Abad of the DBM (copy attached) forwarding to this Department the approved organizational structure and Indicative Staffing Pattern (ISP) of the DPWH Regional Offices (ROs) and District Engineering Offices (DEOs). Considering that we have been given only two (2) months from the date of its approval to place the existing positions in the said ISP, the following guidelines in accomplishing the same are hereby prescribed: 1. All existing positions under your respective Personal Services Itemization and Plantilla of Personnel (PSIPOP) should be duly accounted for. To effectively monitor the movement of the same and to facilitate issuance of new Notice of Organization, Staffing and Compensation Action (NOSCA) by the DBM, it is imperative that each item/position must have its corresponding staffing action as discussed during the Regional Administrative Officers' Consultation Meeting on 19 July 2011. 2. The possible staffing actions (e.g., retention, reclassification, retitling, etc.) are shown under Report Form No. 1 (Comparative Matrix of EXisting/DBM-approved Staffing Pattern Under E.O. No. 366). 3. The list of affected personnel with options to retire and avail themselves of the additional incentives under E.O. No. 366 or remain in the service under "co-terminous with the incumbent" (CTI) status shall be reported under Report Form Nos. 2 and 4, respectively. 4. Personnel who are not affected but opted for voluntary retirement shall be reported using Report Form NO.3. The corresponding funded vacant positions (as of CY 2005) shall be offered for abolition for each employee who opted for the same and shall be reported under Report Form No.3-A. 5. All Regional Directors and District Engineers are directed to conduct a survey to determine who among the affected personnel would like to retire under E.O. Considering that we have been given only two (2) months from the date of its approval to placethe existing positions in the said ISP, the following guidelines in accomplishing the same arehereby prescribed:

1. All existing positions under your respective Personal Services Itemization and Plantilla ofPersonnel (PSIPOP) should be duly accounted for. 4. Personnel who are not affected but opted for voluntary retirement shall be reported usingReport Form NO.3. The corresponding funded vacant positions (as of CY 2005) shall beoffered for abolition for each employee who opted for the same and shall be reported underReport Form No.3-A.

5. All Regional Directors and District Engineers are directed to conduct a survey to determinewho among the affected personnel would like to retire under E.O. No. 366 or stay in theservice under en status. This is also to account who among the non-affected personnel willopt for voluntary retirement.

6. Affected personnel should be encouraged to retire and/or avail themselves of additionalincentives under E.O. No. 366, particularly those who are 60 years old and above. It ishereby reminded that all retirement applications/papers must be received by the concernedGSIS office one (1) month before the deadline set by the DBM.

7. Reassigned/Detailed personnel shall be accounted/reported under their respective motheroffices.

8. For vacant or newly-created positions, selection process shall only be done after theissuance of the corresponding NOSCAby the DBM (except for lateral transfers).

To ensure that only the best qualified and competent personnel will be appointed to the vacantand/or newly-created positions under the new DPWH organizational structure, the ManCom ispresently reviewing the provisions of D.O. No. 87, series of 2005 (GUidelines on the Evaluationand Selection of Personnel to be Retained in or Appointed/Promoted to Upgraded or NewlyCreated First and Second Level Positions as a result of Rationalization). As such, you areencouraged to submit to the ManCom, thru the Director of the Administrative and ManpowerManagement Service (AMMS), your comments and/or recommendations in connection with yourproposed amendment.

The duly accomplished ISPs from the DEOs, including the list of affected personnel (Withcorresponding computations and supporting documents) shall be forwarded to the RegionalOffice concerned, on or before 05 August 2011, for review/consolidation before forwardingthe same to the DPWH Central Office on or before 12 August 2011, to give ample time for theCentral Personnel Division to review the same for submission to the Secretary, thru theManCom, and finally to the DBM for approval and/or funding.

Once the ISPs of the ROs and DEOs are approved, the DBM shall cause the issuance of thecorresponding NOSCA and Agency Code of offices under the new DPWH organizationalstructure. Subsequently, incentives for affected personnel shall be available within two (2)months from approval of the same.

We are pleased to inform you of the approval of the organizational structure andindicative staffing pattern (ISP) of the Regional Offices (ROs) and DistrictEngineering Offices (DEOs) of the DPWH, as part of its Rationalization Plan (RP)pursuant to Executive Order No. 366 dated 04 October 2004.

The DPWH is given two (2) months from this approval to place the existingpositions/items in the ISP.

Personnel in positions that could no longer be accommodated in the ISP have theoption to retire with incentives or their positions would be converted from reqular tocoterminus with the incumbent (en) ststus, to be abolished once vacated.

The incentives are available within DNO (2) months from approval of this Plan.Therefore,those who wou Id hold eTI items are no longer entitled to the incentives under theProgram upon their retirement/separation after the two-month period.
