VETERAN’S FIELD TEMPORARILY CLOSEDThe Borough regrets to inform the community that due to elevated levels that exceed the recommended “residential standards” of compounds found in the soil at Veterans Field, the Borough’s Environmental Consultant has recommended the temporary closure of the facility until further testing is completed. Below is the consultant’s fact sheet that explains the compounds found, the levels, and the action plan. The Borough is doing everything possible to expedite the re-opening of the facility, please refer to our web site; www.edgewaternj.org for updated information. The Community Center and the American Legion Hall will remain open and are not affected at this time.Per the NJDEP Technical Regulations, this Fact Sheet has been prepared to address the Notification and

Public Outreach requirement for sites undergoing an environmental investigation /remediation.Fact Sheet Prepared: September 19, 2011Name of Site: Veterans ParkAddress of Site: 1167 River Road, Edgewater, Bergen County, New Jersey.Tax Block(s)/Lot(s): Block 30, Lot 1.NJDEP Case Number: 11-09-16-0926-01Description of Site History:The site is approximate 27.58 acres. The current use of the property is a public park with fields, courts, playgrounds, picnic area and community center. A majority of the site surface is covered by lawn, soil and woodchip areas with the remaining areas consisting of paved parking, walkways and courts. Review of historical maps indicates the site was once covered by the water of the Hudson River. Fill soils were utilized to develop the entire site to current grade. It was unclear if these fill soils were characterized as contaminated Historic Fill. Therefore, soil investigations were performed to determine if any health hazard was present prior to the walkways near the River being renovated using Green Acres funding.Description of Contamination:Test pits were initially advanced in the areas located between the walk pathway and the river shoreline in order to evaluate these soils for historic fill characteristics. Ten test pits were advanced at equal distances along

By Bob BatchRemember that old ‘Who’ song where Roger Daltry screams, “We won’t get fooled again” over the strains of pulsing rock guitar? It was almost an anthem for a generation that was going to change the world into a place where there was no war, inequality or senseless vio-lence. It looks like we settled for purposeful violence instead.

To be fair, the guy in the song says he “prays” we don’t get fooled again, and it is, in fact, a cynical piece because later in the song it says, “Meet the new boss, same as the old boss”. Still, probably one of the fi rst mistakes my generation made was getting a political edu-cation from rock stars.

At the time it seemed like a great idea to follow the idols of our generation down the path of mind expansion, meditation and free love. It was very appealing to emulate the free lifestyle of the millionaire rock idol, but it loses some of the luster when you don’t have the millions. After a while, it became apparent to most of us that these people were confused self- absorbed and self-indulgent, and they were not going to have the answers to all our problems. But too late, all the tunes were stuck in our heads already!

In the meantime there were a legion of other forces conspiring to infl uence us in ways that we never imagined when we set out on our journey into this world. There were mass marketing techniques developing, advertis-ing gripped our very souls, banks and tele-communication companies became the mas-ters of our lives, and politics distracted us

from it all with empty promises of security and destiny.

Did you ever wonder how many commer-cial jingles you have stuck somewhere in your head? And how many things have you bought that you really had no need for in the fi rst place, or, for the packaging, or because it said it did something, or was something, that was absolutely not true?!

Every day armies of people are working at designing packaging, inventing hype, creat-ing desire, and recycling the same old junk to sell as “New” and “Improved” and “Cut-ting edge”. Because we have been told for so long that we can’t live without the newest thing, we now cannot live without the new-est thing. The latest phone that let’s you talk to the voices in your head, higher defi nition video so you can watch remakes of all the movies and T.V. shows ever made because we are all out of new ideas, and endless re-ality programs so you won’t switch to close circuit cameras hooked up in your neighbors house, which is what you really want to see!

I remember a time when banks were consid-ered trustworthy institutions. They had to be, they were entrusted with your money and you relied on them to offer services that were above reproach. Slowly, over the last couple of decades, banks have craftily maneuvered the entire population into what amounts to an irrevocable allegiance to automatic tellers, debit cards, and services that at fi rst seemed to be fantastically convenient. But like drug pushers who initially offer their wares for free so that they can bleed you at a future

time, all the banks, and phone companies, started putting fees and surcharges on their bills once they had you in their clutches.

You would think that with all the rules and regulations that are being written in the halls of government there would be some control over the excesses of institutions that so im-pact all our lives. Unfortunately, the peo-ple who attain positions in government are probably worse than the guys who sell those cheesy products on infomercials.

Every year around election time I wonder why we can’t hook our candidates up to lie detectors while they are having those so called debates. These people are supposed to be working for us, why can’t we really screen them before we hire them like big companies do when they hire us? This is the only job left that you can get based solely on bull*&%#!

The only hitch with the lie detector idea is that most of these people believe their own lies and might pass anyway. Still, I see these voice stress analyzers on T.V. shows that claim to detect when suspects are ly-ing. While on certain news stations they display a graph which registers a response of Democrats and Republicans while someone like the President is making a speech. Why can’t they hook up the stress analyzer while the candidates make “Certain key state-ments?” Wouldn’t it be helpful t know for sure whether a candidate is just saying stuff to get elected? Aw, maybe not! People would probably vote for him/her anyway just for the way they look! Maybe we just want to get fooled again!

