De Wet is in dieselfde jaar aangekla dat sy ’n man be- taal het om haar eggenoot aan te val en is destyds vier jaar tronk- straf opgelê vir haar aandeel in Deon se dood. Ivan Benting van Idasvallei is skuldig bevind aan die moord. Sy het later ook ’n lewensver- sekeringsmaatskappy hof toe ge- sleep, maar regter Jeanette Tra- verso het in haar uitspraak op 19 Junie 2008 gesê dat ’n persoon wat opsetlik en met voorbedagte rade deelgeneem het aan ’n ge- welddadige aanval, nie in ’n be- skaafde samelewing voordeel kan trek uit haar aksies nie, selfs al was dit nie haar doel om sy dood te veroorsaak nie. Volgens Traverso het sy die R1,9 miljoen in polisse én haar eggenoot se boedel verbeur weens die “bloeiende hand”-be- leid, wat bepaal dat ’n persoon nie uit sy of haar misdaad verryk mag word nie.     THE case against a man ac-cused of robbery and rape willhave to be retried owing to thedeath of the regional courtmagistrate.

    This is only one of the casesin the midst of being heard byMagistrate Dudley Nel, whodied earlier this year after aperiod of illness.

    Frederick Pedro wascharged with rape and rob-beryafteranincidenton3Jan-uary 2010.

    He is accused of having bro-ken into a house on a small-holding outside Stellenbosch,and robbing and raping thewoman who was house-sittingthe premises at the time.

    The witnesses had alreadygiven their testimonies, in-cluding the woman who wasattacked.

    Shewill nowhave to face theman in court again during theretrial.

    Regional Magistrate JoeMagele, who will now be hear-ing the case, postponed thehearing until 26 June forPedrosnewlegalaid lawyertowork through the previoustrial transcripts.

    Pedro, who has been in cus-tody since the incident in 2010,appeared in court on Wednes-day, neatly dressed, but walk-ing with crutches and a band-aged left foot.

    Power panic plagues high schoolELB VAN HEERDEN

    THE Monday morning exam at Kay-amandi High School had to be post-poned for an hour as the schooldidnt have any electricity.

    Power thieves were to blame: theschools electricity box bristled with ille-gal connections, causing the electricity tosurge and fluctuate on Friday; it had tobe switched off for the weekend.

    According to Angie Engelbrecht, theschools safety officer, Kayamandi Highhas been struggling with electrical theftfor months. One of the electrical boxeswas burnt out in March due to the illegalconnections.

    We called in Stellenbosch Munici-pality last week to remove the illegal ca-bles as they were posing a safety hazardto the pupils the cables crossed the en-trance gate to the school.

    But it was not long before the cableswere laid out again, this time on theground. The municipality was called outagain on Friday as the fluctuating electri-cal current was causing the schoolsalarm to go off.

    Engelbrecht said the municipalitycouldnt do much to help, as the powersupply, which belongs to the departmentof education, was being tapped on theschools grounds and not public land.

    The problems are escalating! Engel-brecht said. Due to the power outage ouralarms were deactivated, and one of the

    classrooms was broken into over theweekend. And, because of the power out-age, all the food meant to be used in thehospitality class exam spoiled.

    The schools principal, Mabelo Nt-shanga, said the situation was extremelyfrustrating.Thechildrenhadtowriteex-ams, but we had to start an hour late asthe hall was too dark.

    Practical classes such as hospitalityand computer application technologywere affected most.

    We were alsounable to makecopies of the ex-ampapers for therest of the week!We are gratefulto our neigh-bouring school,Ikaya Primary,for lending ahand.

    Bronagh Casey, spokesperson for West-

    ern Cape education MEC Donald Grant,said the education department had beenin contact with the school, as well as Stel-lenbosch Municipality, to discuss theproblem.

    The department instructed the schoolto hire a registered electrician, whovisited the school on Tuesday, Caseysaid. After discussions with the munici-pality, an agreement was reached to re-connect the schools lines onWednesday.

    The WCED had arranged with neigh-bouring schools to assist with the print-ing of exam scripts.

    Casey assured thedepartment wouldmonitor the situa-tion closely, andLieutenant NatalieMartin of Stellen-bosch Police Stationhas said officers willassist the schoolwith more regularpatrols in the area.

    Die projek Strengthen our Society(SOS) wat Remgro in samewerkingmet die Groter Stellenbosch Develop-ment Trust (GSDT) aanpak is vandees-weekby ngeselligheidaansakeleiersenleiers uit die gemeenskap bekend gestel.

