Summary of 316b

There are 544 U.S. power plants and several other facilities that will be affected by 316(b). These facilities withdraw at least two million gallons per day of cooling water.

The national requirements will be implemented through National Pollutant Discharge Elimination System (NPDES) permits. It requires that existing facilities that withdraw at least 25% of their water from an adjacent waterbody exclusively for cooling purposes reduce fish impingement.

EPA 316(b)

The EPA gives generators seven options for meeting “best technology available (BTA)” requirements for reducing impingement:• Closed cycle cooling

• Reduced design intake velocity*

• Reduced actual intake velocity*

• Velocity caps

• Modified traveling screens

• Seasonally deployed barrier nets

• Aquatic filter barriers*

* The velocity reduction and aquatic filter barrier equipment are available from Cook Legacy.

Cook Legacy 316(b) ScopeProduct Description Highlights

Materials

Jacquelyn Coating Permanent metal coating that resists bio-fouling

Effective, safe for the environment, permanent solution. Less expensive than temporary coatings or building from other materials.

TIG-Welded Wedge Wire

Durable, strong, & flat wedge wire Tougher & stronger than resistance weld, better for stringy debris & ice than profile bar

Solutions

Tee or Drum Screen Cylindrical screens that don’t clog or kill fish

New flow modifier is most efficient on the market, and can be scaled for specific site.

HemiScreen Half cylinder screen for shallow water

Offers good performance, and no moving parts

AirBurst System to deliver a controlled burst of air to clean screens

Our experience ensures a system that works “out of the box” rather than costly mechanical integration

IceBreak System to deliver intermittent air near the intake to prevent icing

Integral add-on to the airburst system is more cost effective than stand-alone. Our IceBreak algorithm supports efficient mixing.

Debris Jet System to deliver sparge of air to halt debris

Bring screens to shallow water

Bubble Meter Monitors head loss across a screen Ensures that the screen is free of debris

Flow Blade Induces sweeping velocity in stagnant water

Supports fish passage in estuarine or intermittent flow environments

Cost Comparison

Technology Site-Specific Cost (Million USD)

Wedge Wire Screens $3.5-$144

Aquatic Filter Barriers $9-72

Barrier Nets $0.1-$14

Modified Traveling Screens $0.3-$44

Literature Review

• Testing has been performed on wedgewire screens for decades• Alden Lab performed study of 0.5 and 1.0mm slot

wedgewire screens on behalf of EPRI• Egg and larvae were excluded in most cases

considered• The screen performance in estuarine environments

was impacted by the maximum slot velocity & the ratio of maximum to slot velocity