Have you ever had bad dreams that can be truly frightening nightmares or feel that you are being tired down to your bed by restrains?If you have terrible nightmares, we can con-clude that in most cases you are stressed out and it attracts a bad spiritual inßuence. Also if you cannot sleep well, your mind that has some negative thoughts like worries, anxiet-ies, and fears for your future so on attracts negative energy.

Remedies for Sleep Paralysis and Spiritual Restraints

Breathing MethodsBreathing methods offer good approach. If you cannot move and there is nothing you can do about it, in order to regain your own spirit, you should try catching your breath.As you are lying down, try to breathe from the lower stomach area below the belly but-ton. The idea is to provide your body with fresh oxygen. Try breathing in, and if you are able to repeat this deep respiration several times over, strangely enough you will Þnd that the evil spirits have parted from you. One of the secrets of this breathing method is that as you breathe, light will enter your body. When that happens, the negative inßu-ences that are holding you down will let go. At that moment, you will be free. This is how to escape through the breathing method.

Positive Thinking and Self-ReßectionAnother method is to change your perspec-tive into a positive one. You must eliminate any think-ing about negative things and look towards the light. Think only about wonderful, posi-tive things within your mind. This is another method for dealing with this threat.

Even if the weight on your chest pre-vents your body from moving and you can-not move your hands either, that does not mean that this restraint is extending into your head. Therefore, while lying down, engage in self-reßection. If you Þnd yourself in such a situation, it means that as some point up to the prior day you have been having trouble with human relationships. In this situation, try thinking about the person with whom you get along the least, a person about whom you get along the least, a person about whom you think, ÒI canÕt stand himÓ, or, ÒIf only she wasnÕt around.Ó If there is someone in your life who Þts this description, then try think-ing of him or her and practice self-reßection, then try thinking of him or her and practice self-reßection. In any event, start with apolo-gizing to this person.

Giving ThanksNext, another method is giving thanks.One day is like a lifetime. If you live by this philosophy, then the end of each day corre-sponds to the end of your entire life. So you should give thanks by saying something like this: ÒIt is my turn to leave this world. Now I can return to a pleasurable world. Looking back over my life on this earth, I can say that I truly had a good life. Thank you so much. Even if I should die here and now, I am sat-isÞed.Ó By giving thanks like this, you will drive them away. This is another method for dealing with the problem.

The next time you experience a bad dream, I suggest that you try our some of the methods explained above. Also before going to bed, if you practice breathing with positive thinking and self-reßection, and giving thanks would make you sleep well.

How to Keep “the Lake Within” SereneIf you wish to benefi t yourself, as I so often say, you must do so in the truest sense. Although egotists pursue what they think will benefi t them, they actually do themselves a lot of harm. They do not understand the basic premise that human beings can never be happy if they are making others miser-able. For the sake of their own happiness, egotists hurt, criti-cize, deprecate, disturb, and annoy other people. They must abandon such negative thoughts and acts, not because these are morally wrong, but because they will never bring them happiness.It is important to love yourself in the truest sense, but many people are unable to do this. To truly love yourself means to live every day with a sense of satisfaction that you are burn-ing perfectly the vital energy that you have been given. This is a basic law that everybody should follow.If you wish to be happy, you must maintain a calm state of mind, like a smooth, polished mirror, or like the calm surface of a lake. A mirror can refl ect perfect images of the world only as long as its surface is smooth and clean. What hap-pens if there is a single crack in it? Of course, the images will no longer be beautiful, much less if the mirror is dirty. Only if the mirror is polished and shining does it refl ect beautiful images.There is a mirror within, the mirror-like surface of the lake within us. The habit of daily refl ection is the equivalent of polishing this mirror every day, and it is important to keep the surface of the lake within unruffl ed and clear so that it can refl ect the moon. We must keep the surface of the lake within smooth, so as to refl ect the world, others, and above all, ourselves, correctly.

i) Set aside some time to be quietOne basic way to accomplish this is to make a habit of setting aside some time each day to be quiet, so that you can face yourself in silence, without uttering a single word. Indeed, happiness blossoms in this kind of regularity.This may sound too simplistic to you, but looking back on my own experience, the occasions when I experienced an intense

sense of happiness were when I took a walk at dusk, watching the changing seasons. One such occasion was an autumn sun-set. Another was in January, when I was struck by the beauty of some marvelous red plum blossoms in the snow. In each instance, the sense of happiness was inexplicable, and of in-estimable value.This kind of feeling may be described as a small ecstasy, or a peak experience; indeed, it is quite close to the enlighten-ment Zen Buddhism seeks. It is an amazing fact that those who have had this kind of ecstatic experience or rapture often decide to live for others. History provides us with many ex-amples of those who experienced moments of bliss and then had the desire to live for the sake of others. In these moments, people are probably fi lled with the supreme bliss of feel-ing one with the universe, of feeling loved by a great being, which awakens a desire to share that happiness with as many people as possible.What I am asking of you is nothing special: just keep your mind as smooth and still as the surface of a tranquil lake. I want you to know that this will bring you joy.

