HUIS HORISON

KERMIS

Symeendatmenswaardigheid

SBW clamps down on thievesFOUR suspects accused of crimes in-cluding fraud and theft, were appre-hended by security officers in sepa-rate incidents around Stellenboschrecently.

Two were nabbed within hours ofeach other following two incidents ofcopper theft on the morning of 24March.

In the first, Stellenbosch Watch(SBW)officersDrienisDippenaarandBongani Villem were tipped off abouta man jumping over a wall in CluverStreet. They found him removing cop-per pipes at the premises.

Less than two hours later, while onpatrol, SBW officer Chris Koegelen-berg stopped a man who was carryinga heavy bag down Groenfontein Roadin Klapmuts. The man tried to getaway, but was grabbed by Koegelen-berg, who discovered the bag wasfilled with copper.

In a third, somewhat unusual caselater that same day, a man was appre-hended for stealing flowers from a

nursery in Koelenhof Road. One of the security company’s offic-

ers also made an arrest two days be-fore. On 22 March, at 15:00, SBW offi-cer Nicolas Mtaki responded to a pa-nic signal at a bank in Bird Street.

Upon arrival at the scene, the bankmanager informed the officer that aman, who was still inside, had triedto borrow money using false accountnumbers.

All four suspects were handed overto the police for arrest.

Stellenbosch Watch CEO GlennSchooling says: “These positive out-comes show that the community’s re-porting of suspicious persons, cou-pled with the vigilance and speedy re-sponse of patrolling officers, will seecriminals brought to book.

“We encourage the community tokeep acting as the eyes and ears of thelocal authorities, notifying securitycompanies and the SAPS when theirsuspicions are aroused, or when inci-dents occur.”

Tour guide and businessman Aubrey Mpemnyama: “I think thereshould be more public art in andaround Stellenbosch. Sculpturesand other forms of public art arean essence if you want to attracttourists. They’re not just statues they carry symbols and meanings of our past.”

Stellenbosch University’s Departmentof Entomology assistant, RichardJansen: “I don’t know what most ofthesepublicartworks stand for.Someare old statues, mostly recognisingapartheid whites. Publicart is agoodthing when everyone is honoured. But art makes a place look good.”

Xolani Mbutyu: “I don’t think thereshould be public art in places wherethe gap between rich and poor is soevident. The statues and other sculptures are insignificant and dulllooking. They could rather use the money– regardless how little it is – to feedthe poor.”

Clive Manuel, car guard: “It’s goodto have them. We should get moreso that Stellenbosch can be up therewith other cities. This town is highlyregarded and public art is one of theways to maintain its looks.”

Andries Julius: “They look good, but they won’t feed anyone. It’sgood to have public art but, inthe same vein, it’s useless, especially if it has no meaning. It willbring more tourists to the town, but we won’t be fed with the money the tourists bring. ”

Anna Miller: “I think more interesting ones should be installedbecause Stellenbosch is a historicplace. They certainly didn’t sparka thought or intrigue curiosity, butit’s worth having them.”

VIEWS ON PUBLIC ART‘Negatiewe ervaring’SAMANTHA VAN DEN BERG

“ONOOGLIKE drog-beelde” eerder askunswerke.

terwyl daar ’n lang geskiedenisvan naaktheid in openbare kuns-werke is.

Twelve pianos to donate to communityTHE conservatoire of Stellen-bosch University (SU) has 12 pi-anos to donate to communityprojects in the greater Stellen-bosch area.

Theannouncementof thisiniti-ative, managed by SU’s divisionfor community interaction, formed part of the biannual Stel-lenbosch International PianoSymposium that was held at theconservatoire last week.

The symposium was organisedby renowned concert pianistsand conservatoire lecturers Pro-fessor Nina Schumann and LuisMagalhães.

