Sub: Duties and responsibilities of Managers.

Role Title Manager – Sub Division in Charge

Role Purpose Responsible for all commercial, maintenance and operational activities of the Sub Division

Reports To Dy. General Manager – Division

Direct Reports Assistant Manager

Sub Division –Manager will have following responsibilities 1. Network 1.1 Record and Maintain maps of lines, 11kV feeders, DTRs and other equipments in the

Distribution Centre and ensure their timely updation 1.2 Prepare Digital Line Diagram for the designed Distribution Centre.

2. Quality and Standard of supply 2.1 Ensure compliance to load regulatory measures as defined from time to time 2.2 Ensure uninterrupted supply of power to consumers as per schedule

3. Customer Relationship Management 3.1 Maintain and build relationship with HT consumers in the distribution centre and

4.1 New Service Connection 4.1.1 Responsible for meeting yearly/monthly targets for new service connection 4.1.2 As per the Lok Sewa ke Pradan ki Guarantee Adhiniyam Act 2010 ensure that

the connections are given in the stipulated time. 4.1.3 Maintain regular register R1 and R2 for new service connections of LT

consumers in the Distribution Centre containing consumer details and meter number

4.1.4 Prepare R3 on release of new connection and ensure R15 and RMS are updated

4.1.5 Ensure timely adjustment of cash for consumer as per CCB register 4.1.6 In case of rejection of new service connection application ensure that proper

communication including the reason for rejection is been sent to the applicant in writing

4.1.7 Prepare and send application to circle office for converting LT connections with load above 75 KV to be converted to HT

4.1.8 Ensure timely and adequate regularization of domestic consumers in the Sub Division

4.2 Meter Reading 4.2.1 Ensure accuracy of meter readings diary and take corrective action in case of

any discrepancy in meter reading 4.2.2 Manual Reading: Check monthly meter reading diaries for LT Consumers and

perform random checking to ensure correctness 4.2.3 Automatic Meter Reading (AMR): Maintain meter reading diaries for HT

Consumers through AMR or manual and forward the same to circle office for bill generation.

4.2.4 Check actual meter reading with the data in meter reading diaries up to at least 10% of the total records.

4.2.5 Perform random checking of reading at least 2-3 days in a month and ensure coverage of majority region in a year

4.2.6 Responsible for submission of data of meter reading and other prescribed formats of the distribution centre to the nearest RAO for bill processing

4.2.7 In case of spot billing at consumer site ensure that the correct bill is given to the consumer

4.3 Analysis of R15 4.3.1 Check R15 for correctness of subsidiary and tariff for consumers. 4.3.2 Maintain and update record of high value consumers and analyze the same 4.3.3 Responsible for preparing R15 for the sub division and update Revenue

Management System with the same 4.3.4 Ensure proper implementation of consumer category, tariffs, subsidiaries etc. 4.3.5 Ensure analysis of consumers and load growth in the distribution centre for

load projections

4.4 Bill Distribution 4.4.1 Coordinate the bill distribution process and supervise over basic functions and

perform random checks to ensure correctness of bills and process 4.4.2 Address any bill related complaints issues by consumers and maintain record

of the same

4.5 Collection

4.5.1 Responsible for meeting Annual/ Monthly/ Weekly/ Daily revenue targets 4.5.2 Responsible for inspection of all designated Distribution Centres once in a

quarter 4.5.3 Ensure sufficient number of permanent and temporary collection counters

during collection cycle 4.5.4 Regular monitoring of revenue collected via cash, cheques or Demand draft

and its bank reconciliation; and transfer the same to the Circle Office account 4.5.5 Ensure cash collected in the distribution centre is updated in RMS regularly. 4.5.6 Ensure that CRA and CAC - daily collection report of the distribution centre are

been prepared and sent to sent to the designated RAO 4.5.7 Ensure timely actions for dishonoured cheques and communicate the same to

the consumer is taken 4.5.8 Keep a red entry for dishonoured cheques and send minus CRA to the

designated RAO 4.5.9 Ensure that Distribution Centre Wise Cash Book is maintained

4.6 Arrears 4.6.1 Responsible for meeting annual/ monthly/ weeks targets for arrears recovery 4.6.2 Prepare monthly report of government/ semi government arrears 4.6.3 Responsible for collection of Arrears from Rs. 20,000 – Rs. 2,500 4.6.4 Responsible for reconciliation of arrears for the distribution centre 4.6.5 Maintain a list of defaulters and recovers arrears for current bill against

o Vigilance or Local Checking o Audit and other dues

4.6.6 Perform timely temporary and permanent disconnection (PDC) for outstanding consumers as and when required

4.6.7 Cross check the disconnected consumers and prepare cases under Sec 138 of Electricity Act 2003 if found illegally connected