    Onswil ietsondersteunwat nverskilmaak op n plaaslike vlak. Daarom stelons nie net ons eie personeel beskikbaarnie, maar doen n beroep op ander omook hul mense beskikbaar te stel om nverskil te maak.

    Onswil hditmoet n voorbeeldweeswat deur die res van Suid-Afrika ook na-gestreef kan word. Ons wil Stellenboschn dorp maak waarop almal wat hierwoon, trotskanwees,hetDurandbydiegeleentheid ges.

    SOSisbesigomnbruginStellenboschtussen sakeondernemings en organisa-sies wat gemeenskapswerk doen, te bou.

    SOSseonmiddellikedoelwit isombin-ne die volgende jaar 12 gemeenskapsor-ganisasies in Stellenbosch te versterkmet die implementering van n in-diepte

    ondersoek by die organisasie, opleidingdeur kursusse en die daaropvolgendetoepassing van die nuwe kennis met be-hulp van kundige vrywilligers en men-tors.

    Sodoende word gemeenskapsorgani-sasies versterk met beter administratie-we vermons, finansile administrasie,webwerf en sosiale media gebruik, diehou van vergaderings en notules en ookdie aanwending van vrywilligers.

    Stephanie Mouton van AkkerdoppiesCrche, een van die 12 organisasies watingesluit is, is baie opgewonde oor dieprojek. Dit sal interessant wees om tesien hoe dit gaan werk. Die vooruitsigdat ons almal gaan handevat en saamwerk is wonderlik.

    Ritte Steenkamp ook van Akkerdop-pies het ges dat elke organisasie se doeltog is om die gemeenskap te help en noukry hulle kans om saam te span.

    Vir Kim Klir van Seed wag daar n op-windende tyd op almal betrokke. Ekdink dit is goed dat almal aangemoedigword om saam te werk.

    Raadslid Pieter Venter, porte-feuljevoorsitter vir finansies,het by die raadsvergadering ver-lede Donderdag ges dat hul fo-kus eerstens bly op hul grond-wetlike funksies en die verskaf-fing van basiese dienste aanalmal. Hy het verduidelik dat ditdie basis bied vir werkskepping,ekonomiese groei en n beter le-we vir almal.

    In die finale begroting sal so-wat R121 miljoen tussen die be-

    dryfs- en kapitaalbegroting aanbehuising en beplanning besteeword. Dit dui op die grootste ver-skil tussen die konsep- en finalebegroting. Volgens Venter is ookmeer as R68 miljoen vir verhoog-de sekuriteit en gemeenskaps-veiligheid begroot. Hy meen diemunisipaliteit is krities be-wus van hierdie behoefte.

    Die stadsraadhet nbedryfsbe-groting vanR861 570 703 virdie 201213 boek-jaar goedgekeur.Dit bring nverho-ging van 7,31%(van R802 243 207)in die 201112 be-groting mee.

    Ons is besig om onsself in ndoodloopstraat te praat en tedink wanneer dit by huise kom.Daarom is ekonomiese ontwik-keling belangrik. Daardeur kanmense hul eie huise kry, kos opdietafelsitenskoolgeldebetaal.

    Die behuisingsnood is groot.Daar is miljoene mense wat hul-

    self wreldwyd in vernederendearmoede bevind. Ons moet na al-ternatiewekyk,wantonskannieviralmalhuisegeenie.Onsmoeteerder kyk na n bekostigbare enwaardige lewe vir almal.

    Diemoontlikhede is oneindigas ons saamwerk. Dit is daarwaar die begroting ophou enwaar innovering begin.

    BEGROTING GOEDGEKEURJOU HUIS SETARIEWE

    Die tariefverhogings indiebegroting sal die volgendeimpak op Stellenbossehuishoudings h:

    Klein huishouding: nverhoging van R21,51 of4,53 % op sy munisipale re-kening.

    Mediumhuishouding: nverhoging van R72,27 of6,36 % op sy munisipale re-kening.

    Groot huishouding: nverhoging van R334,35 of10,40 % op sy munisipalerekening.

    Calling all Kayamandi residentsSTELLENBOSCH Municipalityhas established the KayamandiCommunity Forum (KCF) inpartnership with key commu-nity leaders in the area.

    The forum, which intends toprovide a platform forcommunity and government tointeract, focuses on key servicedelivery needs, such as housing,safety, community developmentand economic stimulation.

    TheKCFischairedbyCouncil-lor Nyaniso Jindela, who is Kay-amandis PR councillor and themunicpalitys portfolio chair-person for safety and security.

