EEN van Klapmuts se eie in-woners is vanjaar as fina-lis in die departement wa-

Burglar on the run arrestedA THIEF was handed over to the Stel-lenboschpolice forarrestafterADTSe-curity’s central monitoring centre re-ceived an alarm signal from a home inOlyf Street on Tuesday 31 July.

Stellenbosch Watch (SBW) officerAubrey Mxabo was dispatched to theaddress inDalsig,andwhile inspectingthe property, he noticed a man makinghis way along the driveway toward thestreet.

“I managed to apprehend the sus-pect, who had a bag in his possession,”said Mxabo.

“During this time, a resident of aneighbouring home arrived and in-

formed me that the suspect had brokeninto his house.

“The resident also confirmed thatthe items found in the bag belonged tohim.”

In the wake of this incident, RobDale, managing director of ADT Secu-rity Western Cape, said: “If an intruderhas triggered your home security sys-tem, or if you suspect there is someoneon your property and you have acti-vated the alarm, remain indoors untilthearmedresponseofficerhasarrived.

DIE toneel waar AlbertoCosta verlede jaar op syplaasstoep geskiet is, is

Dinsdag deur die drie beskuldig-des in die moordverhoor, en on-der andere regter André leGrange besoek vir die hof se on-dersoek ter plaatse.

Costa (44) is op 18 Februarieverlede jaar voor die deur van syplaashuis buite Stellenboschdoodgeskiet toe hy ondersoek na’n inbraak gaan instel het.

Een van die aanvanklike be-skuldigdes,ViciceloMadolo (27),is in Junie vanjaar ná ’n pleit-en-vonnisooreenkoms tot 20 jaartronkstraf gevonnis.

Madolo het vroeër getuig hoehy en die drie beskuldigdes, so-welasnog ’nman,diénagnaCos-ta se plaas is.

Terwyl Madolo verduidelikhet wat volgens hom die nag ge-beur het, het die drie beskuldig-des –MfundisoYese (25), Simam-kele Mralaza (29) en CedricMphakati (27) – hul gesigte pro-beer versteek van die media watfoto’s geneem het.

Die drie mans ontken skuld opalle aanklagte teen hulle.

THE progress report of the Special Investigative Unit (SIU)on its investigations into various institutions – amongst them,Stellenbosch Municipality – was released recently.Investigativeofficershavebeen inandout of thismunicipal-

ity’s offices for the past two years – on command of presidentZuma himself – looking for evidence of corruption and fraud.As the investigation continued, onewonderedwhether they

would ever find anything of substance, considering the timelapse and absence of the individuals under investigation.However, the SIU identified the procurement of services for

a cultural day in Kayamandi in April 2009 – to the tune ofR777550 – and the appointment of a coordinator for the Stellen-bosch 2010 SoccerWorld Cup project as “irregular and unlaw-ful”. Evidence of a “conflict of interest” was also found in thetender process of seven tenders to the value of R106 million- Tender 34, a cause of great discontent and distrust in the com-munity.This report of the SIU is a mere progress report. However,

it is a vindication for the distrust of civil organisations, suchasStellenboschRatepayersAssociation, inmunicipalprocure-ment processes. They and others have regularly railed againstthe lack of transparency frequently evident in the awardingof tenders.The municipality instigated these investigations, and has

laid charges against certain individuals. However, civil socie-ty is still none thewiser, andwill bewatching closelywhetherany further action will be taken once the final SIU report issubmitted to parliament.

FOUR decades after landing onthe moon, man has secured anopportunity to investigate theexistence of other life forms inthe universe.

Nasa’s Curiosity Laboratoryhas safely landed on Martianterritory, and now awaits itsmission from Earthlings.

Dr Jakob “Japie” van Zyl, ateam member on the CuriosityProject, received his bachelor’sdegree cum laude in electricalengineering from StellenboschUniversity (SU).

Van Zyl visited Matielandtwo weeks ago and lectured aday course on satellite radarsensing. The professor extraor-dinary at SU’s engi-neering faculty is as-sociate director ofproject formulationand strategy at Nasa’sJet PropulsionLaboratory.

Professor HermanSteyn, head of the de-partment of electricaland electronic engi-neering, said the safelanding of the one-tonne laboratory was“a great technologicalachievement”.