The conservatoire replacedsome of its older pianos with newYamaha pianos some years ago,and Professor Winfried Lüde-mann, chair of the music depart-ment, cameupwith the ideaofdo-nating the older instruments todeserving music projects in thecommunity.

Music store Musikhaus W Heu-er offered to service the pianos toget them in tiptop condition, ex-plains Dr Jerome Slamat, seniordirector for community interac-tion. “The pianos will be tuned, and are all in a good condition. Astructured application processwill now be followed with a com-mittee that will award the pianosaccording to a set of criteria.”

The criteria include whether

the community organisation is aregistered non-profit organisa-tion in the greater Stellenboschcommunity, what services the or-ganisationrenders,what itsmainsources of funding are, and whatlinkstherearebetweentheorgan-isation and SU.

Of the original 17 pianos, five, all wrapped in big bows, wereawarded at the symposium lastFriday.

One of the pianos was awardedto SU’s drama department, whilethe other four were awarded to

different sectionsof the conserva-toire’s certificate programme.

) Community projects are re-quested to submit a typed, two-page proposal that includes, among others, a motivation onwhy the individual or organisa-tionshould receive thepiano, anda description of the relationshipbetween the individual or organi-sationandtheuniversity (ifappli-cable).

Robert Bekker, via email,writes:

On 13 March I sent a complaintto the traffic department directlyby mail regarding behaviour oftraffic officers in the townofStel-lenbosch. I was told it was for-warded to the speed trapping di-vision. In summary the com-plaint had three points:

) A question regarding the le-gality of the unmanned mobilecamera on Adam Tas, standingon a grass slope, which are twopoints I know to be in contraven-tion of legal trapping methods. The Johannesburg Metro PoliceDepartment has recently beenunder the spotlight for their ille-gal speed trapping, and there arevarious sources available withthe requirements for legal trap-ping on the Internet, ArriveAlive being one of these sources.

) The second point was re-garding a traffic officer travel-ling down Dorp Street on the on-coming traffic side, on a blindcorner, with only one out of fourrotators working on the vehicle, completely invisible to vehiclesturning into Dorp street from theR44. A head-on collision wouldhave been unavoidable if a vehi-cle had turned into Dorp Streetthere. This all to reach a vehiclethat had stalled in the intersec-tion, but had been pushed out ofthe way of traffic, and traffic wasmoving freely.

) Thethirdpoint, alsoonDorpStreet, involved a traffic officerparked in morning traffic on ared line, no lights flashing at all, partially straddling a gutter be-low an apartment building withno traffic business being con-ductedor theofficereven insightof the vehicle.

I would like to add a fourth

point in this message. On Wednesday 14 March at

12:10 on the corner of Bird andChurch Streets, a traffic officerparked her vehicle on the cornerover the pedestrian crossing towrite out a fine for a vehicleparked in a loading zone. Thiscaused an obstruction and ob-scured pedestrian traffic, whichnow had to negotiate around thetraffic services vehicle and thenstep into the road. No flashingemergency beacons besides thevehicle’s orange hazards wereon. This itself is an illegal stop.If the vehicle in the loading bayhad its hazards flashing, wouldit have been a legal stop too?

Myquestion is, can theofficersnot stop in a safe and legal spaceandwalkafewmetres to thevehi-cle? Or does the risk of losing thefine outweigh the pedestrians’safety? Does the traffic depart-ment have the right to ignore thelaws regarding mobile speedtrapping, endanger the publicwith their actions, ignore thetraffic lawsregardingparkingonclearly marked no-stoppingzones, and park on pedestriancrossings to write out fines?

In the event of an emergency,by all means the officers shouldperformtheirduties –but surely, with public safety being one ofthe main reasons for the exist-enceof thetrafficservices, publicsafety should be a concern?

There is a strong perceptionthat the traffic department ismoney-hungry and feeding itshunger by fining the citizens fortheir actions, but who are theseofficers or the municipality towrite out fines if they themselvesare breaking the law and puttingour lives in danger?

