Confessions represented in Parliament The issue of electoral districting is pivotal to the political debate on electoral reform in Lebanon. It has been customary to use the established boundaries of Lebanon’s Qada as the basis for delineating parliamentary electoral districts, although the 1989 Taef agreement includes reference for electoral districts to be based on the Muhafaza (governorates).

The number of parliamentary seats, and the number of seats for each confessional group, that is allocated to each Qada has remained unchanged since 1992; however, in that time, there have been four different variations in the manner by which Qada are designated into electoral districts (see Annex B).

Under the currently applicable electoral law, adopted in September 2008, there are 26 electoral districts, three of which include two Qada merged together. Beirut has three districts, which are delineated using the established boundaries of the 12 Ahya’ (neighbourhoods). As Lebanon enters a debate on a new electoral law for the 2013 parliamentary elections, it is likely that there will again be focus on, and a possible change to, the electoral districting, especially if proportional representation is introduced.

This overview provides the following information for each of the current 26 electoral districts:

1.  A map of the electoral district. 2.  The number of seats in the district, by confession. 3.  The 2011 number of registered voters, broken down by confession, shown

using a chart that shows the proportion of each confessional group. This data was released by the Ministry of Interior and Municipalities in March 2011.

4.  The 2009 number of registered voters, and the percentage who voted in the 2009 parliamentary elections in that district.

5.  The results of the 2009 parliamentary elections for that district, showing the votes won by elected candidates and unsuccessful candidates and their current political affiliation.