4.6.8 On reconnection apply RC/ DC charges and outstanding amount as decided 4.6.9 Prepare replies of LT Audit Paras, vigilance and O&M recovery. 4.6.10 Power of a Tehesildar is been assigned to a Manager and Timely recovery of

dues as per Dues Recovery Act, 1976

4.7 Temporary Connection 4.7.1 Responsible for meeting target of temporary connections during Ravi season 4.7.2 Maintain register of temporary connection and compare the same with last 3

years list to connection disbursement 4.7.3 Ensure regularization of temporary connection to permanent connection if

required

4.8 Indexing of Consumers 4.8.1 Assist contractors with information for indexing of consumers in the

distribution centre 4.8.2 In case of change in consumer feeder update the RMS

5. Energy Accounting 5.1 Responsible for 11 KV feeder metering and ring fencing 5.2 Prepare transformer and feeder wise meter reading diaries 5.3 Analyze 11KV feeder wise losses and take actions to reduce the same 5.4 Ensure working meters are installed on all 11KV feeders and DTRs 5.5 Monitor timely collection of meter reading reports of 33 KV and 11 KV feeders from

the 33/11 KV Sub-stations and forwarding the same to the STM Division office in the O&M Circle

5.6 Responsible for energy audit of company offices and premise

6. Loss Management 6.1 Responsible for meeting Annual/ Monthly/ Weekly/ Daily loss reduction targets for the

distribution centre 6.2 Responsible for detecting cases of theft of energy within the distribution centre &

ensure prompt corrective action 6.3 Responsible for checking for hooks on lines and related theft by consumers especially

during season time and prepare cases as per provisions in Electricity Act, 2003. Take necessary actions to reduce losses by: o Shifting meter from inside the premise to outside, call bell location o Installing over head service lines instead of under ground o Provideing cable in theft prone areas

6.4 Analyse monthly data for Cash RPU, T&D and AT&C loss levels

7. Maintenance 7.1 Distribution Transformers (DTRs)

7.1.1 Responsible for maintenance of DTRs to achieve optimum levels of operational efficiency

7.1.2 Carry out load forecasting and preparation of estimates/schemes for augmentation of transformer

7.1.3 Responsible for preparing schedule for maintenance of DTRs 7.1.4 Weekly checking of 33 / 11 kV transformers (trip test) to ensure circuit

breakers are working properly 7.1.5 Timely return all failed transformer to the nearest area stores 7.1.6 Form Transformer safety committee within the consumers to ensure

awareness and ownership

7.2 HT/ LT Lines 7.2.1 Responsible for routine - preventive and curative maintenance of HT lines and

prepare timey roster/ schedules for their maintenance 7.2.2 Ensure regular and timely maintenance of HT lines 7.2.3 Prepare estimates for replacement of conductors of the appropriate size as

and when required 7.2.4 Ensure timely straightening of tilted poles and reduction of sagging lines

7.3 33 KV Substation

7.3.1 Responsible for overall upkeep of substation 7.3.2 Ensure proposer functioning of capacitor banks 7.3.3 Prepare authorization chart and take necessary approvals in case of shut down

7.3.4 Provide safety appliances and T&P to line staff and ensure compliance to safety norms

7.3.5 Ensure regularized supply via. sub station

7.4 Power Transformer 7.4.1 Responsible for installed power transformer in the sub division 7.4.2 Coordinate with Circle office and STM for regular maintenance of PT 7.4.3 Supervise and accompany any transaction related to power transformer –

installation, replacement etc. 7.4.4 In case of an issue with Power Transformer inform the STM within 24hrs

8. Works 8.1 Prepare proposals for separation of overloaded feeder or substation 8.2 Prepare proposal for augmentation of DTRs, Conductors etc. 8.3 Replacement of stop defective meters

8.3.1 Perform monthly analysis of stop defective meters and ensure timely replacement of defective meters

8.3.2 Place request for new meters to the nearest area stores for procurement and maintain a healthy stock of fresh and working meters in the sub division.

