Reconstruction 5.2.1

• Identify the two plans for Reconstruction and the government body responsible for each. List at least two of the specific elements of each plan. Identify which was plan was adopted and provide two issues that arose from this plan.

Answer to Reconstruction ORQ

• The two plans for reconstructing the country following the civil war were proposed by President Andrew Johnson and by the Radical Republicans in Congress. Johnson being a southerner proposed a plan that allowed southern states to write their own constitutions and to rejoin the United States without giving African Americans the right to vote.

• The Radical Republicans proposed a plan that would allow southern states back in if they granted all men in the United States the right to vote for all males and for the adoption of amendments to the constitution to provide equality for blacks socially, economically, and politically.

• In the end Congresses plan was adopted because they were able to use their power to override the vetoes of Andrew Johnson. Their plan was not perfect and led to major problems for the South and even the people they were trying to protect… African Americans.

• Many issues arose from the Congressional plan that was adopted such as the emergence of the KKK which used terror to keep blacks from using their new rights.

• Despite Congress using money to try to create a fair system for the blacks in the south a system of sharecropping emerged in which poor blacks did not own land but farmed it and gave a large portion of their crops to the landowners. This system kept the blacks in the south poor and far from equality.

• Big Business- made small businesses go out business, made business more impersonal, led the economy to be more industrial and less agricultural, created less competition which hurt the consumer

• Factories- gave people industrial jobs in cities rather than the country, dangerous working conditions, repetitive tasks, gives Americans cheap goods

• Mechanized Farming- made farming more efficient, allowed the cultivation of more land, led to increased production, allowed diversification of crops

• Labor Movement- started the road to better conditions, shorter hours, and higher wages

• Big Business- Rockefeller created a nationwide oil monopoly and gave money to charity upon his death, Carnegie pioneered horizontal and vertical integration as a way to monopolize an industry

• Factories- Henry Ford and other industrialists used new techniques like the assembly line and Bessemer process to make goods cheaper and faster

• Mechanized farming- the populists engaged in mechanized farming on great plains, their use of machines led to overproduction, which led to economic problems and the development of the populist party to provide them a voice in government

• Labor Movement- unions like the AFL were by men like Debs who helped to provide a voice for the workers and gain rights like hours, wages, and conditions

• Identify three groups that came to America during the late 1800’s. Identify the impact these immigrants had on the cities of the United States and the idea of what an American is.

• Identify one social, political, and economic problem that America faced in the Progressive era. Provide a solution the Progressives implemented for each problem and determine whether or not it was effective.

• Social- women did not have the right to vote or equal rights in general, African Americans suffered under Jim Crow, immigrants live in overcrowded housing and work in dangerous conditions,

• Political- voting fraud, city governments were poorly run, federal government had an inconsistent flow of money

• Economic- unequal distribution of wealth, most Americans struggle so everyone has to work, businesses are not regulated and take advantage of Americans,

• Solutions-• Social- passage of the 19 amendment allows

women to vote, not much was done until the 1960’s, creation of ymca, hull house, passage of laws to make work place safer

• 19th amendment effective gave the right to vote, African Americans life was still bad no help came, laws helped improve conditions and wages but still did not allow families to prosper

• Political- use a secret ballot, take control of the election process from the parties, organized city governments into departments with educated leadership by specialists in the field, passage of the 17th amendment which implemented the income tax

• Elections are now more fair but not free from corruption, city governments now more efficient and deal with problems but it depends on the economic level, and the federal government has both a better source and has grown A LOT!

• Economic- implement the income tax to allow greater spread of wealth and funding of public goods, pass child labor laws and setup compulsory school attendance, pass laws to limit trusts and monopolies,

• We have greater access to public goods but the disparity still exists, educational opportunities have led to a higher standard of living but both parents still have to work in low income families, the laws we passed have protected consumers some but have not stopped companies from taking advantage of employees (ENRON)