    Other members of the foruminclude Kayamandi ward coun-cillors, community leaders andsenior officials from themunicipality.

    Oneof thekeyissuesdiscussedat the forums first meeting on 14May was the Kayamandi admin-istration building, owned by the

    municipality and located inGeorge Blake Street.

    The building, which had beenused by the community in thepast for religious gatherings, so-cial grant payouts, birthdaysand wedding celebrations, hasbeen plagued by vandalism forthe last few years.

    After each act of vandalism,the municipality repaired thebuilding, just to have it vandal-ised again.

    In late 2011 the municipalitybarricaded the windows anddoors but the building wasagain vandalised in May.

    Various options for the build-ings usewereput to themayoralcommittee, but it was decidedthat the municipality could notmake these decisions on behalfof the community.

    Now, the committee is lookingto engage with the Kayamandicommunity inabid to findasolu-

    tion that will most benefit thepeoplewhowoulduse the facilitythe most.

    The municipality hopes it willreach the same level of successin Kayamandi as it did inFranschhoek and Langrug,where residents took it uponthemselves to make these facili-ties work for them.

    We realise that making anydecision without the blessing ofthe community of Kayamandiwould be disastrous, Jindelasaid.

    We want to make these deci-sions together with the commu-nity and do things properly.

    It might take longer but wewould rather do right by thecommunity.

    SOS to the rescueREMGRO and the Greater Stellenbosch Development Trust(GSDT) have heard the SOS cries of our community organisa-tions and have come to their rescue!

    They recently launched the Strengthen Our Society (SOS)initiative to assist community and welfare organisations withfinancial management, strategic planning, monitoring, andadministrative and marketing systems.

    TheaimofSOS is to initially build 12 organisationscapacitythrough courses, seminars and assistance, and also makefundsandprofessional staff assistantsavailable to theminiti-atives that will go a long way in improving the long-term sus-tainability of these organisations.

    So many organisations are run by enthusiastic volunteerswho sometimes lack the necessary financial and marketingskills to make their services sustainable. While SOSstrengthens their capacity, the organisations themselves canconcentrate on their core function to help the poor and thevulnerable in the community.

    Remgro hopes to encourage other businesses to come onboard toparticipate in theSOSdrive to empowerasmanycom-munity organisations as possible. In the process, SOS will beseeking to build bridges between the business sector and or-ganisations doing community work. By strengthening the or-ganisations, SOS will also help to strengthen civil society.

Soon wewont have this beautiful florato look at on the mountains dueto climate change, so I wouldlike to propose, in the name ofgoing green, that StellenbochUniversity cancel all 08:00classes. They are uncomforta-bly aligned with the typical of-fice workers start time.

    If you look at how the trafficpatterns change on the R44 dur-ing university holidays, it be-

    comesclearthatmostof thecarson the road on a normal day areheading straight for that pillarof colonial civil society: the08:00 class. Now I was going tosuggest that these classes bemoved to 07:00, but onreflectionthat might not be such a goodsolution. The Rooi Pleinmight then quickly turn intoSouth Africas Tahir Square.

    Besides, I am sure that eventhe lecturerswill agree that anyintellectual work that is donebefore low tea is most likely tobe redone anyway.

    I fully trust that thebigbrainsat Admin A will do their bit byfiguringout a schedule thatwillstart thevarsity at amuchmorereasonable time, and decreaseall our carbon footprints.

    THE courts are not to blame for thelack of transformation in South Af-rica the responsibility restssquarely on the government.

    This was the opinion of Advocate WimTrengove (senior counsel), who gave aspeech at the launch of the book Law andPoverty: Perspectives from South Africaand Beyond at the Stellenbosch Institutefor Advanced Study on Thursday lastweek.

    The book, edited by Professors SandraLiebenberg and Geo Quinot of Stellen-bosch Universitys law faculty, containsessays by South African and internationalexperts, as well as young emerging schol-ars. Some of the topics covered includesocio-economicrights, gender transforma-tion, property law, land reform andunemployment.

    The book marks the completion of thefacultys povertyproject oneof the flag-ship projects under the banner of the uni-versitys HOPE Project.

    In Trengoves address, titled The Courts,Socio-economic Rights and Social Justice inSouth Africa, he argued that the courtstoday are caught in the cross-fire.

    He motivated his statement by citingANC secretary general Gwede Mantashesstatement last year that people who takematters to the Constitutional Court use ittooverturnprogress in the transformation

    of society.The government has since

    then announced that it is plan-ning a comprehensive reviewof the impact of decisionsmade by the ConstitutionalCourt and the Supreme Courtof Appeal on the transforma-tion of society.