ii) Do not fl y into a rageNo one has the right to make others miserable. Or, to put it another way, we do not need to be made miserable by what others do – we can choose our own happiness. Our resolute-ness to keep the surface of the lake within shining and mirror-like will gradually, and quite naturally, change our attitudes toward others.If we are easily upset, we can never maintain a crystalline sur-face. The wisdom of not getting angry is important not only from a moral standpoint. Anger causes ripples on the surface of the lake within, which make you uncomfortable, and get in the way of your own happiness. If you feel you have been unfairly treated, you probably get furious and want to correct the situation, because you feel you deserve better. However, in doing so, you lose the most valuable treasure of all. If you are driven by anger to protect your ego, you should hold your ground and look once more at the lake within. Realize that at that time, you are on the brink of losing what is most precious to you.The moment you fl y into a rage to protect your ego, you are standing on the edge of a precipice, risking a fall into an abyss from the mountain you have spent so long climbing. If you aspire to refi ne yourself and seek true happiness, you should never give in to brute anger.

However, you may not be convinced by what I say, and feel like saying: “The world is full of absurdities, and everywhere injustice is rampant. I have been misunderstood. If I leave the situation uncorrected, I will continue to suffer injustice.”You may have valid reasons for being upset, because there are two types of anger: anger that protects the ego and anger against social injustice. I am saying you must avoid the fi rst type, the anger that protects your ego. The other type of an-ger, anger that is directed at social injustice, is necessary in constructing an ideal world and preventing evil from gaining power. When you feel you must take action to correct a situ-ation, you have to make sure you are acting rationally, in the understanding that it is a form of love to point out a mistake to someone. If you fully understand the difference between fl y-ing into a rage and taking action in order to correct injustice, you will not lose your inner tranquility. In this world, there are two kinds of responsibility – direct responsibility and in-direct responsibility. If someone criticizes you for causing a particular situation, you cannot run away. You must face up squarely to your “direct responsibility.”On the other hand, there are many cases in which you must assume “indirect responsibility” for a situation, as a result of your carelessness, lack of effort, or in a broader sense, your lack of strength of character or integrity. If you have failed to spend enough time considering others’ happiness, you often have to pay the debt. If you are suffering because you have been misunderstood, think in terms of direct and indirect re-sponsibility. See if there is any room to correct your behav-ior.If you see someone has thrown a stone into your lake, try to stop the ripples spreading. Take it gently, and try to make the impact as small as possible. Stay calm. You may sometimes need to respond to words of hatred with silence.

this area. Evidence of non native fill materials were observed below the surface grade of the area, which included brick, concrete, metal and wood. A total of two 5:1 composite samples were collected from these test pits at a depth interval of 4.5 to 5.0 feet below grade. The samples were analyzed for Target Compound List/Target Analyte List (TCL/TAL) Analytical Parameters. The results of the laboratory analysis revealed that the concentration of Semi Volatile Organic Compounds (Specifically, polycyclic aromatic hydrocarbons or PAHs) were in excess of residential and nonresidential direct contact soil remediation standard in both samples. Polychlorinated Biphenyls (PCBs) were also slightly in excess of residential direct contact soil remediation standard in one of the two samples. Based on these results, additional investigations were performed in order to further evaluate the possible presence of these contaminants in the surface soils elsewhere on the site and assist in delineating the extent of the contaminated historic fill. Six

surface soil samples were collected to determine if PAHs or PCBs were present in the surface soils in other areas of the site. The results revealed

that all grass covered areas contained several PAH compounds that were in excess of the most stringent standards. PCB concentrations were below the residential standard at five of the six locations. The PCB results for soil sample S6, collected from the outfield grass area slightly exceeded (0.21 parts per million) the NJDEP residential standards which is 0.20 parts per million.

Findings and Recommendations:The findings of the initial

investigation activities at 1167 River Road, Edgewater, NJ revealed several contaminants associated with the historic fill in excess of NJDEP residential standard at a depth interval of 4.5-5.0 feet below grade at several surface locations along the Riverfront and at several surface locations elsewhere at the site. These results indicate that

historic fill that was utilized across a majority of the site to raise the natural grade, contains some of the typical contaminants associated with this type of material. It is not clear if any “clean soil” was imported and placed on the surface of this site in the past but it is appears clear that the historic fill is impacting the surface soils. Currently additional soil samples are being collected and analyzed to determine the horizontal and vertical extent of the contamination.

Access to the unpaved areas of the site should be restricted.

A Health and Safety Plan is being developed to ensure the protection of the site employees or

personnel involved with the soil investigation/remediation. In addition, this HASP shall apply to

all supervisory personnel and other individuals who are required to be present within the

designated areas. Adherence to the procedures outlined in this HASP will also assure the

protection of all personnel and

the general public while these activities are carried out.
