For and on behalf of the Central Warehousing Corporation (hereinafter called the Corporation) Regional Manager, Central Warehousing Corporation, Regional Office, LF -10, Nandini Layout, Bengaluru-96 invites online tenders from reputed, GST Registered and experienced parties for hiring of Toyota Innova, Crysta, Maruti Ciaz, Toyota Etios A/C, Tata Indica A/C CARS OR EQUIVALENT ON NEED / Daily /MONTHLY CONTRACT in good working condition for use at CWC, Regional Office, LF -10, Nandini Layout, Bengaluru-96 and Container Freight Station, Whitefield, Bengaluru.

A. PLACE OF OPERATION 1) The vehicle will be normally required on monthly contract for exclusive use of

officials at CWC, CFS, Whitefield, Bengaluru. 2) Regional Manager, Central Warehousing Corporation , Regional Office LF -10, 4th Cross, Adjacent to RBI Quarters, Bengaluru-560 096 as and when required.

B. BRIEF DESCRIPTION OF RENTAL OF CAR

The cars will be required to be operated on all working days/holidays as per the discretion of the Regional Manager, Bengaluru or such other places as decided by the RM, CWC, RO, Bengaluru who may at his sole discretion may ask the agency to provide the car during early/late hours on any day including holidays/Sundays. The Toyota Innova A/C / Crysta A/C / Maruti Ciaz A/C / Etios A/C / Tata Indica A/C cars or equivalent cars hired on Need contract basis will be for the CWC, RO, Bengaluru. The Toyota Innova A/C / Etios A/C cars or equivalent cars hired on Monthly contract basis will be for the CWC, CFS, Whitefield, Bengaluru.

9 Processing fee of tender document

Rs. 590/- (Rupees Five hundred and ninety only) inclusive of applicable GST (18%) to M/s KEONICS Ltd., through e-payment through the portal www.tenderwizard.com / CWC (Before uploading the tender) before 15.30 hrs of 24.09.2019.

10 EMD

Rs. 25,000/- (Rupees Twenty five thousand only) to be paid only through e-payment gateway of e-procurement system to Central Warehousing Corporation, Regional Office, Bengaluru. Upto 15.00 hrs of 24.09.2019. The proof to be uploaded with the technical bid.

11 Security Deposit Rs. 1,25,000/- (Rupees One Lakh twenty five thousand only) in the form of DD only, in the name of Regional Manager, Central Warehousing Corporation, Bangalore.

12 Note If date of opening of tender is declared as Bank Holiday/Public holiday, the tenders will be opened on the next working day following the holiday but there will be no change in the time for opening the tender.

C. EARNEST MONEY: E-tender must be accompanied by an Earnest Money of Rs. 25,000/-(Rupess Twenty five thousand Only) in the shape of e-payment as per the details given in tender notice only. The proof of deposit of EMD is required. E-tender not accompanied by earnest money as stated above shall be summarily rejected.

Earnest money shall be forfeited in the event of the failure of tenderer, after the

acceptance of his tender, to furnish the requisite security deposit by the due date, without prejudice to any other rights and remedies of Corporation under the contract and law. The earnest money, shall be returned to all unsuccessful tenders, as soon as practicable after decision on tenders and to a successful tenderer, after he has furnished the security deposit; if the successful tenderer does not desire the same to be adjusted towards the security deposit. No interest shall be payable on the amount of earnest money, under any circumstance.

Such Small Scale Units registered with the National Small Industries Corporation/KVIC/KVIBD/DIC/DHH would be exempted from cost of tender form, and will also not be required to submit the EMD. This concession will not be available to the parties who do not furnish Registration and Competency Certificate mentioned in the paragraph. Purchase preference will be given to firms registered with any of National Small Industries Corporation, Khadi & Village Industries Commission, Coir Board or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises.

Purchase preference, would be given to MSME registered suppliers as per MSME guidelines, if applicable.

2. Security Deposit :

(i) (a) The successful tenderer shall furnish, within a week of the acceptance of his tender, a Security Deposit of Rs. 1,25,000/- (Rupees One Lakh Twenty Five Thousand only). In the event of tenderers failure after the acceptance of his tender to furnish requisite security deposit by the due date and not taking over the work the EMD shall be forfeited. Besides the Corporation may suspend / ban the trade relations with them or debar to participate in all future tender enquiries with CWC based on the merit of each case upto a period of five years without prejudice to any other rights and remedies of the Corporation under the contract and law. The decision of the Managing Director in this matter shall be final and binding to the tenderer. The successful tenderer, however, shall be given the option to pay 50 per cent of the security deposit within the above mentioned period and the remaining by deduction at the rate of five percent from each admitted bill, for work done under the contract. The Security Deposit amount shall be deposited in favour of the Regional Manager, CWC, Bengaluru, in the form of Demand Draft issued by scheduled banks only. Security Deposit will be with CWC till the closure of Contract. (i) The Security deposit furnished by the tenderer would be subject to the terms and

conditions given in the Annexure to this tender and the Corporation shall not be liable for payment of any interest on the security deposit or any depreciation thereof, whatsoever.