The traffic department should

lead by example, which wouldmeanobeyingthelawtheyareen-forcing upon the citizens.

Janine Waldis (Wells), headof traffic lawenforcement,Stel-lenbosch Traffic Department, responds:

Peace to allTHEyear2012 isrollingonrelentlessly, witheachdaybringingnew difficulties, challenges and - pleasant surprises.

FivemonthsagoChristianswerecelebratingChristmas, thebirth of God’s Son. Come Easter, we will commemorate hisdeath on the cross.

Why not rather consider his resurrection, his release fromthe physical world and all its brokenness? Let us celebrateEaster as a sign of peace, not pain. And the best way to releasepain is to forgive, a lesson God’s Son came to teach all of us.

Letus rediscover ourhearts thisEaster, wherewe intuitive-ly know the right thing to do. Let our hearts challenge ourbusy and mean little minds, who so tenaciously hold on to bit-terness and petty grievances.

True peace comes from forgiving your brother, your sister, your friend, for the sins they have purportedly committedagainst you. Forgiveness really means forgiving yourself forharbouring vengeful, fearfulandunloving thoughtsaboutoth-ers.

Release these thoughts, and offer your fellow man, insteadof a cross of thorns, a bouquet of lilies – a gift of love, not fear.

We humans need each other when facing the challenges andhardships, but also the triumphs that 2012 will bring. Whenstability seems impossible and constant change appears to beour destiny, we need all the support we can get from our fellowmen.

May this Easter, a time of such vital significance to so manyacross the world, bring much joy, love and peace to all.

Dit

móét deur alle munisipaliteitegeïmplementeer word.

Die bedryfsbegroting van dieMunisipaliteit virdie 2012 / 2013 boek-jaar beloopR861570703, wat ’nverhoging van7,31% (vanR802243207) in die2011 / 2012 begro-ting meebring.

Die raad se uitga-wes op sy bedryfs-begroting beloopvoorlopigR888376916 vir 2012/ 2013. Dit verteen-woordig ’n verho-ging van 5,82% vandie R839 479 775 in die 2011 / 2012boekjaar.

Die kapitaalbegroting vir die2012/2013boekjaarbeloopsowatR185 743 691 in die voorlopige be-groting.

Dít verteenwoordig ’n afnamevan -11,59% van die R210 103 557wat indie2011/2012boekjaarvir

kapitaalprojekteuitgesit is.

Dít is baieteenstrydig vir my.”

HOW ARE YOU AFFECTED?

Basiese Evaluering vir die Voorgestelde Verbetering van die Annandale-Pad

SA at ‘tipping point’EUNICE VISAGIE

“WHEN it comes tocorruption,South Africa is at

a tipping point – and we have thepower to determine the nextphase.”

These were the words of SouthAfrica’s public protector, Advo-cateThuliMadonsela,at the13thWinelands Conference, held inStellenbosch this past week.

The theme of the conference, held at Stias, was “Integrity andGovernance: What is Wrong? What is Right? What is Next?”.

Madonsela was one of theguest speakers. She spoke of therole thepublic protectorplays inbattle against corruption.

“Our mandate is to coordinategood governance, and that in-cludes combating corruption.Wehavetopromotegoodgovern-ance and prevent maladminis-tration.”

According to Madonsela, thisis done through casework andstakeholder engagement.

“If an injusticeoccurs,we takecorrective action and use the op-portunity to make systematicchange. We don’t want the samething to happen again.”

Regarding stakeholder en-gagement, she referred to Na-tionalGoodGovernanceweek inOctober, during which allthe agencies thatwork towards goodgovernance areprofiled.

“The presi-dent once saidthat everybodyin South Africa –no matter theirlanguage – knowsthe meaning of the term‘service delivery’. I want everySouthAfrican toknowthemean-ing of ‘good governance’ and

‘maladministration’.”Madonsela said there are

three factors that arevitalfor good governance. They are strengthen-ing public accounta-bility, strengtheningtransparency and, fi-nally, bringing an end

to impunity.“Those in the public

sector need to realise thatthey were placed in their posi-tions to serve the public and nottheir own interests.