Zyl’s research achievements tohis students. The exposurehelps engineering students re-alise the nigh-limitless that ex-ists. “For the man on the streetthis landing shows what man is

capable of doing,”said Steyn. “Itshows how tech-nology has ad-vanced.”

lines of code.One error in the coding could

have sabotaged the mission.The main purpose of the

“The material collected andanalysed on Martian land willshow if a colony can be estab-lished,” added Steyn.

Living on Mars is a possi-bility, Steyn said. “We will needto produce oxygen and have tolive in capsules,” he added. “Wewill have to wait and see if Marsis the next best place.”

GOVERNMENTS need to becommitted to democraticgovernance, transparency,accountability, poverty re-duction and equitable distri-bution of their nations’wealth to avoid conflict andprepare for development.

This was the opinion ofJoaquim Chissano, theformer president of Mozam-bique and the chairperson ofthe Africa Forum, during alecture at STIAS in Stellen-bosch on Monday.

Chissano gave histhoughtsonAfrica’shopeforsecurity and development inthe 21st century. He was in-vited by the StellenboschUniversity’s Security Insti-tute for Governance andLeadership, of which he isthe patron.

According to Chissano,Africaandits leadersconsid-er security and developmentas a priority for the conti-nent, adding that their pur-suit forsecurityanddevelop-ment has had a big influencein changing the political andeconomic landscape in Afri-ca. This can be seen in threetrends, namely the end ofboundary disputes, the endof military coups d’état andthe introduction of, amongothers, multi-party systems.

He argued that the link be-tween security and develop-ment must be understood.

Peaceandstability isneed-ed to achieve sustainable de-velopment, he said. “Afterthe war in Mozambique, wehave a clear appreciation ofthe place of peace and securi-ty in development. The warplacedalotofpressureontheeconomy and reduced thegovernment’s capacity to ad-dress the basic needs of thepeople. There were threemillion refugees in neigh-bouring countries and onemillion internally displaced.

He explained that externaland internal sources wereused to provide basic servic-es and that the country’s eco-nomic infrastructure wasdestroyed. “The cost of post-conflict reconstruction wasvery high.”

He added that it is againstthis backdrop that he wantsto emphasise the link be-tween security and develop-ment.

Chissano also reflected onAfrica’s prospects for devel-opment, saying that he findsit “encouraging that theWorld Bank has indicatedthat the economy of sub-Sa-haran Africa grew fasterthan both Brazil and Indiaduring the first decade ofthis century”.

He concluded by sayingthat Africa is well preparedto make use of the global op-portunities in the 21st centu-ry and that it will retain itsstrategic importance in theworld.

van Gewoontereg-huwelike as ’nvoorbeeld gebruik en gesê dat hoe-wel die wet baie gedoen het omvroue te bevry, daar niks aan dieerfenis-stelsel gedoen is nie.Volgens Gouws moet vroue in

die samelewing en in wetgewingnie net erken word nie, maar her-verdeling moet ook plaasvind.

(SAS)willnotbecaught inacom-fort zone, and will now focus onattracting more local and inter-national teams and athletes toStellenbosch.SASopeneditsdoorson11Jan-

uary this year.“We at SAS want to be part of

the big stories of local and inter-national sports,” said the aca-demy’s CEO, Rob Benadie.“Stellenbosch is theperfect en-

vironment for rugby, but that isnot our only focus.”SAS is the home of the SA

Sevens team and the Western

Province Rugby Academy. Cur-rently the SA schools squad is al-so staying there, and earlier theSA u.20s called SAS home.The Young Springboks won

the Junior World Cup this year.“We want to contribute to the

success of SA sport. SAS is morethan simply an impressive col-lection of bricks and mortar. Wehave professional, skilful peoplewho are all striving to create aworld-class environment thatwhat will make SAS successful.“We are really proud of the SA

Race in Stellenbosch.The race was held over 10 km

and 5 km.Bulelwa Simae won the race

over 10 km in a time of 36 min-utes and 25 seconds.

RenéKalmerholds therecordof 34 minutes for this race.

Simae was joined on the win-ner’spodiumbyThozamaApril(36.44) andNicoleMarais (37.32)who finished second and thirdrespectively.

The Women’s Race takesplace every year on NationalWomen’sDay 9August. It is oneof themost popular races in thecountry. The conditions wereperfect for running.

All the participants had a funday out and afterwards they allreceived their medals with bigsmiles on their faces.