    According to Trengove, it isunfair to blame the courts forthe lack of transformation.The courts role is to adjudi-cate cases brought by thepoor and to get the state to ad-here to the constitution, hesaid.

    He added that the constitu-tion creates an environmentfor transformation, and evengives the state a free hand toexpropriate land for this pur-pose. It doesnt inhibit thestate in its pursuit of transfor-mation. It cant be blamed for the lack ofland reform.

    The courts are, however, the drivers oftransformation, Trengove argued. Theycant provide homes, food, water, health-care, education and social security to thepoor.

    But they can and do hold the state ac-countable for its provision of those basicservicestothepoor, to theminimumstand-ards required by the constitution.

    Its a modest role, but an importantone, he said.

    Professor Russel Botman, SUs rectorand vice-chancellor, said in his welcomingaddress that law is our best tool in theworld. He elaborated that law offers notjust a sphere of justice for all, but a sphereof hope for the destitute.

    Thats what makes this project so im-portant. This book promises to be a mile-stone book for all.

    SU lasermachine first ofits kind in South AfricaASTATE-OF-THE-ART laser ma-chine that can build complexthree dimensional objects out offine metal powder was unveiled atStellenbosch University (SU) recently.

    The M2 LaserCUSING System, theonly one of its kind in South Africa, wasimported from Germany for R5 million.The cost was funded by the TechnologyInnovation Agency.

    The system was unveiled last Friday,after its installation at the Institute ofAdvanced Tooling (IAT), hosted at therapid product development laboratoryin SUs department of industrialengineering.

    Its primary application is the produc-tion of complex tooling inserts for metalmoulds used in various industries.Mouldsareroutinelyemployed tomanu-facture products made from a variety ofsubstances, such as plastic, glass andmetal. In addition, the machine can beused to manufacture advanced metalcomponents for utilisation in the aero-space, automotive, medical and dentalindustries.

    This wide range of applications canhelp create synergy between numerousresearch, development and industrialprojects.

    This machine can produce compo-

    nents that cannot be made in any otherway, said Professor Dimitri Dimitrov,head of the rapid product developmentlaboratory. It allows for complete de-sign freedom.

    Whatever can be imagined can bebuilt with this system.

    One of the machines major advan-tages is the fact that it canprocess awidevariety of metals, such as aluminium,stainless steel, various hot-work toolingsteels, titanium, cobalt-chrome andnickel-based alloys.

    Dimitrov said that although the ma-chine can build 3D metal objects, itshouldnt be confused with a 3D printer.

    The system will be used for advancedresearch by SU postgraduate studentsand IAT tooling engineers.

    Inaddition, thesystemwill service thetooling industry, which will help createemployment opportunities and stimu-late economic growth.

    The SMME sector now has access toadvanced manufacturing capability forthe production of complex tooling in-serts and other objects, said Dimitrov.

    Before, they would have had to gooverseas, but now they can do it righthere, he pointed out. Local industryhas already shown significant interestin this advanced technology.

    In 1999, in samewerking met Nedbank, is dieNedbank Kaapse Wynmakersgilde Ontwikke-lingstrust gestig om maatskaplike ontwikkel-ling te ondersteun deur opvoeding in wynland-gemeenskappe. Oor die jare heen het die trustverskeie leerlinge ondersteun by skole soos dieLandbouskool Boland en Jan Kriel-skool.

    In 2006, onder die voorsitterskap van PhilipCostandius, is die Kaapse Wynmakersgilde Pro-tg-program, n eerste vir diewynbedryf, gestigmet die doel om transformasie teweeg te bringdeur die bemagtiging van belowende individueom uitmuntende wynmakers te word. Di men-torskap-program gee wingerd- en wynboukundegegradueerdes die geleentheid om nou saam tewerk met en te leer by lede van die Gilde.

    Tot dusver het agt protgs aan die programdeelgeneem, onder andere Howard Booysen enPraisy Dlamini wat reeds die program voltooihet. Die Gilde het tans ses protegs wat betrokkeis by die drie jaar lange internskap-program.

    Saam met die internskappe, bied di programook beurse aan finalejaarstudente in wingerd-en wynboukunde aan Universiteit Stellenboschen Elsenburg Landboukunde-kollege.

    Die 28ste jaarlikse Nedbank Kaapse Wynma-kersgilde veiling vind op Saterdag 6 Oktoberplaas by Spier se konferensiesentrum plaas.