“Without transparency therecan’t be accountability, and end-ing impunity is a must. Other-wise all efforts are useless.”

Madonsela then referred to aspeech by former president Nel-son Mandela in 1999, in which hetalked about a society that wassick because of corruption.

“Nowcorruptionisendemic. Itcan destroy our economy and de-rail democracy.

“We are at a tipping point, andwe all need to start to play a partin determining the next phase.”

WINELANDS CONFERENCE

Corruption driven byglobal economy

STEPHANIE NIEUWOUDT

PEOPLE in the public sector in-dulge in corrupt practices for avariety of reasons.

These include: the feeling thatthey are entitled to enrich them-selves because they did not getthat “deserved” promotion; thesense that they have to meet theeconomic needs of their family;and the belief that it is less of acrime to steal froma largeorgan-isation than to steal from anindividual.

Speaking at the 13th Wine-lands Conference in Stellen-bosch, Professor Gavin Woods, director of the Anti-CorruptionCentre for Education and Re-search (ACCERUS) at Stellen-bosch University, said researchdone by ACCERUS and other or-ganisations in South Africa andfive other countries in SouthernAfrica showed that one out of tenindividualswill never indulge ina corrupt practice, one out of tenwill indulge at any opportunity, and theremainingeightmightatvarious times be enticed to becorrupt.

According to Woods, one of thedrivers of corruption is the glo-bal focus on consumerism andthe individual’s desire to accu-mulate material goods. He addedthat, when an organisation and

its leaders are perceived asweak, there is an increasedchance of corrupt practices inthe public sector.

The Winelands Conference isan initiativeofStellenboschUni-versity’s School of Public Lead-ership, ACCERUS and the Zijl-stra Centre.

Issues of governance and cor-ruption are brought to the tableat this three-day conference heldin Stellenbosch.

DrCobusdeSwardt, managingdirector of Transparency Inter-national, said the South AfricanPolice Service is perceived to bethe most corrupt state organ, closely followed by political par-ties and parliament.

All forms of corruption aredriven by the global economy, added De Swardt. According tohim there is often evidence thata deal that ends in scandal hasbeen bankrolled by a foreignentity.

An example is the arms dealscandal in South Africa, whichwas to a large extent funded bythe French.

There has also been an in-crease in public corruptionamong the middle classes in af-fluent Western countries.

This is a far cry fromtheprevi-ous belief that poorer countriesare more corrupt.

Afrikaans nie ‘sondebok’ sê taalbulleSAMANTHA VAN DEN BERG

Me.

“Pasiënte by die Tygerberg-hospitaalstelhulselfbeskikbaarviroplei-

Hierdie waardes is inte-griteit,uitnemendheid, toewydingenver-antwoordbaarheid.

Hoe raak Drankwet jou?

hul voorwaardes moet doen.

FAIRYHi, I'm a 1year old MalteseX

Terrier Steekbaard girl, small of stature. I might not be an oil painting but I have personality, chutzpah and lots of love to give. I grew up in the Townships and

never had a loving family. I'm a bit shy with people I

don't know but once I trust you, boy oh boy, no holding

back. My three puppies have been adopted last

week & now I am looking for a forever home.

Any offers?

Hello, may I introduce myself: my name is TOMMY.

I am a 6 year old, mature Gentleman, Maltese by origin, and despite my age alert, active and beautiful.... of

course. I have been at the shelter for quite a while.....too long if you ask me. I guess my age is against me. Who wants an old bugger like me.

It is always the puppies that are chosen, phew. Nevertheless, I wish you All a HAPPY EASTER, a relaxed Holiday... and when you are back,

what about visiting me and spread the word that I need a forever home?

I would really loooooove that...
