning - Pre-monsoon Preparedness - Local Challenges – political agitations, strikes, Local curfew, EB failure/ Blackouts etc. - Natural calamities- flood, Cyclone, Earthquake etc. - Critical Site identification – sites that get affected in early monsoon - Site EB Rectification - Site access path clearance - Shelter leakages checking and repairs - Tower & mount tightening & other allied activity as required - LA checking and connectivity with earth pits - DG Automation & Maintenance to be checked and rectified where necessary - Earth resistance measurement for all earth pits & correction - Checking & Correction of all LT- Electrical Connections & Insulating them to avoid any mishap. Stage Actions/ activities

authorized by CH approval - Mishaps, if any, to be informed to all concerns including HR,

Finance and Legal to have risk mapping of the mishap and decide further course of actions

- Government helpline number on cyclonic situation to be shared with all employees and partners

- In case situation worsen further, ATC to establish contact center with 24 HR help line for all associates. Details to be shared based on situation, as appropriate.

- Alert all the personnel in the vicinity with appropriate means, i.e. raise an hooter/ siren, shout etc.

Customer connect - Emergency response team and help desk numbers to be made available to ATC customers and all land lords on potentially impacted sites

- Mail Communication or SMS to be sent to all OPCO’s with areas and clusters affected

- Periodic updates to be send to Opco on ground situation and its effects

- War room to be set up, if required, with Circle Head as its In charge and decision making authority

- Central updating

Post calamity action plan & implementation

Precautions - Prevent use of 2-wheelers/ bikes immediately after emergency as there could be a risk of accident

- Keeping Identity cards handy during site visits - Keep contact numbers handy - After the incidnet, take a headcount of all personnel and identify

missing / trapped personnel - Inform locations of trapped personnel to circle team. At the same

time report missing person information to Local Disaster management authorities / police

- Advise the trained members to administer First aid to injured, if any & if possible only

- Do not allow to carry out any further work unless and until the area is checked and cleared.

- Chances are that communication channels may be blocked, during emergencies, hence safely check for the information through radio sets, local authorities etc.

- Keep mobile phones charged with a back up phone if possible

Actions - Check media/govt. report before going to a site - Inform office COMH/CH before moving in

Stage Actions/ activities

- Do not go to the site alone/ unaided. Preferably be accompanied at least one more colleague.

- Check if site is submerged, wet or dry - Check for reptiles/ snakes that may have come out and onto sites - In case of any vegetation/ trees etc, visual check before getting

into the site - Preferably, use a helmet as a precaution. - Inspect the sites and take stock of equipment. - Check for site clear of any loose objects that could fall after the

impact - Visual Check for outer elements like DG and EB line for electrical

leakage - Check tower base /foundation for any damage/risk of toppling - Check for snapping for earth cables - Stay indoors at the site unless essential - Visual check for water ingress inside the shelter/site elements like

SMPS, BB, PIU, SVS I2PMS etc - Check shelter roof for risk of leakage/cave in - Wait for DG engine/Alternator to be totally dry - Rope in SME for support wherever required - In case of power terminals/ MCBs/Kit-Kats and other contactors

that were submerged, ensure they are totally dry before switching on the supply

- Wear adequate insulation/shoes before commencing work on powering ON

- Take time to allow each site element to stabilize before powering on the following equipment in the electric line

- In case of any event of electric leakage, do not go ahead with the power ON

- In case of leakages in Battery, ensure the leaked solution is not handled without adequate protection

- Check tightness of key terminals - Keep all shelter doors tightly shut till the risk of rains does not

abate - Check stability of DC power before switching on operator

equipment - All Earth terminals must be electrically checked - Seal all cable inlets as after natural calamities, snakes, rodents and

pests are on a look out for shelter - In case of any doubts, call up the supervisory levels for advises. Do

not work in doubt - Do not try to restore the power line at the SEB end

Stage Actions/ activities

- For sites where DG is in doubt for water ingress, use of Mobile DG is recommended

- Keep hands dry before handling any power equipment - All power work must be done in daylight - Operators to be transparently informed about status with periodic

update - Do not reuse a blown fuse until you are satisfied that the defect is

rectified. - Do not put-off any switch unless you are familiar with the circuit,

which it controls and know the reason for it’s being in “ON” position.

- Do not touch or tamper with any electrical gear or conductor, unless you have made sure that it is dead and earthen.

- Do not work on live circuit without the express orders of the supervisors. Make certain that all safety precautions have been taken and you are accompanied by second person to render first aid and artificial respiration, if needed.

- Do not connect earthing connections or render ineffective the safety gadgets installed on mains and apparatus.

- Do not use or close switch or fuse slowly, do it quickly. - Do not use wire/cables with poor installation. - Do not touch an electric circuit when your hands are wet or

bleeding from a cut or an abrasion. - Do not work on energized circuits without taking extra precaution

such as the use of rubber gloves.( only authorized persons to work on live electrical connections / conducer )

- Do not disconnect a plug by pulling a flexible cable when the switch is “ON”.

- Do not use fire extinguisher on electrical equipment unless it is switched “OFF”.