8.3.3 Maintain record of the defective meters and the replaced meters

9. Project Monitoring 9.1 Implementation knowledge of ongoing schemes and projects like RAPDRP, ADB,

RGGVY, feeder segregation etc. 9.2 Monitor ongoing projects in the sub division

10. Safety 10.1 Ensure that compliance to IEE– Rule in the distribution centre 10.2 Constitute transformer safety committee at the village level to prevent theft of

transformers 10.3 Responsible for reporting any electrical accident to the Division Office and taking

action as directed by the Division office 10.4 Responsible for verifying safety appliance used by line staff and send requirement to

Division office in case of need for material 10.5 Responsible for filing First Information Report and Final Report in case of theft of

company property 10.6 Send timely and proposer requisition for safety equipment

11. Stores 11.1 Prepare indent for equipments and send the same to the nearest stores

12. MIS 12.1 Prepare and compile relevant MIS for Distribution Centre in the specified formats and

submit the same regularly

13. Establishment and HR related matters 13.1 Ensure that the office(distribution centre) premises are kept clean at all times 13.2 Responsible for implementation of the applicable labour laws in the distribution

centre as and when required 13.3 Prepare Profit and Loss statement for Distribution Centre and update distribution

centre cash book regularly 13.4 Maintain records of the revolving funds and R46 of the distribution centre regularly. 13.5 Maintain attendance records of subordinates and casual leave register and get leave

approval from competent authority 13.6 Maintain asset registers of Sub division and the Distribution Centres under it. 14. Miscellaneous 14.1 Implementation and compliance of following acts and guidelines in the distribution

centre o Electricity Act 2003 o Lok Sewa ke Pradan ki Guarantee Adhiniyam Act, 2010 o Directives of Regulators o Tariff Orders year on year o Right to Information Act o Due Recovery Act , 1976 o Supply Code, 2004

14.2 Implementation of circulars issued from higher authorities in the distribution centre 14.3 Ensure proper and timely implementation of various government and company

schemes 14.4 Provide information related to the distribution centre as and when required by the

higher officials or government 14.5 Actions taken in lieu to Lok Sewa ke Pradan ki Guarantee Adhiniyam Act, 2010 to be

separately recorded and the same needs to be published on company’s website 14.6 Responsible for seeking explanation from employees in case of their bad conduct 14.7 Provide functional guidance to subordinates on a periodic basis and undertake

performance review of the direct subordinates 14.8 Identify and arrange for need based training for subordinates

* Manager deputed in zones will have same responsibilities, however Sub Division will be replaced by Zones and Distribution Centre by Feeders

CIRCULAR

MP MKVVCL (henceforth referred to as Company), has decided to fill up the post

of DGM (equivalent to EE) by internal circulation among the officers of the erstwhile

MPSEB and the officers of the Company who fulfill the prescribed criteria mentioned

herewith and therefore, application in the prescribed proforma (Annexure A) is

appended herewith for the posts detailed hereunder:

Eligibility Criteria:

1. Minimum 15 years of experience. 2. Should be of the rank of regular DGM or regular Executive Engineer or

equivalent. 3. Should be inclined and have an aptitude to work in HR/Finance/IT functions. 4. Have minimum of three years service left. 5. Should not have any open departmental enquiry. 6. Prior work experience and relevant qualification in HR/Finance/IT shall be

preferred.

Desirable Qualifications:

DGM(HR):

MBA / PGDBM / PGDHR/ MSW or equivalent degree from a government recognized institute.

DGM(Finance):

ICWA/ Cost Accountancy/ Chartered Accountancy/ MBA(Finance)/ PGDM in Finance, ICWA or equivalent from a government recognized institute.

DGM(IT):

BE/B.Tech.(IT)/(Computer Science), MCA or equivalent from a government recognized institute.

Guidelines for selection:

1. The selected candidates shall be re-designated into the new cadre.

2. They shall be governed by their existing service condition i.e. service condition of MPSEB with continuity of service.

3. The selected candidates shall be treated as on deputation till final transfer from MPSEB. After final transfer of candidates to MP MKVVCL, they will be absorbed in the new cadre with the condition as stipulated at Sl.No.2 of guidelines and will have to forego their seniority in the original cadre.

4. Pay protection as per rule shall be applicable.

5. Only candidates who are working and have opted for final transfer in MP MKVVCL shall apply.

6. Candidates shall be required to submit NOC from the HR head of the respective Company at the time of the interview.

Selection Criteria

Only candidates obtaining 50 plus marks shall be selected. Final selection shall

be made based on the merit list.

The Company reserves the right to conduct screening test for qualifying

candidates for interviews, if applications for a particular post are more than 10 times the

vacancy.

The Company reserves the right to shortlist the candidates and also to cancel the

recruitment process without any further notice and without assigning any reason

thereof. The Company will consider the names of only those officers who fulfill the