C. RATES The rates are to be quoted in the format as at Annexure-II and shall be inclusive of

all GST and levies excluding GST. d) The Regional Manager, Central Warehousing Corporation, Regional Office, LF -10, Adjacent to RBI Quarters, Nandini Layout, Bengaluru-560 096 may at his discretion extend the validity of the tender by a month and such extension shall be binding on the tenderers. e) The tenderer who is uploading/signing the tender will be deemed to have read and understood all the conditions of the tender, which will be binding on the agency. f) Central Warehousing Corporation reserves the right to reject any or all the tenders received any time without assigning any reason.

g) Conditional tenders will be rejected.

h) All columns should be filled up in Price Bid Annexure-III

The Regional Manager, CWC, RO, Bengaluru reserves the right to terminate the contract by giving one month notice without assigning any reason thereof at any time during currency of the contract.

The operator/ agency may seek pre-closure of the contract if CWC commits any material breach, by giving three months notice. The decision of RM shall however be final on such request for pre-closure. I. PAYMENT Payments will be made through e-payment system by the Regional Manager, CWC, RO, Bengaluru on submission of bills duly pre-receipted by affixing Revenue stamp in duplicate, supported by the confirmation order, Original receipts/vouchers if any towards toll tax, parking etc., The requisite information/ details shall be furnished to enable E-Payments through RTGS.

TERMS AND CONDITIONS

1. The hiring of cars under the arrangement shall cover requirement of CWC, Regional Office, and CWC,CFS, Whitefield, Bengaluru.

2. Rates to be quoted shall be excluding GST and inclusive of all other levies and GST levied by the State or Central Govt. and nothing shall be paid extra on this account. However in case of GST Tax claims/Payments, supplier has to produce G.S.T. Registration Number. Expenditure incurred on account of parking charges, Toll tax, Entry fees etc., if any paid by the Agency, shall be reimbursed on production of original receipts along with the Monthly bill.

3. The vehicle provided / offered should be properly serviced and maintained in excellent condition, always. The Driver should be efficient smart and must possess a valid Driving License and shall be in uniform.

4. The contract shall be valid for a period of one year extendable for a period of six

months during which, no escalation in rates shall be considered. The contract can be extended for further period on mutually agreed terms. The contract can be terminated by RM, CWC, and giving 30 days notice. The decision of the Regional Manager, CWC, RO, Bengaluru under this provision shall be final, conclusive and binding on the contractor and shall not be called into question.

5. The contractor shall make available the vehicle within an hour of intimation / request. In case of not making available the vehicle on time, penalty shall be imposed besides levy of liquidated damages @ Rs. 250/- for every case of such failure.

6. In case of non supply/providing of vehicle due to repair or detention en-route another vehicle shall be provided at no extra cost. In case of failure to provide vehicle, the same will be engaged at the risk and cost of the tenderer and actual expenditure incurred shall be recovered from the agency/tenderer. In such case the decision of Regional Manager, CWC, RO, Bengaluru, shall be final and binding on the tenderer.

7. An agreement shall be executed by the successful contract agency on non-judicial

stamp paper of appropriate value on acceptance of the contract for both place of operation separately.

8. Tenders shall remain valid and open for acceptance for 45 days inclusive of date of opening of Tender (Technical bid). The Corporation reserves the right to accept/reject any/ all the tenders without assigning any reason thereof.

9. The Corporation will not be liable to pay any tax/ or license fee for damages in case

of accidents.

10. The vehicle deployed should confirm to the emission parameters/norms fixed by Central Government/State Government.

11. The Contractor shall comply all statutory Acts, Labour laws / regulations Motor

Vehicle Act.

12. All legal regulations which include insurance, Pollution Control , Road Tax and other compliances shall be complied by the Contractor and CWC will not own any responsibility in this regard. 13. L1 tenderer will be decided separately for Daily / Need basis contract and Monthly

contract, who are quoting the lowest rate. If the tenderer quoted lowest rate for both daily and monthly contract, he will be treated as L1 for both.

14. Intending Tenderers are advised to visit the place of operations for acquainting themselves with the nature of work, infrastructure facilities and functioning of all operations at the site in their own interest before submitting the tender.
